"contents": "<span style=\"font-weight: 400;\">South Africa is the most coal-dependent country in the world for its energy needs, and coal is the most harmful fossil fuel in terms of its impact on health, global warming and human-induced climate change. The country, however, also suffers from a toxic mixture of staggering unemployment levels with </span><a href=\"https://www.dailymaverick.co.za/article/2021-12-12-getting-buy-in-from-the-people-most-at-risk-in-sas-just-transition-to-low-carbon-energy-the-workers/\"><span style=\"font-weight: 400;\">entire towns and livelihoods tied to the coal value chain</span></a><span style=\"font-weight: 400;\">, persistent energy insecurity and a power utility that is financially incapable of investing in cleaner forms of power generation.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the context of this quagmire, a recent report by the International Energy Agency (IEA), </span><a href=\"https://iea.blob.core.windows.net/assets/2b3b06b0-2bdc-4f4d-8fd9-f0846ba5ac99/SecurityofCleanEnergyTransitions2022.pdf\"><i><span style=\"font-weight: 400;\">Security of Clean Energy Transitions</span></i></a><span style=\"font-weight: 400;\">, suggests one pathway to address all of these issues: repurposing coal infrastructure. </span>\r\n\r\n<span style=\"font-weight: 400;\">The report’s abstract explains that it “examines the evolving challenges of maintaining energy security in the context of clean energy transitions on the pathway to net zero emissions”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The report “highlights key energy security concerns during energy transitions and provides governments, notably within the Group of Twenty (G20), with policy recommendations for maintaining and improving energy security, while accelerating clean energy transitions”.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa is in the top 20 greenhouse gas emitters worldwide and causes more than 1% of all historical greenhouse gas emissions. Rapidly reducing global carbon dioxide (CO2) emissions is an increasingly urgent and necessary task if humanity is to limit an increase in the average global temperature to below 1.5°C above pre-industrial levels. </span>\r\n\r\n<span style=\"font-weight: 400;\">The most recent accounting of the science of climate change and global warming – the </span><a href=\"https://www.dailymaverick.co.za/article/2021-08-09-landmark-un-report-shows-earths-climate-will-experience-widespread-intensifying-and-irreversible-change-but-there-is-still-hope/\"><span style=\"font-weight: 400;\">Intergovernmental Panel on Climate Change Assessment Working Group I report</span></a><span style=\"font-weight: 400;\"> – estimates the value of global warming to date at 1.1°C.</span>\r\n\r\n<span style=\"font-weight: 400;\">Beyond 1.5°C is considered “</span><a href=\"https://www.dailymaverick.co.za/article/2021-08-16-the-ipccs-latest-assessment-report-on-the-climate-crisis-five-take-home-messages-for-south-africa/\"><span style=\"font-weight: 400;\">dangerous climate change</span></a><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">See </span><a href=\"https://www.climatewatchdata.org/embed/countries/ZAF/ghg-emissions?end_year=2019&start_year=1990\"><span style=\"font-weight: 400;\">South Africa’s greenhouse gas emissions and emissions targets</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The agency’s report says that “repurposing coal infrastructure can accelerate just and secure energy transitions. The most interesting asset in the coal value chain is generally the coal power plant and its associated infrastructure, in particular the connection with the electricity transmission grid. There is currently over 2,000GW of coal power generation capacity that could be converted into low-carbon assets in different ways, providing adequacy, flexibility and stability to the electricity grid.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The first option would be to retrofit coal-fired power plants with carbon capture, utilisation and storage (CCUS) technologies. “Another option is to use low-carbon fuels, such as sustainable biomass, or ammonia produced from renewable hydrogen or fossil fuels in combination with CCUS”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The government and Sasol are looking into this ammonia, among other hydrogen-related initiatives. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read more in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: “</span></i><a href=\"https://www.dailymaverick.co.za/article/2022-06-08-the-past-present-and-future-of-sa-coal-fired-power-in-south-africa/\"><i><span style=\"font-weight: 400;\">The past, present and future of coal-fired power in South Africa</span></i></a><i><span style=\"font-weight: 400;\">”</span></i>\r\n\r\n<i><span style=\"font-weight: 400;\">Our Burning Planet</span></i> <a href=\"https://www.dailymaverick.co.za/article/2022-01-17-a-new-green-hydrogen-venture-could-change-the-way-we-do-business/\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> in January that Minister in the Presidency Mondli Gungubele described a “groundbreaking venture between the national government, the Northern Cape and Sasol which will bring much-needed economic growth and investment to our shores through the production of green hydrogen”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Over the past 12 months, Infrastructure South Africa has been working with the Northern Cape and Gauteng provincial governments to develop catalytic green H2 projects that will underpin provincial green H2 strategies, with the Northern Cape being the production hub and Gauteng being the domestic demand hub.”</span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<span style=\"font-weight: 400;\">Green hydrogen is produced using renewable energy and electrolysis to split water, and is distinct from grey hydrogen, which uses gas to split water and releases greenhouse gases into the atmosphere. Compared with combustion engines or fossil fuels, the only by-product of green hydrogen is water vapour.</span>\r\n\r\n<span style=\"font-weight: 400;\">The IEA’s report explains that biomass has an “additional advantage” in that, when combined with CCUS, “it can turn coal power plants, currently the largest source of CO2 emissions, into a source of negative emissions”. </span>\r\n\r\n<span style=\"font-weight: 400;\">It says “the conversion or retrofitting of existing coal power plants offers many advantages, in particular the prospect of faster permitting processes and use of an existing electricity grid connection, two important bottlenecks identified in clean energy transitions”.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read more in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: “</span></i><a href=\"https://www.dailymaverick.co.za/article/2022-08-31-shutting-down-coal-is-a-matter-of-conscience-just-ask-the-victims-of-mpumalangas-deadly-air/\"><i><span style=\"font-weight: 400;\">Shutting down coal is a matter of conscience – just ask the victims of Mpumalanga’s deadly air</span></i></a><i><span style=\"font-weight: 400;\">”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">“The repurposing of existing infrastructure offers the prospect of accelerating the transition. For instance, existing thermal assets can provide the flexibility that variable renewable energy sources call for, complementing other sources, such as transmission, storage and demand response, while securing emission reduction benefits if they are run on lower-carbon fuels.”</span>\r\n<h4>Benefits and disruptions<span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">Particularly relevant for South Africa and Mpumalanga in particular with its dependency on the coal value chain, the report notes the potential disruptions that decommissioning of coal infrastructure can cause. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The decommissioning of existing infrastructure can cause economic disruption for local communities that are dependent on it for employment and revenues. Leveraging existing strengths to identify new uses for existing infrastructure during the transition can bring many benefits. Notably, repurposing or converting existing infrastructure allows for the preservation of large parts of the value of the infrastructure, while retaining jobs and tax bases in communities where the infrastructure is located,” it reads. </span>\r\n\r\n<span style=\"font-weight: 400;\">Thabo Mokoena, former director-general of the Department of Mineral Resources and Energy, previously </span><a href=\"https://www.iol.co.za/news/politics/opinion/a-just-energy-transition-is-part-of-the-irp2019-and-a-commitment-to-combating-climate-change-f5de5618-7ae1-455b-a29f-a052a9e3063a\"><span style=\"font-weight: 400;\">has written</span></a><span style=\"font-weight: 400;\"> that “coal remains in abundant supply in South Africa, and, as indicated, is the main source for electricity generation as it guarantees a reliable baseload supply; that is to say the generation of an uninterrupted and constant supply of electricity for the nation’s economic and social endeavours”. </span>\r\n\r\n<span style=\"font-weight: 400;\">He added that “we believe that retrofitting existing coal-powered plants with nuclear systems and/or natural gas feedstock is cost-effective and would ensure continued economic development in areas where the current majority of South Africa’s electricity sector depends on those installations. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
