"contents": " \r\n<ul>\r\n \t<li><strong>Prime minister Boris Johnson visited Israel in 2004 paid for by the Israeli government, but failed to register it with parliament for four years</strong></li>\r\n \t<li><strong>Pro-Israel lobby group organised “battle bus” for Johnson’s mayoral election campaign</strong></li>\r\n \t<li><strong>Foreign minister James Cleverly, who now defends British policy on Gaza in parliament, was funded by pro-Israel lobby group to visit Israel in 2015</strong></li>\r\n \t<li><strong>Head of Cabinet Office Michael Gove was funded by AIPAC, the largest pro-Israel lobby group in US, to visit Washington DC in 2017</strong></li>\r\n \t<li><strong>Boris Johnson’s international affairs adviser, David Quarrey, is a former ambassador to Israel</strong></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">More than a third of the British cabinet, including Prime Minister Boris Johnson, has made overseas trips funded by the Israeli government or affiliated lobby groups, it can be revealed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Of the 23 cabinet </span><a href=\"https://www.gov.uk/government/ministers\"><span style=\"font-weight: 400;\">ministers</span></a><span style=\"font-weight: 400;\">, eight have been funded to visit Israel or Washington DC while members of parliament, to the tune of at least £14,000.</span>\r\n\r\n<span style=\"font-weight: 400;\">Johnson went on a five-day </span><a href=\"https://www.theyworkforyou.com/regmem/?p=10999\"><span style=\"font-weight: 400;\">trip</span></a><span style=\"font-weight: 400;\"> to Israel in November 2004, three years after he first entered parliament. It was jointly funded by the Israeli government and Conservative Friends of Israel (CFI), a powerful Westminster lobby group which does not </span><a href=\"https://cfoi.co.uk/aboutcfi/\"><span style=\"font-weight: 400;\">disclose</span></a><span style=\"font-weight: 400;\"> its funders but has </span><a href=\"https://www.jpost.com/jerusalem-report/the-conservative-friends-of-israel-620702\"><span style=\"font-weight: 400;\">claimed</span></a><span style=\"font-weight: 400;\"> 80% of Conservative MPs are members. </span>\r\n\r\n<span style=\"font-weight: 400;\">CFI </span><a href=\"https://cfoi.co.uk/aboutcfi/\"><span style=\"font-weight: 400;\">says</span></a><span style=\"font-weight: 400;\"> it “works to promote its twin aims of supporting Israel and promoting Conservatism in the UK”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Johnson did not declare the trip in his parliamentary register of interests until four years later, in </span><a href=\"https://publications.parliament.uk/pa/cm/cmregmem/080325/memi15.htm\"><span style=\"font-weight: 400;\">2008</span></a><span style=\"font-weight: 400;\">, and did not disclose the cost of the trip, which may be a breach of parliamentary standards. Former chancellor George Osborne, who was also on the trip, </span><a href=\"https://publications.parliament.uk/pa/cm200405/cmregmem/050411/memi21.htm\"><span style=\"font-weight: 400;\">registered</span></a><span style=\"font-weight: 400;\"> it two weeks after returning. </span>\r\n\r\n<span style=\"font-weight: 400;\">The only public record of the visit is an </span><a href=\"https://www.spectator.co.uk/article/the-beginning-of-hope-in-the-middle-east\"><span style=\"font-weight: 400;\">article</span></a><span style=\"font-weight: 400;\"> in the </span><i><span style=\"font-weight: 400;\">Spectator</span></i><span style=\"font-weight: 400;\"> magazine Johnson authored soon after, in which he refers to his “affable minder from the Israeli foreign office”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2012, CFI organised a </span><a href=\"https://www.youtube.com/watch?v=14OrPNabU8k\"><span style=\"font-weight: 400;\">“battle bus”</span></a><span style=\"font-weight: 400;\"> to take Johnson on a tour of north London as part of his London mayoral election campaign. </span>\r\n\r\n<span style=\"font-weight: 400;\">As mayor, in 2015, Johnson </span><a href=\"https://www.theguardian.com/world/2015/nov/11/boris-johnson-forced-cancel-palestinian-events-pro-israel-remarks\"><span style=\"font-weight: 400;\">visited</span></a><span style=\"font-weight: 400;\"> Israel again, saying on the trip there is “something Churchillian about the country” due to its “feats of outrageous derring-do”. Two years later, now foreign secretary, Johnson </span><a href=\"https://cfoi.co.uk/foreign-secretary-boris-johnson-hails-miracle-of-israel-at-cross-party-balfour-centenary-event/\"><span style=\"font-weight: 400;\">referred</span></a><span style=\"font-weight: 400;\"> to the “miracle of Israel” at a CFI event.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/mayor-of-london-boris-johnson-visits-israel/\"><img loading=\"lazy\" class=\"size-full wp-image-926504\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/05/ISRAEL-1-1-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /></a> Then Mayor of London, Boris Johnson, tastes spices during a visit at the Mahane Yehuda market on 10 November 2015, in Jerusalem, Israel. (Photo: Lior Mizrahi/Getty Images)</p>\r\n\r\n<span style=\"font-weight: 400;\">Five other ministers in the cabinet – Alok Sharma, Kwasi Kwarteng, Robert Jenrick, Oliver Dowden and Amanda Milling – took paid-for trips to Israel from 2011 to 2016. Kwarteng and Milling visited the year after they first entered parliament, while Dowden went before he became an MP. </span>\r\n\r\n<span style=\"font-weight: 400;\">A further two cabinet ministers, Michael Gove and Priti Patel, were funded to visit Washington DC to attend conferences put on by the American Israel Public Affairs Committee (</span><a href=\"https://www.aipac.org/\"><span style=\"font-weight: 400;\">AIPAC</span></a><span style=\"font-weight: 400;\">), the premier Israel lobby group in the US. </span>\r\n\r\n<span style=\"font-weight: 400;\">The UK government has been </span><a href=\"https://www.independent.co.uk/news/uk/politics/israel-gaza-uk-james-cleverly-b1850137.html\"><span style=\"font-weight: 400;\">criticised</span></a><span style=\"font-weight: 400;\"> for its backing of Israel’s bombing of schools, medical facilities, media organisations and residential towers in Gaza over the past 11 days.</span>\r\n\r\n<span style=\"font-weight: 400;\">At least 227 Palestinians in Gaza, including 121 civilians, have been killed since Israel’s bombardment began on 10 May,</span><a href=\"https://twitter.com/press221/status/1395037138878701590\"> <span style=\"font-weight: 400;\">according</span></a><span style=\"font-weight: 400;\"> to the health ministry in the territory. A ceasefire began early on Friday morning. </span>\r\n\r\n<span style=\"font-weight: 400;\">While the UK government repeatedly condemned the Palestinian group Hamas for firing rockets into Israel, it did not condemn Israel for launching hundreds of airstrikes on Gaza, an occupied territory.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the height of the violence, Johnson </span><a href=\"https://twitter.com/borisjohnson/status/1392396152805462022\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “I am urging Israel and the Palestinians to step back from the brink and for both sides to show restraint. The UK is deeply concerned by the growing violence and civilian casualties and we want to see an urgent de-escalation of tensions.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The UK government has so far refused to halt its arms exports to Israel and </span><a href=\"https://www.dailymaverick.co.za/article/2021-05-15-how-the-uk-military-supports-israels-combat-operations-against-palestinians/\"><span style=\"font-weight: 400;\">significant</span></a><span style=\"font-weight: 400;\"> cooperation with the country’s military, which has deepened in recent years.</span>\r\n\r\n<b>AIPAC</b>\r\n\r\n<span style=\"font-weight: 400;\">The home secretary, Priti Patel, was given </span><a href=\"https://www.theyworkforyou.com/regmem/?p=24778\"><span style=\"font-weight: 400;\">£2,500</span></a><span style=\"font-weight: 400;\"> by the Henry Jackson Society (HJS) in 2013 to be a delegate at a “forum” organised by AIPAC.</span>\r\n\r\n<span style=\"font-weight: 400;\">The London-based HJS does not disclose its funders but has a </span><a href=\"https://henryjacksonsociety.org/media-centre/israel-palestine-mendoza-lbc/\"><span style=\"font-weight: 400;\">staunch</span></a><span style=\"font-weight: 400;\"> pro-Israel position and </span><a href=\"https://www.dailymaverick.co.za/article/2020-07-14-revealed-uk-home-office-paid-80000-to-a-lobby-group-which-has-funded-conservative-mps/\"><span style=\"font-weight: 400;\">close links</span></a><span style=\"font-weight: 400;\"> to Israel. At least</span><a href=\"https://www.linkedin.com/in/elliot-miller-63084166/de/?originalSubdomain=nl\"> <span style=\"font-weight: 400;\">two</span></a><span style=\"font-weight: 400;\"> HJS</span><a href=\"https://www.linkedin.com/in/davidgoodstone/?challengeId=AQGfCyuHdrgGAAAAAXKUR0lZtBZ12rmC_f3cAZitqAUmsx6Ydbb9FHPg0OlxIKq8lGdIdhLL1GFiOnTKtyZa6GaGr-UggVPz_g&submissionId=b474d6a4-0c97-1616-d822-52ca6255046f\"> <span style=\"font-weight: 400;\">staffers</span></a><span style=\"font-weight: 400;\"> have moved directly from the group to working for the Israeli foreign ministry, while the group’s executive director, Alan Mendoza, was a </span><a href=\"https://find-and-update.company-information.service.gov.uk/company/07463018/officers\"><span style=\"font-weight: 400;\">founding director</span></a><span style=\"font-weight: 400;\"> of the Friends of Israel Initiative. </span>\r\n\r\n<span style=\"font-weight: 400;\">Patel was on the HJS’s “political council” in</span><a href=\"https://web.archive.org/web/20130613182910/http://henryjacksonsociety.org/people/council-members/\"> <span style=\"font-weight: 400;\">2013</span></a><span style=\"font-weight: 400;\">, leaving</span><a href=\"https://web.archive.org/web/20160326042758/http://henryjacksonsociety.org:80/people/council-members/\"> <span style=\"font-weight: 400;\">at some point</span></a><a href=\"https://web.archive.org/web/20161227190528/http://henryjacksonsociety.org/people/council-members/\"> <span style=\"font-weight: 400;\">in 2016</span></a><span style=\"font-weight: 400;\">, and also previously served as parliamentary officer of CFI. She was later forced to resign as a minister in David Cameron’s government after it </span><a href=\"https://www.independent.co.uk/news/uk/politics/priti-patel-israel-timeline-family-holiday-theresa-may-secret-meetings-cabinet-boris-johnson-sacked-a8043866.html\"><span style=\"font-weight: 400;\">emerged</span></a><span style=\"font-weight: 400;\"> she held secret meetings with several Israeli politicians during a “family holiday” to Israel in August 2017. </span>\r\n\r\n<span style=\"font-weight: 400;\">The meetings, including one with prime minister Benjamin Netanyahu, were arranged by Lord Polak, the honorary president of CFI.</span>\r\n\r\n<iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/1Z4Hi0CXLqo\" width=\"853\" height=\"480\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\"></span></iframe>\r\n\r\n<span style=\"font-weight: 400;\">The head of the Cabinet Office, Michael Gove, is also closely associated with CFI and has</span><a href=\"https://www.cufi.org.uk/news/michael-gove-israel-is-a-light-to-world-anti-israel-movement-fuelled-by-dark-and-furious-energy/\"> <span style=\"font-weight: 400;\">spoken</span></a><span style=\"font-weight: 400;\"> at its annual business lunch, describing Israel as a “light to the world” and “an inspiration”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2017, Gove received over </span><a href=\"https://www.theyworkforyou.com/regmem/?p=11858\"><span style=\"font-weight: 400;\">£3,000</span></a><span style=\"font-weight: 400;\"> from AIPAC to speak at its conference in Washington DC. The Henry Jackson Society also contributed to this trip. The previous year, the HJS had paid another £2,764 for Gove to fly to New York to pick up an award from </span><a href=\"https://www.algemeiner.com/2021/05/16/when-hamas-fires-missiles-at-israeli-homes-forget-nuance/\"><span style=\"font-weight: 400;\">pro-Israel</span></a><span style=\"font-weight: 400;\"> newspaper, </span><i><span style=\"font-weight: 400;\">The Algemeiner Journal</span></i><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">UK foreign secretary Dominic Raab is also closely associated with the HJS, having also </span><a href=\"https://web.archive.org/web/20161227190528/http://henryjacksonsociety.org/people/council-members/\"><span style=\"font-weight: 400;\">sat</span></a><span style=\"font-weight: 400;\"> on the group’s “political council” while minister for justice. It is not known what membership of this council involves or if Raab is still a member.</span>\r\n\r\n<b>‘Fact-finding delegation’</b>\r\n\r\n<span style=\"font-weight: 400;\">In 2011, the year after he entered parliament, Kwasi Kwarteng, now minister for business, was funded by the Israeli foreign ministry to visit Israel, in a trip costing </span><a href=\"https://www.theyworkforyou.com/regmem/?p=24770\"><span style=\"font-weight: 400;\">£1,242</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">The other visits by now serving cabinet ministers were funded by CFI, and were mostly described as being part of a “fact-finding political delegation to Israel and the West Bank”. They lasted up to six days and cost between £1,500 and £2,000. </span>\r\n\r\n<span style=\"font-weight: 400;\">It is not known if the MPs were given Israeli “</span><a href=\"https://www.spectator.co.uk/article/the-beginning-of-hope-in-the-middle-east\"><span style=\"font-weight: 400;\">handlers</span></a><span style=\"font-weight: 400;\">” during their visits like Johnson, but the Israeli government is </span><a href=\"https://cfoi.co.uk/february-2015-cfi-leads-delegation-of-nine-mps-to-israel/\"><span style=\"font-weight: 400;\">known</span></a><span style=\"font-weight: 400;\"> to be involved in programming such trips. </span>\r\n\r\n<span style=\"font-weight: 400;\">The current minister for the COP26 climate negotiations, Alok Sharma, made a CFI-sponsored </span><a href=\"https://www.theyworkforyou.com/regmem/?p=24902\"><span style=\"font-weight: 400;\">trip</span></a><span style=\"font-weight: 400;\"> to Israel in 2013, while Oliver Dowden, now culture minister, </span><a href=\"https://www.theyworkforyou.com/regmem/?p=25323\"><span style=\"font-weight: 400;\">went</span></a><span style=\"font-weight: 400;\"> the following year. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2016, Robert Jenrick, now minister for housing and local government, </span><a href=\"https://www.theyworkforyou.com/regmem/?p=25227\"><span style=\"font-weight: 400;\">visited</span></a><span style=\"font-weight: 400;\"> alongside Amanda Milling, the current minister without portfolio, who had entered parliament the previous year. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to </span><a href=\"https://cfoi.co.uk/february-2015-cfi-leads-delegation-of-nine-mps-to-israel/\"><span style=\"font-weight: 400;\">CFI</span></a><span style=\"font-weight: 400;\">: “The centrepoint of the [2016 CFI] visit was a high-profile meeting with Israel’s Prime Minister Benjamin Netanyahu for the announcement of the UK Government’s plans to stop local councils boycotting Israel.”</span>\r\n\r\n<span style=\"font-weight: 400;\">This announcement was made by Matt Hancock, then head of the Cabinet Office whose trip to Israel coincided with the CFI delegation. Hancock is now health secretary. </span>\r\n\r\n<span style=\"font-weight: 400;\">The CFI group also met then British ambassador to Israel, David Quarrey, at his residence in Tel Aviv. Quarrey is now Johnson’s international affairs </span><a href=\"https://www.gov.uk/government/people/david-quarrey\"><span style=\"font-weight: 400;\">adviser</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Robert Jenrick later </span><a href=\"https://cfoi.co.uk/communities-secretary-robert-jenrick-hails-incredible-achievement-of-the-state-of-israel-at-cfi-parliamentary-reception/\"><span style=\"font-weight: 400;\">called</span></a><span style=\"font-weight: 400;\"> Israel “one of the great achievements in human history” at a CFI event. He told parliament </span><a href=\"https://twitter.com/Simpsonanton21/status/1394380937593511942\"><span style=\"font-weight: 400;\">last week</span></a><span style=\"font-weight: 400;\"> that the UK government supports the idea that “anti-Zionism is anti-Semitism”, a controversial position that could be regarded as itself anti-Semitic as it conflates all Jewish people with the state of Israel. </span>\r\n\r\n<iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/sADZyyz5iW4\" width=\"853\" height=\"480\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\"></span></iframe>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, the current Attorney General, Michael Ellis, who is not a minister but attends cabinet, went on a </span><a href=\"https://www.theyworkforyou.com/mp/24866/michael_ellis/northampton_north\"><span style=\"font-weight: 400;\">CFI-funded</span></a><span style=\"font-weight: 400;\"> trip to Israel in 2014. Current foreign minister James Cleverly visited the </span><a href=\"https://www.theyworkforyou.com/regmem/?p=25376\"><span style=\"font-weight: 400;\">following</span></a><span style=\"font-weight: 400;\"> year, just three months after first entering parliament. </span>\r\n\r\n<span style=\"font-weight: 400;\">On his 2015 trip, Cleverly </span><a href=\"https://www.youtube.com/watch?v=sADZyyz5iW4&t=10s\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “Israel is an amazing country, there’s no doubt about that.” Now minister for the Middle East, Cleverly on Wednesday provided strong </span><a href=\"https://www.independent.co.uk/news/uk/politics/israel-gaza-uk-james-cleverly-b1850137.html\"><span style=\"font-weight: 400;\">support</span></a><span style=\"font-weight: 400;\"> for the Israeli bombing campaign in Gaza. </span>\r\n\r\n<span style=\"font-weight: 400;\">He told parliament: “The UK unequivocally condemns the firing of rockets at Jerusalem and other locations within Israel,” adding: “We strongly condemn these acts of terrorism by Hamas and other terrorist groups who must permanently end their incitement and rocket fire against Israel. There is no justification for the targeting of civilians.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Cleverly also </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-12/880\"><span style=\"font-weight: 400;\">told</span></a><span style=\"font-weight: 400;\"> parliament that his government opposes an International Criminal Court enquiry into Israeli war crimes in the occupied territories and continues to </span><a href=\"https://hansard.parliament.uk/commons/2021-05-19/debates/B3F55477-09D3-42A0-A2E8-27B9BB6014B4/IsraelAndGazaCeasefire\"><span style=\"font-weight: 400;\">reject</span></a><span style=\"font-weight: 400;\"> calls to halt arms exports to Israel and recognise a Palestinian state.</span>\r\n\r\n<span style=\"font-weight: 400;\">Aside from trips to Israel paid for by lobby groups, other members of Johnson’s cabinet have been funded by pro-Israel individuals. Defence secretary Ben Wallace has </span><a href=\"https://www.theyworkforyou.com/regmem/?p=11668\"><span style=\"font-weight: 400;\">received</span></a><span style=\"font-weight: 400;\"> a donation to his constituency party from Lord Steinberg, the founder and president of the Northern Ireland Friends of Israel group until his death in 2009. </span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, Liz Truss, minister for international trade, in 2015 </span><a href=\"https://www.theyworkforyou.com/regmem/?p=24941\"><span style=\"font-weight: 400;\">received</span></a><span style=\"font-weight: 400;\"> a donation from David Meller, a British businessman who was a </span><a href=\"https://find-and-update.company-information.service.gov.uk/company/08114952/officers\"><span style=\"font-weight: 400;\">director</span></a><span style=\"font-weight: 400;\"> of CFI from 2012 to 2014. It is about 25 miles long and 5 miles wide, with a population of over 2 million people, making it one of the most densely populated places in the world.</p>\r\n<p data-sourcepos=\"3:1-3:294\">The Gaza Strip is one of the two Palestinian territories, alongside the West Bank. It was under Israeli occupation from 1967 to 2005, when Israel withdrew its military forces and settlers from the territory. However, Israel continues to control Gaza's borders, airspace, and maritime territory.</p>\r\n<p data-sourcepos=\"5:1-5:281\">The political situation in Gaza is complex and volatile. The territory is governed by Hamas, an Islamist militant group that won the Palestinian parliamentary elections in 2006. Hamas is considered a terrorist organization by Israel, the United States, and other Western countries.</p>\r\n<p data-sourcepos=\"7:1-7:289\">The Israeli-Palestinian conflict has had a devastating impact on Gaza. The territory has been under a blockade by Israel and Egypt since 2007, which has severely restricted the movement of people and goods. The blockade has also crippled the Gazan economy and led to a humanitarian crisis.</p>\r\n<p data-sourcepos=\"9:1-9:225\">In recent years, there have been several rounds of fighting between Hamas and Israel. The most recent conflict, in October 2023, was the deadliest since 2014 with thousands killed on both sides.</p>\r\n<p data-sourcepos=\"11:1-11:237\">The political situation in Gaza is further complicated by the rivalry between Hamas and Fatah, the dominant political party in the West Bank. The two parties have failed to reconcile, despite numerous attempts to form a unity government.</p>",

"description": " \r\n<ul>\r\n \t<li><strong>Prime minister Boris Johnson visited Israel in 2004 paid for by the Israeli government, but failed to register it with parliament for four years</strong></li>\r\n \t<li><strong>Pro-Israel lobby group organised “battle bus” for Johnson’s mayoral election campaign</strong></li>\r\n \t<li><strong>Foreign minister James Cleverly, who now defends British policy on Gaza in parliament, was funded by pro-Israel lobby group to visit Israel in 2015</strong></li>\r\n \t<li><strong>Head of Cabinet Office Michael Gove was funded by AIPAC, the largest pro-Israel lobby group in US, to visit Washington DC in 2017</strong></li>\r\n \t<li><strong>Boris Johnson’s international affairs adviser, David Quarrey, is a former ambassador to Israel</strong></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">More than a third of the British cabinet, including Prime Minister Boris Johnson, has made overseas trips funded by the Israeli government or affiliated lobby groups, it can be revealed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Of the 23 cabinet </span><a href=\"https://www.gov.uk/government/ministers\"><span style=\"font-weight: 400;\">ministers</span></a><span style=\"font-weight: 400;\">, eight have been funded to visit Israel or Washington DC while members of parliament, to the tune of at least £14,000.</span>\r\n\r\n<span style=\"font-weight: 400;\">Johnson went on a five-day </span><a href=\"https://www.theyworkforyou.com/regmem/?p=10999\"><span style=\"font-weight: 400;\">trip</span></a><span style=\"font-weight: 400;\"> to Israel in November 2004, three years after he first entered parliament. It was jointly funded by the Israeli government and Conservative Friends of Israel (CFI), a powerful Westminster lobby group which does not </span><a href=\"https://cfoi.co.uk/aboutcfi/\"><span style=\"font-weight: 400;\">disclose</span></a><span style=\"font-weight: 400;\"> its funders but has </span><a href=\"https://www.jpost.com/jerusalem-report/the-conservative-friends-of-israel-620702\"><span style=\"font-weight: 400;\">claimed</span></a><span style=\"font-weight: 400;\"> 80% of Conservative MPs are members. </span>\r\n\r\n<span style=\"font-weight: 400;\">CFI </span><a href=\"https://cfoi.co.uk/aboutcfi/\"><span style=\"font-weight: 400;\">says</span></a><span style=\"font-weight: 400;\"> it “works to promote its twin aims of supporting Israel and promoting Conservatism in the UK”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Johnson did not declare the trip in his parliamentary register of interests until four years later, in </span><a href=\"https://publications.parliament.uk/pa/cm/cmregmem/080325/memi15.htm\"><span style=\"font-weight: 400;\">2008</span></a><span style=\"font-weight: 400;\">, and did not disclose the cost of the trip, which may be a breach of parliamentary standards. Former chancellor George Osborne, who was also on the trip, </span><a href=\"https://publications.parliament.uk/pa/cm200405/cmregmem/050411/memi21.htm\"><span style=\"font-weight: 400;\">registered</span></a><span style=\"font-weight: 400;\"> it two weeks after returning. </span>\r\n\r\n<span style=\"font-weight: 400;\">The only public record of the visit is an </span><a href=\"https://www.spectator.co.uk/article/the-beginning-of-hope-in-the-middle-east\"><span style=\"font-weight: 400;\">article</span></a><span style=\"font-weight: 400;\"> in the </span><i><span style=\"font-weight: 400;\">Spectator</span></i><span style=\"font-weight: 400;\"> magazine Johnson authored soon after, in which he refers to his “affable minder from the Israeli foreign office”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2012, CFI organised a </span><a href=\"https://www.youtube.com/watch?v=14OrPNabU8k\"><span style=\"font-weight: 400;\">“battle bus”</span></a><span style=\"font-weight: 400;\"> to take Johnson on a tour of north London as part of his London mayoral election campaign. </span>\r\n\r\n<span style=\"font-weight: 400;\">As mayor, in 2015, Johnson </span><a href=\"https://www.theguardian.com/world/2015/nov/11/boris-johnson-forced-cancel-palestinian-events-pro-israel-remarks\"><span style=\"font-weight: 400;\">visited</span></a><span style=\"font-weight: 400;\"> Israel again, saying on the trip there is “something Churchillian about the country” due to its “feats of outrageous derring-do”. Two years later, now foreign secretary, Johnson </span><a href=\"https://cfoi.co.uk/foreign-secretary-boris-johnson-hails-miracle-of-israel-at-cross-party-balfour-centenary-event/\"><span style=\"font-weight: 400;\">referred</span></a><span style=\"font-weight: 400;\"> to the “miracle of Israel” at a CFI event.</span>\r\n\r\n[caption id=\"attachment_926504\" align=\"alignnone\" width=\"2560\"]<a href=\"https://www.dailymaverick.co.za/mayor-of-london-boris-johnson-visits-israel/\"><img class=\"size-full wp-image-926504\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/05/ISRAEL-1-1-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /></a> Then Mayor of London, Boris Johnson, tastes spices during a visit at the Mahane Yehuda market on 10 November 2015, in Jerusalem, Israel. (Photo: Lior Mizrahi/Getty Images)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Five other ministers in the cabinet – Alok Sharma, Kwasi Kwarteng, Robert Jenrick, Oliver Dowden and Amanda Milling – took paid-for trips to Israel from 2011 to 2016. Kwarteng and Milling visited the year after they first entered parliament, while Dowden went before he became an MP. </span>\r\n\r\n<span style=\"font-weight: 400;\">A further two cabinet ministers, Michael Gove and Priti Patel, were funded to visit Washington DC to attend conferences put on by the American Israel Public Affairs Committee (</span><a href=\"https://www.aipac.org/\"><span style=\"font-weight: 400;\">AIPAC</span></a><span style=\"font-weight: 400;\">), the premier Israel lobby group in the US. </span>\r\n\r\n<span style=\"font-weight: 400;\">The UK government has been </span><a href=\"https://www.independent.co.uk/news/uk/politics/israel-gaza-uk-james-cleverly-b1850137.html\"><span style=\"font-weight: 400;\">criticised</span></a><span style=\"font-weight: 400;\"> for its backing of Israel’s bombing of schools, medical facilities, media organisations and residential towers in Gaza over the past 11 days.</span>\r\n\r\n<span style=\"font-weight: 400;\">At least 227 Palestinians in Gaza, including 121 civilians, have been killed since Israel’s bombardment began on 10 May,</span><a href=\"https://twitter.com/press221/status/1395037138878701590\"> <span style=\"font-weight: 400;\">according</span></a><span style=\"font-weight: 400;\"> to the health ministry in the territory. A ceasefire began early on Friday morning. </span>\r\n\r\n<span style=\"font-weight: 400;\">While the UK government repeatedly condemned the Palestinian group Hamas for firing rockets into Israel, it did not condemn Israel for launching hundreds of airstrikes on Gaza, an occupied territory.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the height of the violence, Johnson </span><a href=\"https://twitter.com/borisjohnson/status/1392396152805462022\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “I am urging Israel and the Palestinians to step back from the brink and for both sides to show restraint. The UK is deeply concerned by the growing violence and civilian casualties and we want to see an urgent de-escalation of tensions.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The UK government has so far refused to halt its arms exports to Israel and </span><a href=\"https://www.dailymaverick.co.za/article/2021-05-15-how-the-uk-military-supports-israels-combat-operations-against-palestinians/\"><span style=\"font-weight: 400;\">significant</span></a><span style=\"font-weight: 400;\"> cooperation with the country’s military, which has deepened in recent years.</span>\r\n\r\n<b>AIPAC</b>\r\n\r\n<span style=\"font-weight: 400;\">The home secretary, Priti Patel, was given </span><a href=\"https://www.theyworkforyou.com/regmem/?p=24778\"><span style=\"font-weight: 400;\">£2,500</span></a><span style=\"font-weight: 400;\"> by the Henry Jackson Society (HJS) in 2013 to be a delegate at a “forum” organised by AIPAC.</span>\r\n\r\n<span style=\"font-weight: 400;\">The London-based HJS does not disclose its funders but has a </span><a href=\"https://henryjacksonsociety.org/media-centre/israel-palestine-mendoza-lbc/\"><span style=\"font-weight: 400;\">staunch</span></a><span style=\"font-weight: 400;\"> pro-Israel position and </span><a href=\"https://www.dailymaverick.co.za/article/2020-07-14-revealed-uk-home-office-paid-80000-to-a-lobby-group-which-has-funded-conservative-mps/\"><span style=\"font-weight: 400;\">close links</span></a><span style=\"font-weight: 400;\"> to Israel. At least</span><a href=\"https://www.linkedin.com/in/elliot-miller-63084166/de/?originalSubdomain=nl\"> <span style=\"font-weight: 400;\">two</span></a><span style=\"font-weight: 400;\"> HJS</span><a href=\"https://www.linkedin.com/in/davidgoodstone/?challengeId=AQGfCyuHdrgGAAAAAXKUR0lZtBZ12rmC_f3cAZitqAUmsx6Ydbb9FHPg0OlxIKq8lGdIdhLL1GFiOnTKtyZa6GaGr-UggVPz_g&submissionId=b474d6a4-0c97-1616-d822-52ca6255046f\"> <span style=\"font-weight: 400;\">staffers</span></a><span style=\"font-weight: 400;\"> have moved directly from the group to working for the Israeli foreign ministry, while the group’s executive director, Alan Mendoza, was a </span><a href=\"https://find-and-update.company-information.service.gov.uk/company/07463018/officers\"><span style=\"font-weight: 400;\">founding director</span></a><span style=\"font-weight: 400;\"> of the Friends of Israel Initiative. </span>\r\n\r\n<span style=\"font-weight: 400;\">Patel was on the HJS’s “political council” in</span><a href=\"https://web.archive.org/web/20130613182910/http://henryjacksonsociety.org/people/council-members/\"> <span style=\"font-weight: 400;\">2013</span></a><span style=\"font-weight: 400;\">, leaving</span><a href=\"https://web.archive.org/web/20160326042758/http://henryjacksonsociety.org:80/people/council-members/\"> <span style=\"font-weight: 400;\">at some point</span></a><a href=\"https://web.archive.org/web/20161227190528/http://henryjacksonsociety.org/people/council-members/\"> <span style=\"font-weight: 400;\">in 2016</span></a><span style=\"font-weight: 400;\">, and also previously served as parliamentary officer of CFI. She was later forced to resign as a minister in David Cameron’s government after it </span><a href=\"https://www.independent.co.uk/news/uk/politics/priti-patel-israel-timeline-family-holiday-theresa-may-secret-meetings-cabinet-boris-johnson-sacked-a8043866.html\"><span style=\"font-weight: 400;\">emerged</span></a><span style=\"font-weight: 400;\"> she held secret meetings with several Israeli politicians during a “family holiday” to Israel in August 2017. </span>\r\n\r\n<span style=\"font-weight: 400;\">The meetings, including one with prime minister Benjamin Netanyahu, were arranged by Lord Polak, the honorary president of CFI.</span>\r\n\r\n<iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/1Z4Hi0CXLqo\" width=\"853\" height=\"480\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\"></span></iframe>\r\n\r\n<span style=\"font-weight: 400;\">The head of the Cabinet Office, Michael Gove, is also closely associated with CFI and has</span><a href=\"https://www.cufi.org.uk/news/michael-gove-israel-is-a-light-to-world-anti-israel-movement-fuelled-by-dark-and-furious-energy/\"> <span style=\"font-weight: 400;\">spoken</span></a><span style=\"font-weight: 400;\"> at its annual business lunch, describing Israel as a “light to the world” and “an inspiration”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2017, Gove received over </span><a href=\"https://www.theyworkforyou.com/regmem/?p=11858\"><span style=\"font-weight: 400;\">£3,000</span></a><span style=\"font-weight: 400;\"> from AIPAC to speak at its conference in Washington DC. The Henry Jackson Society also contributed to this trip. The previous year, the HJS had paid another £2,764 for Gove to fly to New York to pick up an award from </span><a href=\"https://www.algemeiner.com/2021/05/16/when-hamas-fires-missiles-at-israeli-homes-forget-nuance/\"><span style=\"font-weight: 400;\">pro-Israel</span></a><span style=\"font-weight: 400;\"> newspaper, </span><i><span style=\"font-weight: 400;\">The Algemeiner Journal</span></i><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">UK foreign secretary Dominic Raab is also closely associated with the HJS, having also </span><a href=\"https://web.archive.org/web/20161227190528/http://henryjacksonsociety.org/people/council-members/\"><span style=\"font-weight: 400;\">sat</span></a><span style=\"font-weight: 400;\"> on the group’s “political council” while minister for justice. It is not known what membership of this council involves or if Raab is still a member.</span>\r\n\r\n<b>‘Fact-finding delegation’</b>\r\n\r\n<span style=\"font-weight: 400;\">In 2011, the year after he entered parliament, Kwasi Kwarteng, now minister for business, was funded by the Israeli foreign ministry to visit Israel, in a trip costing </span><a href=\"https://www.theyworkforyou.com/regmem/?p=24770\"><span style=\"font-weight: 400;\">£1,242</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">The other visits by now serving cabinet ministers were funded by CFI, and were mostly described as being part of a “fact-finding political delegation to Israel and the West Bank”. They lasted up to six days and cost between £1,500 and £2,000. </span>\r\n\r\n<span style=\"font-weight: 400;\">It is not known if the MPs were given Israeli “</span><a href=\"https://www.spectator.co.uk/article/the-beginning-of-hope-in-the-middle-east\"><span style=\"font-weight: 400;\">handlers</span></a><span style=\"font-weight: 400;\">” during their visits like Johnson, but the Israeli government is </span><a href=\"https://cfoi.co.uk/february-2015-cfi-leads-delegation-of-nine-mps-to-israel/\"><span style=\"font-weight: 400;\">known</span></a><span style=\"font-weight: 400;\"> to be involved in programming such trips. </span>\r\n\r\n<span style=\"font-weight: 400;\">The current minister for the COP26 climate negotiations, Alok Sharma, made a CFI-sponsored </span><a href=\"https://www.theyworkforyou.com/regmem/?p=24902\"><span style=\"font-weight: 400;\">trip</span></a><span style=\"font-weight: 400;\"> to Israel in 2013, while Oliver Dowden, now culture minister, </span><a href=\"https://www.theyworkforyou.com/regmem/?p=25323\"><span style=\"font-weight: 400;\">went</span></a><span style=\"font-weight: 400;\"> the following year. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2016, Robert Jenrick, now minister for housing and local government, </span><a href=\"https://www.theyworkforyou.com/regmem/?p=25227\"><span style=\"font-weight: 400;\">visited</span></a><span style=\"font-weight: 400;\"> alongside Amanda Milling, the current minister without portfolio, who had entered parliament the previous year. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to </span><a href=\"https://cfoi.co.uk/february-2015-cfi-leads-delegation-of-nine-mps-to-israel/\"><span style=\"font-weight: 400;\">CFI</span></a><span style=\"font-weight: 400;\">: “The centrepoint of the [2016 CFI] visit was a high-profile meeting with Israel’s Prime Minister Benjamin Netanyahu for the announcement of the UK Government’s plans to stop local councils boycotting Israel.”</span>\r\n\r\n<span style=\"font-weight: 400;\">This announcement was made by Matt Hancock, then head of the Cabinet Office whose trip to Israel coincided with the CFI delegation. Hancock is now health secretary. </span>\r\n\r\n<span style=\"font-weight: 400;\">The CFI group also met then British ambassador to Israel, David Quarrey, at his residence in Tel Aviv. Quarrey is now Johnson’s international affairs </span><a href=\"https://www.gov.uk/government/people/david-quarrey\"><span style=\"font-weight: 400;\">adviser</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Robert Jenrick later </span><a href=\"https://cfoi.co.uk/communities-secretary-robert-jenrick-hails-incredible-achievement-of-the-state-of-israel-at-cfi-parliamentary-reception/\"><span style=\"font-weight: 400;\">called</span></a><span style=\"font-weight: 400;\"> Israel “one of the great achievements in human history” at a CFI event. He told parliament </span><a href=\"https://twitter.com/Simpsonanton21/status/1394380937593511942\"><span style=\"font-weight: 400;\">last week</span></a><span style=\"font-weight: 400;\"> that the UK government supports the idea that “anti-Zionism is anti-Semitism”, a controversial position that could be regarded as itself anti-Semitic as it conflates all Jewish people with the state of Israel. </span>\r\n\r\n<iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/sADZyyz5iW4\" width=\"853\" height=\"480\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\"></span></iframe>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, the current Attorney General, Michael Ellis, who is not a minister but attends cabinet, went on a </span><a href=\"https://www.theyworkforyou.com/mp/24866/michael_ellis/northampton_north\"><span style=\"font-weight: 400;\">CFI-funded</span></a><span style=\"font-weight: 400;\"> trip to Israel in 2014. Current foreign minister James Cleverly visited the </span><a href=\"https://www.theyworkforyou.com/regmem/?p=25376\"><span style=\"font-weight: 400;\">following</span></a><span style=\"font-weight: 400;\"> year, just three months after first entering parliament. </span>\r\n\r\n<span style=\"font-weight: 400;\">On his 2015 trip, Cleverly </span><a href=\"https://www.youtube.com/watch?v=sADZyyz5iW4&t=10s\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “Israel is an amazing country, there’s no doubt about that.” Now minister for the Middle East, Cleverly on Wednesday provided strong </span><a href=\"https://www.independent.co.uk/news/uk/politics/israel-gaza-uk-james-cleverly-b1850137.html\"><span style=\"font-weight: 400;\">support</span></a><span style=\"font-weight: 400;\"> for the Israeli bombing campaign in Gaza. </span>\r\n\r\n<span style=\"font-weight: 400;\">He told parliament: “The UK unequivocally condemns the firing of rockets at Jerusalem and other locations within Israel,” adding: “We strongly condemn these acts of terrorism by Hamas and other terrorist groups who must permanently end their incitement and rocket fire against Israel. There is no justification for the targeting of civilians.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Cleverly also </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2021-05-12/880\"><span style=\"font-weight: 400;\">told</span></a><span style=\"font-weight: 400;\"> parliament that his government opposes an International Criminal Court enquiry into Israeli war crimes in the occupied territories and continues to </span><a href=\"https://hansard.parliament.uk/commons/2021-05-19/debates/B3F55477-09D3-42A0-A2E8-27B9BB6014B4/IsraelAndGazaCeasefire\"><span style=\"font-weight: 400;\">reject</span></a><span style=\"font-weight: 400;\"> calls to halt arms exports to Israel and recognise a Palestinian state.</span>\r\n\r\n<span style=\"font-weight: 400;\">Aside from trips to Israel paid for by lobby groups, other members of Johnson’s cabinet have been funded by pro-Israel individuals. Defence secretary Ben Wallace has </span><a href=\"https://www.theyworkforyou.com/regmem/?p=11668\"><span style=\"font-weight: 400;\">received</span></a><span style=\"font-weight: 400;\"> a donation to his constituency party from Lord Steinberg, the founder and president of the Northern Ireland Friends of Israel group until his death in 2009. </span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, Liz Truss, minister for international trade, in 2015 </span><a href=\"https://www.theyworkforyou.com/regmem/?p=24941\"><span style=\"font-weight: 400;\">received</span></a><span style=\"font-weight: 400;\"> a donation from David Meller, a British businessman who was a </span><a href=\"https://find-and-update.company-information.service.gov.uk/company/08114952/officers\"><span style=\"font-weight: 400;\">director</span></a><span style=\"font-weight: 400;\"> of CFI from 2012 to 2014.
