"contents": "<span style=\"font-weight: 400;\">The construction of Katleho Mpumelelo New Secondary School should have been completed in 2019, but three years after the site was handed over to the contractors only the foundation has been laid. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There are many school children, including my own child, who walk a long distance to get to school. There was a time when parents were happy that finally a school would be built closer to their homes,” said Pule Mphithi, a parent and member of the steering committee for the construction project. </span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/article/2020-11-11-r22m-spent-on-school-and-there-is-only-the-foundation-to-show-for-it/ayanda-katlegoproject2/\" rel=\"attachment wp-att-761141\"><img loading=\"lazy\" class=\"size-full wp-image-761141\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Ayanda-KatlegoProject2.jpg\" alt=\"\" width=\"1280\" height=\"825\" /></a> The current school is entirely made up of prefabricated classrooms that do not have electricity. (Photo supplied)</p>\r\n\r\n<span style=\"font-weight: 400;\">On rainy days the dirt road in Amelia is difficult to navigate by car and much worse by foot, with mud puddles surrounding the entire track. </span>\r\n\r\n<span style=\"font-weight: 400;\">Community members say the contractor abandoned the construction site in late 2018 after digging and laying the foundation.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/article/2020-11-11-r22m-spent-on-school-and-there-is-only-the-foundation-to-show-for-it/ayanda-katlegoproject4/\" rel=\"attachment wp-att-761144\"><img loading=\"lazy\" class=\"size-full wp-image-761144\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Ayanda-KatlegoProject4.jpg\" alt=\"\" width=\"1280\" height=\"867\" /></a> Construction has been abandoned at the Katlego-Mpumelelo School Project in Zamdela Sasolburg(Photo supplied).</p>\r\n\r\n<span style=\"font-size: 1rem;\">“Subcontractors did a majority of the work and many are still waiting for their payments from the main contractor,” Mphithi said. </span>\r\n\r\n<span style=\"font-weight: 400;\">When the community saw that the site had been abandoned, they sent numerous emails and letters to the Department of Education, which they say are yet to be replied to.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/article/2020-11-11-r22m-spent-on-school-and-there-is-only-the-foundation-to-show-for-it/ayanda-katlegoproject5/\" rel=\"attachment wp-att-761146\"><img loading=\"lazy\" class=\"size-full wp-image-761146\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Ayanda-KatlegoProject5.jpg\" alt=\"\" width=\"1280\" height=\"788\" /></a> Puddles of water are found all over the construction site at Katlego-Mpumelelo School Project in Zamdela Sasolburg due to heavy rains (Photo supplied).</p>\r\n\r\n<span style=\"font-weight: 400;\">Records provided by the department to </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">show that R6-million was paid to the main contractor. Additionally, an exorbitant amount of just over R15-million was spent on a line item that the department labelled as “professional fees”. In total R22,701,895 has been spent on the project. </span>\r\n\r\n<span style=\"font-weight: 400;\">New Genesis Properties and Amadwala Trading 363 cc are the joint venture (JV) companies appointed by the Department of Public Works and Infrastructure (DPWI) in the province to construct the school. </span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/article/2020-11-11-r22m-spent-on-school-and-there-is-only-the-foundation-to-show-for-it/ayanda-katlegoproject7/\" rel=\"attachment wp-att-761150\"><img loading=\"lazy\" class=\"size-full wp-image-761150\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Ayanda-KatlegoProject7.jpg\" alt=\"\" width=\"1255\" height=\"844\" /></a> The current school is entirely made up of prefabricated classrooms that do not have electricity. When we met with one of the directors of the Department of Education, he did not have answers to the questions we had. Melusi Mbhele, the director of New Genesis Properties, committed to having an interview with </span><i style=\"font-size: 1rem;\">Daily Maverick </i><span style=\"font-weight: 400;\">but later would not return any calls. </span>\r\n\r\n<span style=\"font-weight: 400;\">During a meeting held with community members and other concerned stakeholders on Tuesday 10 November, </span><span style=\"font-weight: 400;\">Ernest Mohlahlo</span><span style=\"font-weight: 400;\">, head of the FS DPWI, </span><span style=\"font-weight: 400;\">could not say when construction would resume.
