In our view, we have a silent crisis, in one of the world’s worst-performing education systems.” </span>\r\n\r\n<span style=\"font-weight: 400;\">This was according to the Centre for Development and Enterprise (CDE) executive director, Ann Bernstein, speaking on Tuesday during the virtual launch of a series of </span><a href=\"https://www.cde.org.za/cde-media-release-the-silent-crisis-time-to-fix-south-africas-schools-28-march-2023/\"><span style=\"font-weight: 400;\">five reports by the CDE</span></a><span style=\"font-weight: 400;\">, on South Africa’s education system. Bernstein called for a new minister of basic education, department director-general, and a “top team at national and provincial levels to achieve system-wide reform”.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\" en\">The Centre for Development and Enterprise is calling on the Basic Education Department to come up with measures that will enable SA to move from the bottom of international tables for mathematics and science. Executive director Ann Bernstein elaborates.<a href=\"https://t.co/UWyhzkop2x\">https://t.co/UWyhzkop2x</a> <a href=\"https://t.co/rVcA2SAoaV\">pic.twitter.com/rVcA2SAoaV</a></p>\r\n— Newzroom Afrika (@Newzroom405) <a href=\"https://twitter.com/Newzroom405/status/1640746260406624258?ref_src=twsrc%5Etfw\">March 28, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">Education Minister Angie Motshekga has helmed the ministry since 2009, surviving multiple </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-06-changes-to-president-ramaphosa-cabinet-members/\"><span style=\"font-weight: 400;\">Cabinet reshuffles</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Bernstein’s call for fresh leadership was one of several recommendations made by the CDE to urgently fix South Africa’s ailing education system. </span>\r\n\r\n<strong>Read more in </strong><span style=\"font-weight: 400;\"><strong>Daily Maverick:</strong> </span><a href=\"https://www.dailymaverick.co.za/article/2021-08-30-covid-has-turned-south-africas-schooling-crisis-into-a-ticking-time-bomb/\"><span style=\"font-weight: 400;\">Covid has turned South Africa’s schooling crisis into a ticking time bomb</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The key recommendations in the CDE’s reports focus on five areas for action to improve South Africa’s education outcomes: </span>\r\n<ul>\r\n \t<li>Tackling corruption and State Capture in education through the prohibition of cadre deployment and introducing measures that remove the South African Democratic Teachers Union’s (Sadtu’s) stranglehold on education departments.</li>\r\n \t<li>Raising accountability levels by bringing back the Annual National Assessment (ANA) tests for grades 1-9, reinvigorating an independent National Education Evaluation and Development Unit (NEEDU), and giving principals more power over the appointment and management of teachers in their schools.</li>\r\n \t<li>Improving teacher performance by introducing higher standards of teacher training, more effective support for existing teachers and the urgent recruitment of skilled foreign teachers in areas of shortage.</li>\r\n \t<li>Installing fresh leadership in the public education system.</li>\r\n \t<li>Setting <a href=\"https://www.dailymaverick.co.za/article/2023-02-08-still-no-national-plan-to-address-sas-reading-crisis-as-percentage-of-children-who-can-read-for-meaning-declines/\">realistic national and provincial performance goals</a>.</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\"> </span><span style=\"font-weight: 400;\">Speaking on Tuesday, Bernstein said: “Change will require an accurate and honest diagnosis of what is wrong and the political will to make reform happen. It also requires society upping the pressure for better schooling.” </span>\r\n\r\n<span style=\"font-weight: 400;\">In the CDE’s view, public pressure could make a real difference — Bernstein said this meant making schooling reform a “big issue” in the 2024 general elections. </span>\r\n\r\n<span style=\"font-weight: 400;\">“This is an unmitigated disaster that needs to be tackled with real urgency,” said Bernstein. </span>\r\n\r\n<span style=\"font-weight: 400;\">She said while South Africa achieved some improvements in learning outcomes between 2005 and 2015, this has not been sustained. The falling standards became particularly apparent during Covid-19. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read in </span></i><span style=\"font-weight: 400;\">Daily Maverick: “</span><a href=\"https://www.dailymaverick.co.za/article/2023-02-02-education-in-south-africa-is-at-a-crossroads-as-it-enters-2023/\"><i><span style=\"font-weight: 400;\">After Covid, South African education is at a crossroads as we enter 2023</span></i></a><span style=\"font-weight: 400;\">” </span>\r\n\r\n<span style=\"font-weight: 400;\">“The terrible reality is that nearly 80% of learners cannot read by the end of Grade 4 and more than 60% of Grade 5s have not mastered basic mathematical knowledge.” </span>\r\n\r\n<span style=\"font-weight: 400;\">“They’ve not acquired the essential skills that they will need to continue learning, and as a result, they will almost always fail to achieve the overall education they need to succeed in an increasingly technological world,” said Bernstein. </span>\r\n\r\n<span style=\"font-weight: 400;\">The poverty of learners and their families as well as ongoing infrastructure challenges all play a role. However, critical systemic issues have to be addressed, according to the report. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Projects, initiatives and improving infrastructure, while good in themselves, are not the answer to changing the quality of learning and teaching in our classrooms. "description": "Matamela Cyril Ramaphosa is the fifth and current president of South Africa, in office since 2018. He is also the president of the African National Congress (ANC), the ruling party in South Africa. He has pledged to address the country's high levels of poverty, unemployment, and inequality. He has also promised to fight corruption and to restore trust in the government.\r\n\r\nRamaphosa faces a number of challenges as president of South Africa. The country is still recovering from the legacy of apartheid, and there are deep divisions along racial, economic, and political lines. The economy is also struggling, and unemployment is high.
