"contents": "<span style=\"font-weight: 400;\">Senior officials from Britain’s domestic security service, MI5, and its external spy agency, MI6, have provided training to intelligence officials from a host of repressive regimes over the last two years, documents obtained by </span><i><span style=\"font-weight: 400;\">Declassified UK</span></i><span style=\"font-weight: 400;\"> show.</span>\r\n\r\n<span style=\"font-weight: 400;\">Senior spies representing regimes such as Saudi Arabia, the United Arab Emirates (UAE), </span><a href=\"https://www.hrw.org/report/2017/09/05/we-do-unreasonable-things-here/torture-and-national-security-al-sisis-egypt\"><span style=\"font-weight: 400;\">Egypt</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.alkarama.org/en/articles/jordan-use-torture-jordan-intelligence-services\"><span style=\"font-weight: 400;\">Jordan</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.gc4hr.org/report/view/20\"><span style=\"font-weight: 400;\">Oman</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://forensic-architecture.org/investigation/torture-and-detention-in-cameroon\"><span style=\"font-weight: 400;\">Cameroon</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.hrw.org/news/2019/11/14/algeria-escalating-repression-protesters\"><span style=\"font-weight: 400;\">Algeria</span></a><span style=\"font-weight: 400;\"> attended an 11-day International Intelligence Directors Course in 2019. </span>\r\n\r\n<span style=\"font-weight: 400;\">Top intelligence officers from notoriously brutal security agencies in </span><a href=\"https://www.rferl.org/a/un-report-finds-torture-widespread-pakistani-military-law-enforcement/28483643.html\"><span style=\"font-weight: 400;\">Pakistan</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.telegraph.co.uk/news/2019/10/24/sri-lankan-security-forces-may-have-allowed-easter-sunday-bombings/\"><span style=\"font-weight: 400;\">Sri Lanka</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://theintercept.com/2019/05/26/india-kashmir-torture/\"><span style=\"font-weight: 400;\">India</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.hrw.org/news/2019/08/22/enforced-disappearances-met-denials-bangladesh\"><span style=\"font-weight: 400;\">Bangladesh</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.reuters.com/article/us-afghanistan-torture-idUSKBN17Q0IU\"><span style=\"font-weight: 400;\">Afghanistan</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.bbc.co.uk/news/av/world-africa-51419440/africa-eye-torture-rampant-among-nigeria-s-security-forces\"><span style=\"font-weight: 400;\">Nigeria</span></a><span style=\"font-weight: 400;\"> were also in attendance. </span>\r\n\r\n<span style=\"font-weight: 400;\">Officials from many of these countries went on the same course in 2018, with the addition of Vietnam, which the </span><a href=\"https://www.bbc.co.uk/news/world-asia-pacific-16567315\"><span style=\"font-weight: 400;\">BBC</span></a><span style=\"font-weight: 400;\"> describes as a “one-party Communist state”.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> has also seen evidence that training by MI5 and MI6 was recently offered to “military officers” representing Myanmar’s junta. It is not known if the offer was accepted.</span>\r\n\r\n<span style=\"font-weight: 400;\">The course is run by the UK military’s Joint Intelligence Training Group (JITG) at Chicksands, a British army intelligence base in Bedfordshire, north of London. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Ministry of Defence (MOD) repeatedly refused to answer </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s questions about the course. </span>\r\n\r\n<b>‘Failing UK strategy’</b>\r\n\r\n<span style=\"font-weight: 400;\">The revelation comes after the UK government placed </span><a href=\"https://ofsistorage.blob.core.windows.net/publishlive/ConList.html\"><span style=\"font-weight: 400;\">sanctions</span></a><span style=\"font-weight: 400;\"> on seven Saudi spies, including the former deputy head of Saudi intelligence, Ahmad Asiri, for their alleged roles in the murder of journalist Jamal Khashoggi in 2018. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Saudi intelligence services were also reportedly ordered to </span><a href=\"https://www.theguardian.com/world/2019/jun/19/guardian-told-it-was-target-of-saudi-hacking-unit-after-khashoggi-killing\"><span style=\"font-weight: 400;\">hack</span></a><span style=\"font-weight: 400;\"> into the email accounts of </span><i><span style=\"font-weight: 400;\">Guardian</span></i><span style=\"font-weight: 400;\"> journalists. Officials from Saudi Arabia attended the course in both 2018 and 2019. </span>\r\n\r\n<span style=\"font-weight: 400;\">Another </span><a href=\"https://www.dailymaverick.co.za/article/2019-09-20-british-government-continues-to-aid-repression-in-human-rights-abusing-countries-new-data-shows/#gsc.tab=0\"><span style=\"font-weight: 400;\">repressive</span></a><span style=\"font-weight: 400;\"> Gulf monarchy, the UAE, was also among the 26 countries that received training from MI5 and MI6 in 2019. </span>\r\n\r\n<span style=\"font-weight: 400;\">The course took place a few months after British academic Matthew Hedges was released from prison in the </span><a href=\"https://www.theguardian.com/world/2018/dec/05/matthew-hedges-says-uae-asked-him-to-spy-on-britain\"><span style=\"font-weight: 400;\">UAE</span></a><span style=\"font-weight: 400;\">, where Emirati intelligence officials subjected him to psychological torture and repeated physical threats. </span>\r\n\r\n<span style=\"font-weight: 400;\">Hedges, who was falsely accused of being an MI6 officer and detained for nearly seven months in the UAE, told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> the revelation was “galling” and demanded to know why the UAE was allowed to attend the course.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/british-student-matthew-hedges-pardoned-in-uae/\"><img loading=\"lazy\" class=\"size-full wp-image-677677\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-Spy-training-24-July-2020-inset-1.jpg\" alt=\"\" width=\"2048\" height=\"1364\" /></a> Matthew Hedges and his wife Daniela Tejada (Photo: EPA-EFE/Daniela Tejada)</p>\r\n\r\n<span style=\"font-weight: 400;\">Hedges said: “The UK has long used its security establishment to foster ties to help advance its interests. Experiences such as mine, where torture was evidenced and the UK directly implicated in my detention, highlight the contradictory and failing UK strategy to foster security relationships.”</span>\r\n\r\n<span style=\"font-weight: 400;\">He added: “Can the UK guarantee that the UAE will not become an active opponent in the near future, and if not, why are they training them in intelligence?”</span>\r\n\r\n<span style=\"font-weight: 400;\">Others swept up by Emirati security officials the year before the British training took place included human rights defender Ahmed Mansoor. He was sentenced to 10 years in prison after a crackdown on free speech, which saw the UAE government using its extensive </span><a href=\"https://www.dailymaverick.co.za/article/2019-09-20-british-government-continues-to-aid-repression-in-human-rights-abusing-countries-new-data-shows/#gsc.tab=0\"><span style=\"font-weight: 400;\">surveillance</span></a><span style=\"font-weight: 400;\"> apparatus to hack his phone.</span>\r\n\r\n<b>Egypt and Pakistan</b>\r\n\r\n<span style=\"font-weight: 400;\">The revelation that British security services also trained intelligence officials representing the Egyptian regime for the last two years is likely to cause consternation amongst the UK’s European allies. </span>\r\n\r\n<span style=\"font-weight: 400;\">Giulio Regeni, an Italian student tortured and murdered in Cairo, was ensnared in a “spider’s web” spun by the Egyptian security services in the weeks leading up to his death in 2016, </span><a href=\"https://www.reuters.com/article/us-italy-egypt-regeni/slain-student-caught-in-web-spun-by-egyptian-security-services-italian-prosecutors-idUSKBN1YL2JE\"><span style=\"font-weight: 400;\">according</span></a><span style=\"font-weight: 400;\"> to Italian prosecutors.</span>\r\n\r\n<span style=\"font-weight: 400;\">Human Rights Watch </span><a href=\"https://www.hrw.org/report/2020/03/23/no-one-cared-he-was-child/egyptian-security-forces-abuse-children-detention\"><span style=\"font-weight: 400;\">states</span></a><span style=\"font-weight: 400;\"> that Egypt’s National Security Agency has “arbitrarily arrested, mistreated and tortured hundreds of children”. The rights group has also </span><a href=\"https://www.hrw.org/news/2017/04/21/egypt-videos-show-army-executions-sinai\"><span style=\"font-weight: 400;\">published</span></a><span style=\"font-weight: 400;\"> photographic evidence appearing to show an Egyptian military intelligence soldier directing a battlefield execution of a terrorism suspect in the Sinai.</span>\r\n\r\n<span style=\"font-weight: 400;\">Although British military training of repressive regimes has been </span><a href=\"https://www.dailymaverick.co.za/article/2020-07-03-revealed-hundreds-of-saudi-and-gulf-military-personnel-trained-in-britain-as-yemen-war-continues/\"><span style=\"font-weight: 400;\">well documented</span></a><span style=\"font-weight: 400;\">, this is the first time evidence has emerged of the extent of British intelligence officers training security agencies which have been involved in torture, terrorism and murder. </span>\r\n\r\n<span style=\"font-weight: 400;\">Pakistan’s Inter-Services Intelligence (ISI) has long been accused of </span><a href=\"https://www.brookings.edu/blog/order-from-chaos/2018/01/04/trump-is-right-pakistan-is-a-terrorist-haven-but-what-will-he-do-about-it/\"><span style=\"font-weight: 400;\">colluding</span></a><span style=\"font-weight: 400;\"> with Islamist terrorist groups in neighbouring countries such as Afghanistan and India. There are allegations that the ISI aided the terrorist attacks in 2008 in </span><a href=\"https://www.theguardian.com/world/2010/oct/18/pakistan-isi-mumbai-terror-attacks\"><span style=\"font-weight: 400;\">Mumbai</span></a><span style=\"font-weight: 400;\"> which killed over 160 people.</span>\r\n\r\n<b>Significant opportunity</b>\r\n\r\n<span style=\"font-weight: 400;\">The MOD has previously refused to release any details about JITG courses at Chicksands, </span><a href=\"https://www.whatdotheyknow.com/request/552589/response/1320342/attach/html/3/20190228%20FOI2019%2002017%20Response.pdf.html\"><span style=\"font-weight: 400;\">claiming</span></a><span style=\"font-weight: 400;\"> transparency could prejudice national security and compromise intelligence capabilities.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> has seen a British army sales brochure from last year which advertises the course, and separately obtained a list of countries that attended.</span>\r\n\r\n<span style=\"font-weight: 400;\">Places on the course appear to be exclusive. There is a maximum of one student per country – and it runs just once annually. “Bids are invited, but places only offered following [an] allocation meeting,” notes the army in its course brochure.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/declassified-spy-training-24-july-2020-inset-2/\"><img loading=\"lazy\" class=\"size-full wp-image-677678\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-Spy-training-24-July-2020-inset-2.jpg\" alt=\"\" width=\"1520\" height=\"800\" /></a> British army intelligence corps headquarters at Chicksands in Bedfordshire (Photo: MOD)</p>\r\n\r\n<span style=\"font-weight: 400;\">The course, which has been running since at least </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/229000/0319.pdf\"><span style=\"font-weight: 400;\">2004</span></a><span style=\"font-weight: 400;\">, is aimed at foreign “senior officers” at, or above, colonel or 1 star level who are “serving or about to serve in senior intelligence appointments”. </span>\r\n\r\n<span style=\"font-weight: 400;\">While the MOD refused to name who had attended, it is known that the course is taught by a range of high-level British personnel, including “senior officials” from MI5 and MI6, and involves lectures by the chief and deputy chief of Defence Intelligence. </span>\r\n\r\n<span style=\"font-weight: 400;\">The course’s six modules include “security policy”, the “challenges of intelligence sharing” and “the role of the media”. There is no free press in many of the countries whose officials attended the course, so it is unclear what the media module involves. </span>\r\n\r\n<span style=\"font-weight: 400;\">The course also aims to “discuss and analyse the conduct and management of intelligence” as well as “forge personnel and professional relationships”. The MOD has in the past </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/251098/1080.pdf\"><span style=\"font-weight: 400;\">boasted</span></a><span style=\"font-weight: 400;\"> that the course “provides a significant opportunity for intelligence diplomacy at the highest levels” and “continues to attract high-level interest from all continents”.</span>\r\n\r\n<span style=\"font-weight: 400;\">A British army intelligence corps veteran told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> that training for repressive regimes at Chicksands “had been going on for years and years”, and asked: “Why should we be engaging with people from these governments that aren't exactly nice?”</span>\r\n\r\n<span style=\"font-weight: 400;\">The veteran, who did not want to be named, added: “We've been pretending to ourselves for a long time that, by training these people, we can influence them and educate them in British values, in the hope that the British values are then implemented in their own countries, their own armed forces. Officials from Saudi Arabia attended the course in both 2018 and 2019. </span>\r\n\r\n<span style=\"font-weight: 400;\">Another </span><a href=\"https://www.dailymaverick.co.za/article/2019-09-20-british-government-continues-to-aid-repression-in-human-rights-abusing-countries-new-data-shows/#gsc.tab=0\"><span style=\"font-weight: 400;\">repressive</span></a><span style=\"font-weight: 400;\"> Gulf monarchy, the UAE, was also among the 26 countries that received training from MI5 and MI6 in 2019. </span>\r\n\r\n<span style=\"font-weight: 400;\">The course took place a few months after British academic Matthew Hedges was released from prison in the </span><a href=\"https://www.theguardian.com/world/2018/dec/05/matthew-hedges-says-uae-asked-him-to-spy-on-britain\"><span style=\"font-weight: 400;\">UAE</span></a><span style=\"font-weight: 400;\">, where Emirati intelligence officials subjected him to psychological torture and repeated physical threats. </span>\r\n\r\n<span style=\"font-weight: 400;\">Hedges, who was falsely accused of being an MI6 officer and detained for nearly seven months in the UAE, told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> the revelation was “galling” and demanded to know why the UAE was allowed to attend the course.</span>\r\n\r\n[caption id=\"attachment_677677\" align=\"alignnone\" width=\"2048\"]<a href=\"https://www.dailymaverick.co.za/british-student-matthew-hedges-pardoned-in-uae/\"><img class=\"size-full wp-image-677677\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-Spy-training-24-July-2020-inset-1.jpg\" alt=\"\" width=\"2048\" height=\"1364\" /></a> Matthew Hedges and his wife Daniela Tejada (Photo: EPA-EFE/Daniela Tejada)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Hedges said: “The UK has long used its security establishment to foster ties to help advance its interests. Experiences such as mine, where torture was evidenced and the UK directly implicated in my detention, highlight the contradictory and failing UK strategy to foster security relationships.”</span>\r\n\r\n<span style=\"font-weight: 400;\">He added: “Can the UK guarantee that the UAE will not become an active opponent in the near future, and if not, why are they training them in intelligence?”</span>\r\n\r\n<span style=\"font-weight: 400;\">Others swept up by Emirati security officials the year before the British training took place included human rights defender Ahmed Mansoor. He was sentenced to 10 years in prison after a crackdown on free speech, which saw the UAE government using its extensive </span><a href=\"https://www.dailymaverick.co.za/article/2019-09-20-british-government-continues-to-aid-repression-in-human-rights-abusing-countries-new-data-shows/#gsc.tab=0\"><span style=\"font-weight: 400;\">surveillance</span></a><span style=\"font-weight: 400;\"> apparatus to hack his phone.</span>\r\n\r\n<b>Egypt and Pakistan</b>\r\n\r\n<span style=\"font-weight: 400;\">The revelation that British security services also trained intelligence officials representing the Egyptian regime for the last two years is likely to cause consternation amongst the UK’s European allies. </span>\r\n\r\n<span style=\"font-weight: 400;\">Giulio Regeni, an Italian student tortured and murdered in Cairo, was ensnared in a “spider’s web” spun by the Egyptian security services in the weeks leading up to his death in 2016, </span><a href=\"https://www.reuters.com/article/us-italy-egypt-regeni/slain-student-caught-in-web-spun-by-egyptian-security-services-italian-prosecutors-idUSKBN1YL2JE\"><span style=\"font-weight: 400;\">according</span></a><span style=\"font-weight: 400;\"> to Italian prosecutors.</span>\r\n\r\n<span style=\"font-weight: 400;\">Human Rights Watch </span><a href=\"https://www.hrw.org/report/2020/03/23/no-one-cared-he-was-child/egyptian-security-forces-abuse-children-detention\"><span style=\"font-weight: 400;\">states</span></a><span style=\"font-weight: 400;\"> that Egypt’s National Security Agency has “arbitrarily arrested, mistreated and tortured hundreds of children”. The rights group has also </span><a href=\"https://www.hrw.org/news/2017/04/21/egypt-videos-show-army-executions-sinai\"><span style=\"font-weight: 400;\">published</span></a><span style=\"font-weight: 400;\"> photographic evidence appearing to show an Egyptian military intelligence soldier directing a battlefield execution of a terrorism suspect in the Sinai.</span>\r\n\r\n<span style=\"font-weight: 400;\">Although British military training of repressive regimes has been </span><a href=\"https://www.dailymaverick.co.za/article/2020-07-03-revealed-hundreds-of-saudi-and-gulf-military-personnel-trained-in-britain-as-yemen-war-continues/\"><span style=\"font-weight: 400;\">well documented</span></a><span style=\"font-weight: 400;\">, this is the first time evidence has emerged of the extent of British intelligence officers training security agencies which have been involved in torture, terrorism and murder. </span>\r\n\r\n<span style=\"font-weight: 400;\">Pakistan’s Inter-Services Intelligence (ISI) has long been accused of </span><a href=\"https://www.brookings.edu/blog/order-from-chaos/2018/01/04/trump-is-right-pakistan-is-a-terrorist-haven-but-what-will-he-do-about-it/\"><span style=\"font-weight: 400;\">colluding</span></a><span style=\"font-weight: 400;\"> with Islamist terrorist groups in neighbouring countries such as Afghanistan and India. There are allegations that the ISI aided the terrorist attacks in 2008 in </span><a href=\"https://www.theguardian.com/world/2010/oct/18/pakistan-isi-mumbai-terror-attacks\"><span style=\"font-weight: 400;\">Mumbai</span></a><span style=\"font-weight: 400;\"> which killed over 160 people.</span>\r\n\r\n<b>Significant opportunity</b>\r\n\r\n<span style=\"font-weight: 400;\">The MOD has previously refused to release any details about JITG courses at Chicksands, </span><a href=\"https://www.whatdotheyknow.com/request/552589/response/1320342/attach/html/3/20190228%20FOI2019%2002017%20Response.pdf.html\"><span style=\"font-weight: 400;\">claiming</span></a><span style=\"font-weight: 400;\"> transparency could prejudice national security and compromise intelligence capabilities.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> has seen a British army sales brochure from last year which advertises the course, and separately obtained a list of countries that attended.</span>\r\n\r\n<span style=\"font-weight: 400;\">Places on the course appear to be exclusive. There is a maximum of one student per country – and it runs just once annually. “Bids are invited, but places only offered following [an] allocation meeting,” notes the army in its course brochure.</span>\r\n\r\n[caption id=\"attachment_677678\" align=\"alignnone\" width=\"1520\"]<a href=\"https://www.dailymaverick.co.za/declassified-spy-training-24-july-2020-inset-2/\"><img class=\"size-full wp-image-677678\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Declassified-Spy-training-24-July-2020-inset-2.jpg\" alt=\"\" width=\"1520\" height=\"800\" /></a> British army intelligence corps headquarters at Chicksands in Bedfordshire (Photo: MOD)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The course, which has been running since at least </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/229000/0319.pdf\"><span style=\"font-weight: 400;\">2004</span></a><span style=\"font-weight: 400;\">, is aimed at foreign “senior officers” at, or above, colonel or 1 star level who are “serving or about to serve in senior intelligence appointments”. </span>\r\n\r\n<span style=\"font-weight: 400;\">While the MOD refused to name who had attended, it is known that the course is taught by a range of high-level British personnel, including “senior officials” from MI5 and MI6, and involves lectures by the chief and deputy chief of Defence Intelligence. </span>\r\n\r\n<span style=\"font-weight: 400;\">The course’s six modules include “security policy”, the “challenges of intelligence sharing” and “the role of the media”. There is no free press in many of the countries whose officials attended the course, so it is unclear what the media module involves. </span>\r\n\r\n<span style=\"font-weight: 400;\">The course also aims to “discuss and analyse the conduct and management of intelligence” as well as “forge personnel and professional relationships”. The MOD has in the past </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/251098/1080.pdf\"><span style=\"font-weight: 400;\">boasted</span></a><span style=\"font-weight: 400;\"> that the course “provides a significant opportunity for intelligence diplomacy at the highest levels” and “continues to attract high-level interest from all continents”.</span>\r\n\r\n<span style=\"font-weight: 400;\">A British army intelligence corps veteran told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> that training for repressive regimes at Chicksands “had been going on for years and years”, and asked: “Why should we be engaging with people from these governments that aren't exactly nice?”</span>\r\n\r\n<span style=\"font-weight: 400;\">The veteran, who did not want to be named, added: “We've been pretending to ourselves for a long time that, by training these people, we can influence them and educate them in British values, in the hope that the British values are then implemented in their own countries, their own armed forces.
