"contents": "<span style=\"font-weight: 400;\">The new wave of Covid-19 is thought to be partly associated with the emergence of </span><a href=\"https://www.bbc.com/news/health-55659820\"><span style=\"font-weight: 400;\">variants that are more transmissible.</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">According to the World Health Organization (WHO), at least a dozen countries have so far confirmed the presence of a variant — </span><a href=\"https://www.theguardian.com/world/2021/jun/01/covid-19-variants-to-be-given-greek-alphabet-names-to-avoid-stigma\"><span style=\"font-weight: 400;\">now named the Delta variant</span></a><span style=\"font-weight: 400;\"> — that was first detected in India late last year. These include Angola, Botswana, Democratic Republic of the Congo, Namibia, South Africa, Zambia and Zimbabwe. </span>\r\n\r\n<span style=\"font-weight: 400;\">This third wave is further straining an overwhelmed health system. It is also further complicating the painfully slow progress being made with vaccinations. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-945817 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/MC-HRR41_2.jpg\" alt=\"Covid-19\" width=\"1265\" height=\"645\" /> A study published in The Lancet has revealed that hospital patients who are critically ill with Covid-19 in Africa are far more likely to die than in other parts of the world because of limited healthcare (Photo: aa.com.tr / Wikipedia)</p>\r\n\r\n<span style=\"font-weight: 400;\">As at 4 June 2021, </span><a href=\"https://www.worldometers.info/coronavirus/#countries\"><span style=\"font-weight: 400;\">Africa had officially registered 4,888,769 cases</span></a><span style=\"font-weight: 400;\"> and 131,734 deaths, representing 2.9% of global cases and 3.7% of deaths. Southern Africa accounts for 43% of all cases and 49% of reported deaths in Africa. </span>\r\n\r\n<a href=\"https://www.thelancet.com/action/showPdf?pii=S0140-6736%2821%2900576-6\"><span style=\"font-weight: 400;\">A study published in </span><i><span style=\"font-weight: 400;\">The Lancet</span></i></a><span style=\"font-weight: 400;\"> has revealed that hospital patients who are critically ill with Covid-19 in Africa are far more likely to die than in other parts of the world because of limited healthcare resources.</span>\r\n\r\n<span style=\"font-weight: 400;\">It reports that in a “multicentre, prospective, observational cohort study of 3,140 critically ill patients enrolled from 64 hospitals in ten African countries… the </span><a href=\"http://asos.org.za/acccos/index.html\"><span style=\"font-weight: 400;\">African Covid-19 Critical Care Outcomes Study</span></a><span style=\"font-weight: 400;\"> (ACCCOS) investigators show that, despite having low Covid-19 mortality rates, Africa has the highest global mortality rate in patients with Covid-19 who are critically ill: 48·2% (95% CI 46·4–50·0; 1,483 of 3,077 patients) against a global average of 31·5% (27·5–35·5)”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Yet, according to the website, </span><a href=\"https://ourworldindata.org/covid-vaccinations\"><span style=\"font-weight: 400;\">Our World in Data</span></a><span style=\"font-weight: 400;\">, by 8 June Africa constituted only 1.88% of all vaccine doses administered worldwide.</span>\r\n\r\n<img loading=\"lazy\" class=\"aligncenter size-full wp-image-945819\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/MC-HRR41_4.jpg\" alt=\"\" width=\"1629\" height=\"1150\" />\r\n\r\n<span style=\"font-weight: 400;\">In this context, in May 2021, the </span><a href=\"https://africacdc.org/covid-19/?_ga=2.94020308.870360433.1622894046-587210045.1588760255\"><span style=\"font-weight: 400;\">Africa Centres for Disease Control (CDC) warned</span></a><span style=\"font-weight: 400;\"> about rising fatality rates in Africa, saying that 21 out of Africa’s 55 countries were reporting fatality rates above the current global average of 2.2%.</span>\r\n\r\n<span style=\"font-weight: 400;\">The fatality rate for Africa has crept up since July 2020 when it was on average 2.1%, to 2.7% in April 2021. </span>\r\n\r\n<b>Third wave amid a struggling vaccine roll-out</b>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-945818 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/MC-HRR41_3.jpg\" alt=\"vaccine\" width=\"1848\" height=\"1032\" /> In the absence of massive vaccine roll-out and on top of failing health systems the consequences will be devastating. (Photo by Gallo Images / OJ Koloti)</p>\r\n\r\n<b>South Africa</b><span style=\"font-weight: 400;\"> is officially </span><a href=\"https://www.worldometers.info/coronavirus/country/south-africa/\"><span style=\"font-weight: 400;\">the most affected country in Africa</span></a><span style=\"font-weight: 400;\">, with more than 1.6 million cases and 56,832 Covid deaths. However, records </span><a href=\"https://www.samrc.ac.za/reports/report-weekly-deaths-south-africa\"><span style=\"font-weight: 400;\">tabulated by its Medical Research Council</span></a><span style=\"font-weight: 400;\"> reveal that there have been nearly 164,000 “excess deaths” (deaths above the recorded average) since May 2020. </span>\r\n\r\n<span style=\"font-weight: 400;\">It returned to a stricter lockdown </span><a href=\"https://ewn.co.za/2021/06/03/sa-medical-association-wants-tougher-covid-19-lockdown-as-third-wave-looms\"><span style=\"font-weight: 400;\">under the adjusted regulations</span></a><span style=\"font-weight: 400;\"> on 31 May 2021. Four of the nation’s nine provinces, including Gauteng, are </span><a href=\"https://www.iol.co.za/news/politics/covid-19-mkhize-warns-third-wave-could-hit-entire-south-africa-d97b2351-0110-4494-a795-17675a18ef9a\"><span style=\"font-weight: 400;\">already battling</span></a><span style=\"font-weight: 400;\"> a third wave of infections.</span>\r\n\r\n<span style=\"font-weight: 400;\">On 9 June it recorded an 80% increase in daily new infections in one day and doctors report that ICU units are once again full to capacity.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the absence of a mass vaccination roll-out — only 1.4 million vaccines had been administered by 9 June — the </span><a href=\"https://www.samedical.org/\"><span style=\"font-weight: 400;\">South African Medical Association</span></a><span style=\"font-weight: 400;\"> (Sama) has </span><a href=\"https://ewn.co.za/2021/06/03/sa-medical-association-wants-tougher-covid-19-lockdown-as-third-wave-looms\"><span style=\"font-weight: 400;\">advised</span></a><span style=\"font-weight: 400;\"> that tighter lockdown restrictions be implemented. </span>\r\n\r\n<span style=\"font-weight: 400;\">Sama argues that it is already difficult to get beds for Covid-19 patients in Gauteng, the North West, the Northern Cape and the Free State.</span>\r\n\r\n<b>Namibia — A failed lockdown comes back to bite</b>\r\n\r\n<b>Namibia</b><span style=\"font-weight: 400;\"> has officially entered a third wave with the health ministry confirming </span><a href=\"https://www.worldometers.info/coronavirus/country/namibia/\"><span style=\"font-weight: 400;\">a daily record of 717 new cases</span></a><span style=\"font-weight: 400;\"> on 3 June 2021. </span>\r\n\r\n<span style=\"font-weight: 400;\">Health minister Kalumbi Shangula </span><a href=\"https://www.bloombergquint.com/onweb/namibia-experiencing-third-wave-of-coronavirus-infections\"><span style=\"font-weight: 400;\">announced</span></a><span style=\"font-weight: 400;\"> that the test positivity rate, Covid-19-related hospitalisations and deaths had all risen sharply. </span>\r\n\r\n<span style=\"font-weight: 400;\">The country’s health ministry reported that increased hospital admissions were placing the oxygen-supply infrastructure under pressure. By 5 June, Namibia had </span><a href=\"https://www.worldometers.info/coronavirus/country/namibia/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 57,577 cases and 899 deaths. </span>\r\n\r\n<span style=\"font-weight: 400;\">Namibia started its vaccine programme in March and has so far </span><a href=\"https://www.bloombergquint.com/onweb/namibia-experiencing-third-wave-of-coronavirus-infections\"><span style=\"font-weight: 400;\">inoculated</span></a><span style=\"font-weight: 400;\"> 4.5% of the 1.5 million people it is targeting.</span><span style=\"font-weight: 400;\">\r\n</span><span style=\"font-weight: 400;\">\r\n</span><b>Covid spike in Democratic Republic of the Congo</b>\r\n\r\n<span style=\"font-weight: 400;\">The</span><b> DRC</b><span style=\"font-weight: 400;\"> is also facing a third wave, according to health minister Jean-Jacques Mbungani (see </span><a href=\"https://www.aljazeera.com/news/2021/6/3/africa-faces-rising-threat-of-a-covid-third-wave-who\"><span style=\"font-weight: 400;\">here</span></a><span style=\"font-weight: 400;\">) with Kinshasa as its epicentre. </span>\r\n\r\n<span style=\"font-weight: 400;\">Like many other African countries, the DRC has officially reported relatively few cases and deaths, but health authorities are </span><a href=\"https://www.reuters.com/world/africa/congo-faces-third-wave-coronavirus-says-health-minister-2021-06-03/\"><span style=\"font-weight: 400;\">concerned</span></a><span style=\"font-weight: 400;\"> about a recent spike in infections that saw 243 new cases recorded on 2 June, the highest daily figure since March 2020. </span>\r\n\r\n<span style=\"font-weight: 400;\">Last month, the WHO detected an “exponential rise” in Kinshasa, and expressed concern about the spread of the Delta variant. </span>\r\n\r\n<span style=\"font-weight: 400;\">As at 5 June 2021, the DRC had </span><a href=\"https://www.worldometers.info/coronavirus/country/democratic-republic-of-the-congo/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 32,796 cases and 797 deaths.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, the DRC’s </span><a href=\"https://www.reuters.com/world/africa/congo-faces-third-wave-coronavirus-says-health-minister-2021-06-03/\"><span style=\"font-weight: 400;\">vaccination campaign has stuttered</span></a><span style=\"font-weight: 400;\"> after it delayed the roll-out owing to safety concerns about the AstraZeneca </span><a href=\"https://www.reuters.com/companies/AZN.L\"><span style=\"font-weight: 400;\">(AZN.L)</span></a><span style=\"font-weight: 400;\"> shot. As a result, about 75% of the 1.7 million doses it received from Covax in March were </span><a href=\"https://www.bbc.com/news/health-57028747\"><span style=\"font-weight: 400;\">redistributed</span></a><span style=\"font-weight: 400;\"> to other African countries for use before they expire at the end of June. </span>\r\n\r\n<span style=\"font-weight: 400;\">As at 8 June 2021, a total of 30,571 </span><a href=\"https://covid19.who.int/region/afro/country/cd\"><span style=\"font-weight: 400;\">vaccine doses</span></a><span style=\"font-weight: 400;\"> had been administered. </span>\r\n\r\n<b>Zambia, Botswana, Angola — spike in cases worries authorities</b>\r\n\r\n<span style=\"font-weight: 400;\">In May 2021, authorities in </span><b>Zambia</b> <a href=\"https://africa.cgtn.com/2021/05/21/zambia-warns-of-third-wave-of-covid-19/\"><span style=\"font-weight: 400;\">warned of a third wave</span></a><span style=\"font-weight: 400;\"> following an increase in daily cases. The country recorded 166 new cases in 24 hours, increasing the daily positivity rate to 2.6% from 1.5% recorded the previous day. </span>\r\n\r\n<span style=\"font-weight: 400;\">The government said the surge was being propelled by cold weather, laxity in adhering to public health measures and the emerging campaign activities ahead of the 12 August general elections.</span>\r\n\r\n<span style=\"font-weight: 400;\">On 5 June 2021, Zambia </span><a href=\"https://www.worldometers.info/coronavirus/#countries\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 1,164 new cases and six new deaths, bringing the cumulative number of cases to 99,540 and 1,303 deaths.</span>\r\n\r\n<span style=\"font-weight: 400;\">In a </span><a href=\"https://web.facebook.com/mohzambia/photos/1926112104230104?_rdc=1&_rdr\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\">, the ministry of health reported that “the number of our daily new cases increased from under 100 to over 500 at the start of June and today we see over 1,000 new cases”.</span>\r\n\r\n<b>Angola</b><span style=\"font-weight: 400;\"> has also seen an increase in new</span><a href=\"https://www.worldometers.info/coronavirus/country/angola/\"><span style=\"font-weight: 400;\"> daily cases</span></a><span style=\"font-weight: 400;\">, from an average of 159 in April to an average of 280 in May 2021. Cumulatively, Angola stood at 35,307 cases and 788 deaths as at 5 June 2021.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similarly, </span><b>Botswana</b><span style=\"font-weight: 400;\"> has seen an increase in daily cases. On 1 March 2021, the country </span><a href=\"https://www.worldometers.info/coronavirus/country/botswana/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 2,356 cases within 24 hours, the highest number since the beginning of the pandemic. From March to date, Botswana has recorded an average of 1,124 new daily cases. </span>\r\n\r\n<b>Malawi, Lesotho, Eswatini — avoiding the wave or behind the curve? </b>\r\n\r\n<span style=\"font-weight: 400;\">There are several countries that appear to be going against the grain. At this point, it is not clear why. </span>\r\n\r\n<b>Malawi</b><span style=\"font-weight: 400;\"> has seen a </span><a href=\"https://www.worldometers.info/coronavirus/country/malawi/#graph-cases-daily\"><span style=\"font-weight: 400;\">reduction in daily new cases </span></a><span style=\"font-weight: 400;\">from an average of 446 in February to less than 20 a day in May 2021. By 8 June, Malawi had officially </span><a href=\"https://www.worldometers.info/coronavirus/country/malawi/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 34,410 cases and 1,158 deaths, while a total of 364,691 </span><a href=\"https://web.facebook.com/malawimoh/\"><span style=\"font-weight: 400;\">vaccine doses</span></a><span style=\"font-weight: 400;\"> had been administered. </span>\r\n\r\n<span style=\"font-weight: 400;\">Authorities have </span><a href=\"https://www.africanews.com/2021/04/26/coronavirus-malawi-covid-19-update-25-april-2021/\"><span style=\"font-weight: 400;\">urged citizens to avoid unnecessary travel </span></a><span style=\"font-weight: 400;\">outside the country and to continue observing Covid-19 measures. </span>\r\n\r\n<b>Lesotho</b><span style=\"font-weight: 400;\"> has also witnessed a </span><a href=\"https://www.worldometers.info/coronavirus/country/lesotho/\"><span style=\"font-weight: 400;\">steady decline in daily new cases</span></a><span style=\"font-weight: 400;\">, from a record high of 899 cases in January to less than 10 a day in May 2021. Cumulatively, Lesotho had </span><a href=\"https://www.worldometers.info/coronavirus/country/lesotho/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 10,839 cases and 326 deaths as at 8 June, while 36,637 </span><a href=\"https://covid19.who.int/region/afro/country/ls\"><span style=\"font-weight: 400;\">vaccine doses </span></a><span style=\"font-weight: 400;\">had been administered.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>Eswatini</b><span style=\"font-weight: 400;\">, 18,680 cases and 674 deaths had been </span><a href=\"https://www.worldometers.info/coronavirus/country/swaziland/\"><span style=\"font-weight: 400;\">confirmed</span></a><span style=\"font-weight: 400;\"> by 9 June 2021. As at 8 June, a total of 34,897 </span><a href=\"https://covid19.who.int/region/afro/country/sz\"><span style=\"font-weight: 400;\">vaccine doses</span></a><span style=\"font-weight: 400;\"> had been administered. Eswatini</span> <span style=\"font-weight: 400;\">has also seen a </span><a href=\"https://www.worldometers.info/coronavirus/country/swaziland/\"><span style=\"font-weight: 400;\">steady decline</span></a><span style=\"font-weight: 400;\"> in daily new cases from February 2021 to date. </span>\r\n\r\n<b>Tanzania — from denialism to realism </b>\r\n\r\n<span style=\"font-weight: 400;\">In May 2021, </span><b>Tanzania</b> <a href=\"https://ewn.co.za/2021/05/18/tanzania-told-to-resume-publishing-covid-data\"><span style=\"font-weight: 400;\">announced</span></a><span style=\"font-weight: 400;\"> anti-Covid-19 measures aimed at preventing the importation of new variants: travellers, both foreigners and Tanzanians, are required to present negative Covid-19 tests at border points, while those in the country are required to adhere to preventive measures including mask-wearing, sanitising and physical distancing. </span>\r\n\r\n<span style=\"font-weight: 400;\">The country’s new president, </span><a href=\"https://en.wikipedia.org/wiki/Samia_Suluhu_Hassan\"><span style=\"font-weight: 400;\">Samia Suluhu Hassan</span></a><span style=\"font-weight: 400;\">, has also suspended flights from India.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is in sharp contrast to her late predecessor, </span><a href=\"https://www.bbc.com/news/world-africa-56437852\"><span style=\"font-weight: 400;\">John Magufuli</span></a><span style=\"font-weight: 400;\">, who downplayed the pandemic and shunned masks in favour of the healing power of prayer. Tanzania stopped releasing Covid-19 data in April 2020 when it last showed </span><a href=\"https://www.worldometers.info/coronavirus/country/tanzania/\"><span style=\"font-weight: 400;\">509 infections and 21 deaths.</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">As far as we can ascertain, publishing Covid-19 data has not yet resumed.</span>\r\n\r\n<b>A third wave Africa cannot afford</b>\r\n\r\n<span style=\"font-weight: 400;\">While no region on the globe was prepared to deal with the Covid-19 pandemic, none could have been in a worse position than Africa. A combination of already moribund, ill-equipped and overstretched health systems and poor to non-existent emergency preparedness plans, underpinned by economic and social bottlenecks of varying degrees, makes the region especially vulnerable.</span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">The WHO has </span><a href=\"https://www.aljazeera.com/news/2021/6/3/africa-faces-rising-threat-of-a-covid-third-wave-who\"><span style=\"font-weight: 400;\">raised concern</span></a><span style=\"font-weight: 400;\"> that healthcare systems across Africa are “far from ready” to cope with a fresh surge of coronavirus infections. </span>\r\n\r\n<span style=\"font-weight: 400;\">Forty-one out of 46 countries in sub-Saharan Africa are in the bottom fifth of countries worldwide ranked by </span><a href=\"https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(18)30994-2/fulltext\"><span style=\"font-weight: 400;\">healthcare access and quality</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Many governments in the region have underinvested in healthcare, relying heavily on pre-paid plans, out-of-pocket payments and donor assistance. </span>\r\n\r\n<span style=\"font-weight: 400;\">Only South Africa approaches the medical workforce threshold (4.45 doctors, nurses and midwives per 1,000 population) that the </span><a href=\"https://healthasset.org/daily-update-on-covid-19-in-sub-saharan-africa/\"><span style=\"font-weight: 400;\">WHO determines to be necessary for universal health coverage</span></a><span style=\"font-weight: 400;\">, but even this number hides the inequalities and weaknesses in South Africa’s health system. </span>\r\n\r\n<span style=\"font-weight: 400;\">The median for the region is just 0.95.</span>\r\n\r\n<b>Conclusion</b>\r\n\r\n<span style=\"font-weight: 400;\">The first two waves of the Covid-19 pandemic have already impacted heavily on Africa. Now the emergence of a third wave across southern Africa threatens to make an already bad situation worse. </span>\r\n\r\n<span style=\"font-weight: 400;\">There is no substitute for better, prudent economic planning if the region is to fare any better when the next crisis hits its shores. </span>\r\n\r\n<span style=\"font-weight: 400;\">Health must be seen as a human right and planned and budgeted for as such. </span>\r\n\r\n<span style=\"font-weight: 400;\">Sustained investment in health facilities and strong disaster and emergency preparedness plans underpinned by macro-economic stability are essential elements that governments need to prioritise, otherwise the region will forever be at the mercy of disease.</span><b> DM/MC</b>",

"description": "<span style=\"font-weight: 400;\">The new wave of Covid-19 is thought to be partly associated with the emergence of </span><a href=\"https://www.bbc.com/news/health-55659820\"><span style=\"font-weight: 400;\">variants that are more transmissible.</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">According to the World Health Organization (WHO), at least a dozen countries have so far confirmed the presence of a variant — </span><a href=\"https://www.theguardian.com/world/2021/jun/01/covid-19-variants-to-be-given-greek-alphabet-names-to-avoid-stigma\"><span style=\"font-weight: 400;\">now named the Delta variant</span></a><span style=\"font-weight: 400;\"> — that was first detected in India late last year. These include Angola, Botswana, Democratic Republic of the Congo, Namibia, South Africa, Zambia and Zimbabwe. </span>\r\n\r\n<span style=\"font-weight: 400;\">This third wave is further straining an overwhelmed health system. It is also further complicating the painfully slow progress being made with vaccinations. </span>\r\n\r\n[caption id=\"attachment_945817\" align=\"aligncenter\" width=\"1265\"]<img class=\"wp-image-945817 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/MC-HRR41_2.jpg\" alt=\"Covid-19\" width=\"1265\" height=\"645\" /> A study published in The Lancet has revealed that hospital patients who are critically ill with Covid-19 in Africa are far more likely to die than in other parts of the world because of limited healthcare (Photo: aa.com.tr / Wikipedia)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">As at 4 June 2021, </span><a href=\"https://www.worldometers.info/coronavirus/#countries\"><span style=\"font-weight: 400;\">Africa had officially registered 4,888,769 cases</span></a><span style=\"font-weight: 400;\"> and 131,734 deaths, representing 2.9% of global cases and 3.7% of deaths. Southern Africa accounts for 43% of all cases and 49% of reported deaths in Africa. </span>\r\n\r\n<a href=\"https://www.thelancet.com/action/showPdf?pii=S0140-6736%2821%2900576-6\"><span style=\"font-weight: 400;\">A study published in </span><i><span style=\"font-weight: 400;\">The Lancet</span></i></a><span style=\"font-weight: 400;\"> has revealed that hospital patients who are critically ill with Covid-19 in Africa are far more likely to die than in other parts of the world because of limited healthcare resources.</span>\r\n\r\n<span style=\"font-weight: 400;\">It reports that in a “multicentre, prospective, observational cohort study of 3,140 critically ill patients enrolled from 64 hospitals in ten African countries… the </span><a href=\"http://asos.org.za/acccos/index.html\"><span style=\"font-weight: 400;\">African Covid-19 Critical Care Outcomes Study</span></a><span style=\"font-weight: 400;\"> (ACCCOS) investigators show that, despite having low Covid-19 mortality rates, Africa has the highest global mortality rate in patients with Covid-19 who are critically ill: 48·2% (95% CI 46·4–50·0; 1,483 of 3,077 patients) against a global average of 31·5% (27·5–35·5)”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Yet, according to the website, </span><a href=\"https://ourworldindata.org/covid-vaccinations\"><span style=\"font-weight: 400;\">Our World in Data</span></a><span style=\"font-weight: 400;\">, by 8 June Africa constituted only 1.88% of all vaccine doses administered worldwide.</span>\r\n\r\n<img class=\"aligncenter size-full wp-image-945819\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/MC-HRR41_4.jpg\" alt=\"\" width=\"1629\" height=\"1150\" />\r\n\r\n<span style=\"font-weight: 400;\">In this context, in May 2021, the </span><a href=\"https://africacdc.org/covid-19/?_ga=2.94020308.870360433.1622894046-587210045.1588760255\"><span style=\"font-weight: 400;\">Africa Centres for Disease Control (CDC) warned</span></a><span style=\"font-weight: 400;\"> about rising fatality rates in Africa, saying that 21 out of Africa’s 55 countries were reporting fatality rates above the current global average of 2.2%.</span>\r\n\r\n<span style=\"font-weight: 400;\">The fatality rate for Africa has crept up since July 2020 when it was on average 2.1%, to 2.7% in April 2021. </span>\r\n\r\n<b>Third wave amid a struggling vaccine roll-out</b>\r\n\r\n[caption id=\"attachment_945818\" align=\"aligncenter\" width=\"1848\"]<img class=\"wp-image-945818 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/MC-HRR41_3.jpg\" alt=\"vaccine\" width=\"1848\" height=\"1032\" /> In the absence of massive vaccine roll-out and on top of failing health systems the consequences will be devastating. (Photo by Gallo Images / OJ Koloti)[/caption]\r\n\r\n<b>South Africa</b><span style=\"font-weight: 400;\"> is officially </span><a href=\"https://www.worldometers.info/coronavirus/country/south-africa/\"><span style=\"font-weight: 400;\">the most affected country in Africa</span></a><span style=\"font-weight: 400;\">, with more than 1.6 million cases and 56,832 Covid deaths. However, records </span><a href=\"https://www.samrc.ac.za/reports/report-weekly-deaths-south-africa\"><span style=\"font-weight: 400;\">tabulated by its Medical Research Council</span></a><span style=\"font-weight: 400;\"> reveal that there have been nearly 164,000 “excess deaths” (deaths above the recorded average) since May 2020. </span>\r\n\r\n<span style=\"font-weight: 400;\">It returned to a stricter lockdown </span><a href=\"https://ewn.co.za/2021/06/03/sa-medical-association-wants-tougher-covid-19-lockdown-as-third-wave-looms\"><span style=\"font-weight: 400;\">under the adjusted regulations</span></a><span style=\"font-weight: 400;\"> on 31 May 2021. Four of the nation’s nine provinces, including Gauteng, are </span><a href=\"https://www.iol.co.za/news/politics/covid-19-mkhize-warns-third-wave-could-hit-entire-south-africa-d97b2351-0110-4494-a795-17675a18ef9a\"><span style=\"font-weight: 400;\">already battling</span></a><span style=\"font-weight: 400;\"> a third wave of infections.</span>\r\n\r\n<span style=\"font-weight: 400;\">On 9 June it recorded an 80% increase in daily new infections in one day and doctors report that ICU units are once again full to capacity.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the absence of a mass vaccination roll-out — only 1.4 million vaccines had been administered by 9 June — the </span><a href=\"https://www.samedical.org/\"><span style=\"font-weight: 400;\">South African Medical Association</span></a><span style=\"font-weight: 400;\"> (Sama) has </span><a href=\"https://ewn.co.za/2021/06/03/sa-medical-association-wants-tougher-covid-19-lockdown-as-third-wave-looms\"><span style=\"font-weight: 400;\">advised</span></a><span style=\"font-weight: 400;\"> that tighter lockdown restrictions be implemented. </span>\r\n\r\n<span style=\"font-weight: 400;\">Sama argues that it is already difficult to get beds for Covid-19 patients in Gauteng, the North West, the Northern Cape and the Free State.</span>\r\n\r\n<b>Namibia — A failed lockdown comes back to bite</b>\r\n\r\n<b>Namibia</b><span style=\"font-weight: 400;\"> has officially entered a third wave with the health ministry confirming </span><a href=\"https://www.worldometers.info/coronavirus/country/namibia/\"><span style=\"font-weight: 400;\">a daily record of 717 new cases</span></a><span style=\"font-weight: 400;\"> on 3 June 2021. </span>\r\n\r\n<span style=\"font-weight: 400;\">Health minister Kalumbi Shangula </span><a href=\"https://www.bloombergquint.com/onweb/namibia-experiencing-third-wave-of-coronavirus-infections\"><span style=\"font-weight: 400;\">announced</span></a><span style=\"font-weight: 400;\"> that the test positivity rate, Covid-19-related hospitalisations and deaths had all risen sharply. </span>\r\n\r\n<span style=\"font-weight: 400;\">The country’s health ministry reported that increased hospital admissions were placing the oxygen-supply infrastructure under pressure. By 5 June, Namibia had </span><a href=\"https://www.worldometers.info/coronavirus/country/namibia/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 57,577 cases and 899 deaths. </span>\r\n\r\n<span style=\"font-weight: 400;\">Namibia started its vaccine programme in March and has so far </span><a href=\"https://www.bloombergquint.com/onweb/namibia-experiencing-third-wave-of-coronavirus-infections\"><span style=\"font-weight: 400;\">inoculated</span></a><span style=\"font-weight: 400;\"> 4.5% of the 1.5 million people it is targeting.</span><span style=\"font-weight: 400;\">\r\n</span><span style=\"font-weight: 400;\">\r\n</span><b>Covid spike in Democratic Republic of the Congo</b>\r\n\r\n<span style=\"font-weight: 400;\">The</span><b> DRC</b><span style=\"font-weight: 400;\"> is also facing a third wave, according to health minister Jean-Jacques Mbungani (see </span><a href=\"https://www.aljazeera.com/news/2021/6/3/africa-faces-rising-threat-of-a-covid-third-wave-who\"><span style=\"font-weight: 400;\">here</span></a><span style=\"font-weight: 400;\">) with Kinshasa as its epicentre. </span>\r\n\r\n<span style=\"font-weight: 400;\">Like many other African countries, the DRC has officially reported relatively few cases and deaths, but health authorities are </span><a href=\"https://www.reuters.com/world/africa/congo-faces-third-wave-coronavirus-says-health-minister-2021-06-03/\"><span style=\"font-weight: 400;\">concerned</span></a><span style=\"font-weight: 400;\"> about a recent spike in infections that saw 243 new cases recorded on 2 June, the highest daily figure since March 2020. </span>\r\n\r\n<span style=\"font-weight: 400;\">Last month, the WHO detected an “exponential rise” in Kinshasa, and expressed concern about the spread of the Delta variant. </span>\r\n\r\n<span style=\"font-weight: 400;\">As at 5 June 2021, the DRC had </span><a href=\"https://www.worldometers.info/coronavirus/country/democratic-republic-of-the-congo/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 32,796 cases and 797 deaths.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, the DRC’s </span><a href=\"https://www.reuters.com/world/africa/congo-faces-third-wave-coronavirus-says-health-minister-2021-06-03/\"><span style=\"font-weight: 400;\">vaccination campaign has stuttered</span></a><span style=\"font-weight: 400;\"> after it delayed the roll-out owing to safety concerns about the AstraZeneca </span><a href=\"https://www.reuters.com/companies/AZN.L\"><span style=\"font-weight: 400;\">(AZN.L)</span></a><span style=\"font-weight: 400;\"> shot. As a result, about 75% of the 1.7 million doses it received from Covax in March were </span><a href=\"https://www.bbc.com/news/health-57028747\"><span style=\"font-weight: 400;\">redistributed</span></a><span style=\"font-weight: 400;\"> to other African countries for use before they expire at the end of June. </span>\r\n\r\n<span style=\"font-weight: 400;\">As at 8 June 2021, a total of 30,571 </span><a href=\"https://covid19.who.int/region/afro/country/cd\"><span style=\"font-weight: 400;\">vaccine doses</span></a><span style=\"font-weight: 400;\"> had been administered. </span>\r\n\r\n<b>Zambia, Botswana, Angola — spike in cases worries authorities</b>\r\n\r\n<span style=\"font-weight: 400;\">In May 2021, authorities in </span><b>Zambia</b> <a href=\"https://africa.cgtn.com/2021/05/21/zambia-warns-of-third-wave-of-covid-19/\"><span style=\"font-weight: 400;\">warned of a third wave</span></a><span style=\"font-weight: 400;\"> following an increase in daily cases. The country recorded 166 new cases in 24 hours, increasing the daily positivity rate to 2.6% from 1.5% recorded the previous day. </span>\r\n\r\n<span style=\"font-weight: 400;\">The government said the surge was being propelled by cold weather, laxity in adhering to public health measures and the emerging campaign activities ahead of the 12 August general elections.</span>\r\n\r\n<span style=\"font-weight: 400;\">On 5 June 2021, Zambia </span><a href=\"https://www.worldometers.info/coronavirus/#countries\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 1,164 new cases and six new deaths, bringing the cumulative number of cases to 99,540 and 1,303 deaths.</span>\r\n\r\n<span style=\"font-weight: 400;\">In a </span><a href=\"https://web.facebook.com/mohzambia/photos/1926112104230104?_rdc=1&_rdr\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\">, the ministry of health reported that “the number of our daily new cases increased from under 100 to over 500 at the start of June and today we see over 1,000 new cases”.</span>\r\n\r\n<b>Angola</b><span style=\"font-weight: 400;\"> has also seen an increase in new</span><a href=\"https://www.worldometers.info/coronavirus/country/angola/\"><span style=\"font-weight: 400;\"> daily cases</span></a><span style=\"font-weight: 400;\">, from an average of 159 in April to an average of 280 in May 2021. Cumulatively, Angola stood at 35,307 cases and 788 deaths as at 5 June 2021.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similarly, </span><b>Botswana</b><span style=\"font-weight: 400;\"> has seen an increase in daily cases. On 1 March 2021, the country </span><a href=\"https://www.worldometers.info/coronavirus/country/botswana/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 2,356 cases within 24 hours, the highest number since the beginning of the pandemic. From March to date, Botswana has recorded an average of 1,124 new daily cases. </span>\r\n\r\n<b>Malawi, Lesotho, Eswatini — avoiding the wave or behind the curve? </b>\r\n\r\n<span style=\"font-weight: 400;\">There are several countries that appear to be going against the grain. At this point, it is not clear why. </span>\r\n\r\n<b>Malawi</b><span style=\"font-weight: 400;\"> has seen a </span><a href=\"https://www.worldometers.info/coronavirus/country/malawi/#graph-cases-daily\"><span style=\"font-weight: 400;\">reduction in daily new cases </span></a><span style=\"font-weight: 400;\">from an average of 446 in February to less than 20 a day in May 2021. By 8 June, Malawi had officially </span><a href=\"https://www.worldometers.info/coronavirus/country/malawi/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 34,410 cases and 1,158 deaths, while a total of 364,691 </span><a href=\"https://web.facebook.com/malawimoh/\"><span style=\"font-weight: 400;\">vaccine doses</span></a><span style=\"font-weight: 400;\"> had been administered. </span>\r\n\r\n<span style=\"font-weight: 400;\">Authorities have </span><a href=\"https://www.africanews.com/2021/04/26/coronavirus-malawi-covid-19-update-25-april-2021/\"><span style=\"font-weight: 400;\">urged citizens to avoid unnecessary travel </span></a><span style=\"font-weight: 400;\">outside the country and to continue observing Covid-19 measures. </span>\r\n\r\n<b>Lesotho</b><span style=\"font-weight: 400;\"> has also witnessed a </span><a href=\"https://www.worldometers.info/coronavirus/country/lesotho/\"><span style=\"font-weight: 400;\">steady decline in daily new cases</span></a><span style=\"font-weight: 400;\">, from a record high of 899 cases in January to less than 10 a day in May 2021. Cumulatively, Lesotho had </span><a href=\"https://www.worldometers.info/coronavirus/country/lesotho/\"><span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> 10,839 cases and 326 deaths as at 8 June, while 36,637 </span><a href=\"https://covid19.who.int/region/afro/country/ls\"><span style=\"font-weight: 400;\">vaccine doses </span></a><span style=\"font-weight: 400;\">had been administered.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>Eswatini</b><span style=\"font-weight: 400;\">, 18,680 cases and 674 deaths had been </span><a href=\"https://www.worldometers.info/coronavirus/country/swaziland/\"><span style=\"font-weight: 400;\">confirmed</span></a><span style=\"font-weight: 400;\"> by 9 June 2021. As at 8 June, a total of 34,897 </span><a href=\"https://covid19.who.int/region/afro/country/sz\"><span style=\"font-weight: 400;\">vaccine doses</span></a><span style=\"font-weight: 400;\"> had been administered. Eswatini</span> <span style=\"font-weight: 400;\">has also seen a </span><a href=\"https://www.worldometers.info/coronavirus/country/swaziland/\"><span style=\"font-weight: 400;\">steady decline</span></a><span style=\"font-weight: 400;\"> in daily new cases from February 2021 to date. </span>\r\n\r\n<b>Tanzania — from denialism to realism </b>\r\n\r\n<span style=\"font-weight: 400;\">In May 2021, </span><b>Tanzania</b> <a href=\"https://ewn.co.za/2021/05/18/tanzania-told-to-resume-publishing-covid-data\"><span style=\"font-weight: 400;\">announced</span></a><span style=\"font-weight: 400;\"> anti-Covid-19 measures aimed at preventing the importation of new variants: travellers, both foreigners and Tanzanians, are required to present negative Covid-19 tests at border points, while those in the country are required to adhere to preventive measures including mask-wearing, sanitising and physical distancing. </span>\r\n\r\n<span style=\"font-weight: 400;\">The country’s new president, </span><a href=\"https://en.wikipedia.org/wiki/Samia_Suluhu_Hassan\"><span style=\"font-weight: 400;\">Samia Suluhu Hassan</span></a><span style=\"font-weight: 400;\">, has also suspended flights from India.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is in sharp contrast to her late predecessor, </span><a href=\"https://www.bbc.com/news/world-africa-56437852\"><span style=\"font-weight: 400;\">John Magufuli</span></a><span style=\"font-weight: 400;\">, who downplayed the pandemic and shunned masks in favour of the healing power of prayer. Tanzania stopped releasing Covid-19 data in April 2020 when it last showed </span><a href=\"https://www.worldometers.info/coronavirus/country/tanzania/\"><span style=\"font-weight: 400;\">509 infections and 21 deaths.</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">As far as we can ascertain, publishing Covid-19 data has not yet resumed.</span>\r\n\r\n<b>A third wave Africa cannot afford</b>\r\n\r\n<span style=\"font-weight: 400;\">While no region on the globe was prepared to deal with the Covid-19 pandemic, none could have been in a worse position than Africa. A combination of already moribund, ill-equipped and overstretched health systems and poor to non-existent emergency preparedness plans, underpinned by economic and social bottlenecks of varying degrees, makes the region especially vulnerable.</span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">The WHO has </span><a href=\"https://www.aljazeera.com/news/2021/6/3/africa-faces-rising-threat-of-a-covid-third-wave-who\"><span style=\"font-weight: 400;\">raised concern</span></a><span style=\"font-weight: 400;\"> that healthcare systems across Africa are “far from ready” to cope with a fresh surge of coronavirus infections. </span>\r\n\r\n<span style=\"font-weight: 400;\">Forty-one out of 46 countries in sub-Saharan Africa are in the bottom fifth of countries worldwide ranked by </span><a href=\"https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(18)30994-2/fulltext\"><span style=\"font-weight: 400;\">healthcare access and quality</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Many governments in the region have underinvested in healthcare, relying heavily on pre-paid plans, out-of-pocket payments and donor assistance. </span>\r\n\r\n<span style=\"font-weight: 400;\">Only South Africa approaches the medical workforce threshold (4.45 doctors, nurses and midwives per 1,000 population) that the </span><a href=\"https://healthasset.org/daily-update-on-covid-19-in-sub-saharan-africa/\"><span style=\"font-weight: 400;\">WHO determines to be necessary for universal health coverage</span></a><span style=\"font-weight: 400;\">, but even this number hides the inequalities and weaknesses in South Africa’s health system. </span>\r\n\r\n<span style=\"font-weight: 400;\">The median for the region is just 0.95.</span>\r\n\r\n<b>Conclusion</b>\r\n\r\n<span style=\"font-weight: 400;\">The first two waves of the Covid-19 pandemic have already impacted heavily on Africa. Now the emergence of a third wave across southern Africa threatens to make an already bad situation worse. </span>\r\n\r\n<span style=\"font-weight: 400;\">There is no substitute for better, prudent economic planning if the region is to fare any better when the next crisis hits its shores. </span>\r\n\r\n<span style=\"font-weight: 400;\">Health must be seen as a human right and planned and budgeted for as such. </span>\r\n\r\n<span style=\"font-weight: 400;\">Sustained investment in health facilities and strong disaster and emergency preparedness plans underpinned by macro-economic stability are essential elements that governments need to prioritise, otherwise the region will forever be at the mercy of disease.</span><b> DM/MC</b>",
