"contents": "<span style=\"font-weight: 400;\">Going into this election, the ANC faces a situation unlike any before.</span>\r\n\r\n<span style=\"font-weight: 400;\">It faces more opposition from more directions, including a party led by its former leader Jacob Zuma. Like the DA, it is under </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-14-da-at-the-2024-electoral-crossroads-hoping-for-the-best-but-also-vulnerable/\"><span style=\"font-weight: 400;\">attack from the left and the right</span></a><span style=\"font-weight: 400;\">. The electorate has grown tired of its broken promises.</span>\r\n\r\n<span style=\"font-weight: 400;\">Everywhere there is proof of the ANC’s failure. Young people </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-20-buying-food-or-looking-for-work-stark-choice-facing-young-job-seekers-in-sa/\"><span style=\"font-weight: 400;\">cannot find work</span></a><span style=\"font-weight: 400;\">, roads are </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-21-sa-pothole-tales-as-told-by-daily-maverick-readers/\"><span style=\"font-weight: 400;\">strewn with potholes</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.dailymaverick.co.za/article/2023-12-05-official-reports-reveal-massive-scale-of-the-waste-pollution-and-poorly-treated-water-crisis/\"><span style=\"font-weight: 400;\">water systems</span></a><span style=\"font-weight: 400;\"> are broken and there is </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-11-stage-6-notwithstanding-electricity-minister-ramokgopa-backs-ramaphosas-end-of-load-shedding-claim/\"><span style=\"font-weight: 400;\">no reason to believe</span></a><span style=\"font-weight: 400;\"> that load shedding will be solved in the coming years.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-11-asleep-at-the-wheel-president-cyril-ramaphosa-a-non-energizer-bunny/\"><span style=\"font-weight: 400;\">Ramaphosa’s promise</span></a><span style=\"font-weight: 400;\"> during the State of the Nation Address that “We will not stop until every person responsible for corruption is held to account”, there is no evidence he means it.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2064161\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/ANCCONFday1111.jpg\" alt=\"anc manifesto ramaphosa\" width=\"720\" height=\"360\" /> <em>President Cyril Ramaphosa has actively worked against his anti-corruption promise. (Photo: Leila Dougan)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">The National Prosecuting Authority </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-21-judge-slams-states-as-nulane-fraud-accused-discharged/\"><span style=\"font-weight: 400;\">lost the Nulane case</span></a><span style=\"font-weight: 400;\">, which it described as the blueprint for State Capture trials. Corruption charges involving R2.2-billion were dropped against former Eskom acting CEO </span><a href=\"https://www.dailymaverick.co.za/article/2023-11-25-npas-bungled-matshela-koko-kusile-corruption-case-sounds-alarm-bells-over-directorates-preparedness-to-prosecute/\"><span style=\"font-weight: 400;\">Matshela Koko</span></a><span style=\"font-weight: 400;\">. Others accused of corruption have simply not been prosecuted.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa himself has actively worked against his promise. He has retained David Mahlobo and Dipuo Peters despite findings by the Zondo Commission and Parliament against them.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sifiso Buthelezi still holds a key position in the ANC parliamentary caucus despite the role he played in </span><a href=\"https://www.dailymaverick.co.za/article/2021-11-10-sfiso-buthelezi-the-mp-who-derailed-prasa/\"><span style=\"font-weight: 400;\">plundering Prasa</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Perhaps more crucially, the ANC National Executive Committee appears to be preparing to allow those implicated in corruption to represent the party in Parliament and provincial legislatures.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite a promise from the chair of the ANC’s Integrity Commission, Frank Chikane, that 97 people (</span><i><span style=\"font-weight: 400;\">that’s NINETY-SEVEN — Ed</span></i><span style=\"font-weight: 400;\">) would go through a</span><span style=\"font-weight: 400;\"> disciplinary process</span><span style=\"font-weight: 400;\">, virtually none have.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2023-06-08-frank-chikanes-ambition-impossible-what-chance-that-the-anc-finally-turns-against-corruption/\r\n\r\n<span style=\"font-weight: 400;\">As </span><i><span style=\"font-weight: 400;\">News24’</span></i><span style=\"font-weight: 400;\">s Carol Paton </span><a href=\"https://www.news24.com/fin24/opinion/carol-paton-bad-apples-head-for-re-election-as-mbalula-sinks-ramaphosas-renewal-plan-20240220\"><span style=\"font-weight: 400;\">pointed out this week</span></a><span style=\"font-weight: 400;\">, they will now probably go forward to the ANC’s list conference.</span>\r\n\r\n<span style=\"font-weight: 400;\">All of this may set the stage for Ramaphosa and his party to make populist promises in a bid to win votes.</span>\r\n\r\n<span style=\"font-weight: 400;\">Certainly, some in the ANC have claimed that the introduction of a basic income grant is only a matter of time. Others can point to Ramaphosa’s comment that he was “looking for his pen” to sign the NHI Bill into law.</span>\r\n\r\n<span style=\"font-weight: 400;\">But as Finance Minister Enoch Godongwana’s budget speech shows, there is no money to back up these promises. To make such promises after such a speech is surely unworkable.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa may be hoping that if he signs the NHI Bill into law, business groups and the private healthcare sector challenge him in court. This would align the ANC with the poor against the rich.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the groups that oppose the NHI have shown themselves to be politically adept and could well avoid that trap.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2064178\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/Grootes-Temptation-Promise-inset.jpg\" alt=\"anc manifesto lesufi\" width=\"720\" height=\"480\" /> <em>Gauteng Premier Panyaza Lesufi. (Photo: Kabelo Mokoena)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">There is also the example of the ANC’s Gauteng premier, Panyaza Lesufi, who has richly </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-28-anc-and-co-are-playing-with-fire-populist-politicking-will-always-end-in-tears/\"><span style=\"font-weight: 400;\">indulged in populist promises</span></a><span style=\"font-weight: 400;\">, but there are limits to any promises the ANC and Ramaphosa make.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the ANC still has immense goodwill from many voters for its role in the struggle against apartheid, many of those voters simply do not believe it will fulfil its promises.</span>\r\n\r\n<span style=\"font-weight: 400;\">And it appears that its leaders understand this.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, on Monday Ramaphosa spoke at a mini-rally in Inanda in KZN, where he promised the </span><a href=\"https://www.news24.com/news24/politics/were-building-dams-and-pipes-ramaphosa-promises-water-starved-kzn-community-20240219\"><span style=\"font-weight: 400;\">ANC was building dams and pipes</span></a><span style=\"font-weight: 400;\"> to fix water problems there. But he did not give any timelines. Had he done so, it’s likely he would have been disbelieved.</span>\r\n\r\n<span style=\"font-weight: 400;\">While South Africa is a difficult country to govern and our history has created a legacy of deep-seated problems, the ANC has only itself to blame for the deterioration of public services.</span>\r\n<h4><b>Past glories</b></h4>\r\n<span style=\"font-weight: 400;\">The ANC will try to change the playing field of this election towards a narrative that it should be judged on how the country has changed in the past 30 years.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa has done this in two big speeches this year.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-14-crushed-by-the-present-the-anc-will-rely-on-the-past-to-help-it-win-the-future/\"><span style=\"font-weight: 400;\">ANC’s January 8th Statement</span></a><span style=\"font-weight: 400;\">, he spoke of the party’s achievements since 1994. He did the same thing in his </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-09-ramaphosas-electioneering-and-listicles-of-government-achievements-leave-opposition-cold/\"><span style=\"font-weight: 400;\">State of the Nation Address</span></a><span style=\"font-weight: 400;\"> last week.</span>\r\n\r\n<span style=\"font-weight: 400;\">This tactic may not work.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some voters will reflect on how their lives have improved dramatically since the end of apartheid, but others will judge the ANC on how it has governed over the past five years — and they have no reason to believe it will do any better in the coming five. </span>\r\n<h4><b>The race issue</b></h4>\r\n<span style=\"font-weight: 400;\">In the past, election messages have often been about race. Sometimes this is disguised, such as </span><a href=\"https://www.politicsweb.co.za/documents/why-i-fight-back--tony-leon#google_vignette\"><span style=\"font-weight: 400;\">Tony Leon’s “Fight Back”</span></a><span style=\"font-weight: 400;\"> campaign 25 years ago.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sometimes it’s explicit, such as when Jacob Zuma in 2016, while leading the ANC, claimed to </span><a href=\"https://www.businesslive.co.za/rdm/politics/2016-07-20-zumas-bashing-of-black-da-supporters-is-racist/\"><span style=\"font-weight: 400;\">not “understand” black people who voted for the DA</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Considering the racialised inequality which still defines so much of our society, race is likely to play a significant role in this election. Zuma and EFF leader Julius Malema will push the narrative.</span>\r\n\r\n<span style=\"font-weight: 400;\">The question is whether the ANC too will engage in this narrative.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa has not focused on race during previous elections. But the ANC has never been under as much pressure as it is now.</span>\r\n\r\n<span style=\"font-weight: 400;\">And, strangely, the plethora of new parties appealing to South Africans across the spectrum may weaken the use of the race issue for the ANC. This is because it is now in danger of losing votes to many parties with different ideologies. The fight is no longer just against the DA.</span>\r\n\r\n<span style=\"font-weight: 400;\">This election will not be dominated by a few main issues but will be fought on a wide front.</span>\r\n\r\n<span style=\"font-weight: 400;\">Among the election issues is the ANC’s support for Palestinians in Gaza. As </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-28-icj-decision-brought-anc-led-government-to-the-right-side-of-history-and-will-help-at-the-2024-elections/\"><span style=\"font-weight: 400;\">previously noted</span></a><span style=\"font-weight: 400;\">, this can divide the DA while it is a unifying issue for the ANC. There is a resonance between the way Israel treats Palestinians and how the apartheid government treated black people.</span>\r\n\r\n<span style=\"font-weight: 400;\">This could be a strong part of Ramaphosa’s speech on Saturday.</span>\r\n\r\n<span style=\"font-weight: 400;\">Where the ANC and Ramaphosa have a huge advantage is that the size of the ANC and its campaigning machinery will help it punch through the noise to get its message heard by voters.</span>\r\n\r\n<span style=\"font-weight: 400;\">This means that many voters will hear the party’s pitch. But it also means it will get more attention and more comments from its opponents.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the ANC still has the power to set the narrative like no either, especially if it displays unity and resolve in dealing with corruption and service delivery problems. </span><b>DM</b>",

"description": "Matamela Cyril Ramaphosa is the fifth and current president of South Africa, in office since 2018. He has pledged to address the country's high levels of poverty, unemployment, and inequality. Young people </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-20-buying-food-or-looking-for-work-stark-choice-facing-young-job-seekers-in-sa/\"><span style=\"font-weight: 400;\">cannot find work</span></a><span style=\"font-weight: 400;\">, roads are </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-21-sa-pothole-tales-as-told-by-daily-maverick-readers/\"><span style=\"font-weight: 400;\">strewn with potholes</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.dailymaverick.co.za/article/2023-12-05-official-reports-reveal-massive-scale-of-the-waste-pollution-and-poorly-treated-water-crisis/\"><span style=\"font-weight: 400;\">water systems</span></a><span style=\"font-weight: 400;\"> are broken and there is </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-11-stage-6-notwithstanding-electricity-minister-ramokgopa-backs-ramaphosas-end-of-load-shedding-claim/\"><span style=\"font-weight: 400;\">no reason to believe</span></a><span style=\"font-weight: 400;\"> that load shedding will be solved in the coming years.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-11-asleep-at-the-wheel-president-cyril-ramaphosa-a-non-energizer-bunny/\"><span style=\"font-weight: 400;\">Ramaphosa’s promise</span></a><span style=\"font-weight: 400;\"> during the State of the Nation Address that “We will not stop until every person responsible for corruption is held to account”, there is no evidence he means it.</span>\r\n\r\n[caption id=\"attachment_2064161\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-2064161\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/ANCCONFday1111.jpg\" alt=\"anc manifesto ramaphosa\" width=\"720\" height=\"360\" /> <em>President Cyril Ramaphosa has actively worked against his anti-corruption promise. (Photo: Leila Dougan)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The National Prosecuting Authority </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-21-judge-slams-states-as-nulane-fraud-accused-discharged/\"><span style=\"font-weight: 400;\">lost the Nulane case</span></a><span style=\"font-weight: 400;\">, which it described as the blueprint for State Capture trials. Corruption charges involving R2.2-billion were dropped against former Eskom acting CEO </span><a href=\"https://www.dailymaverick.co.za/article/2023-11-25-npas-bungled-matshela-koko-kusile-corruption-case-sounds-alarm-bells-over-directorates-preparedness-to-prosecute/\"><span style=\"font-weight: 400;\">Matshela Koko</span></a><span style=\"font-weight: 400;\">. Others accused of corruption have simply not been prosecuted.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa himself has actively worked against his promise. He has retained David Mahlobo and Dipuo Peters despite findings by the Zondo Commission and Parliament against them.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sifiso Buthelezi still holds a key position in the ANC parliamentary caucus despite the role he played in </span><a href=\"https://www.dailymaverick.co.za/article/2021-11-10-sfiso-buthelezi-the-mp-who-derailed-prasa/\"><span style=\"font-weight: 400;\">plundering Prasa</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Perhaps more crucially, the ANC National Executive Committee appears to be preparing to allow those implicated in corruption to represent the party in Parliament and provincial legislatures.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite a promise from the chair of the ANC’s Integrity Commission, Frank Chikane, that 97 people (</span><i><span style=\"font-weight: 400;\">that’s NINETY-SEVEN — Ed</span></i><span style=\"font-weight: 400;\">) would go through a</span><span style=\"font-weight: 400;\"> disciplinary process</span><span style=\"font-weight: 400;\">, virtually none have.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2023-06-08-frank-chikanes-ambition-impossible-what-chance-that-the-anc-finally-turns-against-corruption/\r\n\r\n<span style=\"font-weight: 400;\">As </span><i><span style=\"font-weight: 400;\">News24’</span></i><span style=\"font-weight: 400;\">s Carol Paton </span><a href=\"https://www.news24.com/fin24/opinion/carol-paton-bad-apples-head-for-re-election-as-mbalula-sinks-ramaphosas-renewal-plan-20240220\"><span style=\"font-weight: 400;\">pointed out this week</span></a><span style=\"font-weight: 400;\">, they will now probably go forward to the ANC’s list conference.</span>\r\n\r\n<span style=\"font-weight: 400;\">All of this may set the stage for Ramaphosa and his party to make populist promises in a bid to win votes.</span>\r\n\r\n<span style=\"font-weight: 400;\">Certainly, some in the ANC have claimed that the introduction of a basic income grant is only a matter of time. Others can point to Ramaphosa’s comment that he was “looking for his pen” to sign the NHI Bill into law.</span>\r\n\r\n<span style=\"font-weight: 400;\">But as Finance Minister Enoch Godongwana’s budget speech shows, there is no money to back up these promises. To make such promises after such a speech is surely unworkable.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa may be hoping that if he signs the NHI Bill into law, business groups and the private healthcare sector challenge him in court. This would align the ANC with the poor against the rich.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the groups that oppose the NHI have shown themselves to be politically adept and could well avoid that trap.</span>\r\n\r\n[caption id=\"attachment_2064178\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-2064178\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/Grootes-Temptation-Promise-inset.jpg\" alt=\"anc manifesto lesufi\" width=\"720\" height=\"480\" /> <em>Gauteng Premier Panyaza Lesufi. (Photo: Kabelo Mokoena)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">There is also the example of the ANC’s Gauteng premier, Panyaza Lesufi, who has richly </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-28-anc-and-co-are-playing-with-fire-populist-politicking-will-always-end-in-tears/\"><span style=\"font-weight: 400;\">indulged in populist promises</span></a><span style=\"font-weight: 400;\">, but there are limits to any promises the ANC and Ramaphosa make.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the ANC still has immense goodwill from many voters for its role in the struggle against apartheid, many of those voters simply do not believe it will fulfil its promises.</span>\r\n\r\n<span style=\"font-weight: 400;\">And it appears that its leaders understand this.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, on Monday Ramaphosa spoke at a mini-rally in Inanda in KZN, where he promised the </span><a href=\"https://www.news24.com/news24/politics/were-building-dams-and-pipes-ramaphosa-promises-water-starved-kzn-community-20240219\"><span style=\"font-weight: 400;\">ANC was building dams and pipes</span></a><span style=\"font-weight: 400;\"> to fix water problems there. But he did not give any timelines. Had he done so, it’s likely he would have been disbelieved.</span>\r\n\r\n<span style=\"font-weight: 400;\">While South Africa is a difficult country to govern and our history has created a legacy of deep-seated problems, the ANC has only itself to blame for the deterioration of public services.</span>\r\n<h4><b>Past glories</b></h4>\r\n<span style=\"font-weight: 400;\">The ANC will try to change the playing field of this election towards a narrative that it should be judged on how the country has changed in the past 30 years.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa has done this in two big speeches this year.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-14-crushed-by-the-present-the-anc-will-rely-on-the-past-to-help-it-win-the-future/\"><span style=\"font-weight: 400;\">ANC’s January 8th Statement</span></a><span style=\"font-weight: 400;\">, he spoke of the party’s achievements since 1994. He did the same thing in his </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-09-ramaphosas-electioneering-and-listicles-of-government-achievements-leave-opposition-cold/\"><span style=\"font-weight: 400;\">State of the Nation Address</span></a><span style=\"font-weight: 400;\"> last week.</span>\r\n\r\n<span style=\"font-weight: 400;\">This tactic may not work.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some voters will reflect on how their lives have improved dramatically since the end of apartheid, but others will judge the ANC on how it has governed over the past five years — and they have no reason to believe it will do any better in the coming five. </span>\r\n<h4><b>The race issue</b></h4>\r\n<span style=\"font-weight: 400;\">In the past, election messages have often been about race. Sometimes this is disguised, such as </span><a href=\"https://www.politicsweb.co.za/documents/why-i-fight-back--tony-leon#google_vignette\"><span style=\"font-weight: 400;\">Tony Leon’s “Fight Back”</span></a><span style=\"font-weight: 400;\"> campaign 25 years ago.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sometimes it’s explicit, such as when Jacob Zuma in 2016, while leading the ANC, claimed to </span><a href=\"https://www.businesslive.co.za/rdm/politics/2016-07-20-zumas-bashing-of-black-da-supporters-is-racist/\"><span style=\"font-weight: 400;\">not “understand” black people who voted for the DA</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Considering the racialised inequality which still defines so much of our society, race is likely to play a significant role in this election. Zuma and EFF leader Julius Malema will push the narrative.</span>\r\n\r\n<span style=\"font-weight: 400;\">The question is whether the ANC too will engage in this narrative.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa has not focused on race during previous elections. But the ANC has never been under as much pressure as it is now.</span>\r\n\r\n<span style=\"font-weight: 400;\">And, strangely, the plethora of new parties appealing to South Africans across the spectrum may weaken the use of the race issue for the ANC. This is because it is now in danger of losing votes to many parties with different ideologies. The fight is no longer just against the DA.</span>\r\n\r\n<span style=\"font-weight: 400;\">This election will not be dominated by a few main issues but will be fought on a wide front.</span>\r\n\r\n<span style=\"font-weight: 400;\">Among the election issues is the ANC’s support for Palestinians in Gaza. As </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-28-icj-decision-brought-anc-led-government-to-the-right-side-of-history-and-will-help-at-the-2024-elections/\"><span style=\"font-weight: 400;\">previously noted</span></a><span style=\"font-weight: 400;\">, this can divide the DA while it is a unifying issue for the ANC. There is a resonance between the way Israel treats Palestinians and how the apartheid government treated black people.</span>\r\n\r\n<span style=\"font-weight: 400;\">This could be a strong part of Ramaphosa’s speech on Saturday.</span>\r\n\r\n<span style=\"font-weight: 400;\">Where the ANC and Ramaphosa have a huge advantage is that the size of the ANC and its campaigning machinery will help it punch through the noise to get its message heard by voters.</span>\r\n\r\n<span style=\"font-weight: 400;\">This means that many voters will hear the party’s pitch. But it also means it will get more attention and more comments from its opponents.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the ANC still has the power to set the narrative like no either, especially if it displays unity and resolve in dealing with corruption and service delivery problems. </span><b>DM</b>",
