"contents": "<span style=\"font-weight: 400;\">At the weekend, Save the Children, an international NGO, reported: “The number of children reported killed in Gaza in just three weeks has surpassed the annual number of children killed across the world’s conflict zones since 2019.”</span>\r\n\r\n<a href=\"https://www.savethechildren.net/news/gaza-3195-children-killed-three-weeks-surpasses-annual-number-children-killed-conflict-zones\"><span style=\"font-weight: 400;\">According to the NGO</span></a><span style=\"font-weight: 400;\">, “since 7 October, more than 3,257 children have been reported killed, including at least </span><a href=\"https://www.ochaopt.org/content/hostilities-gaza-strip-and-israel-reported-impact-day-22\"><span style=\"font-weight: 400;\">3,195</span></a><span style=\"font-weight: 400;\"> in Gaza, </span><a href=\"https://www.ochaopt.org/content/hostilities-gaza-strip-and-israel-flash-update-22\"><span style=\"font-weight: 400;\">33</span></a><span style=\"font-weight: 400;\"> in the West Bank and </span><a href=\"https://www.ochaopt.org/content/hostilities-gaza-strip-and-israel-flash-update-19\"><span style=\"font-weight: 400;\">29</span></a><span style=\"font-weight: 400;\"> in Israel, according to the ministries of health in Gaza and Israel respectively”. </span>\r\n\r\n<span style=\"font-weight: 400;\">That figure has since </span><a href=\"https://www.dci-palestine.org/40_percent_of_palestinians_killed_in_gaza_are_children#:~:text=Israeli%20forces%20have%20killed%203%2C457,Gaza%20Strip%20on%20October%207.\"><span style=\"font-weight: 400;\">risen to 3,457</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is estimated that a child is losing their life in the indiscriminate bombardment every 10 minutes. This is despite calls by UN agencies, including the </span><a href=\"https://www.ohchr.org/en/treaty-bodies/crc\"><span style=\"font-weight: 400;\">Committee on the Rights of the Child</span></a><span style=\"font-weight: 400;\">, “on all actors to safeguard civilians, schools and hospitals in Israel and the occupied Palestinian territory. We reiterate that the </span><a href=\"https://www.ohchr.org/en/instruments-mechanisms/instruments/convention-rights-child\"><span style=\"font-weight: 400;\">Convention on the Rights of the Child</span></a><span style=\"font-weight: 400;\"> requires States parties and all actors to respect and to ensure respect for the rules of international humanitarian law applicable in armed conflict with regard to children. The Convention also aims to ensure the highest level of protection for children.” </span>\r\n<h4><b>Children’s health and rights advocates speak out</b></h4>\r\n<span style=\"font-weight: 400;\">In response to this growing tragedy more than 550 child health advocates and practitioners in South Africa, who have been at the forefront of advocacy for children’s rights here, have signed a statement calling on the international community “to broker an immediate ceasefire and seek a lasting solution to the conflict that brings peace and stability to the region, and that safeguards the future of its children”. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1918037\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11805889-1.jpg\" alt=\"Gaza\" width=\"720\" height=\"459\" /> <em>A relative sits with a Palestinian child injured during the Israeli bombing of the southern Gaza Strip, in the intensive care unit at Nasser Hospital in Khan Yunis, southern Gaza Strip, on 27 October 2023. (Photo: EPA-EFE / Haitham Imad)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">The signatories to the statement include vice-chancellor of the University of Cape Town Max Price, emeritus professors Marian Jacobs, Louis Reynolds and Sameer Rahim from the Department of Paediatrics and Child Health at UCT; professors Haroon Saloojee and Ashraf Coovadia from Wits; Professor Mark Tomlinson from Stellenbosch University; Professor Linda-Gail Bekker from the Desmond Tutu HIV Centre; and Professor Quarraisha Abdool Karim, the co-director of </span><a href=\"https://www.caprisa.org/\"><span style=\"font-weight: 400;\">Caprisa</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read the petition and full list of signatories </span></i><a href=\"https://docs.google.com/forms/d/e/1FAIpQLSfhj4MjipsjW8Ks6aXvpPljpCK0z7-aAQSoW_k0X2esnUUVqw/viewform\"><i><span style=\"font-weight: 400;\">here</span></i></a><i><span style=\"font-weight: 400;\">. </span></i>\r\n\r\n<span style=\"font-weight: 400;\">According to Lori Lake of the </span><a href=\"https://ci.uct.ac.za/\"><span style=\"font-weight: 400;\">Children’s Institute</span></a><span style=\"font-weight: 400;\">, “many people have been feeling deeply distressed and powerless to address the escalating conflict in the Middle East, so as child rights advocates and health workers we wanted to create a space where people could raise their concerns and speak into the silence”. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We recognise that this is an emotive and potentially divisive issue, so we have also sought to maintain a balanced view in our call for peace, humanitarian aid and respect for the rule of law.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The statement reads: “As mothers, fathers, brothers, sisters and children, we acknowledge the pain and suffering of both Israelis and Palestinians in response to this unspeakable trauma and loss of life. No person – and especially no child – should have to experience the physical, emotional and psychological trauma of war and violence. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We also abhor the devastating blast at the Al-Ahli Hospital in Gaza – which claimed the lives of hundreds of innocent women, men, children and healthcare workers seeking or providing medical care or sheltering in what was supposed to be a safe zone protected under international humanitarian law. (Photo: EPA-EFE / Mohammed Saber)</em></p>\r\n<h4><b>Palliative care and access t0 essential medicines for pain relief</b></h4>\r\n<span style=\"font-weight: 400;\">The statement is one among many being issued by civil society organisations in South Africa and internationally, including </span><a href=\"http://defendourdemocracy.co.za/wp-content/uploads/2023/10/Press-statement-1.pdf\"><span style=\"font-weight: 400;\">by organisations affiliated to Defend our Democracy</span></a><span style=\"font-weight: 400;\"> calling for a ceasefire and an end to the horror being inflicted by the bombardment of Gaza. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, some organisations are also volunteering practical ways to bolster humanitarian efforts. </span>\r\n\r\n<span style=\"font-weight: 400;\">For example, a range of palliative care organisations, led by </span><a href=\"https://pallchase.org/\"><span style=\"font-weight: 400;\">PallCHASE</span></a><span style=\"font-weight: 400;\"> (Palliative Care in Humanitarian Aid Situations and Emergencies) issued a call regarding “access to controlled medicines in conflict settings”. Among the signatories are the </span><a href=\"https://apcc.org.za/\"><span style=\"font-weight: 400;\">Association of Palliative Care Centres (APCC) </span></a><span style=\"font-weight: 400;\">and </span><a href=\"https://patchsa.org/\"><span style=\"font-weight: 400;\">Palliative Care for Children South Africa</span></a><span style=\"font-weight: 400;\"> (Patch).</span>\r\n\r\n<span style=\"font-weight: 400;\">The statement (which you can </span><a href=\"https://pallchase.org/call-for-access-to-pain-relief-and-symptom-management-in-gaza/\"><span style=\"font-weight: 400;\">read here</span></a><span style=\"font-weight: 400;\">) “</span><span style=\"font-weight: 400;\">supports calls for a ceasefire and the recent statements by humanitarian and UN agencies on the urgent need for unimpeded aid access for the civilian population that includes sufficient fuel for medical facilities, water purification, food and nutritional supplements”. </span>\r\n\r\n<span style=\"font-weight: 400;\">It calls on the WHO and humanitarian agencies to:</span>\r\n<ul>\r\n \t<li>“Include adequate supplies of oral and injectable morphine, and other pain-relieving medicines listed in the WHO Model Lists of Essential Medicines in their humanitarian aid response packages;</li>\r\n \t<li>“Ensure an adequate supply of essential medicines for surgery and anaesthesia;</li>\r\n \t<li>“Provide all aid and healthcare workers with guidelines on the safe use and distribution of these essential medicines;</li>\r\n \t<li>“Work with receiving authorities to ensure that controlled medicines are not removed from the emergency kits; and</li>\r\n \t<li>“Include paediatric formulations of essential medicines for children.”</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">The signatory organisations say they offer their “skills and expertise in pain and symptom management and palliative care as a resource for our colleagues working in humanitarian settings”. </span><b>DM</b>",

The territory has been under a blockade by Israel and Egypt since 2007, which has severely restricted the movement of people and goods. The conflict is complex and multifaceted, but at its core, it is a dispute over land and sovereignty.</p>\r\n<p data-sourcepos=\"3:1-3:348\">The conflict began in 1948, when Israel was declared a state on land that had been previously inhabited by Palestinians. The Palestinians were displaced from their homes, and many became refugees. Since then, there have been numerous wars and conflicts between Israel and Palestine, and the Palestinians have continued to seek a state of their own.</p>\r\n<p data-sourcepos=\"5:1-5:237\">Gaza is a Palestinian coastal enclave that is bordered by Israel and Egypt. Hamas is a Palestinian Islamist militant group that has controlled Gaza since 2006. Hamas is considered a terrorist organisation by Israel and the United States.</p>\r\n<p data-sourcepos=\"7:1-7:333\">The current Middle East conflict between Israel and Palestine began on October 7, 2023, when Hamas launched a surprise attack on Israel. Hamas fired rockets into Israel and stormed southern Israeli cities and towns across the border of the Gaza strip. The attack killed and injured hundreds of soldiers and civilians and took dozens of hostages.</p>\r\n<p data-sourcepos=\"9:1-9:227\">The attack took Israel by surprise, though the state quickly mounted a deadly retaliatory operation. The Israeli Defense Forces (IDF) launched airstrikes against Hamas targets in Gaza. The IDF also sent ground troops into Gaza.</p>\r\n<p data-sourcepos=\"11:1-11:218\">The conflict has been devastating for both sides. Thousands have died or have been injured.</p>\r\n<p data-sourcepos=\"13:1-13:238\">The conflict has also had a devastating impact on the infrastructure in Gaza. The IDF has destroyed hospitals, schools, and power plants. This is despite calls by UN agencies, including the </span><a href=\"https://www.ohchr.org/en/treaty-bodies/crc\"><span style=\"font-weight: 400;\">Committee on the Rights of the Child</span></a><span style=\"font-weight: 400;\">, “on all actors to safeguard civilians, schools and hospitals in Israel and the occupied Palestinian territory. We reiterate that the </span><a href=\"https://www.ohchr.org/en/instruments-mechanisms/instruments/convention-rights-child\"><span style=\"font-weight: 400;\">Convention on the Rights of the Child</span></a><span style=\"font-weight: 400;\"> requires States parties and all actors to respect and to ensure respect for the rules of international humanitarian law applicable in armed conflict with regard to children. No person – and especially no child – should have to experience the physical, emotional and psychological trauma of war and violence. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We also abhor the devastating blast at the Al-Ahli Hospital in Gaza – which claimed the lives of hundreds of innocent women, men, children and healthcare workers seeking or providing medical care or sheltering in what was supposed to be a safe zone protected under international humanitarian law. (Photo: EPA-EFE / Mohammed Saber)</em>[/caption]\r\n<h4><b>Palliative care and access t0 essential medicines for pain relief</b></h4>\r\n<span style=\"font-weight: 400;\">The statement is one among many being issued by civil society organisations in South Africa and internationally, including </span><a href=\"http://defendourdemocracy.co.za/wp-content/uploads/2023/10/Press-statement-1.pdf\"><span style=\"font-weight: 400;\">by organisations affiliated to Defend our Democracy</span></a><span style=\"font-weight: 400;\"> calling for a ceasefire and an end to the horror being inflicted by the bombardment of Gaza. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, some organisations are also volunteering practical ways to bolster humanitarian efforts. </span>\r\n\r\n<span style=\"font-weight: 400;\">For example, a range of palliative care organisations, led by </span><a href=\"https://pallchase.org/\"><span style=\"font-weight: 400;\">PallCHASE</span></a><span style=\"font-weight: 400;\"> (Palliative Care in Humanitarian Aid Situations and Emergencies) issued a call regarding “access to controlled medicines in conflict settings”. Among the signatories are the </span><a href=\"https://apcc.org.za/\"><span style=\"font-weight: 400;\">Association of Palliative Care Centres (APCC) </span></a><span style=\"font-weight: 400;\">and </span><a href=\"https://patchsa.org/\"><span style=\"font-weight: 400;\">Palliative Care for Children South Africa</span></a><span style=\"font-weight: 400;\"> (Patch).</span>\r\n\r\n<span style=\"font-weight: 400;\">The statement (which you can </span><a href=\"https://pallchase.org/call-for-access-to-pain-relief-and-symptom-management-in-gaza/\"><span style=\"font-weight: 400;\">read here</span></a><span style=\"font-weight: 400;\">) “</span><span style=\"font-weight: 400;\">supports calls for a ceasefire and the recent statements by humanitarian and UN agencies on the urgent need for unimpeded aid access for the civilian population that includes sufficient fuel for medical facilities, water purification, food and nutritional supplements”. </span>\r\n\r\n<span style=\"font-weight: 400;\">It calls on the WHO and humanitarian agencies to:</span>\r\n<ul>\r\n \t<li>“Include adequate supplies of oral and injectable morphine, and other pain-relieving medicines listed in the WHO Model Lists of Essential Medicines in their humanitarian aid response packages;</li>\r\n \t<li>“Ensure an adequate supply of essential medicines for surgery and anaesthesia;</li>\r\n \t<li>“Provide all aid and healthcare workers with guidelines on the safe use and distribution of these essential medicines;</li>\r\n \t<li>“Work with receiving authorities to ensure that controlled medicines are not removed from the emergency kits; and</li>\r\n \t<li>“Include paediatric formulations of essential medicines for children.”</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">The signatory organisations say they offer their “skills and expertise in pain and symptom management and palliative care as a resource for our colleagues working in humanitarian settings”. </span><b>DM</b>",
