"contents": "<span style=\"font-weight: 400;\">While </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-22-restrictions-on-gatherings-significantly-changed-masks-no-longer-required-when-outdoors/\"><span style=\"font-weight: 400;\">President Cyril Ramaphosa’s address</span></a><span style=\"font-weight: 400;\"> on Tuesday – when he announced </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-23-sas-gathering-restrictions-eased-but-showdown-over-state-of-disaster-looms/\"><span style=\"font-weight: 400;\">changes to some lockdown restrictions</span></a><span style=\"font-weight: 400;\">, including new rules on the size of gatherings, travel requirements and masks – has been somewhat welcomed, the </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-17-weve-got-the-power-government-hangs-on-state-of-disaster-to-keep-control/?utm_source=top_reads_block&utm_campaign=covid-19\"><span style=\"font-weight: 400;\">draft </span><span style=\"font-weight: 400;\">regulations</span></a><span style=\"font-weight: 400;\"> proposed to manage the government’s response to the pandemic have been met with strong pushback.</span>\r\n\r\n<span style=\"font-weight: 400;\">Amid </span><a href=\"https://satsa.com/stop-dithering-and-remove-the-negative-pcr-test-requirement-for-fully-vaccinated-travellers-now/\"><span style=\"font-weight: 400;\">mounting pressure</span></a><span style=\"font-weight: 400;\"> from the tourism and hospitality sector to amend South Africa’s inbound travel restrictions, Ramaphosa announced that vaccinated travellers will no longer be required to provide a negative PCR test to enter the country. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There are also changes to the regulations on international travel. Travellers entering South Africa will need to show proof of vaccination or a negative PCR test not older than 72 hours. All unvaccinated travellers entering the country who want to be vaccinated will be offered a vaccination,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Various </span><a href=\"https://media.bigambitions.co.za/press_release/satsa-our-tourism-sector-has-been-waiting-for-this-day-with-great-anticipation/\"><span style=\"font-weight: 400;\">travel associations have welcomed</span></a><span style=\"font-weight: 400;\"> Ramaphosa’s decision to scrap the onerous and costly PCR test requirement for vaccinated travellers, saying it was critical to provide relief to the industry. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Association of Southern African Travel Agents (Asata) called the amended travel requirements “a boost to the South African travel and tourism industry ahead of the Easter holidays”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Asata has lobbied tirelessly for the past eight months… for the government to scrap PCR tests for fully vaccinated travellers. There’s no denying that the costly PCR test required for travel has been a major obstacle to the travel industry’s recovery,” </span><a href=\"https://media.bigambitions.co.za/press_release/asata-scrapping-of-pcr-requirement-signals-brighter-future-for-the-travel-industry/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> Asata CEO Otto de Vries.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1213864\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/03/OD-Pushback-CR-covid2.jpeg\" alt=\"\" width=\"720\" height=\"480\" /> Passengers check their documents on 26 November 2021 before making their way to the Turkish Airlines boarding gate at OR Tambo International. (Photo: Shiraaz Mohamed)</p>\r\n\r\n<span style=\"font-weight: 400;\">The PCR requirement for travel had left South Africa on the “back foot” compared with many other countries that either waived testing for fully vaccinated travellers or allowed inexpensive and faster rapid antigen tests. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, De Vries was concerned that the draft health regulations will need to be reviewed to ensure the PCR test for travellers will not be reintroduced with the lifting of the State of Disaster in mid-April. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Although the draft legislation indicates that vaccinated travellers won’t need to present a negative PCR test for entry into the country, there is a real danger with the proposed legislation that components of lockdown legislation are being written into permanent law,” he warned.</span>\r\n\r\n<b>Opposition response </b>\r\n\r\n<span style=\"font-weight: 400;\">While the DA welcomed the easing of some restrictions, it said the changes to the State of Disaster regulations announced by the President “do not go far enough, and continue to hold the country back from full recovery”. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Despite some welcome changes, the persisting rules will harm jobs and increase poverty while providing no benefit at all. The DA welcomes the scrapping of the outdoor mask-wearing requirement and the announcement that vaccinated travellers will not need a negative PCR test to enter the country. This will go some way to helping our tourism industry and other cross-border businesses recover,” </span><a href=\"https://www.da.org.za/2022/03/too-little-too-late-useless-regulations-continue-to-block-our-economic-recovery\"><span style=\"font-weight: 400;\">said</span></a> <span style=\"font-weight: 400;\">DA national spokesperson Siviwe Gwarube. </span>\r\n\r\n<span style=\"font-weight: 400;\">The DA has announced that it would be heading to court to challenge the extension of the National State of Disaster, while ActionSA too has threatened to take legal action. </span>\r\n\r\n<span style=\"font-weight: 400;\">AfriForum </span><a href=\"https://afriforum.co.za/en/afriforum-heading-to-court-after-power-hungry-government-extends-state-of-disaster-again/\"><span style=\"font-weight: 400;\">sharply criticised</span></a><span style=\"font-weight: 400;\"> the extension, saying it had started legal action in February to nullify the State of Disaster.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2022-03-23-kwazulu-natal-premiers-dangerous-call-for-a-return-to-apartheid-style-governance/\r\n\r\n<b>Health experts’ reaction </b>\r\n\r\n<span style=\"font-weight: 400;\">Speaking to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> ahead of the President’s address, professor Shabir Madhi, dean of the faculty of health sciences and a professor of vaccinology at the University of the Witwatersrand, </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-15-state-of-disaster-extension-shows-government-doesnt-understand-pandemic-says-expert/?utm_source=top_reads_block&utm_campaign=covid-19\"><span style=\"font-weight: 400;\">called the extension</span></a><span style=\"font-weight: 400;\"> of the State of Disaster last week </span><span style=\"font-weight: 400;\">“indicative of the NCCC being devoid of any understanding of the pandemic”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Madhi said it was “foolish” to continue measures imposed under the State of Disaster that are geared towards preventing infections, instead of preventing severe disease and death. </span>\r\n\r\n<span style=\"font-weight: 400;\">Addressing the nation on Tuesday, Ramaphosa reiterated his commitment to ending the State of Disaster while erring on the side of caution by ensuring the government maintains its ability to impose further restrictions when necessary.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1213865\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/03/OD-Pushback-CR-covid3.jpeg\" alt=\"\" width=\"720\" height=\"432\" /> Stranded passengers at International Departures after an announcement that several more airlines had suspended flights from OR Tambo International on 27 November 2021. "description": "<span style=\"font-weight: 400;\">While </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-22-restrictions-on-gatherings-significantly-changed-masks-no-longer-required-when-outdoors/\"><span style=\"font-weight: 400;\">President Cyril Ramaphosa’s address</span></a><span style=\"font-weight: 400;\"> on Tuesday – when he announced </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-23-sas-gathering-restrictions-eased-but-showdown-over-state-of-disaster-looms/\"><span style=\"font-weight: 400;\">changes to some lockdown restrictions</span></a><span style=\"font-weight: 400;\">, including new rules on the size of gatherings, travel requirements and masks – has been somewhat welcomed, the </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-17-weve-got-the-power-government-hangs-on-state-of-disaster-to-keep-control/?utm_source=top_reads_block&utm_campaign=covid-19\"><span style=\"font-weight: 400;\">draft </span><span style=\"font-weight: 400;\">regulations</span></a><span style=\"font-weight: 400;\"> proposed to manage the government’s response to the pandemic have been met with strong pushback.</span>\r\n\r\n<span style=\"font-weight: 400;\">Amid </span><a href=\"https://satsa.com/stop-dithering-and-remove-the-negative-pcr-test-requirement-for-fully-vaccinated-travellers-now/\"><span style=\"font-weight: 400;\">mounting pressure</span></a><span style=\"font-weight: 400;\"> from the tourism and hospitality sector to amend South Africa’s inbound travel restrictions, Ramaphosa announced that vaccinated travellers will no longer be required to provide a negative PCR test to enter the country. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There are also changes to the regulations on international travel. Travellers entering South Africa will need to show proof of vaccination or a negative PCR test not older than 72 hours. All unvaccinated travellers entering the country who want to be vaccinated will be offered a vaccination,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Various </span><a href=\"https://media.bigambitions.co.za/press_release/satsa-our-tourism-sector-has-been-waiting-for-this-day-with-great-anticipation/\"><span style=\"font-weight: 400;\">travel associations have welcomed</span></a><span style=\"font-weight: 400;\"> Ramaphosa’s decision to scrap the onerous and costly PCR test requirement for vaccinated travellers, saying it was critical to provide relief to the industry. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Association of Southern African Travel Agents (Asata) called the amended travel requirements “a boost to the South African travel and tourism industry ahead of the Easter holidays”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Asata has lobbied tirelessly for the past eight months… for the government to scrap PCR tests for fully vaccinated travellers. (Photo: Shiraaz Mohamed)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The PCR requirement for travel had left South Africa on the “back foot” compared with many other countries that either waived testing for fully vaccinated travellers or allowed inexpensive and faster rapid antigen tests. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, De Vries was concerned that the draft health regulations will need to be reviewed to ensure the PCR test for travellers will not be reintroduced with the lifting of the State of Disaster in mid-April. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Although the draft legislation indicates that vaccinated travellers won’t need to present a negative PCR test for entry into the country, there is a real danger with the proposed legislation that components of lockdown legislation are being written into permanent law,” he warned.</span>\r\n\r\n<b>Opposition response </b>\r\n\r\n<span style=\"font-weight: 400;\">While the DA welcomed the easing of some restrictions, it said the changes to the State of Disaster regulations announced by the President “do not go far enough, and continue to hold the country back from full recovery”. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Despite some welcome changes, the persisting rules will harm jobs and increase poverty while providing no benefit at all. The DA welcomes the scrapping of the outdoor mask-wearing requirement and the announcement that vaccinated travellers will not need a negative PCR test to enter the country. This will go some way to helping our tourism industry and other cross-border businesses recover,” </span><a href=\"https://www.da.org.za/2022/03/too-little-too-late-useless-regulations-continue-to-block-our-economic-recovery\"><span style=\"font-weight: 400;\">said</span></a> <span style=\"font-weight: 400;\">DA national spokesperson Siviwe Gwarube. </span>\r\n\r\n<span style=\"font-weight: 400;\">The DA has announced that it would be heading to court to challenge the extension of the National State of Disaster, while ActionSA too has threatened to take legal action. </span>\r\n\r\n<span style=\"font-weight: 400;\">AfriForum </span><a href=\"https://afriforum.co.za/en/afriforum-heading-to-court-after-power-hungry-government-extends-state-of-disaster-again/\"><span style=\"font-weight: 400;\">sharply criticised</span></a><span style=\"font-weight: 400;\"> the extension, saying it had started legal action in February to nullify the State of Disaster.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2022-03-23-kwazulu-natal-premiers-dangerous-call-for-a-return-to-apartheid-style-governance/\r\n\r\n<b>Health experts’ reaction </b>\r\n\r\n<span style=\"font-weight: 400;\">Speaking to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> ahead of the President’s address, professor Shabir Madhi, dean of the faculty of health sciences and a professor of vaccinology at the University of the Witwatersrand, </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-15-state-of-disaster-extension-shows-government-doesnt-understand-pandemic-says-expert/?utm_source=top_reads_block&utm_campaign=covid-19\"><span style=\"font-weight: 400;\">called the extension</span></a><span style=\"font-weight: 400;\"> of the State of Disaster last week </span><span style=\"font-weight: 400;\">“indicative of the NCCC being devoid of any understanding of the pandemic”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Madhi said it was “foolish” to continue measures imposed under the State of Disaster that are geared towards preventing infections, instead of preventing severe disease and death. </span>\r\n\r\n<span style=\"font-weight: 400;\">Addressing the nation on Tuesday, Ramaphosa reiterated his commitment to ending the State of Disaster while erring on the side of caution by ensuring the government maintains its ability to impose further restrictions when necessary.</span>\r\n\r\n[caption id=\"attachment_1213865\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1213865\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/03/OD-Pushback-CR-covid3.jpeg\" alt=\"\" width=\"720\" height=\"432\" /> Stranded passengers at International Departures after an announcement that several more airlines had suspended flights from OR Tambo International on 27 November 2021.
