"contents": "<span style=\"font-weight: 400;\">The R350 Social Relief of Distress (SRD) grant is being extended for an additional year until March 2024, Finance Minister Enoch Godongwana announced on Wednesday.</span>\r\n\r\n<span style=\"font-weight: 400;\">Presenting his medium-term budget policy statement to Parliament, Godongwana said: “The SRD grant was introduced in May 2020 as a temporary measure to respond to the needs of the most vulnerable who were affected by lockdown measures. </span>\r\n\r\n<span style=\"font-weight: 400;\">“It has been extended several times since then. Discussions on the future of the grant are ongoing and involve very difficult trade-offs and financing decisions.”</span>\r\n\r\n<span style=\"font-weight: 400;\">However, millions of people who used to get the grant have not been receiving it since April. This is because of a massive drop in approvals by the South African Social Security Agency (Sassa).</span>\r\n<h4><b>Drop in beneficiaries</b></h4>\r\n<span style=\"font-weight: 400;\">Sassa says the number of people approved for the grant plummeted from 10.9 million in March to just under 4.8 million in April.</span>\r\n\r\n<span style=\"font-weight: 400;\">The number of applications also declined suddenly during this period, from almost 15.8 million applications in March to 8.1 million in April.</span>\r\n\r\n<span style=\"font-weight: 400;\">Applications and approvals have both risen since March, but have not reached the limit of 10.5 million set by the Department of Social Development (DSD). </span>\r\n\r\n<span style=\"font-weight: 400;\">In August, the number of applications was just over 12 million with 7.4 million approvals, Sassa said in response to a parliamentary question.</span>\r\n\r\n<span style=\"font-weight: 400;\">Concerns surrounding this decline were raised by the Institute for Economic Justice (IEJ). During a </span><a href=\"https://www.iej.org.za/wp-content/uploads/2022/10/SRD-and-UBIG-Civil-Society-Briefing-13-October-2022.pdf\"><span style=\"font-weight: 400;\">presentation</span></a><span style=\"font-weight: 400;\"> earlier this month, co-founder Neil Coleman said that since March, almost a third of the budget for the SRD grant payments was not spent.</span>\r\n\r\n<span style=\"font-weight: 400;\">Coleman said the underspending was a problem because “these grants are aimed at the poorest South Africans, on the brink of destitution and hunger”.</span>\r\n\r\n<span style=\"font-weight: 400;\">He said the reason for the sudden decline in approvals was the means test threshold of R350 – which excluded a lot of possible beneficiaries – the stringent bank verification requirements, and the fact that applications can only be made through an online system.</span>\r\n\r\n<span style=\"font-weight: 400;\">The budget cap of 10.5 million approvals was introduced by the DSD in March. </span>\r\n\r\n<span style=\"font-weight: 400;\">The DSD’s budget for 2022/23 for the R350 grant was R44-billion, providing for 10.5 million grant payments per month. "description": "Enoch Godongwana, born on June 9, 1957, is a South African politician and former trade union leader. However, his tenure on the Executive Council ended in September 2004 when Premier Nosimo Balindlela dismissed him amid controversy.\r\n\r\nGodongwana held deputy ministerial positions in President Jacob Zuma's first cabinet, initially as Deputy Minister of Public Enterprises from 2009 to 2010 and then as Deputy Minister of Economic Development from 2010 to 2012. In January 2012, he resigned due to a scandal involving his investment company, Canyon Springs. Despite this, he maintained prominence as the long-serving chairperson of the ANC National Executive Committee's economic transformation subcommittee and as the chairperson of the Development Bank of Southern Africa from 2019 to 2021.\r\n\r\nOn August 5, 2021, President Cyril Ramaphosa announced a cabinet reshuffle, appointing Godongwana as the new Minister of Finance, succeeding Tito Mboweni, who had requested to step down. This announcement initially caused the rand to lose value, but it quickly recovered, reflecting Godongwana's positive reputation with investors. Observers also noted that Godongwana's strong political relationships within the Tripartite Alliance likely gave him more political influence than Mboweni.
