"contents": "<span style=\"font-weight: 400;\">This week, US Secretary of State Antony Blinken began a whistle-stop tour of Africa. He used his South African stop to unveil</span><a href=\"https://www.whitehouse.gov/wp-content/uploads/2022/08/U.S.-Strategy-Toward-Sub-Saharan-Africa-FINAL.pdf\"> <span style=\"font-weight: 400;\">the new US approach to Africa</span></a><span style=\"font-weight: 400;\"> and redirect the unabating downward trajectory of US-Africa relations.</span>\r\n\r\n<span style=\"font-weight: 400;\">Blinken’s visit could not be timelier – as US tensions with China and Russia continue to heighten, with America invested in ensuring that they dilute the influence of their rivals on the continent. To that end, in just more than four months, 50 African leaders will descend on Washington for the</span><a href=\"https://www.whitehouse.gov/briefing-room/speeches-remarks/2022/07/20/statement-by-president-biden-on-the-u-s-africa-leaders-summit/\"> <span style=\"font-weight: 400;\">US-Africa Leaders’ Summit</span></a><span style=\"font-weight: 400;\">. This is only the second time this summit has been held, the last time being in 2014 under President Barack Obama. This summit represents a recalibration of US-Africa policy, which could only be described as apathetic to date.</span>\r\n\r\n<span style=\"font-weight: 400;\">The early days of Joe Biden’s presidency promised a renewed interest and commitment to the African continent. And, despite a slow uptick in investments and a</span><a href=\"https://www.tralac.org/blog/article/15522-update-on-the-african-growth-and-opportunity-act-agoa-and-related-developments.html\"> <span style=\"font-weight: 400;\">revitalised African Growth and Opportunity Act</span></a><span style=\"font-weight: 400;\">, there are still several questions about whether Biden’s Africa policy will radically shift course from the trajectory set by his predecessors.</span>\r\n\r\n<span style=\"font-weight: 400;\">The current US-Africa policy rests on four central pillars: climate change, democracy promotion, Covid-19 pandemic response, and trade and investment. All four are hampered by domestic constraints, most importantly that the US is teetering towards a</span><a href=\"https://www.bloomberg.com/opinion/articles/2022-07-31/recession-fear-is-real-but-data-reveal-economic-complexity-l699toph#xj4y7vzkg\"> <span style=\"font-weight: 400;\">possible recession</span></a><span style=\"font-weight: 400;\">, and the country is still unable to stem Covid-19 infection rates within its borders.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to figures from </span><a href=\"https://coronavirus.jhu.edu/map.html\"><span style=\"font-weight: 400;\">Johns Hopkins University</span></a><span style=\"font-weight: 400;\"> and the</span><a href=\"https://covid19.who.int/\"> <span style=\"font-weight: 400;\">World Health Organization</span></a><span style=\"font-weight: 400;\">, the US still has the world’s highest number of Covid-19 infections and deaths per day. Added to these challenges, a July 2022</span><a href=\"https://news.gallup.com/poll/329384/presidential-approval-ratings-joe-biden.aspx\"> <span style=\"font-weight: 400;\">Gallup poll</span></a><span style=\"font-weight: 400;\"> found that Biden’s approval ratings were down to only 38%, the lowest approval rating in history at this point in office.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read more in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: “</span></i><a href=\"https://www.dailymaverick.co.za/article/2022-08-09-geopolitical-realities-may-shape-the-uss-ambitious-new-strategy-for-engagement-with-africa/\"><i><span style=\"font-weight: 400;\">Geopolitical realities may shape the US’s ambitious ‘new strategy’ for engagement with Africa</span></i></a><i><span style=\"font-weight: 400;\">”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">China has continued to lead in </span><a href=\"https://www.statista.com/statistics/1122389/leading-countries-for-fdi-in-africa-by-investor-country/\"><span style=\"font-weight: 400;\">investments in Africa</span></a><span style=\"font-weight: 400;\"> over the past decade. Considering US domestic challenges, to what extent can the US be realistically expected to deliver on such a desired development partnership? The answer lies in the recent history of this relationship. Notwithstanding the grand announcements of $600-billion pledged by the G7 in investments or possible opportunities for Africans in the </span><a href=\"https://www.wsj.com/articles/biden-expected-to-propose-6-trillion-budget-11622143127\"><span style=\"font-weight: 400;\">Biden administration’s $6-trillion infrastructure plan</span></a><span style=\"font-weight: 400;\">, the current economic challenges in the US, as well as many unrealised promises and pledges, are sources of doubt.</span>\r\n\r\n<span style=\"font-weight: 400;\">Even more doubtful when the </span><a href=\"https://www.brookings.edu/wp-content/uploads/2021/05/Bidens-China-strategy.pdf\"><span style=\"font-weight: 400;\">US appears to be focused on stopping China</span></a><span style=\"font-weight: 400;\"> from being the leading economic power globally rather than a genuine partnership with investment destinations, </span><a href=\"https://www.csis.org/analysis/new-us-policy-framework-african-century\"><span style=\"font-weight: 400;\">especially in Africa</span></a><span style=\"font-weight: 400;\">. Africa does not head to the summit to seek democracy from the US or models and systems, nor does it need more army bases and violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">As the Democrats head to the polls in November for the US midterm elections and Biden begins to build his war chest in the lead-up to the 2024 elections, African leaders and policymakers must make calculations of their own. They cannot afford to get swept up in the heady excitement of the promises of new investments just to find themselves still shackled to aid-dependent partnerships.</span>\r\n\r\n<span style=\"font-weight: 400;\">African leaders would do well to remind themselves that they do have a lot to offer potential investors. First and foremost, the continent has a young population that is set to reach</span><a href=\"https://www.afdb.org/en/knowledge/publications/tracking-africa%E2%80%99s-progress-in-figures/human-development\"> <span style=\"font-weight: 400;\">2.5 billion in 28 years</span></a><span style=\"font-weight: 400;\">. Second, it is rich in minerals for todays and tomorrow’s technologies.</span>\r\n\r\n<span style=\"font-weight: 400;\"> The </span><a href=\"https://au.int/en/agenda2063/flagship-projects\"><span style=\"font-weight: 400;\">African Union has 15 flagship projects</span></a><span style=\"font-weight: 400;\"> it believes will thrust Africa into pacey development and address the challenges of attaining sufficient </span><a href=\"https://www.imf.org/en/Publications/fandd/issues/2021/09/Intergenerational-Social-Mobility-Africa-Ouedraogo-Syrichas\"><span style=\"font-weight: 400;\">upward mobility</span></a><span style=\"font-weight: 400;\"> for its young people.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read more in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: “</span></i><a href=\"https://www.dailymaverick.co.za/article/2022-05-22-the-return-of-africom-a-recalibration-of-bidens-us-africa-policy/\"><i><span style=\"font-weight: 400;\">The return of Africom – A recalibration of Biden’s US-Africa policy?</span></i></a><i><span style=\"font-weight: 400;\">”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">Blinken’s visit to South Africa, and Biden’s continued absence, do not bode well for the revitalisation of the US-Africa relationship. Indeed, there may be a new policy, but the policy doesn’t seem substantially familiar, particularly as the tone of language does not point to true partnership.</span>\r\n\r\n<span style=\"font-weight: 400;\">For Africa to truly benefit from the December summit and renewed interest in the continent, its leaders need to consolidate their efforts to break through their public image of being simply conflict-ridden territories in constant need of charity.
