"contents": "<span style=\"font-weight: 400;\">Telecommunications have proven to be a lifeline for keeping many businesses running during pandemic-induced lockdowns. Internet access is equally critical for growing our economy and the overall progress of the Fourth Industrial Revolution advancements.</span>\r\n\r\n<span style=\"font-weight: 400;\">Internet connectivity creates jobs. </span>\r\n\r\n<span style=\"font-weight: 400;\">The</span><a href=\"http://documents.worldbank.org/curated/en/178701467988875888/pdf/102955-WP-Box394845B-PUBLIC-WDR16-BP-Exploring-the-Relationship-between-Broadband-and-Economic-Growth-Minges.pdf\"> <span style=\"font-weight: 400;\">World Bank states</span></a><span style=\"font-weight: 400;\"> that mobile broadband provides between 2.5 and four additional jobs for each broadband job. In South Africa, online shopping has created numerous jobs, including the</span><a href=\"https://businesstech.co.za/news/trending/518500/heres-how-many-jobs-the-checkers-sixty60-delivery-service-has-created/\"> <span style=\"font-weight: 400;\">creation of 2,870 new jobs at Checkers Sixty60</span></a><span style=\"font-weight: 400;\"> alone.</span>\r\n\r\n<span style=\"font-weight: 400;\">Furthermore, increasing broadband connectivity leads to improved economic activities. For example, the International Telecommunication Union (ITU)</span><a href=\"https://www.itu.int/en/myitu/Publications/2020/03/05/14/42/Econometric-modelling-for-Africa\"> <span style=\"font-weight: 400;\">has estimated that</span></a><span style=\"font-weight: 400;\"> “an increase of 10% in mobile broadband penetration in Africa would yield an increase in 2.5% in the gross domestic product per capita”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Building broadband internet is like building a network of highways and roads that allows instantaneous access to information, products, services and immediate payments — helping the economy grow.</span>\r\n<h4><b>Economic development</b></h4>\r\n<span style=\"font-weight: 400;\">Having many people still unconnected is slowing economic development. </span>\r\n\r\n<span style=\"font-weight: 400;\">The</span><a href=\"https://www.worldbank.org/en/topic/digitaldevelopment/brief/connecting-for-inclusion-broadband-access-for-all\"> <span style=\"font-weight: 400;\">World Bank says</span></a><span style=\"font-weight: 400;\"> that “only about 35% of the population in developing countries has access to the internet (versus about 80% in advanced economies)”. South Africa is in between.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to the Independent Communications Authority of South Africa, the proportions of households</span><a href=\"https://www.nab.org.za/uploads/files/State-of-ICT-Sector-Report-March-2022.pdf\"> <span style=\"font-weight: 400;\">which have access to the internet at home and use mobile devices</span></a><span style=\"font-weight: 400;\"> are at 8.3% and 64.1%, respectively. </span>\r\n\r\n<span style=\"font-weight: 400;\">Connecting more people can help to offer them new opportunities as well as increase prosperity.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are two key factors preventing people from being connected to the global internet community. One is the access to the internet and the cost of such access. For instance, the</span><a href=\"https://www.itu.int/en/myitu/Publications/2020/03/05/14/42/Econometric-modelling-for-Africa\"> <span style=\"font-weight: 400;\">ITU states that</span></a><span style=\"font-weight: 400;\"> “a 10% drop in mobile broadband prices will boost adoption of mobile broadband technology by more than 3.1%”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The other factor is in the relevance of the content; understanding the opportunities offered by the internet and the ability to access the content (eg literacy and language).</span>\r\n\r\n<span style=\"font-weight: 400;\">To improve access, one must build networks and provide connectivity/access to the internet. Satellites can offer the widest broadband coverage, including remote and rural areas, yet are expensive right now.</span>\r\n\r\n<span style=\"font-weight: 400;\">Fibre is the king of connectivity, but the high cost of deployment often restricts availability to higher-income neighbourhoods. Cellular, especially 4G/LTE, is the most widely used broadband, thanks to its widespread and nearly ubiquitous set of services.</span>\r\n\r\n<span style=\"font-weight: 400;\">More than 32% of South Africa’s population</span><a href=\"https://data.worldbank.org/indicator/SP.RUR.TOTL.ZS?locations=ZA\"> <span style=\"font-weight: 400;\">lives in rural, sparsely populated areas</span></a><span style=\"font-weight: 400;\">, where the cost of deploying and providing internet connectivity can</span><a href=\"https://www.weforum.org/agenda/2016/02/4-reasons-4-billion-people-are-still-offline/\"> <span style=\"font-weight: 400;\">be three times higher</span></a><span style=\"font-weight: 400;\"> than in dense urban areas. With this, the high cost of internet access is still a challenge, as South Africa</span><a href=\"https://www.iol.co.za/business-report/companies/sa-ranks-136-worldwide-for-the-cost-of-mobile-data-e2536315-ed01-4eab-a0f5-ec101398a0d4\"> <span style=\"font-weight: 400;\">ranks 136th worldwide</span></a><span style=\"font-weight: 400;\"> for the cost of mobile data.</span>\r\n<h4><b>Mobile networking</b></h4>\r\n<span style=\"font-weight: 400;\">Despite the challenges, South African citizens receive the latest technologies, including the fifth generation of mobile networking, 5G. </span>\r\n\r\n<span style=\"font-weight: 400;\">The 5G is currently expensive and its coverage is small geographically. However, 5G includes many features, including a much higher speed, better options for coverage in rural areas and a new level of support for industrial processes and sensors. In time, these features will help improve access to the internet.</span>\r\n\r\n<span style=\"font-weight: 400;\">Furthermore, the Council for Scientific and Industrial Research (CSIR) recently developed</span><a href=\"https://www.itweb.co.za/content/PmxVE7Kl6mgMQY85\"> <span style=\"font-weight: 400;\">a new communication technology</span></a><span style=\"font-weight: 400;\"> enabling television white spaces (TVWS).</span>\r\n\r\n<span style=\"font-weight: 400;\">The</span><a href=\"https://issuu.com/saiee0/docs/wattnow_july_2020_issue\"> <span style=\"font-weight: 400;\">TVWS signals can travel well</span></a><span style=\"font-weight: 400;\">, including through vegetation, and can help to close existing connectivity gaps in hard-to-reach locations. Now, the CSIR is working on 5G and beyond 5G technologies, aiming to offer better and cheaper connectivity for all.</span>\r\n\r\n<span style=\"font-weight: 400;\">The second key factor preventing people from being connected to the global internet community is the relevance of the content offered on or via the internet, and the ability to read it.</span>\r\n\r\n<span style=\"font-weight: 400;\">Fewer than 10% of South Africans</span><a href=\"https://www.timeslive.co.za/news/south-africa/2019-06-05-only-8-of-south-africans-speak-english-at-home-report/\"> <span style=\"font-weight: 400;\">have English as their first language</span></a><span style=\"font-weight: 400;\">, and only 16% speak English outside the home. Yet, the majority of the content on the internet is in English and other European languages. This mismatch creates a significant barrier to adopting and using the internet and all the opportunities it offers, including opportunities for local entrepreneurs.</span>\r\n<h4><b>Beating the language barrier</b></h4>\r\n<span style=\"font-weight: 400;\">The CSIR is working to reduce this barrier and has developed a</span><a href=\"https://www.csir.co.za/converting-text-automated-south-african-languages\"> <span style=\"font-weight: 400;\">software product that converts</span></a><span style=\"font-weight: 400;\"> digital text into synthetic speech in all the 11 official South African languages.</span>\r\n\r\n<span style=\"font-weight: 400;\">The technology generates synthetic speech that is close to human speech, including articulation and accent. CSIR researchers have developed capabilities to work with resource-scarce languages and adopt state-of-the-art techniques in text-to-speech conversion for the South African context.</span>\r\n\r\n<span style=\"font-weight: 400;\">To further address the challenges of access to multilingual content and literacy, the CSIR</span><a href=\"https://www.csir.co.za/assistive-technology-visually-impaired-dyslexic-and-developing-readers\"> <span style=\"font-weight: 400;\">has developed software to help</span></a><span style=\"font-weight: 400;\"> people to read, overcoming mobility, visual impairment, dyslexia, low literacy and other special educational needs. The software breaks down these barriers by adding audio to publications and synchronising it with the text.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Local is lekker”, and the language, regulation and other peculiarities of the local market should be a big opportunity for local businesses. Yet, many locally developed businesses struggle to compete against international giants like</span><a href=\"https://www.cbsnews.com/news/google-ads-small-busineses-cost-budget/\"> <span style=\"font-weight: 400;\">Google</span></a><span style=\"font-weight: 400;\"> and Netflix.</span>\r\n\r\n<span style=\"font-weight: 400;\">The</span><a href=\"https://www.news24.com/fin24/companies/ict/its-time-for-a-new-sa-mxit-says-telecoms-minister-after-facebook-outage-20211006\"> <span style=\"font-weight: 400;\">locally developed Mxit</span></a><span style=\"font-weight: 400;\"> had more than seven million monthly active subscribers in 2013, but drowned, unable to compete with Facebook-backed WhatsApp.</span>\r\n\r\n<span style=\"font-weight: 400;\">Today, </span><a href=\"https://mybroadband.co.za/news/broadcasting/385414-netflix-can-kill-dstv-warns-multichoice.html\"><span style=\"font-weight: 400;\">DStv seems to struggle against Netflix</span></a><span style=\"font-weight: 400;\"> and says, “</span><a href=\"https://mybroadband.co.za/news/broadcasting/448448-netflix-and-disney-must-comply-with-bee-and-pay-tax-multichoice.html\"><span style=\"font-weight: 400;\">Netflix must be subject to the same regulations as DStv</span></a><span style=\"font-weight: 400;\">”. This is in part due to the virtually tax and regulation-free operation of foreign companies online, ie a less-than-fair competition regime.</span>\r\n<h4><b>Local jobs</b></h4>\r\n<span style=\"font-weight: 400;\">Only a few foreign apps — like</span><a href=\"https://www.dispatchlive.co.za/news/2020-02-22-uber-cites-13000-jobs-created-in-tough-economy-supports-special-police-unit/\"> <span style=\"font-weight: 400;\">Uber</span></a><span style=\"font-weight: 400;\">,</span><a href=\"https://www.iol.co.za/business-report/companies/airbnb-supports-22-000-jobs-across-south-africa-17029508\"> <span style=\"font-weight: 400;\">Airbnb</span></a><span style=\"font-weight: 400;\">, and Booking.com — create or support local jobs. The Minister of Communications and Digital Technologies,</span><a href=\"https://www.moneyweb.co.za/news/south-africa/facebook-outage-prompts-sa-to-promote-local-developers/\"> <span style=\"font-weight: 400;\">Khumbudzo Ntshavheni, has said</span></a><span style=\"font-weight: 400;\">: “We cannot be dependent on the West for our technological environment… we must drive this ourselves as a country.”</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s overall progress in the Fourth Industrial Revolution relies heavily on the availability of</span><a href=\"https://saiia.org.za/research/africas-ict-infrastructure-its-present-and-prospects/\"> <span style=\"font-weight: 400;\">connectivity</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://www.iitpsa.org.za/sa-ict-alive-and-well-but-skills-shortages-threaten-4ir-progress/\"> <span style=\"font-weight: 400;\">skills</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The internet is a vast opportunity for local entrepreneurs to promote our ancestral heritage and grow new businesses with unique competitive advantages.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ensuring broadband coverage and making the regulation more supportive of local innovation — whether this means giving promising local enterprises special allowances or enforcing South African law on the operation of foreign online businesses — will be a leap forward for South Africa. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Dr Albert Lysko is a Principal Researcher at the NextGen Enterprises and Institutions cluster of the Council for Scientific and Industrial Research.
