"contents": "<span style=\"font-weight: 400;\">In a web of scandals that involves intimidation, violence and murder, the City of Cape Town has blacklisted seven companies linked to crime-accused Nicole Johnson, whose husband is alleged 28s gang boss Ralph Stanfield.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported extensively on matters involving the couple, including that Johnson’s company Glomix House Brokers has been involved in housing projects in Cape Town, worth millions of rands, for more than a decade.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-03-17-company-previously-flagged-over-28s-gang-suspicions-still-building-houses-for-western-cape-government/\"><span style=\"font-weight: 400;\">Company previously flagged over ‘28s gang’ suspicions still building houses for Western Cape government</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Johnson is the director of Glomix, which was awarded housing tenders after 2014 when she and Stanfield were first arrested and faced criminal charges.</span>\r\n\r\n<span style=\"font-weight: 400;\">The couple were arrested again, along with three others, in September this year in another case, related to car theft and fraud, for which they remain in custody.</span>\r\n<h4><b>‘Intimidation and violence’</b></h4>\r\n<span style=\"font-weight: 400;\">On Tuesday, 19 December, they were referenced when the Infrastructure Built Anti-Corruption Forum, which includes the Special Investigating Unit (SIU), welcomed police progress against construction mafia crimes.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.sanews.gov.za/south-africa/anti-corruption-forum-welcomes-saps-progress-against-construction-mafia\"><span style=\"font-weight: 400;\">SIU said</span></a><span style=\"font-weight: 400;\">, “A notable recent arrest has been that of alleged 28s gang boss Ralph Stanfield and his wife, Nicole Johnson.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1987498\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/12/ED_468057-e1703162707897.jpg\" alt=\"nicole johnson ralph stanfield\" width=\"720\" height=\"360\" /> <em>Ralph Stanfield and his wife Nicole Johnson outside the Cape Town Regional Court on 16 September 2023. (Photo: Gallo Images / Die Burger / Jaco Marais)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">“Several Cape Town construction contractors had to abandon government housing construction sites following alleged acts of intimidation and violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Thereafter, the Western Cape government’s Human Settlements Department awarded Johnson’s company, Glomix House Brokers, the contracts for completing these abandoned projects.”</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported how a business linked to a co-accused alongside the couple, who has since been murdered, </span><a href=\"https://www.dailymaverick.co.za/article/2023-11-30-murdered-suspects-signature-suggests-company-linked-to-28s-gang-won-defence-contract/\"><span style=\"font-weight: 400;\">was awarded a tender</span></a><span style=\"font-weight: 400;\"> from a national government department.</span>\r\n\r\n<span style=\"font-weight: 400;\">Now, in the expanding saga — which affects the City of Cape Town and the Western Cape government, and which involves a police raid, a resignation and suspicions of construction mafia violence — the city has blacklisted seven companies linked to Johnson.</span>\r\n\r\n<span style=\"font-weight: 400;\">City Manager Lungelo Mbandazayo confirmed this to </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">on Thursday.</span>\r\n\r\n<span style=\"font-weight: 400;\">He did not name the companies.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><a href=\"https://www.iol.co.za/capeargus/news/city-of-cape-town-blacklists-companies-allegedly-linked-to-construction-mafia-86ad6684-dc0b-4fb8-ab48-8833a88c9d04\"><span style=\"font-weight: 400;\">an article published on Wednesday</span></a><span style=\"font-weight: 400;\">, </span><i><span style=\"font-weight: 400;\">IOL</span></i><span style=\"font-weight: 400;\"> reported that the matter involved an investigation relating to the murder of City of Cape Town official Wendy Kloppers, who was </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-17-cape-town-housing-project-killing-victim-confirmed-as-city-official/\"><span style=\"font-weight: 400;\">gunned down in Delft</span></a><span style=\"font-weight: 400;\">, at the Symphony Way Housing Project building site, on 16 February.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbandazayo told </span><i><span style=\"font-weight: 400;\">IOL</span></i><span style=\"font-weight: 400;\"> Kloppers was killed after the city refused to give in to the demands of gangsters demanding work from contractors at the housing project. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">IOL</span></i><span style=\"font-weight: 400;\"> quoted Mbandazayo as saying: “I decided to suspend all tenders and instead have a closer look at all of them. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I cannot divulge how we uncovered the list of companies but I can confirm that we found that in fact all of them were being run by Nicole Johnson.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Mbandazayo confirmed to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> on Thursday that an investigation had been launched into construction-related tenders after the murder of Kloppers.</span>\r\n<h4><b>‘Risk to city’s reputation’</b></h4>\r\n<span style=\"font-weight: 400;\">The investigation was ongoing “and it would be inappropriate to comment before its completion”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbandazayo said the information he provided in the </span><i><span style=\"font-weight: 400;\">IOL</span></i><span style=\"font-weight: 400;\"> interview, “only addressed companies who were blacklisted from doing business with the City of Cape Town based on the risk they pose to the city’s reputation.</span>\r\n\r\n<span style=\"font-weight: 400;\">“As it relates to reputational risk, a total number of seven companies were blacklisted, all of which are affiliated with Ms Johnson in one way or another.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Two construction contracts that had been awarded “were cancelled due to the risk the contractor poses to the city’s reputation”. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1987497\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/12/ED_469688.jpg\" alt=\"cape town blacklist nicole johnson\" width=\"720\" height=\"480\" /> <em>Police minister Bheki Cele (centre) arrives at the Cape Town Magistrates’ Court for the appearance of Ralph Stanfield and his wife Nicole Johnson on 2 October 2023. article, Mbandazayo was quoted as saying: “The investigation also saw some of the officials from the Human Settlements Department being suspended and others are attending disciplinary hearings.</span>\r\n\r\n<span style=\"font-weight: 400;\">“They were even tailor-making tenders before they went out so those same companies could easily apply and be granted those tenders.”</span>\r\n\r\n<span style=\"font-weight: 400;\">On Thursday, though, he declined to provide details of this aspect to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">, saying: “Unfortunately, this is the subject of an ongoing investigation and therefore we cannot provide comment at this time.” </span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">In March, the month after Kloppers was murdered, Malusi Booi </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-23-cape-town-mayor-fires-malusi-booi-from-mayoral-committee-after-update-from-saps/\"><span style=\"font-weight: 400;\">was fired</span></a><span style=\"font-weight: 400;\"> as mayoral committee member for human settlements after his City of Cape Town office was raided during a fraud and corruption investigation.</span>\r\n\r\n<b>Read more in in that investigation, which dealt with whether Booi had accepted cash from underworld figures in exchange for information about housing tenders.</span>\r\n\r\n<span style=\"font-weight: 400;\">Booi was not criminally charged and at the end of October, </span><a href=\"https://www.dailymaverick.co.za/article/2023-10-31-ex-cape-town-mayco-member-malusi-booi-quits-as-councillor/\"><span style=\"font-weight: 400;\">he resigned as a councillor</span></a><span style=\"font-weight: 400;\">, saying he wanted to get on with his life and clear his name.</span>\r\n<h4><b>Ernest McLaughlin murder</b></h4>\r\n<span style=\"font-weight: 400;\">In March, the same month that Booi’s office was raided, Ernest McLaughlin was murdered in the Cape Town suburb of Belhar.</span>\r\n\r\n<span style=\"font-weight: 400;\">This loops back to Stanfield and Johnson. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2014 they were arrested in a case involving allegations that police at the SAPS’ </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-01-a-fire-hazard-plus-thousands-of-firearm-licence-fraud-suspects-sas-gun-control-chaos/\"><span style=\"font-weight: 400;\">Central Firearm Registry</span></a><span style=\"font-weight: 400;\"> had created fraudulent firearm licences for them and others.</span>\r\n\r\n<span style=\"font-weight: 400;\">Among those also charged in the case were three (now former) police members — Priscilla Mangyani, Billy April and Mary Cartwright — and McLaughlin.</span>\r\n\r\n<span style=\"font-weight: 400;\">While still facing charges in that case, </span><a href=\"https://www.dailymaverick.co.za/article/2023-09-29-alleged-28s-boss-ralph-stanfield-and-his-wife-arrested-in-cape-town-crackdown/\"><span style=\"font-weight: 400;\">Stanfield and Johnson were again arrested</span></a><span style=\"font-weight: 400;\"> in September this year.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a they are expected back in court in February, they face charges including car theft, fraud, and in Stanfield’s case, attempted murder.</span>\r\n\r\n<span style=\"font-weight: 400;\">McLaughlin again alleged in an affidavit that McLaughlin had worked for Stanfield.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last month, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that McLaughlin appeared to have been involved with companies linked to Johnson.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a with the Department of Defence and Military Veterans. </span>\r\n<h4><b>Nightclub row</b></h4>\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1987535\" "description": "<span style=\"font-weight: 400;\">In a web of scandals that involves intimidation, violence and murder, the City of Cape Town has blacklisted seven companies linked to crime-accused Nicole Johnson, whose husband is alleged 28s gang boss Ralph Stanfield.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported extensively on matters involving the couple, including that Johnson’s company Glomix House Brokers has been involved in housing projects in Cape Town, worth millions of rands, for more than a decade.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-03-17-company-previously-flagged-over-28s-gang-suspicions-still-building-houses-for-western-cape-government/\"><span style=\"font-weight: 400;\">Company previously flagged over ‘28s gang’ suspicions still building houses for Western Cape government</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Johnson is the director of Glomix, which was awarded housing tenders after 2014 when she and Stanfield were first arrested and faced criminal charges.</span>\r\n\r\n<span style=\"font-weight: 400;\">The couple were arrested again, along with three others, in September this year in another case, related to car theft and fraud, for which they remain in custody.</span>\r\n<h4><b>‘Intimidation and violence’</b></h4>\r\n<span style=\"font-weight: 400;\">On Tuesday, 19 December, they were referenced when the Infrastructure Built Anti-Corruption Forum, which includes the Special Investigating Unit (SIU), welcomed police progress against construction mafia crimes.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.sanews.gov.za/south-africa/anti-corruption-forum-welcomes-saps-progress-against-construction-mafia\"><span style=\"font-weight: 400;\">SIU said</span></a><span style=\"font-weight: 400;\">, “A notable recent arrest has been that of alleged 28s gang boss Ralph Stanfield and his wife, Nicole Johnson.</span>\r\n\r\n[caption id=\"attachment_1987498\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1987498\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/12/ED_468057-e1703162707897.jpg\" alt=\"nicole johnson ralph stanfield\" width=\"720\" height=\"360\" /> <em>Ralph Stanfield and his wife Nicole Johnson outside the Cape Town Regional Court on 16 September 2023. (Photo: Gallo Images / Die Burger / Jaco Marais)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">“Several Cape Town construction contractors had to abandon government housing construction sites following alleged acts of intimidation and violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Thereafter, the Western Cape government’s Human Settlements Department awarded Johnson’s company, Glomix House Brokers, the contracts for completing these abandoned projects.”</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported how a business linked to a co-accused alongside the couple, who has since been murdered, </span><a href=\"https://www.dailymaverick.co.za/article/2023-11-30-murdered-suspects-signature-suggests-company-linked-to-28s-gang-won-defence-contract/\"><span style=\"font-weight: 400;\">was awarded a tender</span></a><span style=\"font-weight: 400;\"> from a national government department.</span>\r\n\r\n<span style=\"font-weight: 400;\">Now, in the expanding saga — which affects the City of Cape Town and the Western Cape government, and which involves a police raid, a resignation and suspicions of construction mafia violence — the city has blacklisted seven companies linked to Johnson.</span>\r\n\r\n<span style=\"font-weight: 400;\">City Manager Lungelo Mbandazayo confirmed this to </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">on Thursday.</span>\r\n\r\n<span style=\"font-weight: 400;\">He did not name the companies.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><a href=\"https://www.iol.co.za/capeargus/news/city-of-cape-town-blacklists-companies-allegedly-linked-to-construction-mafia-86ad6684-dc0b-4fb8-ab48-8833a88c9d04\"><span style=\"font-weight: 400;\">an article published on Wednesday</span></a><span style=\"font-weight: 400;\">, </span><i><span style=\"font-weight: 400;\">IOL</span></i><span style=\"font-weight: 400;\"> reported that the matter involved an investigation relating to the murder of City of Cape Town official Wendy Kloppers, who was </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-17-cape-town-housing-project-killing-victim-confirmed-as-city-official/\"><span style=\"font-weight: 400;\">gunned down in Delft</span></a><span style=\"font-weight: 400;\">, at the Symphony Way Housing Project building site, on 16 February.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbandazayo told </span><i><span style=\"font-weight: 400;\">IOL</span></i><span style=\"font-weight: 400;\"> Kloppers was killed after the city refused to give in to the demands of gangsters demanding work from contractors at the housing project. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">IOL</span></i><span style=\"font-weight: 400;\"> quoted Mbandazayo as saying: “I decided to suspend all tenders and instead have a closer look at all of them. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I cannot divulge how we uncovered the list of companies but I can confirm that we found that in fact all of them were being run by Nicole Johnson.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Mbandazayo confirmed to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> on Thursday that an investigation had been launched into construction-related tenders after the murder of Kloppers.</span>\r\n<h4><b>‘Risk to city’s reputation’</b></h4>\r\n<span style=\"font-weight: 400;\">The investigation was ongoing “and it would be inappropriate to comment before its completion”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbandazayo said the information he provided in the </span><i><span style=\"font-weight: 400;\">IOL</span></i><span style=\"font-weight: 400;\"> interview, “only addressed companies who were blacklisted from doing business with the City of Cape Town based on the risk they pose to the city’s reputation.</span>\r\n\r\n<span style=\"font-weight: 400;\">“As it relates to reputational risk, a total number of seven companies were blacklisted, all of which are affiliated with Ms Johnson in one way or another.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Two construction contracts that had been awarded “were cancelled due to the risk the contractor poses to the city’s reputation”. </span>\r\n\r\n[caption id=\"attachment_1987497\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1987497\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/12/ED_469688.jpg\" alt=\"cape town blacklist nicole johnson\" width=\"720\" height=\"480\" /> <em>Police minister Bheki Cele (centre) arrives at the Cape Town Magistrates’ Court for the appearance of Ralph Stanfield and his wife Nicole Johnson on 2 October 2023. 400;\"> article, Mbandazayo was quoted as saying: “The investigation also saw some of the officials from the Human Settlements Department being suspended and others are attending disciplinary hearings.</span>\r\n\r\n<span style=\"font-weight: 400;\">“They were even tailor-making tenders before they went out so those same companies could easily apply and be granted those tenders.”</span>\r\n\r\n<span style=\"font-weight: 400;\">On Thursday, though, he declined to provide details of this aspect to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">, saying: “Unfortunately, this is the subject of an ongoing investigation and therefore we cannot provide comment at this time.” </span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">In March, the month after Kloppers was murdered, Malusi Booi </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-23-cape-town-mayor-fires-malusi-booi-from-mayoral-committee-after-update-from-saps/\"><span style=\"font-weight: 400;\">was fired</span></a><span style=\"font-weight: 400;\"> as mayoral committee member for human settlements after his City of Cape Town office was raided during a fraud and corruption investigation.</span>\r\n\r\n<b>Read more in in that investigation, which dealt with whether Booi had accepted cash from underworld figures in exchange for information about housing tenders.</span>\r\n\r\n<span style=\"font-weight: 400;\">Booi was not criminally charged and at the end of October, </span><a href=\"https://www.dailymaverick.co.za/article/2023-10-31-ex-cape-town-mayco-member-malusi-booi-quits-as-councillor/\"><span style=\"font-weight: 400;\">he resigned as a councillor</span></a><span style=\"font-weight: 400;\">, saying he wanted to get on with his life and clear his name.</span>\r\n<h4><b>Ernest McLaughlin murder</b></h4>\r\n<span style=\"font-weight: 400;\">In March, the same month that Booi’s office was raided, Ernest McLaughlin was murdered in the Cape Town suburb of Belhar.</span>\r\n\r\n<span style=\"font-weight: 400;\">This loops back to Stanfield and Johnson. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2014 they were arrested in a case involving allegations that police at the SAPS’ </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-01-a-fire-hazard-plus-thousands-of-firearm-licence-fraud-suspects-sas-gun-control-chaos/\"><span style=\"font-weight: 400;\">Central Firearm Registry</span></a><span style=\"font-weight: 400;\"> had created fraudulent firearm licences for them and others.</span>\r\n\r\n<span style=\"font-weight: 400;\">Among those also charged in the case were three (now former) police members — Priscilla Mangyani, Billy April and Mary Cartwright — and McLaughlin.</span>\r\n\r\n<span style=\"font-weight: 400;\">While still facing charges in that case, </span><a href=\"https://www.dailymaverick.co.za/article/2023-09-29-alleged-28s-boss-ralph-stanfield-and-his-wife-arrested-in-cape-town-crackdown/\"><span style=\"font-weight: 400;\">Stanfield and Johnson were again arrested</span></a><span style=\"font-weight: 400;\"> in September this year.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a they are expected back in court in February, they face charges including car theft, fraud, and in Stanfield’s case, attempted murder.</span>\r\n\r\n<span style=\"font-weight: 400;\">McLaughlin again fits into this.</span>\r\n\r\n<img class=\"alignnone size-full wp-image-1960385\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/11/gangs-and-govt-tenders.jpg\" alt=\"\" width=\"720\" height=\"1753\" />\r\n\r\n<span style=\"font-weight: 400;\">During court proceedings in that case in the Cape Town Magistrates’ Court earlier this year, a police investigator alleged in an affidavit that McLaughlin had worked for Stanfield.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last month, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight:
