"contents": "<span style=\"font-weight: 400;\">Speaking on the sidelines of the parliamentary committee meeting, Mineral Resources and Energy Minister Gwede Mantashe said, “In April, we will get a budget (from Gazprombank Africa)”, emphasising the refinery assets would remain South Africa’s. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to the timelines presented to the mineral resources and energy committee, the technical verification is expected to be completed at the end of April, funding and investment decisions will be finalised by September, with financial close a month later. </span>\r\n\r\n<span style=\"font-weight: 400;\">Cabinet in December 2023 approved Gazprombank Africa as partner for the PetrolSA’s gas-to-liquid (GTL) refinery built to produce synthetic petrol from gas and gas condensate. It has been under care and maintenance since 2020 when gas supplies started running short.</span>\r\n\r\n<span style=\"font-weight: 400;\">In its decision, the job creation potential was emphasised. “The refinery reinstatement has a potential to retain at least 2,000 direct site jobs, with an additional potential fixed term employment opportunities for 4,000 jobs during the construction phase,” cabinet said in its</span><a href=\"https://www.gcis.gov.za/newsroom/media-releases/statement-cabinet-meeting-8-december-2023\"><span style=\"font-weight: 400;\"> 8 December 2023 statement</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The deal estimated at R3.7-billion is controversial, not least of which is the sanctions imposed on Gazprombank in the wake of Russia’s invasion of Ukraine in February 2022. </span><a href=\"https://amabhungane.org/petrosa-pushes-for-r3-7bn-deal-with-russia/\"><span style=\"font-weight: 400;\">amaBhungane in November 2023 reported the deal was valued at R3.7-billion</span></a><span style=\"font-weight: 400;\"> and the tender requirements were massaged in favour of the Russian-linked entity. He appealed patience until April, but did not provide further details. </span>\r\n\r\n<span style=\"font-weight: 400;\">The parliamentary mineral resources and energy committee was told getting PetroSA’s Mossel Bay GLT refinery up and running was a priority – and a key part of South Africa’s overall gas sector development aims. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Of paramount importance is that production is reinstated so it can sustain itself,” PetroSA acting CEO Sesakho Magadla told MPs, adding the plant would also play a role in the broader domestic gas sector. </span>\r\n\r\n<span style=\"font-weight: 400;\">Current plans for the Mossel Bay refinery are to boost production over three years from a starting 18,000 barrels a day to 46,000 barrels a day. Costs are estimated at R4-billion, according to the presentation document to MPs.</span>\r\n\r\n<span style=\"font-weight: 400;\">Once the refinery was up and running its operations could link to the offshore gas discovery in Block 9 held by TotalEnergies. Applications for production rights in Bock 11B/12B are underway. Officially, it’s expected production would assist in avoiding the gas shortages anticipated once Sasol stops gas delivery to large users because supplies from Mozambique are drying up.</span>\r\n\r\n<span style=\"font-weight: 400;\">Magadla confirmed the full technical verification Gazprombank Africa is undertaking at its own costs would be completed in the next couple of months. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure.
