"contents": "<span style=\"font-weight: 400;\">The Presidential Health Summit on Thursday and Friday last week set out 10 key areas targeted for intervention to meet the South African government’s objective of advancing the introduction of the National Health Insurance (NHI).</span>\r\n\r\n<span style=\"font-weight: 400;\">It’s the second iteration of the summit, but at the start of this second five-year cycle, the backdrop remains one of numerous systemic crises in healthcare. There also remain unanswered questions about the overall inaction or slow progress from the first summit in 2018.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some long-standing health sector challenges have included failing </span><a href=\"https://www.spotlightnsp.co.za/2023/03/03/opinion-underinvestment-in-healthcare-infrastructure-will-cost-us-in-the-long-run/\"><span style=\"font-weight: 400;\">infrastructure</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.spotlightnsp.co.za/2022/11/04/construction-and-maintenance-delays-plague-ideal-hospital-in-kroonstad/\"><span style=\"font-weight: 400;\">maintenance</span></a><span style=\"font-weight: 400;\"> of </span><a href=\"https://www.spotlightnsp.co.za/2022/11/16/decaying-infrastructure-at-tambo-hospital-still-putting-patients-and-health-workers-at-risk/\"><span style=\"font-weight: 400;\">hospitals</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.spotlightnsp.co.za/2022/10/14/conditions-at-various-free-state-clinics-worsened-despite-some-improvement-report-shows/\"><span style=\"font-weight: 400;\">clinics</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.spotlightnsp.co.za/2021/09/03/staff-shortages-undermining-quality-of-healthcare-in-limpopo-report-finds/\"><span style=\"font-weight: 400;\">staffing shortages</span></a><span style=\"font-weight: 400;\"> at crisis levels, widespread </span><a href=\"https://www.spotlightnsp.co.za/2022/03/25/opinion-safeguarding-public-procurement-and-resources-now-beyond-urgent/\"><span style=\"font-weight: 400;\">corruption</span></a><span style=\"font-weight: 400;\"> that goes unpunished, political interference and poor governance, mounting medico-legal claims and costs arising from substandard treatment and care, and patient experience of clinics and hospitals marked by high levels of dissatisfaction and </span><a href=\"https://www.spotlightnsp.co.za/2020/03/07/nhi-in-a-time-of-mistrust/\"><span style=\"font-weight: 400;\">distrust</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is also the question of the impact of the government not having in place a stronger strategy to </span><a href=\"https://www.spotlightnsp.co.za/2023/03/06/should-sas-public-hospitals-go-solar/\"><span style=\"font-weight: 400;\">end the rolling blackouts</span></a><span style=\"font-weight: 400;\"> that have worsened to higher stages of</span><a href=\"https://www.spotlightnsp.co.za/2022/10/13/mixed-reactions-to-health-departments-plans-to-mitigate-loadshedding/\"><span style=\"font-weight: 400;\"> higher stages</span></a><span style=\"font-weight: 400;\"> at greater frequencies with each passing year. Knock-on effects from blackouts are causing disruptions of service delivery in the healthcare sector, putting patients and lives at risk.</span>\r\n<h4><b>‘Health revolution’</b></h4>\r\n<span style=\"font-weight: 400;\">In his speech on Friday, President Cyril Ramaphosa said the groundwork of the 2023 summit would lead to a “health revolution” in the country in realising universal health coverage – the aim for more equitable healthcare access for all. The </span><a href=\"https://www.spotlightnsp.co.za/2022/02/08/in-depth-on-nhi-common-themes-emerging-from-parliamentary-hearings-part-1/\"><span style=\"font-weight: 400;\">NHI Bill</span></a><span style=\"font-weight: 400;\"> that was presented to </span><a href=\"https://www.spotlightnsp.co.za/2022/02/08/in-depth-where-we-are-in-the-nhi-legislative-process-and-what-happens-next/\"><span style=\"font-weight: 400;\">Parliament in 2019</span></a><span style=\"font-weight: 400;\"> will be debated in the </span><a href=\"https://www.spotlightnsp.co.za/2022/06/02/analysis-nhi-bill-clause-by-clause-headbutting-begins-in-parliament/\"><span style=\"font-weight: 400;\">National Assembly</span></a><span style=\"font-weight: 400;\"> next month, Ramaphosa said, thereafter the National Council of Provinces will consider the bill. It differs slightly from the speech he delivered in person.)</span>\r\n\r\n<span style=\"font-weight: 400;\">“We were fortunate in that we put the legislative wheels for NHI in motion before the pandemic,” Ramaphosa said. “We need to implement the pillars of the compact if our country’s health system is to be prepared for NHI; so what we are doing here is really preparing work for the health revolution to take place.”</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1681131\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/05/MC-Spotlight-Health-summit2.jpg\" alt=\"\" width=\"720\" height=\"448\" /> <em>The backdrop of the second Presidential Health Summit remained one of numerous systemic crises in healthcare. (Photo: Sanac)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">The 10 pillars of the 2023 summit are: human resources; access to medicines, vaccines, and health products; infrastructure planning; private sector engagement; quality, safety, and primary healthcare; public sector financial management; leadership and governance; community engagement; health information systems; and pandemic preparedness.</span>\r\n\r\n<span style=\"font-weight: 400;\">Pandemic preparedness was the newly added 10th pillar on the 2023 summit agenda. It aligns with African Union healthcare goals. Ramaphosa said: “Having been appointed Covid-19 champion by the continent has put us right at the centre of what we need to do – not only to have responded to Covid-19 but also how we need to prepare for future pandemics.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The African Union’s public health order... is a continental health security policy that is anchored on five pillars. These [include] strengthening public health institutions; financing of health, which should really underpin the continent’s ability to have a robust health system, attaining biotech sovereignty through local pharmaceutical manufacturing… and also action-oriented partnerships as we forge partnerships with a variety of partners across our continent and across the world,” Ramaphosa said.</span>\r\n\r\n<span style=\"font-weight: 400;\">While he said Covid-19 and the subsequent lockdowns had been major disruptions, it should be a time now for a “stock take” and what he called a “launch pad” to build on the wins of the public-private partnerships and build resilience in the sector. During the pandemic response the two sectors collaborated strongly on the vaccination programmes and the creation of the electronic verification data system. The healthcare sector, though severely pummelled by the pandemic, withstood total collapse.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1681132\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/05/MC-Spotlight-Health-summit3.jpg\" alt=\"\" width=\"720\" height=\"479\" /> <em>President Cyril Ramaphosa also lauded the Special Investigating Unit for its anti-corruption work. (Photo: SA Gov)</em></p>\r\n<h4><b>Spotlight on corruption</b></h4>\r\n<span style=\"font-weight: 400;\">Ramaphosa was scathing of corruption in the healthcare sector. At the height of the Covid-19 crisis, then health minister </span><a href=\"https://www.spotlightnsp.co.za/2021/08/06/assessing-dr-zweli-mkhizes-two-years-as-health-minister/\"><span style=\"font-weight: 400;\">Zweli Mkhize</span></a><span style=\"font-weight: 400;\"> – who was also Ramphosa’s key rival for ANC leadership in December 2022 – was implicated in corruption scandals that saw him being forced to exit the post.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa said: “All the crooks and the thieves conspire; it is in healthcare where they are waiting to plunder and where they’re going to siphon money... So, making funding available should mean that we need to use money properly. We need to watch the money that is given [to] the health sector with a hawk’s eye and make sure that it is properly used – no overcharging, no overspending, or incidents of non-spending because sometimes money is not spent because people are trying to find ways of siphoning the money.”</span>\r\n\r\n<span style=\"font-weight: 400;\">He lauded investigations by the Special Investigating Unit (SIU) and said stronger partnerships with civil society and the protection of whistle-blowers were essential to improve oversight and accountability.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1681133\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/05/MC-Spotlight-Health-summit4.jpg\" alt=\"\" width=\"720\" height=\"485\" /> <em>Former health minister Dr Zweli Mkhize at a World Aids Day event in Soweto. (Photo: Denvor de Wee / Spotlight)</em></p>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2023-05-04-r8bn-and-counting-thats-the-cost-of-covid-related-corruption-says-updated-siu-report/\"><i><span style=\"font-weight: 400;\">Daily Maverick</span></i></a><span style=\"font-weight: 400;\"> reported last week that of about R8-billion in Covid-19-related </span><a href=\"https://www.spotlightnsp.co.za/2021/04/19/in-depth-this-is-how-health-departments-misspend-public-funds/\"><span style=\"font-weight: 400;\">irregular expenditure</span></a><span style=\"font-weight: 400;\"> identified by the SIU, only R36-million has been recovered so far.</span>\r\n\r\n<span style=\"font-weight: 400;\">The President also called out </span><a href=\"https://www.spotlightnsp.co.za/2021/05/25/employing-more-nurses-can-reduce-total-health-costs-study-suggests/\"><span style=\"font-weight: 400;\">healthcare workers</span></a><span style=\"font-weight: 400;\"> who are moonlighting and defrauding the government and taxpayers in illegal payments for hours worked in the public sector, and those who are mistreating patients with bad attitudes and unprofessional conduct.</span>\r\n\r\n<span style=\"font-weight: 400;\">“To </span><a href=\"https://www.spotlightnsp.co.za/2022/06/21/editorial-government-claims-to-value-healthcare-workers-its-actions-suggest-it-does-not/\"><span style=\"font-weight: 400;\">develop a motivated, capable, compassionate workforce</span></a><span style=\"font-weight: 400;\">, we are working with medical schools, nursing colleges and other healthcare training institutions; so that those who are at the frontline, the front desk of treating people, should demonstrate their compassion. They must demonstrate their care. The arrogance that sometimes seeps through... should be something of the past. Our people must be taken care of with delicacy, with real love and compassion. Government must invest more in training programmes for healthcare professionals and increase staffing levels to meet the population’s needs... (Photo: Rosetta Msimango / Spotlight)</em></p>\r\n<h4><b>‘Teething problems’</b></h4>\r\n<span style=\"font-weight: 400;\">Ramaphosa added that there is a need to expand public awareness of the NHI. He also said the NHI is having “teething problems”, but added: “Working together [to find solutions] includes implementing policies – policies that address poverty, that address education, housing, transportation and environmental factors that impact health outcomes by addressing social determinants of health across sectors.”</span>\r\n<h4><b>Recommendations</b></h4>\r\n<span style=\"font-weight: 400;\">The summit closed with a set of recommendations that came from the 750 in-person delegates and about 700 online participants over the two days. These were highlighted by Dr Olive Shisana, special adviser to the President.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1681135\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/05/MC-Spotlight-Health-summit6.jpg\" alt=\"\" width=\"720\" height=\"541\" /> <em>The government must invest more in training programmes for healthcare professionals and increase staffing levels to meet the population’s needs, the President said. (Photo: GCIS)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Among the recommendations were new </span><a href=\"https://www.spotlightnsp.co.za/2022/08/08/in-depth-what-are-fuelling-concerns-over-nurse-training-in-south-africa/\"><span style=\"font-weight: 400;\">nursing qualifications</span></a><span style=\"font-weight: 400;\"> being “ramped up” through greater collaboration between the private and public sectors; recommendations for alternative resolution mechanisms for medico-legal claims to curb rising bills from maltreatment and malpractice cases against government; better assessment and monitoring tools to measure the functionality of clinics and hospitals; and better reporting systems to regulate and account for remunerative work outside of the public service. This Shisana called “a problem that we have had for a very long time”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Other recommendations included incentivisation schemes for provinces that manage their health budgets efficiently and a no bailout policy for those provinces that fail. There was also a call for better use of technology, including speedier action to create digital patient records that will be implemented with the necessary back-up support. "description": "Matamela Cyril Ramaphosa is the fifth and current president of South Africa, in office since 2018. He is also the president of the African National Congress (ANC), the ruling party in South Africa. Ramaphosa is a former trade union leader, businessman, and anti-apartheid activist.\r\n\r\nCyril Ramaphosa was born in Soweto, South Africa, in 1952. He studied law at the University of the Witwatersrand and worked as a trade union lawyer in the 1970s and 1980s. He was elected president of the ANC in 2017, and became president of South Africa in 2018.\r\n\r\nCyril Ramaphosa is a popular figure in South Africa. He is seen as a moderate and pragmatic leader who is committed to improving the lives of all South Africans. He has pledged to address the country's high levels of poverty, unemployment, and inequality. He has also promised to fight corruption and to restore trust in the government.\r\n\r\nRamaphosa faces a number of challenges as president of South Africa. The country is still recovering from the legacy of apartheid, and there are deep divisions along racial, economic, and political lines. The economy is also struggling, and unemployment is high. Ramaphosa will need to find a way to unite the country and to address its economic challenges if he is to be successful as president.",

There also remain unanswered questions about the overall inaction or slow progress from the first summit in 2018.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some long-standing health sector challenges have included failing </span><a href=\"https://www.spotlightnsp.co.za/2023/03/03/opinion-underinvestment-in-healthcare-infrastructure-will-cost-us-in-the-long-run/\"><span style=\"font-weight: 400;\">infrastructure</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.spotlightnsp.co.za/2022/11/04/construction-and-maintenance-delays-plague-ideal-hospital-in-kroonstad/\"><span style=\"font-weight: 400;\">maintenance</span></a><span style=\"font-weight: 400;\"> of </span><a href=\"https://www.spotlightnsp.co.za/2022/11/16/decaying-infrastructure-at-tambo-hospital-still-putting-patients-and-health-workers-at-risk/\"><span style=\"font-weight: 400;\">hospitals</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.spotlightnsp.co.za/2022/10/14/conditions-at-various-free-state-clinics-worsened-despite-some-improvement-report-shows/\"><span style=\"font-weight: 400;\">clinics</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.spotlightnsp.co.za/2021/09/03/staff-shortages-undermining-quality-of-healthcare-in-limpopo-report-finds/\"><span style=\"font-weight: 400;\">staffing shortages</span></a><span style=\"font-weight: 400;\"> at crisis levels, widespread </span><a href=\"https://www.spotlightnsp.co.za/2022/03/25/opinion-safeguarding-public-procurement-and-resources-now-beyond-urgent/\"><span style=\"font-weight: 400;\">corruption</span></a><span style=\"font-weight: 400;\"> that goes unpunished, political interference and poor governance, mounting medico-legal claims and costs arising from substandard treatment and care, and patient experience of clinics and hospitals marked by high levels of dissatisfaction and </span><a href=\"https://www.spotlightnsp.co.za/2020/03/07/nhi-in-a-time-of-mistrust/\"><span style=\"font-weight: 400;\">distrust</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is also the question of the impact of the government not having in place a stronger strategy to </span><a href=\"https://www.spotlightnsp.co.za/2023/03/06/should-sas-public-hospitals-go-solar/\"><span style=\"font-weight: 400;\">end the rolling blackouts</span></a><span style=\"font-weight: 400;\"> that have worsened to higher stages of</span><a href=\"https://www.spotlightnsp.co.za/2022/10/13/mixed-reactions-to-health-departments-plans-to-mitigate-loadshedding/\"><span style=\"font-weight: 400;\"> higher stages</span></a><span style=\"font-weight: 400;\"> at greater frequencies with each passing year. Knock-on effects from blackouts are causing disruptions of service delivery in the healthcare sector, putting patients and lives at risk.</span>\r\n<h4><b>‘Health revolution’</b></h4>\r\n<span style=\"font-weight: 400;\">In his speech on Friday, President Cyril Ramaphosa said the groundwork of the 2023 summit would lead to a “health revolution” in the country in realising universal health coverage – the aim for more equitable healthcare access for all. The </span><a href=\"https://www.spotlightnsp.co.za/2022/02/08/in-depth-on-nhi-common-themes-emerging-from-parliamentary-hearings-part-1/\"><span style=\"font-weight: 400;\">NHI Bill</span></a><span style=\"font-weight: 400;\"> that was presented to </span><a href=\"https://www.spotlightnsp.co.za/2022/02/08/in-depth-where-we-are-in-the-nhi-legislative-process-and-what-happens-next/\"><span style=\"font-weight: 400;\">Parliament in 2019</span></a><span style=\"font-weight: 400;\"> will be debated in the </span><a href=\"https://www.spotlightnsp.co.za/2022/06/02/analysis-nhi-bill-clause-by-clause-headbutting-begins-in-parliament/\"><span style=\"font-weight: 400;\">National Assembly</span></a><span style=\"font-weight: 400;\"> next month, Ramaphosa said, thereafter the National Council of Provinces will consider the bill. It differs slightly from the speech he delivered in person.)</span>\r\n\r\n<span style=\"font-weight: 400;\">“We were fortunate in that we put the legislative wheels for NHI in motion before the pandemic,” Ramaphosa said. “We need to implement the pillars of the compact if our country’s health system is to be prepared for NHI; so what we are doing here is really preparing work for the health revolution to take place.”</span>\r\n\r\n[caption id=\"attachment_1681131\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1681131\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/05/MC-Spotlight-Health-summit2.jpg\" alt=\"\" width=\"720\" height=\"448\" /> <em>The backdrop of the second Presidential Health Summit remained one of numerous systemic crises in healthcare. (Photo: Sanac)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The 10 pillars of the 2023 summit are: human resources; access to medicines, vaccines, and health products; infrastructure planning; private sector engagement; quality, safety, and primary healthcare; public sector financial management; leadership and governance; community engagement; health information systems; and pandemic preparedness.</span>\r\n\r\n<span style=\"font-weight: 400;\">Pandemic preparedness was the newly added 10th pillar on the 2023 summit agenda. It aligns with African Union healthcare goals. Ramaphosa said: “Having been appointed Covid-19 champion by the continent has put us right at the centre of what we need to do – not only to have responded to Covid-19 but also how we need to prepare for future pandemics.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The African Union’s public health order... is a continental health security policy that is anchored on five pillars. These [include] strengthening public health institutions; financing of health, which should really underpin the continent’s ability to have a robust health system, attaining biotech sovereignty through local pharmaceutical manufacturing… and also action-oriented partnerships as we forge partnerships with a variety of partners across our continent and across the world,” Ramaphosa said.</span>\r\n\r\n<span style=\"font-weight: 400;\">While he said Covid-19 and the subsequent lockdowns had been major disruptions, it should be a time now for a “stock take” and what he called a “launch pad” to build on the wins of the public-private partnerships and build resilience in the sector. During the pandemic response the two sectors collaborated strongly on the vaccination programmes and the creation of the electronic verification data system. (Photo: SA Gov)</em>[/caption]\r\n<h4><b>Spotlight on corruption</b></h4>\r\n<span style=\"font-weight: 400;\">Ramaphosa was scathing of corruption in the healthcare sector. At the height of the Covid-19 crisis, then health minister </span><a href=\"https://www.spotlightnsp.co.za/2021/08/06/assessing-dr-zweli-mkhizes-two-years-as-health-minister/\"><span style=\"font-weight: 400;\">Zweli Mkhize</span></a><span style=\"font-weight: 400;\"> – who was also Ramphosa’s key rival for ANC leadership in December 2022 – was implicated in corruption scandals that saw him being forced to exit the post.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa said: “All the crooks and the thieves conspire; it is in healthcare where they are waiting to plunder and where they’re going to siphon money... So, making funding available should mean that we need to use money properly. We need to watch the money that is given [to] the health sector with a hawk’s eye and make sure that it is properly used – no overcharging, no overspending, or incidents of non-spending because sometimes money is not spent because people are trying to find ways of siphoning the money.”</span>\r\n\r\n<span style=\"font-weight: 400;\">He lauded investigations by the Special Investigating Unit (SIU) and said stronger partnerships with civil society and the protection of whistle-blowers were essential to improve oversight and accountability.</span>\r\n\r\n[caption id=\"attachment_1681133\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1681133\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/05/MC-Spotlight-Health-summit4.jpg\" alt=\"\" width=\"720\" height=\"485\" /> <em>Former health minister Dr Zweli Mkhize at a World Aids Day event in Soweto. (Photo: Denvor de Wee / Spotlight)</em>[/caption]\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2023-05-04-r8bn-and-counting-thats-the-cost-of-covid-related-corruption-says-updated-siu-report/\"><i><span style=\"font-weight: 400;\">Daily Maverick</span></i></a><span style=\"font-weight: 400;\"> reported last week that of about R8-billion in Covid-19-related </span><a href=\"https://www.spotlightnsp.co.za/2021/04/19/in-depth-this-is-how-health-departments-misspend-public-funds/\"><span style=\"font-weight: 400;\">irregular expenditure</span></a><span style=\"font-weight: 400;\"> identified by the SIU, only R36-million has been recovered so far.</span>\r\n\r\n<span style=\"font-weight: 400;\">The President also called out </span><a href=\"https://www.spotlightnsp.co.za/2021/05/25/employing-more-nurses-can-reduce-total-health-costs-study-suggests/\"><span style=\"font-weight: 400;\">healthcare workers</span></a><span style=\"font-weight: 400;\"> who are moonlighting and defrauding the government and taxpayers in illegal payments for hours worked in the public sector, and those who are mistreating patients with bad attitudes and unprofessional conduct.</span>\r\n\r\n<span style=\"font-weight: 400;\">“To </span><a href=\"https://www.spotlightnsp.co.za/2022/06/21/editorial-government-claims-to-value-healthcare-workers-its-actions-suggest-it-does-not/\"><span style=\"font-weight: 400;\">develop a motivated, capable, compassionate workforce</span></a><span style=\"font-weight: 400;\">, we are working with medical schools, nursing colleges and other healthcare training institutions; so that those who are at the frontline, the front desk of treating people, should demonstrate their compassion. They must demonstrate their care. The arrogance that sometimes seeps through... should be something of the past. Our people must be taken care of with delicacy, with real love and compassion. Government must invest more in training programmes for healthcare professionals and increase staffing levels to meet the population’s needs... (Photo: Rosetta Msimango / Spotlight)</em>[/caption]\r\n<h4><b>‘Teething problems’</b></h4>\r\n<span style=\"font-weight: 400;\">Ramaphosa added that there is a need to expand public awareness of the NHI. He also said the NHI is having “teething problems”, but added: “Working together [to find solutions] includes implementing policies – policies that address poverty, that address education, housing, transportation and environmental factors that impact health outcomes by addressing social determinants of health across sectors.”</span>\r\n<h4><b>Recommendations</b></h4>\r\n<span style=\"font-weight: 400;\">The summit closed with a set of recommendations that came from the 750 in-person delegates and about 700 online participants over the two days. (Photo: GCIS)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Among the recommendations were new </span><a href=\"https://www.spotlightnsp.co.za/2022/08/08/in-depth-what-are-fuelling-concerns-over-nurse-training-in-south-africa/\"><span style=\"font-weight: 400;\">nursing qualifications</span></a><span style=\"font-weight: 400;\"> being “ramped up” through greater collaboration between the private and public sectors; recommendations for alternative resolution mechanisms for medico-legal claims to curb rising bills from maltreatment and malpractice cases against government; better assessment and monitoring tools to measure the functionality of clinics and hospitals; and better reporting systems to regulate and account for remunerative work outside of the public service. This Shisana called “a problem that we have had for a very long time”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Other recommendations included incentivisation schemes for provinces that manage their health budgets efficiently and a no bailout policy for those provinces that fail. There was also a call for better use of technology, including speedier action to create digital patient records that will be implemented with the necessary back-up support.
