"contents": "<span style=\"font-weight: 400;\">Britain’s military is paying compensation on an almost daily basis to farmers in Cyprus whose animals, including unborn goats, are routinely killed by UK troops and aircraft based at the eastern Mediterranean island.</span>\r\n\r\n<span style=\"font-weight: 400;\">An investigation by </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> has found that military activity on Cyprus has resulted in 1,764 “animal loss” claims in the last five years from live-firing and low-flying. Fatalities are clustered around a major Royal Air Force (RAF) base at Akrotiri on the island’s southern peninsula. </span>\r\n\r\n<span style=\"font-weight: 400;\">Paying compensation has become so common that the Ministry of Defence (MOD) has awarded more than £8-million to claimants in Cyprus since 1995, mostly for animal and crop losses.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MOD paid out nearly three quarters of a million pounds in compensation during the financial year 2018-19. The majority went towards settling 334 “animal loss” claims from farmers. </span>\r\n\r\n<span style=\"font-weight: 400;\">Friends of the Earth Cyprus said </span><i><span style=\"font-weight: 400;\">Declassified’s</span></i><span style=\"font-weight: 400;\"> findings were “deeply worrying”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK military has refused to disclose the precise grid references of each claim, and instead provided a list of 39 approximate locations. An official commented: “It is difficult to provide accurate coordinates as the losses often occur on hillsides and valleys and places that cannot easily be accessed.”</span>\r\n\r\n<span style=\"font-weight: 400;\">More than half of the deaths appear to be close to </span><a href=\"http://www.moa.gov.cy/moa/environment/environmentnew.nsf/all/825E6DC5EFF93104C225848D003781B5/$file/CY5000009.pdf?openelement\"><span style=\"font-weight: 400;\">Paramali</span></a><span style=\"font-weight: 400;\"> river, a wildlife protection </span><a href=\"http://www.moi.gov.cy/moi/Wildlife/wildlife_new.nsf/All/728BFEAB9EC6A2FAC22580E6002DBB94/$file/%CE%A0%CE%BF%CF%84%CE%B1%CE%BC%CF%8C%CF%82%20%CE%A0%CE%B1%CF%81%CE%B1%CE%BC%CE%B1%CE%BB%CE%B9%CE%BF%CF%8D.pdf\"><span style=\"font-weight: 400;\">zone</span></a><span style=\"font-weight: 400;\"> containing </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/852366/Sanctuary_2019_web_NEW.pdf\"><span style=\"font-weight: 400;\">some</span></a><span style=\"font-weight: 400;\"> of what the MOD describes as “Europe’s most valuable and threatened species” such as endangered Falcons, Harriers and Kestrels. It is not known if UK military activity has resulted in deaths of wild animals.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MOD’s most expensive single payout for farm animal deaths in 2018-19 was £5,031, which also covered the cost of “abortions and associated vet fees” for a farmer whose pregnant goats were killed by low-flying British aircraft.</span>\r\n\r\n<iframe src=\"https://www.google.com/maps/d/embed?mid=1CITqcunvjP0RC4gs006XweUuJcqJlggU\" width=\"640\" height=\"480\"></iframe>\r\n\r\n<b></b><span style=\"font-weight: 400;\">Internal documents show the MOD knowingly causes the animal deaths, with planes permitted to fly as low as </span><a href=\"https://www.gov.uk/guidance/military-low-flying\"><span style=\"font-weight: 400;\">100</span></a><span style=\"font-weight: 400;\"> feet above ground level. </span>\r\n\r\n<span style=\"font-weight: 400;\">An official report written in </span><a href=\"https://www.whatdotheyknow.com/request/491865/response/1189414/attach/13/2008%2009%20Claims%20Annual%20Report%20u.pdf?cookie_passthrough=1\"><span style=\"font-weight: 400;\">2009</span></a><span style=\"font-weight: 400;\"> said animal loss claims occurred when goats and sheep “abort their unborn kids/lambs if panicked by low-flying helicopters or dry firing/pyrotechnics”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MOD reached the same assessment in </span><a href=\"https://www.whatdotheyknow.com/request/491865/response/1189414/attach/14/2009%2010%20Claims%20Annual%20Report%20u.pdf?cookie_passthrough=1\"><span style=\"font-weight: 400;\">2010</span></a><span style=\"font-weight: 400;\">, when it also identified “troop ground activity” as a cause of death to animals. However, training exercises have continued, with officials commenting that Cyprus was “generally becoming an increasingly claims conscious and </span><a href=\"https://www.whatdotheyknow.com/request/491865/response/1189414/attach/9/2004%2005%20Claims%20Annual%20Report%20u.pdf?cookie_passthrough=1\"><span style=\"font-weight: 400;\">litigious</span></a><span style=\"font-weight: 400;\"> society” in respect of animal deaths.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the MOD also pays compensation to farmers in the UK, the number of incidents is far higher in Cyprus. The MOD reportedly settled </span><a href=\"https://www.belfastlive.co.uk/news/farmer-wins-42000-compensation-after-14252648\"><span style=\"font-weight: 400;\">22</span></a><span style=\"font-weight: 400;\"> claims across the UK from 2014-2018 for animal deaths from aircraft noise, compared to 1,034 in Cyprus.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-644278\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-babyAnimals-inset-1.jpg\" alt=\"\" width=\"1402\" height=\"453\" /> An MOD claims annual report from 2009 recognised the risk military activity posed to farm animals.</p>\r\n\r\n<b>Fortress Cyprus</b>\r\n\r\n<span style=\"font-weight: 400;\">Britain retained two enclaves known as “sovereign base areas” at Akrotiri and Dhekelia when it granted independence to the rest of Cyprus in 1960.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are British army firing ranges in the south-eastern corner of the island at Payla, Dhekelia – near to the famous Ayia Napa resort – where the MOD says troops enjoy “excellent training opportunities” before deploying to conflicts such as Afghanistan. </span>\r\n\r\n<span style=\"font-weight: 400;\">The UK military has even created a “mock Afghan village” in Cyprus for training scenarios that Captain Jim Mansell from British Forces Cyprus has </span><a href=\"https://www.gov.uk/government/news/supporting-operations-in-afghanistan-from-cyprus\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> are “as authentic as we can make them – more so when we bring in helicopters as well”.</span>\r\n\r\n<span style=\"font-weight: 400;\">During live-firing exercises, local farmers are not allowed to water or harvest items such as oranges, peaches, figs, and cucumbers, leading to “crop loss” claims for “poor yield or overripe items unable to be sold at market”, according to an MOD compensation report.</span>\r\n\r\n<span style=\"font-weight: 400;\">Akrotiri is used by the RAF for Operation Shader, which has seen more than 4,409 bombs dropped on Islamic State militants in Iraq and Syria, with just</span><a href=\"https://www.bbc.co.uk/news/uk-51900898\"> <span style=\"font-weight: 400;\">one</span></a><span style=\"font-weight: 400;\"> officially acknowledged civilian casualty.</span>\r\n\r\n<span style=\"font-weight: 400;\">Akrotiri’s runway was recently</span><a href=\"https://ramboll.com/projects/ruk/raf-akrotiri\"> <span style=\"font-weight: 400;\">resurfaced</span></a><span style=\"font-weight: 400;\"> and widened at a cost of £46-million. The airfield is in close proximity to privately-owned estates inside the Sovereign Base Area, a zone which one RAF veteran told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> contains some of Cyprus’ best farmland.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MOD trains on some private land within its base areas and planned in </span><a href=\"https://www.whatdotheyknow.com/request/491865/response/1189414/attach/17/2012%2013%20Claims%20Annual%20Report%20u.pdf?cookie_passthrough=1\"><span style=\"font-weight: 400;\">2013</span></a><span style=\"font-weight: 400;\"> to increase such training, despite knowing it was “likely to lead to an increase in the number of… claims”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Documents also show the British military is aware of a “significant risk that training will extend into areas with large farms which will inevitably see more expensive claims being presented.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In an attempt to reduce environmental damage and maintain “good relations” with the local community, British troops conduct reconnaissance before live-firing exercises and are briefed to avoid areas with “animal grazing or crop growing”.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, these measures do not stop a large number of animal deaths from occurring, and farmers are able to apply for compensation at an Area Claims Office in Episkopi Garrison in Cyprus.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-644279\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-babyAnimals-inset-2.jpg\" alt=\"\" width=\"1408\" height=\"493\" /> A Cypriot goat farmer talks to an MOD claims official in February 2016 (Credit: Sovereign Base Areas Administration)</p>\r\n\r\n<span style=\"font-weight: 400;\">The MOD operates a similar compensation scheme at some of its other overseas military bases, such as in Germany, but not in all of its international locations – an inconsistency the MOD did not explain when asked by </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, there are no permanent compensation offices at the British army bases in Kenya and Belize, despite evidence that UK troops have killed at least </span><a href=\"https://newint.org/features/2019/03/08/watch-why-did-british-army-kill-one-legged-man\"><span style=\"font-weight: 400;\">one</span></a><span style=\"font-weight: 400;\"> farmer in Belize and killed or maimed hundreds of farmers in </span><a href=\"https://www.telegraph.co.uk/news/worldnews/africaandindianocean/kenya/1401968/MoD-pays-4.5m-to-victims-of-Kenyan-exercises.html\"><span style=\"font-weight: 400;\">Kenya</span></a><span style=\"font-weight: 400;\"> due to ordnance left behind after exercises.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> recently revealed that the British army has access to one-sixth of</span><a href=\"https://www.dailymaverick.co.za/article/2020-02-04-exclusive-britain-uses-vast-swathes-of-one-of-the-worlds-most-biodiverse-countries-for-military-training-and-pays-nothing/\"> <span style=\"font-weight: 400;\">Belize</span></a><span style=\"font-weight: 400;\">’s total landmass for military training exercises, which include “machine-gunning from helicopters flying at between 100-200ft” and live firing in a protected forest where endangered species live. It is not known how many animals have died in Belize from these activities.</span>\r\n\r\n<b>‘Protected habitats’</b>\r\n\r\n<span style=\"font-weight: 400;\">The British military’s footprint in Cyprus, as in Belize, overlaps with important ecological sites. Akrotiri peninsula contains 26 “protected habitats” and the Limassol Salt Lake, which is officially</span><a href=\"https://www.protectedplanet.net/limassol-lake-akrotiri-ramsar-site-wetland-of-international-importance\"> <span style=\"font-weight: 400;\">designated</span></a><span style=\"font-weight: 400;\"> as a “wetland of international importance”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite this, a large section of the lake is also designated by the UK armed forces as a “military training area”.</span>\r\n\r\n<span style=\"font-weight: 400;\">During the winter months, as many as 15,000 Greater Flamingos transiting between Europe and Africa stop over at the lake, which is less than one kilometre from the busy RAF runway that operates powerful Typhoon and</span><a href=\"https://morningstaronline.co.uk/article/b/arrival-british-war-planes-will-not-make-cyprus-safe-say-opposition-party\"> <span style=\"font-weight: 400;\">F-35</span></a><span style=\"font-weight: 400;\"> jet fighters.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-644281\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-babyAnimals-inset-3.jpg\" alt=\"\" width=\"1191\" height=\"800\" /> A rare black flamingo surrounded by conventionally coloured flamingos after it returned to the Limassol Salt Lake in January 2016. (Credit: EPA / Varnavas Michael)</p>\r\n\r\n<span style=\"font-weight: 400;\">Although RAF Akrotiri displays a flamingo as its station</span><a href=\"https://www.raf.mod.uk/our-organisation/stations/raf-akrotiri/\"> <span style=\"font-weight: 400;\">badge</span></a><span style=\"font-weight: 400;\">, there are indications that the relationship between the air force and the wild birds is not positive.</span>\r\n\r\n<span style=\"font-weight: 400;\">An environmental management plan drawn up by the UK authorities in 2012 noted that the flamingo species “requires large undisturbed expanses” and is “highly intolerant of human disturbance (including low-flying aircrafts)”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Martin Hellicar, director of BirdLife Cyprus, told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “Disturbance to wildlife is a major issue within the Akrotiri wetlands complex, which is the most important area for birds in Cyprus.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Migrant and wintering species such as flamingos and red-footed falcons, and rare breeding species such as Kentish plovers are very vulnerable to disturbance.</span>\r\n\r\n<span style=\"font-weight: 400;\">“While we have no specific data on impacts of low-flying aircraft, it is an additional disturbance threat to key habitats already threatened by disturbance from visitors, vehicles and activities such as go-karting and night parties, often unlicenced.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Hellicar is particularly concerned by </span><a href=\"https://birdlifecyprus.org/news-details/in-the-press/growing-development-threat-for-akrotiri-wetlands\"><span style=\"font-weight: 400;\">proposals</span></a><span style=\"font-weight: 400;\"> from the Cypriot and British authorities for civilian construction projects on the Akrotiri peninsula, which he says are “fast encroaching on the wetlands”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“If this key wetland and its amazing wildlife is to be saved, risks from disturbance and development must be properly managed in the context of the site’s status as the equivalent of an EU Natura 2000 site,” he added. </span>\r\n\r\n<span style=\"font-weight: 400;\">The European Commission </span><a href=\"https://ec.europa.eu/environment/nature/natura2000/index_en.htm\"><span style=\"font-weight: 400;\">describes</span></a><span style=\"font-weight: 400;\"> Natura 2000 as the largest coordinated network of protected areas in the world, offering “a haven to Europe's most valuable and threatened species and habitats”.</span><a href=\"https://ec.europa.eu/environment/nature/natura2000/index_en.htm\"><span style=\"font-weight: 400;\"> </span></a>\r\n\r\n<span style=\"font-weight: 400;\">Concerns over the environmental impact of Britain’s bases have previously caused tensions with local Cypriots. A proposal in 2001 to build a 190-metre antennae site, known as Pluto II, on the western edge of Limassol Salt Lake, sparked</span><a href=\"https://www.theguardian.com/world/2001/jul/05/cyprus.richardnortontaylor\"> <span style=\"font-weight: 400;\">riots</span></a><span style=\"font-weight: 400;\"> outside RAF Akrotiri.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-644283\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-babyAnimals-inset-4.jpg\" alt=\"\" width=\"1647\" height=\"1266\" /> Riot police from the Sovereign Base Area Administration arrest two protesters in 2002 as ground work began on the Pluto antennas. (Credit: EPA / Katia Christodoulou)</p>\r\n\r\n<span style=\"font-weight: 400;\">Local people expressed concerns about radiation from the Pluto II masts and insufficient compensation for the loss of fertile farmland. BirdLife Cyprus complained to the</span><a href=\"https://rm.coe.int/1680746a80\"> <span style=\"font-weight: 400;\">Council of Europe</span></a><span style=\"font-weight: 400;\">, citing the “bird strike risk posed by the antenna installations”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Environmental impact assessments by the Ministry of Defence claimed there would be no health risks posed by Pluto II, and the department helped to establish the Akrotiri Environmental Education</span><a href=\"https://www.akrotirienvironment.com/\"> <span style=\"font-weight: 400;\">Centre</span></a><span style=\"font-weight: 400;\"> between the runway and the lake to promote ecological awareness. </span>\r\n\r\n<span style=\"font-weight: 400;\">More recent environmental</span><a href=\"https://www.theguardian.com/environment/2015/mar/09/nearly-1m-birds-were-killed-on-british-military-base-in-cyprus-says-rspb\"> <span style=\"font-weight: 400;\">concerns</span></a><span style=\"font-weight: 400;\"> have focused on illegal trapping of songbirds by Cypriot</span><a href=\"https://theecologist.org/2017/mar/16/cyprus-time-crack-down-mediterraneans-biggest-songbird-massacre\"> <span style=\"font-weight: 400;\">hunters</span></a><span style=\"font-weight: 400;\"> in the base areas, leading to arrests by the British authorities. </span>\r\n\r\n<span style=\"font-weight: 400;\">An MOD spokesman told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “British Forces Cyprus has a proud environmental record which includes protecting thousands of wild flamingos, sea turtles, the only remaining Eleonora’s falcons on the island, and preventing illegal bird trapping. The Sovereign Base Area Police has made a significant difference, reducing songbird deaths by over 700,000 since 2016.”</span>\r\n\r\n<span style=\"font-weight: 400;\">He added: “All military training and activity in the SBAs takes place under strict conditions with precautions taken to minimise risks. Where livestock is unfortunately affected, arrangements exist to fully compensate farmers.”</span>\r\n\r\n<b>‘Retained sites’</b>\r\n\r\n<span style=\"font-weight: 400;\">In addition to antennae at Pluto II, the MOD and Britain’s intelligence agency GCHQ operate at least four other signals intelligence sites on Cyprus, which are part-funded by the US National Security Agency.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is a Joint Signals Support Unit at Ayios Nikolaos inside the Dhekelia Sovereign Base Area and an unmanned</span><a href=\"https://www.documentcloud.org/documents/2189963-cyprus-gchq.html\"> <span style=\"font-weight: 400;\">GCHQ</span></a><span style=\"font-weight: 400;\"> station at the tip of the Akrotiri peninsula at Cape Gata.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK “</span><a href=\"https://www.tandfonline.com/doi/abs/10.1080/1362939042000338845\"><span style=\"font-weight: 400;\">retained</span></a><span style=\"font-weight: 400;\">” 40 sites inside the Republic of Cyprus at independence and continues to use several of them, including </span><a href=\"https://www.theyworkforyou.com/wrans/?id=2005-01-19a.208428.h\"><span style=\"font-weight: 400;\">two</span></a><span style=\"font-weight: 400;\"> intelligence facilities run by the RAF and GCHQ in the Troodos Mountains.</span>\r\n\r\n<span style=\"font-weight: 400;\">Half a dozen other areas on Cyprus were also reserved in 1960 for training, including the </span><a href=\"http://www.kypros.org/Constitution/English/annex_b.html\"><span style=\"font-weight: 400;\">Akamas</span></a><span style=\"font-weight: 400;\"> bombing range on the north-west coast.</span>\r\n\r\n<span style=\"font-weight: 400;\">Following </span><a href=\"http://www.hri.org/news/cyprus/cmnews/1999/99-11-04.cmnews.html\"><span style=\"font-weight: 400;\">protests</span></a><span style=\"font-weight: 400;\">, Akamas was last used by the UK military in 1999 when it was converted into a “country park”. However, Britain remained </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/204128/RAN_0902.pdf\"><span style=\"font-weight: 400;\">responsible</span></a><span style=\"font-weight: 400;\"> for monitoring unexploded ordnance in Akamas as recently as 2009.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2017, Cyprus had to </span><a href=\"http://www.parikiaki.com/2017/12/cyprus-buys-land-owned-by-the-united-kingdom-on-the-island-to-build-a-port/\"><span style=\"font-weight: 400;\">pay</span></a><span style=\"font-weight: 400;\"> Britain €8.6-million to buy back an area of land at Zygi, on the island’s southern coast, that the UK had “retained” at independence and used as a site for the BBC World Service. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Phil Miller is a staff reporter for</span></i><a href=\"http://www.declassifieduk.org/\"> <i><span style=\"font-weight: 400;\">Declassified UK</span></i></a><i><span style=\"font-weight: 400;\">, an investigative journalism organisation that covers Britain’s real role in the world. "description": "<span style=\"font-weight: 400;\">Britain’s military is paying compensation on an almost daily basis to farmers in Cyprus whose animals, including unborn goats, are routinely killed by UK troops and aircraft based at the eastern Mediterranean island.</span>\r\n\r\n<span style=\"font-weight: 400;\">An investigation by </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> has found that military activity on Cyprus has resulted in 1,764 “animal loss” claims in the last five years from live-firing and low-flying. Fatalities are clustered around a major Royal Air Force (RAF) base at Akrotiri on the island’s southern peninsula. </span>\r\n\r\n<span style=\"font-weight: 400;\">Paying compensation has become so common that the Ministry of Defence (MOD) has awarded more than £8-million to claimants in Cyprus since 1995, mostly for animal and crop losses.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MOD paid out nearly three quarters of a million pounds in compensation during the financial year 2018-19. The majority went towards settling 334 “animal loss” claims from farmers. </span>\r\n\r\n<span style=\"font-weight: 400;\">Friends of the Earth Cyprus said </span><i><span style=\"font-weight: 400;\">Declassified’s</span></i><span style=\"font-weight: 400;\"> findings were “deeply worrying”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK military has refused to disclose the precise grid references of each claim, and instead provided a list of 39 approximate locations. An official commented: “It is difficult to provide accurate coordinates as the losses often occur on hillsides and valleys and places that cannot easily be accessed.”</span>\r\n\r\n<span style=\"font-weight: 400;\">More than half of the deaths appear to be close to </span><a href=\"http://www.moa.gov.cy/moa/environment/environmentnew.nsf/all/825E6DC5EFF93104C225848D003781B5/$file/CY5000009.pdf?openelement\"><span style=\"font-weight: 400;\">Paramali</span></a><span style=\"font-weight: 400;\"> river, a wildlife protection </span><a href=\"http://www.moi.gov.cy/moi/Wildlife/wildlife_new.nsf/All/728BFEAB9EC6A2FAC22580E6002DBB94/$file/%CE%A0%CE%BF%CF%84%CE%B1%CE%BC%CF%8C%CF%82%20%CE%A0%CE%B1%CF%81%CE%B1%CE%BC%CE%B1%CE%BB%CE%B9%CE%BF%CF%8D.pdf\"><span style=\"font-weight: 400;\">zone</span></a><span style=\"font-weight: 400;\"> containing </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/852366/Sanctuary_2019_web_NEW.pdf\"><span style=\"font-weight: 400;\">some</span></a><span style=\"font-weight: 400;\"> of what the MOD describes as “Europe’s most valuable and threatened species” such as endangered Falcons, Harriers and Kestrels. It is not known if UK military activity has resulted in deaths of wild animals.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MOD’s most expensive single payout for farm animal deaths in 2018-19 was £5,031, which also covered the cost of “abortions and associated vet fees” for a farmer whose pregnant goats were killed by low-flying British aircraft.</span>\r\n\r\n<iframe src=\"https://www.google.com/maps/d/embed?mid=1CITqcunvjP0RC4gs006XweUuJcqJlggU\" width=\"640\" height=\"480\"></iframe>\r\n\r\n<b></b><span style=\"font-weight: 400;\">Internal documents show the MOD knowingly causes the animal deaths, with planes permitted to fly as low as </span><a href=\"https://www.gov.uk/guidance/military-low-flying\"><span style=\"font-weight: 400;\">100</span></a><span style=\"font-weight: 400;\"> feet above ground level. </span>\r\n\r\n<span style=\"font-weight: 400;\">An official report written in </span><a href=\"https://www.whatdotheyknow.com/request/491865/response/1189414/attach/13/2008%2009%20Claims%20Annual%20Report%20u.pdf?cookie_passthrough=1\"><span style=\"font-weight: 400;\">2009</span></a><span style=\"font-weight: 400;\"> said animal loss claims occurred when goats and sheep “abort their unborn kids/lambs if panicked by low-flying helicopters or dry firing/pyrotechnics”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MOD reached the same assessment in </span><a href=\"https://www.whatdotheyknow.com/request/491865/response/1189414/attach/14/2009%2010%20Claims%20Annual%20Report%20u.pdf?cookie_passthrough=1\"><span style=\"font-weight: 400;\">2010</span></a><span style=\"font-weight: 400;\">, when it also identified “troop ground activity” as a cause of death to animals. However, training exercises have continued, with officials commenting that Cyprus was “generally becoming an increasingly claims conscious and </span><a href=\"https://www.whatdotheyknow.com/request/491865/response/1189414/attach/9/2004%2005%20Claims%20Annual%20Report%20u.pdf?cookie_passthrough=1\"><span style=\"font-weight: 400;\">litigious</span></a><span style=\"font-weight: 400;\"> society” in respect of animal deaths.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the MOD also pays compensation to farmers in the UK, the number of incidents is far higher in Cyprus. The MOD reportedly settled </span><a href=\"https://www.belfastlive.co.uk/news/farmer-wins-42000-compensation-after-14252648\"><span style=\"font-weight: 400;\">22</span></a><span style=\"font-weight: 400;\"> claims across the UK from 2014-2018 for animal deaths from aircraft noise, compared to 1,034 in Cyprus.</span>\r\n\r\n[caption id=\"attachment_644278\" align=\"aligncenter\" width=\"1402\"]<img class=\"size-full wp-image-644278\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-babyAnimals-inset-1.jpg\" alt=\"\" width=\"1402\" height=\"453\" /> An MOD claims annual report from 2009 recognised the risk military activity posed to farm animals.[/caption]\r\n\r\n<b>Fortress Cyprus</b>\r\n\r\n<span style=\"font-weight: 400;\">Britain retained two enclaves known as “sovereign base areas” at Akrotiri and Dhekelia when it granted independence to the rest of Cyprus in 1960.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are British army firing ranges in the south-eastern corner of the island at Payla, Dhekelia – near to the famous Ayia Napa resort – where the MOD says troops enjoy “excellent training opportunities” before deploying to conflicts such as Afghanistan. </span>\r\n\r\n<span style=\"font-weight: 400;\">The UK military has even created a “mock Afghan village” in Cyprus for training scenarios that Captain Jim Mansell from British Forces Cyprus has </span><a href=\"https://www.gov.uk/government/news/supporting-operations-in-afghanistan-from-cyprus\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> are “as authentic as we can make them – more so when we bring in helicopters as well”.</span>\r\n\r\n<span style=\"font-weight: 400;\">During live-firing exercises, local farmers are not allowed to water or harvest items such as oranges, peaches, figs, and cucumbers, leading to “crop loss” claims for “poor yield or overripe items unable to be sold at market”, according to an MOD compensation report.</span>\r\n\r\n<span style=\"font-weight: 400;\">Akrotiri is used by the RAF for Operation Shader, which has seen more than 4,409 bombs dropped on Islamic State militants in Iraq and Syria, with just</span><a href=\"https://www.bbc.co.uk/news/uk-51900898\"> <span style=\"font-weight: 400;\">one</span></a><span style=\"font-weight: 400;\"> officially acknowledged civilian casualty.</span>\r\n\r\n<span style=\"font-weight: 400;\">Akrotiri’s runway was recently</span><a href=\"https://ramboll.com/projects/ruk/raf-akrotiri\"> <span style=\"font-weight: 400;\">resurfaced</span></a><span style=\"font-weight: 400;\"> and widened at a cost of £46-million. The airfield is in close proximity to privately-owned estates inside the Sovereign Base Area, a zone which one RAF veteran told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> contains some of Cyprus’ best farmland.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MOD trains on some private land within its base areas and planned in </span><a href=\"https://www.whatdotheyknow.com/request/491865/response/1189414/attach/17/2012%2013%20Claims%20Annual%20Report%20u.pdf?cookie_passthrough=1\"><span style=\"font-weight: 400;\">2013</span></a><span style=\"font-weight: 400;\"> to increase such training, despite knowing it was “likely to lead to an increase in the number of… claims”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Documents also show the British military is aware of a “significant risk that training will extend into areas with large farms which will inevitably see more expensive claims being presented.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In an attempt to reduce environmental damage and maintain “good relations” with the local community, British troops conduct reconnaissance before live-firing exercises and are briefed to avoid areas with “animal grazing or crop growing”.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, these measures do not stop a large number of animal deaths from occurring, and farmers are able to apply for compensation at an Area Claims Office in Episkopi Garrison in Cyprus.</span>\r\n\r\n[caption id=\"attachment_644279\" align=\"aligncenter\" width=\"1408\"]<img class=\"size-full wp-image-644279\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-babyAnimals-inset-2.jpg\" alt=\"\" width=\"1408\" height=\"493\" /> A Cypriot goat farmer talks to an MOD claims official in February 2016 (Credit: Sovereign Base Areas Administration)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The MOD operates a similar compensation scheme at some of its other overseas military bases, such as in Germany, but not in all of its international locations – an inconsistency the MOD did not explain when asked by </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, there are no permanent compensation offices at the British army bases in Kenya and Belize, despite evidence that UK troops have killed at least </span><a href=\"https://newint.org/features/2019/03/08/watch-why-did-british-army-kill-one-legged-man\"><span style=\"font-weight: 400;\">one</span></a><span style=\"font-weight: 400;\"> farmer in Belize and killed or maimed hundreds of farmers in </span><a href=\"https://www.telegraph.co.uk/news/worldnews/africaandindianocean/kenya/1401968/MoD-pays-4.5m-to-victims-of-Kenyan-exercises.html\"><span style=\"font-weight: 400;\">Kenya</span></a><span style=\"font-weight: 400;\"> due to ordnance left behind after exercises.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> recently revealed that the British army has access to one-sixth of</span><a href=\"https://www.dailymaverick.co.za/article/2020-02-04-exclusive-britain-uses-vast-swathes-of-one-of-the-worlds-most-biodiverse-countries-for-military-training-and-pays-nothing/\"> <span style=\"font-weight: 400;\">Belize</span></a><span style=\"font-weight: 400;\">’s total landmass for military training exercises, which include “machine-gunning from helicopters flying at between 100-200ft” and live firing in a protected forest where endangered species live. It is not known how many animals have died in Belize from these activities.</span>\r\n\r\n<b>‘Protected habitats’</b>\r\n\r\n<span style=\"font-weight: 400;\">The British military’s footprint in Cyprus, as in Belize, overlaps with important ecological sites. Akrotiri peninsula contains 26 “protected habitats” and the Limassol Salt Lake, which is officially</span><a href=\"https://www.protectedplanet.net/limassol-lake-akrotiri-ramsar-site-wetland-of-international-importance\"> <span style=\"font-weight: 400;\">designated</span></a><span style=\"font-weight: 400;\"> as a “wetland of international importance”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite this, a large section of the lake is also designated by the UK armed forces as a “military training area”.</span>\r\n\r\n<span style=\"font-weight: 400;\">During the winter months, as many as 15,000 Greater Flamingos transiting between Europe and Africa stop over at the lake, which is less than one kilometre from the busy RAF runway that operates powerful Typhoon and</span><a href=\"https://morningstaronline.co.uk/article/b/arrival-british-war-planes-will-not-make-cyprus-safe-say-opposition-party\"> <span style=\"font-weight: 400;\">F-35</span></a><span style=\"font-weight: 400;\"> jet fighters.</span>\r\n\r\n[caption id=\"attachment_644281\" align=\"aligncenter\" width=\"1191\"]<img class=\"size-full wp-image-644281\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-babyAnimals-inset-3.jpg\" alt=\"\" width=\"1191\" height=\"800\" /> A rare black flamingo surrounded by conventionally coloured flamingos after it returned to the Limassol Salt Lake in January 2016. (Credit: EPA / Varnavas Michael)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Although RAF Akrotiri displays a flamingo as its station</span><a href=\"https://www.raf.mod.uk/our-organisation/stations/raf-akrotiri/\"> <span style=\"font-weight: 400;\">badge</span></a><span style=\"font-weight: 400;\">, there are indications that the relationship between the air force and the wild birds is not positive.</span>\r\n\r\n<span style=\"font-weight: 400;\">An environmental management plan drawn up by the UK authorities in 2012 noted that the flamingo species “requires large undisturbed expanses” and is “highly intolerant of human disturbance (including low-flying aircrafts)”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Martin Hellicar, director of BirdLife Cyprus, told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “Disturbance to wildlife is a major issue within the Akrotiri wetlands complex, which is the most important area for birds in Cyprus.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Migrant and wintering species such as flamingos and red-footed falcons, and rare breeding species such as Kentish plovers are very vulnerable to disturbance.</span>\r\n\r\n<span style=\"font-weight: 400;\">“While we have no specific data on impacts of low-flying aircraft, it is an additional disturbance threat to key habitats already threatened by disturbance from visitors, vehicles and activities such as go-karting and night parties, often unlicenced.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Hellicar is particularly concerned by </span><a href=\"https://birdlifecyprus.org/news-details/in-the-press/growing-development-threat-for-akrotiri-wetlands\"><span style=\"font-weight: 400;\">proposals</span></a><span style=\"font-weight: 400;\"> from the Cypriot and British authorities for civilian construction projects on the Akrotiri peninsula, which he says are “fast encroaching on the wetlands”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“If this key wetland and its amazing wildlife is to be saved, risks from disturbance and development must be properly managed in the context of the site’s status as the equivalent of an EU Natura 2000 site,” he added. </span>\r\n\r\n<span style=\"font-weight: 400;\">The European Commission </span><a href=\"https://ec.europa.eu/environment/nature/natura2000/index_en.htm\"><span style=\"font-weight: 400;\">describes</span></a><span style=\"font-weight: 400;\"> Natura 2000 as the largest coordinated network of protected areas in the world, offering “a haven to Europe's most valuable and threatened species and habitats”.</span><a href=\"https://ec.europa.eu/environment/nature/natura2000/index_en.htm\"><span style=\"font-weight: 400;\"> </span></a>\r\n\r\n<span style=\"font-weight: 400;\">Concerns over the environmental impact of Britain’s bases have previously caused tensions with local Cypriots. A proposal in 2001 to build a 190-metre antennae site, known as Pluto II, on the western edge of Limassol Salt Lake, sparked</span><a href=\"https://www.theguardian.com/world/2001/jul/05/cyprus.richardnortontaylor\"> <span style=\"font-weight: 400;\">riots</span></a><span style=\"font-weight: 400;\"> outside RAF Akrotiri.</span>\r\n\r\n[caption id=\"attachment_644283\" align=\"aligncenter\" width=\"1647\"]<img class=\"size-full wp-image-644283\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-babyAnimals-inset-4.jpg\" alt=\"\" width=\"1647\" height=\"1266\" /> Riot police from the Sovereign Base Area Administration arrest two protesters in 2002 as ground work began on the Pluto antennas. (Credit: EPA / Katia Christodoulou)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Local people expressed concerns about radiation from the Pluto II masts and insufficient compensation for the loss of fertile farmland. BirdLife Cyprus complained to the</span><a href=\"https://rm.coe.int/1680746a80\"> <span style=\"font-weight: 400;\">Council of Europe</span></a><span style=\"font-weight: 400;\">, citing the “bird strike risk posed by the antenna installations”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Environmental impact assessments by the Ministry of Defence claimed there would be no health risks posed by Pluto II, and the department helped to establish the Akrotiri Environmental Education</span><a href=\"https://www.akrotirienvironment.com/\"> <span style=\"font-weight: 400;\">Centre</span></a><span style=\"font-weight: 400;\"> between the runway and the lake to promote ecological awareness. </span>\r\n\r\n<span style=\"font-weight: 400;\">More recent environmental</span><a href=\"https://www.theguardian.com/environment/2015/mar/09/nearly-1m-birds-were-killed-on-british-military-base-in-cyprus-says-rspb\"> <span style=\"font-weight: 400;\">concerns</span></a><span style=\"font-weight: 400;\"> have focused on illegal trapping of songbirds by Cypriot</span><a href=\"https://theecologist.org/2017/mar/16/cyprus-time-crack-down-mediterraneans-biggest-songbird-massacre\"> <span style=\"font-weight: 400;\">hunters</span></a><span style=\"font-weight: 400;\"> in the base areas, leading to arrests by the British authorities. </span>\r\n\r\n<span style=\"font-weight: 400;\">An MOD spokesman told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “British Forces Cyprus has a proud environmental record which includes protecting thousands of wild flamingos, sea turtles, the only remaining Eleonora’s falcons on the island, and preventing illegal bird trapping. The Sovereign Base Area Police has made a significant difference, reducing songbird deaths by over 700,000 since 2016.”</span>\r\n\r\n<span style=\"font-weight: 400;\">He added: “All military training and activity in the SBAs takes place under strict conditions with precautions taken to minimise risks. Where livestock is unfortunately affected, arrangements exist to fully compensate farmers.”</span>\r\n\r\n<b>‘Retained sites’</b>\r\n\r\n<span style=\"font-weight: 400;\">In addition to antennae at Pluto II, the MOD and Britain’s intelligence agency GCHQ operate at least four other signals intelligence sites on Cyprus, which are part-funded by the US National Security Agency.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is a Joint Signals Support Unit at Ayios Nikolaos inside the Dhekelia Sovereign Base Area and an unmanned</span><a href=\"https://www.documentcloud.org/documents/2189963-cyprus-gchq.html\"> <span style=\"font-weight: 400;\">GCHQ</span></a><span style=\"font-weight: 400;\"> station at the tip of the Akrotiri peninsula at Cape Gata.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK “</span><a href=\"https://www.tandfonline.com/doi/abs/10.1080/1362939042000338845\"><span style=\"font-weight: 400;\">retained</span></a><span style=\"font-weight: 400;\">” 40 sites inside the Republic of Cyprus at independence and continues to use several of them, including </span><a href=\"https://www.theyworkforyou.com/wrans/?id=2005-01-19a.208428.h\"><span style=\"font-weight: 400;\">two</span></a><span style=\"font-weight: 400;\"> intelligence facilities run by the RAF and GCHQ in the Troodos Mountains.</span>\r\n\r\n<span style=\"font-weight: 400;\">Half a dozen other areas on Cyprus were also reserved in 1960 for training, including the </span><a href=\"http://www.kypros.org/Constitution/English/annex_b.html\"><span style=\"font-weight: 400;\">Akamas</span></a><span style=\"font-weight: 400;\"> bombing range on the north-west coast.</span>\r\n\r\n<span style=\"font-weight: 400;\">Following </span><a href=\"http://www.hri.org/news/cyprus/cmnews/1999/99-11-04.cmnews.html\"><span style=\"font-weight: 400;\">protests</span></a><span style=\"font-weight: 400;\">, Akamas was last used by the UK military in 1999 when it was converted into a “country park”.
