"contents": "<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">I recently commended South Africa’s food security status in my </span></span></span><a href=\"https://wandilesihlobo.com/2018/02/27/south-africa-is-the-most-food-secure-country-on-the-continent/\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>personal blog</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">. This was after the </span></span></span><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><i>Economist</i></span></span></span><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"> Intelligence Unit placed South Africa in 44th place out of 133 countries worldwide in the 2017 </span></span></span><a href=\"http://foodsecurityindex.eiu.com/\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>Global Food Security Index</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">This essentially makes South Africa the most food secure country on the continent. Some conflated the blog post with the </span></span></span><a href=\"https://qz.com/1218309/south-africa-to-take-land-without-compensation-as-zimbabwe-backtracks-on-seizing-white-farms/\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>land reform policy debates</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">, arguing that the proposed expropriation without compensation policy would tamper with the progress made thus far. But my intention was to shed light on the meaning of food security. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">The Global Food Security Index captures the most critical aspects of food security, as defined by the Food and Agriculture Organisation of the United Nations. These are affordability, availability, quality and safety. While affordability and availability have been a key focus following the robust agricultural output of the 2016/17 production season, the quality and safety aspects have seldom been mentioned in food security debates. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">This is quite regrettable, as food quality and safety are important levers of food security. A case in point is the drastic impacts of recent disease outbreaks, such as </span></span></span><a href=\"https://www.businesslive.co.za/bd/national/2018-02-14-bird-flu-wipes-out-r954m-sa-turns-to-imports/\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>avian influenza</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"> and </span></span></span><a href=\"https://www.businesslive.co.za/bd/national/health/2018-03-30-listeriosis-deaths-now-189-says-nicd/\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>listeriosis</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">, in South Africa.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">In 2017, more than 4.8 million birds were culled across the country due to avian influenza. This is not unique to South Africa; a couple of European and Asian countries also encountered the disease from 2016 to the beginning of 2017, but they managed to address it swiftly. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">However, the challenges seem to be lingering in South Africa. On 26 March 2018, in an </span></span></span><a href=\"https://www.businesslive.co.za/bd/national/2018-03-26-poultry-farmers-urged-to-watch-out-for-avian-flu/\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>article</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"> published in </span></span></span><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><i>Business Day</i></span></span></span><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">, the Department of Agriculture, Forestry and Fisheries called on poultry farmers in coastal areas to be on high alert amid fears of a fresh outbreak of the deadly avian influenza.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">If it rears its ugly head once again, it will surely be double jeopardy as the South African food sector is still grappling with listeriosis. Reports suggest that listeriosis was located in a </span></span></span><a href=\"https://www.timeslive.co.za/news/south-africa/2018-03-05-7-things-to-know-about-listeria/\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>few meat processing factories</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">, and it took South Africa more than five months to trace these sources of contamination. This indicates some level of inefficiencies in the country’s food safety monitoring systems. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">Another case worth monitoring pertains to increasing honey imports from China. South Africa’s honey imports increased from 476 tonnes in 2001 to 4,206 tonnes in 2017, according to data from </span></span></span><a href=\"https://www.trademap.org/Index.aspx\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>Trade Map</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">. This is mainly due to steady domestic demand, coupled with a </span></span></span><a href=\"https://www.farmersweekly.co.za/agri-news/south-africa/sa-honey-production-downward-spiral/\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>decline in domestic honey production</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">. But worth highlighting is that, on average, 76% of South Africa’s honey imports came from China in the past 17 years. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">Chinese honey has in the past dominated the </span></span></span><a href=\"http://shanghaiist.com/2013/07/30/up_to_70_of_chinas_honey_is_fake_mi.php\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>headlines</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">, but not in a good way. In 2014, </span></span></span><a href=\"http://www.food24.com/News-and-Guides/Features/Worlds-biggest-honey-producing-country-is-selling-fake-honey-20140625\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>food24.com</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"> ran an </span></span></span><a href=\"http://www.food24.com/News-and-Guides/Features/Worlds-biggest-honey-producing-country-is-selling-fake-honey-20140625\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>article</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"> which highlighted that Chinese farmers were caught producing counterfeit honey. Europe had similar experiences with imported honey to such an extent that in 2014 European lawmakers ranked honey on the sixth spot on the list of </span></span></span><a href=\"http://www.europarl.europa.eu/sides/getDoc.do?pubRef=-//EP//NONSGML+REPORT+A7-2013-0434+0+DOC+PDF+V0//EN\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>10 top products</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"> that are most at risk of food fraud. This has been a big scandal, and is illustrated in the </span></span></span><a href=\"https://www.netflix.com/za/title/80146284\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>Netflix</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"> documentary </span></span></span><a href=\"https://www.netflix.com/za/title/80146284\"><span style=\"color: #0b4cb4\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\"><u>Rotten - Lawyers, Guns & Honey</u></span></span></span></a><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">These food safety risks are quite worrying. As such, the discussions about food security shouldn’t only lean on availability and affordability. More emphasis should be placed on quality and safety. This task lies squarely on the shoulders of everyone – consumers, food producers and regulators. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000\"><span style=\"font-family: Georgia, serif\"><span style=\"font-size: large\">Consumers should be more discerning about the food they eat. Food processors should also do more to improve the safety of the products they put on the market and be responsible with food labelling.
