"contents": "<ul>\r\n \t<li><b>A secret ‘Gulf Advisory Group’ existed for at least two years </b></li>\r\n \t<li><b>UK defence and foreign ministers failed to declare meetings to parliament</b></li>\r\n \t<li><b>Body is second clandestine foreign policy forum to be revealed in recent months</b></li>\r\n \t<li><b>Government refuses to provide full information about the secret groups to opposition MPs </b></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">A director of one of the world’s largest arms companies had an off-the-record meeting with UK government ministers to advise them on policy towards the Gulf, it can be revealed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sir Richard Paniguian, a director of Raytheon, secretly met British defence and foreign ministers in January 2016 at the height of Saudi Arabia’s bombardment of Yemen. </span>\r\n\r\n<span style=\"font-weight: 400;\">Raytheon is a major supplier of missiles to the regime in Riyadh, whose air force had recently </span><a href=\"https://www.bbc.co.uk/news/world-middle-east-34388463\"><span style=\"font-weight: 400;\">bombed</span></a><span style=\"font-weight: 400;\"> a wedding party in Yemen, killing 130 civilians.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is no official record of what was discussed at the meeting which was attended by then defence procurement minister Philip Dunne and foreign minister </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/537344/Ministerial_return_Jan_-_March_2016_-_meetings.csv/preview\"><span style=\"font-weight: 400;\">Tobias Ellwood</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Neither of them declared the session on their departmental transparency logs of external meetings where ministers are required to record contacts with arms dealers. </span>\r\n\r\n<span style=\"font-weight: 400;\">The meeting has only come to light five years later because former UK foreign minister Alan Duncan mentioned in his memoirs that he attended the session as a Conservative MP.</span>\r\n\r\n<span style=\"font-weight: 400;\">Duncan said the meeting was organised by the Ministry of Defence’s “Gulf Advisory Committee” to discuss oil prices and upcoming visits to Saudi Arabia by then prime minister, David Cameron, and chancellor George Osborne.</span>\r\n\r\n<span style=\"font-weight: 400;\">Paniguian was a </span><a href=\"https://find-and-update.company-information.service.gov.uk/officers/fXImEUWAhQbQ-2d5bcY8ktnepOs/appointments\"><span style=\"font-weight: 400;\">director</span></a><span style=\"font-weight: 400;\"> of Raytheon Systems Limited from 2015 until his death aged 67 in June 2017. He had previously </span><a href=\"https://www.gov.uk/government/people/richard-paniguian\"><span style=\"font-weight: 400;\">run</span></a><span style=\"font-weight: 400;\"> Whitehall’s arms sales division, the so-called Defence and Security Organisation.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-957130 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/Declassified-Gulf-advisory-inset-1-Paniguian-in-Kuwait.jpg\" alt=\"Paniguian\" width=\"1050\" height=\"573\" /> Paniguian (left) led a UK arms sales trip to Kuwait. (Photo: Supplied)</p>\r\n\r\n<span style=\"font-weight: 400;\">Paniguian spent much of his career working for oil company BP where he helped the firm forge lucrative links with Putin’s Russia and Gaddafi’s Libya.</span>\r\n\r\n<span style=\"font-weight: 400;\">Months before the invasion of Iraq in 2003, Paniguian led a BP delegation to meet British trade minister Elizabeth Symons, who was told by his team that Iraq’s oil would be of “immense strategic advantage”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Symons, now a Baroness, is among those who Duncan claims attended the Gulf Advisory Committee in 2016, together with Conservative peer Patricia Morris and former UK military chief <a href=\"https://members.parliament.uk/member/3608/experience\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" data-saferedirecturl=\"https://www.google.com/url?q=https://members.parliament.uk/member/3608/experience&source=gmail&ust=1624911060653000&usg=AFQjCNFG_RyBfJxmFbiaJ6jKkF4pjXXTfg\"><u>Lord Guthrie</u></a>, whose parliamentary register of interests says he is director of oil firm Gulf Keystone Petroleum; however, <i>Declassified</i> has been told he left the company in 2015.</span>\r\n\r\n<span style=\"font-weight: 400;\">Aside from the reference to a Gulf Advisory Committee in Duncan’s diary, there is no other published record of the Ministry of Defence (MOD) having such a group.</span>\r\n\r\n<span style=\"font-weight: 400;\">The government has previously been criticised by </span><a href=\"https://www.heraldscotland.com/news/14791153.revealed-scottish-firms-fuelling-repression-middle-east/\"><span style=\"font-weight: 400;\">campaigners</span></a><span style=\"font-weight: 400;\"> for operating a secretive </span><a href=\"https://www.theyworkforyou.com/wrans/?id=2016-10-10.47638.h&s=speaker%3A10231\"><span style=\"font-weight: 400;\">Gulf Strategy Unit</span></a><span style=\"font-weight: 400;\"> to formulate British policy towards the region, however, this appears to be a different body.</span>\r\n\r\n<span style=\"font-weight: 400;\">When backbench Labour MP Zarah Sultana recently questioned the arrangement in parliament, she was first </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-11/489\"><span style=\"font-weight: 400;\">told</span></a><span style=\"font-weight: 400;\">: “The Ministry of Defence does not have a Gulf Advisory Committee.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Three weeks later, in answer to a further question by Sultana, the government </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-25/7292\"><span style=\"font-weight: 400;\">admitted</span></a><span style=\"font-weight: 400;\"> it had a “Gulf Advisory Group” to which Paniguian had been invited on 11 January 2016, but said there were “no records” of the meeting’s minutes.</span>\r\n\r\n<span style=\"font-weight: 400;\">By last week ministers were still not able to tell Sultana </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-11/14226\"><span style=\"font-weight: 400;\">when</span></a><span style=\"font-weight: 400;\"> the group was first formed, how </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-11/14228\"><span style=\"font-weight: 400;\">often</span></a><span style=\"font-weight: 400;\"> it met, who attended and chaired its meetings, nor why its existence was kept secret.</span>\r\n\r\n<span style=\"font-weight: 400;\">They said “we have limited information on the Gulf Advisory Group” and were “seeking further information”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sultana told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “These disgraceful revelations expose the Conservative government’s deeply troubling relationship with arms dealers. While Raytheon was selling missiles to the Saudi regime — whose bombs have been used in alleged war crimes in Yemen — government ministers were meeting the company’s director in secret.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The fact ministers tried to keep this hidden is an acknowledgement that this meeting should never have happened. The public don’t want British weapons to be used in war crimes in Yemen or anywhere else in the world.”</span>\r\n\r\n<b>MI6 controller for the Middle East </b>\r\n\r\n<span style=\"font-weight: 400;\">At the time of writing, all the government could </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-11/14227\"><span style=\"font-weight: 400;\">confirm</span></a><span style=\"font-weight: 400;\"> to Sultana was that the Gulf Advisory Group existed for over two years until September 2018 and that Sir Geoffrey Tantum had attended the January 2016 session with Paniguian. </span>\r\n\r\n<span style=\"font-weight: 400;\">Tantum, a former MI6 controller for the Middle East, is a key </span><a href=\"https://www.dailymaverick.co.za/article/2019-10-17-how-the-british-establishment-is-working-to-keep-bahrains-ruling-family-in-power/\"><span style=\"font-weight: 400;\">adviser</span></a><span style=\"font-weight: 400;\"> to the repressive King Hamad of Bahrain, who has rounded up opposition activists and sent forces to fight alongside Saudi troops in Yemen.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2018, Tantum was </span><a href=\"https://twitter.com/dr_ulrichsen/status/1014987874805022720?lang=en\"><span style=\"font-weight: 400;\">awarded</span></a><span style=\"font-weight: 400;\"> a knighthood by the Queen “for his outstanding service and contributions in the development of relations between Bahrain and the United Kingdom for over 20 years”. He left MI6 in 1995.</span>\r\n\r\n<span style=\"font-weight: 400;\">Reacting to our investigation into the Gulf Advisory Group, Sayed Ahmed Alwadaei from the Bahrain Institute for Rights and Democracy (Bird) told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “The government is making a mockery of its democratic principles by forming an entirely secret group, apparently reserved for matters concerning Gulf states — some of the most repressive regimes on earth.” </span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-957131 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/Declassified-Gulf-advisory-inset-2-Tantum-and-Duncan-in-Bahrain.jpg\" alt=\"Sir Geoffrey Tantum\" width=\"1350\" height=\"916\" /> From left: Sir Geoffrey Tantum with Bahrain’s interior minister and Alan Duncan. (Photo: BNA)</p>\r\n\r\n<span style=\"font-weight: 400;\">Bird described Tantum’s senior position with the Gulf monarchy as “deeply alarming”, warning that former British spies should not advise “the dictator of Bahrain whilst he is taking political prisoners like Abdulhadi Al-Khawaja and Hasan Mushaima hostage, subjecting them to systematic medical negligence and issuing them life-long prison sentences.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Mushaima and Al-Khawaja, who </span><a href=\"https://www.amnesty.org/en/latest/campaigns/2021/02/prisoners-of-conscience-in-the-gulf/\"><span style=\"font-weight: 400;\">Amnesty International</span></a><span style=\"font-weight: 400;\"> recognise as prisoners of conscience, have spent the last ten years behind bars since peacefully leading Arab Spring pro-democracy protests. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mushaima’s son Ali, who lives in exile in London, has grown increasingly concerned that his 73-year-old ailing father cannot withstand further incarceration, and on Tuesday a UN expert </span><a href=\"https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=27190&LangID=E\"><span style=\"font-weight: 400;\">called</span></a><span style=\"font-weight: 400;\"> for Al-Khawaja’s immediate release.</span>\r\n\r\n<span style=\"font-weight: 400;\">Bahrain’s royal family has a long tradition of relying on British advisers and the practice may continue after Tantum eventually retires.</span>\r\n\r\n<span style=\"font-weight: 400;\">Duncan claims Tantum told him over a cup of tea in 2017 that “he wants to suggest to King Hamad that I gradually step into Geoffrey’s shoes as a long-term adviser to His Majesty in Bahrain.”</span>\r\n\r\n<b>Secret societies</b>\r\n\r\n<span style=\"font-weight: 400;\">Duncan’s diary did not just divulge the existence of the Gulf Advisory Group. He also revealed that the repressive Sultan Qaboos of Oman had a secret Privy Council whose membership was drawn almost exclusively from the top of the British establishment.</span>\r\n\r\n<span style=\"font-weight: 400;\">These included serving heads of MI6 and the UK military, a former governor of the Bank of England and a senior aide to the Queen, who would advise Qaboos on economic and security policy without his subjects’ knowledge.</span>\r\n\r\n<span style=\"font-weight: 400;\">Since </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> broke this </span><a href=\"https://www.dailymaverick.co.za/article/2021-04-20-colonialism-never-ended-the-elite-british-cabal-propping-up-a-gulf-dictatorship/\"><span style=\"font-weight: 400;\">story</span></a><span style=\"font-weight: 400;\">, half a dozen MPs from different opposition parties have questioned ministers in parliament about the Privy Council, confirming key details about its secretive midnight meetings which took place every January.</span><span style=\"font-weight: 400;\">\r\n</span><span style=\"font-weight: 400;\">\r\n</span><iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/NJa3sqUvIqc\" width=\"853\" height=\"480\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">Labour MPs </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-04-23/186191\"><span style=\"font-weight: 400;\">Clive Lewis</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-12/922\"><span style=\"font-weight: 400;\">Navendu Mishra</span></a><span style=\"font-weight: 400;\"> were told that Duncan attended the Sultan’s Privy Council in a “private capacity” and that the Foreign Office “did not approve” his visits when he was an international development minister in 2011 and a foreign minister in 2017-19.</span>\r\n\r\n<span style=\"font-weight: 400;\">Scottish National Party MP </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-04-23/186190\"><span style=\"font-weight: 400;\">Martyn Day</span></a><span style=\"font-weight: 400;\"> managed to find out that the Privy Council has been attended by four chiefs of the defence staff, stretching back to Lord Guthrie’s tenure in the late 1990s, indicating that the secret body existed for at least two decades. </span>\r\n\r\n<span style=\"font-weight: 400;\">Guthrie stood down from leading the UK military in 2001, but Day was told that Britain’s last three defence chiefs have served Oman’s Sultan as privy councillors since General Nicholas Houghton took command in 2013.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK’s current defence chief, General Nick Carter, attended the Privy Council in Oman on 5-6 January 2019, but ministers have refused to say how much hospitality he received on the trip.</span>\r\n\r\n<span style=\"font-weight: 400;\">Alba MP </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-08/12312\"><span style=\"font-weight: 400;\">Kenny MacAskill</span></a><span style=\"font-weight: 400;\"> was </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-04-20/184555\"><span style=\"font-weight: 400;\">repeatedly</span></a> <a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-11/459\"><span style=\"font-weight: 400;\">rebuffed</span></a><span style=\"font-weight: 400;\"> and told “the information is not held centrally and to provide it would incur disproportionate cost”. The MOD has told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> in response to a freedom of information request that it would be too “burdensome” to release Carter’s records from the trip, which run to around 100 pages.</span>\r\n\r\n<span style=\"font-weight: 400;\">MacAskill did manage to confirm that the current head of MI6, </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-08/12314\"><span style=\"font-weight: 400;\">Richard Moore</span></a><span style=\"font-weight: 400;\">, attended the Sultan’s Privy Council in 2019 when he was political director of the Foreign Office, but Moore’s </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-04-20/184556\"><span style=\"font-weight: 400;\">hospitality</span></a><span style=\"font-weight: 400;\"> records remain sealed. </span>\r\n\r\n<span style=\"font-weight: 400;\">In another revelation, Sultana and MacAskill uncovered that General Carter was in </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-11/490\"><span style=\"font-weight: 400;\">Oman</span></a><span style=\"font-weight: 400;\"> for a Privy Council meeting from 2 to 5 January 2020, however, this session appears to have been </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-12/922\"><span style=\"font-weight: 400;\">cancelled</span></a><span style=\"font-weight: 400;\"> because Qaboos was on his deathbed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Instead, Carter </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-14/15400\"><span style=\"font-weight: 400;\">met</span></a><span style=\"font-weight: 400;\"> discretely with an Omani defence minister, the </span><a href=\"https://omannews.gov.om/NewsDescription/ArtMID/392/ArticleID/6063/Sabaq\"><span style=\"font-weight: 400;\">chief of staff</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.omanobserver.om/article/18482/Local/sultanate-and-uk-review-military-cooperation\"><span style=\"font-weight: 400;\">Royal Office</span></a><span style=\"font-weight: 400;\"> minister General al-Naamani, who activists accuse of </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-21-gulf-spymaster-who-bought-john-terrys-16m-mansion-challenged-over-corruption/\"><span style=\"font-weight: 400;\">corruption</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">MacAskill, a former Scottish government justice minister, told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “Things are opaque enough in these Gulf states without matters being clouded further by the British government. "description": "<ul>\r\n \t<li><b>A secret ‘Gulf Advisory Group’ existed for at least two years </b></li>\r\n \t<li><b>UK defence and foreign ministers failed to declare meetings to parliament</b></li>\r\n \t<li><b>Body is second clandestine foreign policy forum to be revealed in recent months</b></li>\r\n \t<li><b>Government refuses to provide full information about the secret groups to opposition MPs </b></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">A director of one of the world’s largest arms companies had an off-the-record meeting with UK government ministers to advise them on policy towards the Gulf, it can be revealed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sir Richard Paniguian, a director of Raytheon, secretly met British defence and foreign ministers in January 2016 at the height of Saudi Arabia’s bombardment of Yemen. </span>\r\n\r\n<span style=\"font-weight: 400;\">Raytheon is a major supplier of missiles to the regime in Riyadh, whose air force had recently </span><a href=\"https://www.bbc.co.uk/news/world-middle-east-34388463\"><span style=\"font-weight: 400;\">bombed</span></a><span style=\"font-weight: 400;\"> a wedding party in Yemen, killing 130 civilians.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is no official record of what was discussed at the meeting which was attended by then defence procurement minister Philip Dunne and foreign minister </span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/537344/Ministerial_return_Jan_-_March_2016_-_meetings.csv/preview\"><span style=\"font-weight: 400;\">Tobias Ellwood</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Neither of them declared the session on their departmental transparency logs of external meetings where ministers are required to record contacts with arms dealers. </span>\r\n\r\n<span style=\"font-weight: 400;\">The meeting has only come to light five years later because former UK foreign minister Alan Duncan mentioned in his memoirs that he attended the session as a Conservative MP.</span>\r\n\r\n<span style=\"font-weight: 400;\">Duncan said the meeting was organised by the Ministry of Defence’s “Gulf Advisory Committee” to discuss oil prices and upcoming visits to Saudi Arabia by then prime minister, David Cameron, and chancellor George Osborne.</span>\r\n\r\n<span style=\"font-weight: 400;\">Paniguian was a </span><a href=\"https://find-and-update.company-information.service.gov.uk/officers/fXImEUWAhQbQ-2d5bcY8ktnepOs/appointments\"><span style=\"font-weight: 400;\">director</span></a><span style=\"font-weight: 400;\"> of Raytheon Systems Limited from 2015 until his death aged 67 in June 2017. He had previously </span><a href=\"https://www.gov.uk/government/people/richard-paniguian\"><span style=\"font-weight: 400;\">run</span></a><span style=\"font-weight: 400;\"> Whitehall’s arms sales division, the so-called Defence and Security Organisation.</span>\r\n\r\n[caption id=\"attachment_957130\" align=\"aligncenter\" width=\"1050\"]<img class=\"wp-image-957130 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/Declassified-Gulf-advisory-inset-1-Paniguian-in-Kuwait.jpg\" alt=\"Paniguian\" width=\"1050\" height=\"573\" /> Paniguian (left) led a UK arms sales trip to Kuwait. (Photo: Supplied)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Paniguian spent much of his career working for oil company BP where he helped the firm forge lucrative links with Putin’s Russia and Gaddafi’s Libya.</span>\r\n\r\n<span style=\"font-weight: 400;\">Months before the invasion of Iraq in 2003, Paniguian led a BP delegation to meet British trade minister Elizabeth Symons, who was told by his team that Iraq’s oil would be of “immense strategic advantage”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Symons, now a Baroness, is among those who Duncan claims attended the Gulf Advisory Committee in 2016, together with Conservative peer Patricia Morris and former UK military chief <a href=\"https://members.parliament.uk/member/3608/experience\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" data-saferedirecturl=\"https://www.google.com/url?q=https://members.parliament.uk/member/3608/experience&source=gmail&ust=1624911060653000&usg=AFQjCNFG_RyBfJxmFbiaJ6jKkF4pjXXTfg\"><u>Lord Guthrie</u></a>, whose parliamentary register of interests says he is director of oil firm Gulf Keystone Petroleum; however, <i>Declassified</i> has been told he left the company in 2015.</span>\r\n\r\n<span style=\"font-weight: 400;\">Aside from the reference to a Gulf Advisory Committee in Duncan’s diary, there is no other published record of the Ministry of Defence (MOD) having such a group.</span>\r\n\r\n<span style=\"font-weight: 400;\">The government has previously been criticised by </span><a href=\"https://www.heraldscotland.com/news/14791153.revealed-scottish-firms-fuelling-repression-middle-east/\"><span style=\"font-weight: 400;\">campaigners</span></a><span style=\"font-weight: 400;\"> for operating a secretive </span><a href=\"https://www.theyworkforyou.com/wrans/?id=2016-10-10.47638.h&s=speaker%3A10231\"><span style=\"font-weight: 400;\">Gulf Strategy Unit</span></a><span style=\"font-weight: 400;\"> to formulate British policy towards the region, however, this appears to be a different body.</span>\r\n\r\n<span style=\"font-weight: 400;\">When backbench Labour MP Zarah Sultana recently questioned the arrangement in parliament, she was first </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-11/489\"><span style=\"font-weight: 400;\">told</span></a><span style=\"font-weight: 400;\">: “The Ministry of Defence does not have a Gulf Advisory Committee.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Three weeks later, in answer to a further question by Sultana, the government </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-25/7292\"><span style=\"font-weight: 400;\">admitted</span></a><span style=\"font-weight: 400;\"> it had a “Gulf Advisory Group” to which Paniguian had been invited on 11 January 2016, but said there were “no records” of the meeting’s minutes.</span>\r\n\r\n<span style=\"font-weight: 400;\">By last week ministers were still not able to tell Sultana </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-11/14226\"><span style=\"font-weight: 400;\">when</span></a><span style=\"font-weight: 400;\"> the group was first formed, how </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-11/14228\"><span style=\"font-weight: 400;\">often</span></a><span style=\"font-weight: 400;\"> it met, who attended and chaired its meetings, nor why its existence was kept secret.</span>\r\n\r\n<span style=\"font-weight: 400;\">They said “we have limited information on the Gulf Advisory Group” and were “seeking further information”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sultana told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “These disgraceful revelations expose the Conservative government’s deeply troubling relationship with arms dealers. While Raytheon was selling missiles to the Saudi regime — whose bombs have been used in alleged war crimes in Yemen — government ministers were meeting the company’s director in secret.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The fact ministers tried to keep this hidden is an acknowledgement that this meeting should never have happened. The public don’t want British weapons to be used in war crimes in Yemen or anywhere else in the world.”</span>\r\n\r\n<b>MI6 controller for the Middle East </b>\r\n\r\n<span style=\"font-weight: 400;\">At the time of writing, all the government could </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-11/14227\"><span style=\"font-weight: 400;\">confirm</span></a><span style=\"font-weight: 400;\"> to Sultana was that the Gulf Advisory Group existed for over two years until September 2018 and that Sir Geoffrey Tantum had attended the January 2016 session with Paniguian. </span>\r\n\r\n<span style=\"font-weight: 400;\">Tantum, a former MI6 controller for the Middle East, is a key </span><a href=\"https://www.dailymaverick.co.za/article/2019-10-17-how-the-british-establishment-is-working-to-keep-bahrains-ruling-family-in-power/\"><span style=\"font-weight: 400;\">adviser</span></a><span style=\"font-weight: 400;\"> to the repressive King Hamad of Bahrain, who has rounded up opposition activists and sent forces to fight alongside Saudi troops in Yemen.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2018, Tantum was </span><a href=\"https://twitter.com/dr_ulrichsen/status/1014987874805022720?lang=en\"><span style=\"font-weight: 400;\">awarded</span></a><span style=\"font-weight: 400;\"> a knighthood by the Queen “for his outstanding service and contributions in the development of relations between Bahrain and the United Kingdom for over 20 years”. He left MI6 in 1995.</span>\r\n\r\n<span style=\"font-weight: 400;\">Reacting to our investigation into the Gulf Advisory Group, Sayed Ahmed Alwadaei from the Bahrain Institute for Rights and Democracy (Bird) told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “The government is making a mockery of its democratic principles by forming an entirely secret group, apparently reserved for matters concerning Gulf states — some of the most repressive regimes on earth.” </span>\r\n\r\n[caption id=\"attachment_957131\" align=\"aligncenter\" width=\"1350\"]<img class=\"wp-image-957131 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/Declassified-Gulf-advisory-inset-2-Tantum-and-Duncan-in-Bahrain.jpg\" alt=\"Sir Geoffrey Tantum\" width=\"1350\" height=\"916\" /> From left: Sir Geoffrey Tantum with Bahrain’s interior minister and Alan Duncan. (Photo: BNA)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Bird described Tantum’s senior position with the Gulf monarchy as “deeply alarming”, warning that former British spies should not advise “the dictator of Bahrain whilst he is taking political prisoners like Abdulhadi Al-Khawaja and Hasan Mushaima hostage, subjecting them to systematic medical negligence and issuing them life-long prison sentences.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Mushaima and Al-Khawaja, who </span><a href=\"https://www.amnesty.org/en/latest/campaigns/2021/02/prisoners-of-conscience-in-the-gulf/\"><span style=\"font-weight: 400;\">Amnesty International</span></a><span style=\"font-weight: 400;\"> recognise as prisoners of conscience, have spent the last ten years behind bars since peacefully leading Arab Spring pro-democracy protests. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mushaima’s son Ali, who lives in exile in London, has grown increasingly concerned that his 73-year-old ailing father cannot withstand further incarceration, and on Tuesday a UN expert </span><a href=\"https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=27190&LangID=E\"><span style=\"font-weight: 400;\">called</span></a><span style=\"font-weight: 400;\"> for Al-Khawaja’s immediate release.</span>\r\n\r\n<span style=\"font-weight: 400;\">Bahrain’s royal family has a long tradition of relying on British advisers and the practice may continue after Tantum eventually retires.</span>\r\n\r\n<span style=\"font-weight: 400;\">Duncan claims Tantum told him over a cup of tea in 2017 that “he wants to suggest to King Hamad that I gradually step into Geoffrey’s shoes as a long-term adviser to His Majesty in Bahrain.”</span>\r\n\r\n<b>Secret societies</b>\r\n\r\n<span style=\"font-weight: 400;\">Duncan’s diary did not just divulge the existence of the Gulf Advisory Group. He also revealed that the repressive Sultan Qaboos of Oman had a secret Privy Council whose membership was drawn almost exclusively from the top of the British establishment.</span>\r\n\r\n<span style=\"font-weight: 400;\">These included serving heads of MI6 and the UK military, a former governor of the Bank of England and a senior aide to the Queen, who would advise Qaboos on economic and security policy without his subjects’ knowledge.</span>\r\n\r\n<span style=\"font-weight: 400;\">Since </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> broke this </span><a href=\"https://www.dailymaverick.co.za/article/2021-04-20-colonialism-never-ended-the-elite-british-cabal-propping-up-a-gulf-dictatorship/\"><span style=\"font-weight: 400;\">story</span></a><span style=\"font-weight: 400;\">, half a dozen MPs from different opposition parties have questioned ministers in parliament about the Privy Council, confirming key details about its secretive midnight meetings which took place every January.</span><span style=\"font-weight: 400;\">\r\n</span><span style=\"font-weight: 400;\">\r\n</span><iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/NJa3sqUvIqc\" width=\"853\" height=\"480\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">Labour MPs </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-04-23/186191\"><span style=\"font-weight: 400;\">Clive Lewis</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-12/922\"><span style=\"font-weight: 400;\">Navendu Mishra</span></a><span style=\"font-weight: 400;\"> were told that Duncan attended the Sultan’s Privy Council in a “private capacity” and that the Foreign Office “did not approve” his visits when he was an international development minister in 2011 and a foreign minister in 2017-19.</span>\r\n\r\n<span style=\"font-weight: 400;\">Scottish National Party MP </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-04-23/186190\"><span style=\"font-weight: 400;\">Martyn Day</span></a><span style=\"font-weight: 400;\"> managed to find out that the Privy Council has been attended by four chiefs of the defence staff, stretching back to Lord Guthrie’s tenure in the late 1990s, indicating that the secret body existed for at least two decades. </span>\r\n\r\n<span style=\"font-weight: 400;\">Guthrie stood down from leading the UK military in 2001, but Day was told that Britain’s last three defence chiefs have served Oman’s Sultan as privy councillors since General Nicholas Houghton took command in 2013.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK’s current defence chief, General Nick Carter, attended the Privy Council in Oman on 5-6 January 2019, but ministers have refused to say how much hospitality he received on the trip.</span>\r\n\r\n<span style=\"font-weight: 400;\">Alba MP </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-08/12312\"><span style=\"font-weight: 400;\">Kenny MacAskill</span></a><span style=\"font-weight: 400;\"> was </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-04-20/184555\"><span style=\"font-weight: 400;\">repeatedly</span></a> <a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-11/459\"><span style=\"font-weight: 400;\">rebuffed</span></a><span style=\"font-weight: 400;\"> and told “the information is not held centrally and to provide it would incur disproportionate cost”. The MOD has told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> in response to a freedom of information request that it would be too “burdensome” to release Carter’s records from the trip, which run to around 100 pages.</span>\r\n\r\n<span style=\"font-weight: 400;\">MacAskill did manage to confirm that the current head of MI6, </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-08/12314\"><span style=\"font-weight: 400;\">Richard Moore</span></a><span style=\"font-weight: 400;\">, attended the Sultan’s Privy Council in 2019 when he was political director of the Foreign Office, but Moore’s </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-04-20/184556\"><span style=\"font-weight: 400;\">hospitality</span></a><span style=\"font-weight: 400;\"> records remain sealed. </span>\r\n\r\n<span style=\"font-weight: 400;\">In another revelation, Sultana and MacAskill uncovered that General Carter was in </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-11/490\"><span style=\"font-weight: 400;\">Oman</span></a><span style=\"font-weight: 400;\"> for a Privy Council meeting from 2 to 5 January 2020, however, this session appears to have been </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-12/922\"><span style=\"font-weight: 400;\">cancelled</span></a><span style=\"font-weight: 400;\"> because Qaboos was on his deathbed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Instead, Carter </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-06-14/15400\"><span style=\"font-weight: 400;\">met</span></a><span style=\"font-weight: 400;\"> discretely with an Omani defence minister, the </span><a href=\"https://omannews.gov.om/NewsDescription/ArtMID/392/ArticleID/6063/Sabaq\"><span style=\"font-weight: 400;\">chief of staff</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.omanobserver.om/article/18482/Local/sultanate-and-uk-review-military-cooperation\"><span style=\"font-weight: 400;\">Royal Office</span></a><span style=\"font-weight: 400;\"> minister General al-Naamani, who activists accuse of </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-21-gulf-spymaster-who-bought-john-terrys-16m-mansion-challenged-over-corruption/\"><span style=\"font-weight: 400;\">corruption</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">MacAskill, a former Scottish government justice minister, told </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">: “Things are opaque enough in these Gulf states without matters being clouded further by the British government.
