"contents": "<span style=\"font-weight: 400;\">A high-ranking Islamic State of Iraq and Syria (Isis) weapons smuggler, who sent thousands of “radicalised fighters” from Western countries to the Middle East – including an Australian who became a suicide attacker – has been sentenced to life in jail in the US.</span>\r\n\r\n<span style=\"font-weight: 400;\">That case is linked to another against an Isis sniper who trained people to kill.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa played a key role in cracking these major US terrorism cases – probably via legal input and information sharing, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has established.</span>\r\n\r\n<span style=\"font-weight: 400;\">Clues to South Africa’s involvement lie in expressions of thanks in US government statements to several international agencies. These include South Africa’s Justice and Constitutional Development Department. One message of thanks refers to “critical assistance”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Justice Department was not able to respond to a </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> query about this by the time of publication.</span>\r\n<h4><b>Strained relations over Russia</b></h4>\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-07-22-south-africa-a-growing-conduit-for-islamic-state-funds-says-new-un-report/\"><span style=\"font-weight: 400;\">Suspicions that several international terror groups are based in South Africa have surfaced in recent years.</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The US has openly stated that an Isis cell is operating in this country. It therefore makes sense for the US and South Africa to share information.</span>\r\n\r\n<span style=\"font-weight: 400;\">But relations between the two countries have been under intense scrutiny over the war in Ukraine. South Africa says it has a nonaligned stance on the conflict, whereas the US is overtly against Russia’s invasion.</span>\r\n\r\n<span style=\"font-weight: 400;\">In May this year, days after it emerged the US suspected South Africa had </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-12-explainer-what-we-know-about-the-explosive-russian-ship-scandal-so-far/\"><span style=\"font-weight: 400;\">loaded weapons and ammunition on a US-sanctioned Russian cargo ship</span></a><span style=\"font-weight: 400;\">, Parliament was told there was a “false impression” that the government was anti-America.</span>\r\n\r\n<span style=\"font-weight: 400;\">During a meeting about the State Security Agency’s budget policy, Minister in the Presidency Khumbudzo Ntshavheni said: “I must clearly indicate that we have cooperation agreements with the US on areas of intelligence sharing, training, cyber security [and] counterterrorism, amongst others…</span>\r\n\r\n<span style=\"font-weight: 400;\">“We must also assure South Africans that genuine intelligence from the US or South Africa, in each other’s territories, is shared through proper channels and at all material times.”</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1776253\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/07/Caryn-SA-helps-US-take-down-Isis-cells-2.jpg\" alt=\"\" width=\"536\" height=\"556\" /> <em>Mirsad Kandic in the dock in the US on 14 July 2023. (Photo: Supplied)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">In one of the latest cases of such cooperation, </span><a href=\"https://www.justice.gov/usao-edny/pr/high-level-member-isis-sentenced-life-prison-material-support-foreign-terrorist\"><span style=\"font-weight: 400;\">Mirsad Kandic was sentenced to life in jail</span></a><span style=\"font-weight: 400;\"> in the US on 14 July 2023. He had been convicted in May for providing support to Isis.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">High-Level Member of ISIS Sentenced to Life in Prison for Material Support to a Foreign Terrorist Organization Resulting in Death</p>\r\nFormer Brooklyn and Bronx Resident Convicted of Being an ISIS Fighter, Weapons Smuggler, Propagandist and Recruiter<a href=\"https://t.co/b0K2KvsO5n\">https://t.co/b0K2KvsO5n</a>\r\n\r\n— National Security Division, U.S. Dept of Justice (@DOJNatSec) <a href=\"https://twitter.com/DOJNatSec/status/1679926697314091009?ref_src=twsrc%5Etfw\">July 14, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">The US Attorney’s Office for the Eastern District of New York thanked several foreign countries for help in this case, including agencies in Australia and Bosnia, as well as “the Department of Justice & Constitutional Development in the Republic of South Africa”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The US statement said that, during Kandic’s trial, it emerged he had repeatedly tried to get from the US to Istanbul, Turkey.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Kandic took a two-day Greyhound bus ride from New York City to Monterrey, Mexico, in November 2013, and flew through Panama, Brazil, Portugal, Germany, Kosovo and Turkey before arriving in Syria at the end of 2013,” the statement said.</span>\r\n\r\n<span style=\"font-weight: 400;\">He joined Isis as a fighter, “wielding Russian-made PK machine guns and AK-47 assault rifles”, at an Isis stronghold on the outskirts of Aleppo.</span>\r\n\r\n<span style=\"font-weight: 400;\">Isis leaders sent Kandic to Turkey to smuggle “foreign fighters and weapons into Syria from abroad” and he also got involved in Isis’s media platforms.</span>\r\n<h4><b>Gruesome propaganda</b></h4>\r\n<span style=\"font-weight: 400;\">“Kandic disseminated Isis recruitment messages and gruesome propaganda, using more than 120 Twitter accounts. For example, [he] sent out an Isis-produced ‘documentary’ titled ‘Flames of War’,” the US Attorney’s Office said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“This video celebrated Isis atrocities and macabre executions of Isis captives, including instances where victims were forced to dig their own graves before being summarily executed by gunshot. The defendant tweeted that this video was ‘the best thing ever seen on screen’.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The statement added that Kandic sent “thousands of radicalised Isis volunteer fighters from Western countries into Isis-controlled territories in Syria and elsewhere in the Middle East”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Among them was </span><a href=\"https://www.bbc.com/news/world-australia-31845428\"><span style=\"font-weight: 400;\">Jake Bilardi of Australia</span></a><span style=\"font-weight: 400;\">. In 2014 Bilardi, who had just turned 18, contacted Kandic wanting help getting to Syria to join Isis. Kandic arranged this.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Bilardi went on to commit a suicide truck attack with fellow Isis members on March 11, 2015, in Ramadi Iraq, killing himself, more than 30 Iraqi soldiers, and an Iraqi policeman,” the US Attorney’s Office statement said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Prior to the attack, [Kandic] wished Bilardi well and stated, ‘May Allah make there [sic] inner organs implode.’</span>\r\n\r\n<span style=\"font-weight: 400;\">“Bilardi’s attack was coordinated with others … 30 members of the Iraqi military were killed, 61 were injured, and 25 were missing, whose bodies were never found.”</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1776254\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/07/Caryn-SA-helps-US-take-down-Isis-cells-3.jpg\" alt=\"SA helps US with Isis.\" width=\"640\" height=\"650\" /> <em>Ruslan Asainov (Photo: Twitter)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Another of Kandic’s recruits was fellow New Yorker Ruslan Maratovich Asainov.</span>\r\n\r\n<span style=\"font-weight: 400;\">In February 2023, the US said </span><a href=\"https://www.justice.gov/usao-edny/pr/american-citizen-convicted-providing-material-support-isis-resulted-death\"><span style=\"font-weight: 400;\">Asainov had been convicted over a conspiracy for supporting Isis</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the time, Breon Peace, US attorney for the Eastern District of New York, said Asainov “became a lethal sniper for Isis and trained many other Isis members to kill”.</span>\r\n\r\n<span style=\"font-weight: 400;\">After his capture, Asainov pledged allegiance to Isis in recorded phone calls with his mother. He told her he was “carrying out Allah’s orders when he waged jihad and killed for Isis, that he intended to return to waging jihad if released”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In a statement on Asainov’s conviction, the US government thanked South Africa’s Justice Department for critical assistance.</span>\r\n\r\n<span style=\"font-weight: 400;\">In February last year, </span><a href=\"https://www.federalregister.gov/documents/2017/09/20/2017-20030/eo-13224-designation-of-tony-lee-thulsie-aka-yakeen-thulsie-aka-yaqeen-ibn-hernani-aka-yakeen-aka\"><span style=\"font-weight: 400;\">Tony-Lee Thulsie</span></a><span style=\"font-weight: 400;\"> was sentenced to 11 years in jail, and his brother </span><a href=\"https://www.federalregister.gov/documents/2017/09/20/2017-20031/designation-of-brandon-lee-thulsie-aka-sallahuddin-thulsie-aka-salahuddin-ibn-hernani-as-a-specially\"><span style=\"font-weight: 400;\">Brandon-Lee</span></a><span style=\"font-weight: 400;\"> to eight years, for trying to leave South Africa in 2015 </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-07-thulsie-twins-convicted-on-terror-charges-after-plea-bargain/\"><span style=\"font-weight: 400;\">to join Isis</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">They </span><a href=\"https://www.dailymaverick.co.za/opinionista/2022-03-10-justice-was-not-served-in-the-trial-of-sallahuddin-and-yakeen-thulsie/\"><span style=\"font-weight: 400;\">now reportedly go by the names</span></a><span style=\"font-weight: 400;\"> Yakeen and Sallahuddin, respectively.</span>\r\n\r\n<b>Read more in Daily Maverick:</b><a href=\"https://www.dailymaverick.co.za/article/2022-02-07-thulsie-twins-convicted-on-terror-charges-after-plea-bargain/\"> <span style=\"font-weight: 400;\">Thulsie twins convicted on terror charges after plea bargain</span></a>\r\n\r\n<span style=\"font-weight: 400;\">In 2017 the US labelled the Thulsie brothers </span><a href=\"https://2017-2021.state.gov/state-department-terrorist-designations-of-tony-lee-thulsie-and-brandon-lee-thulsie/\"><span style=\"font-weight: 400;\">Specially Designated Global Terrorists</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the time of their conviction, the South African Police Service suggested the brothers – now </span><a href=\"https://www.news24.com/news24/southafrica/news/thulsie-twins-released-on-parole-after-serving-time-for-terrorism-20220819\"><span style=\"font-weight: 400;\">out on parole</span></a><span style=\"font-weight: 400;\"> – may have been working with Abu Harb to perform terrorist acts in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">A few weeks later, in March 2022, the </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-14-red-flagged-terror-linked-networks-in-south-africa-a-ticking-time-bomb/\"><span style=\"font-weight: 400;\">US announced it had sanctioned four individuals</span></a><span style=\"font-weight: 400;\"> it alleged were Isis financial facilitators.</span>\r\n\r\n<span style=\"font-weight: 400;\">The four were Farhad Hoomer of Durban, Siraaj Miller of Cape Town, Abdella Hussein Abadigga, an Ethiopian based in Johannesburg, and Peter Charles Mbaga, a Tanzanian based in Johannesburg.</span>\r\n\r\n<span style=\"font-weight: 400;\">The US said Hoomer had “raised funds through kidnap-for-ransom operations and extortion of major business, which provided more than R1-million in revenue for his cell”.</span>\r\n<h4><b>‘Will I fight for Sharia?’</b></h4>\r\n<span style=\"font-weight: 400;\">At the time, Hoomer told the Global Initiative Against Transnational Organized Crime: “</span><a href=\"https://www.dailymaverick.co.za/article/2022-03-03-farhad-hoomer-and-the-broader-picture-of-islamic-state-linked-cases-in-south-africa/\"><span style=\"font-weight: 400;\">I am shocked and appalled</span></a><span style=\"font-weight: 400;\"> by the US’s unilateral decision to impose sanctions on me. I have never been convicted of any crime whatsoever … no country has the right to sanction a person without evidence or due process.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Hoomer added: “Will I fight for Sharia? I would say yes… It is the best thing to take us out of slavery.”</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s ministries of Finance and Justice issued a joint statement to say they were giving “</span><a href=\"https://www.treasury.gov.za/comm_media/press/2022/2022030301%20Media%20statement%20-%20US%20Treasury%20OFAC%20listing%20of%20alleged%20South%20Africa-Based%20Financial%20Facilitators.pdf\"><span style=\"font-weight: 400;\">assistance to other states</span></a><span style=\"font-weight: 400;\"> and relevant international and regional organisations” to protect the country from terrorism.</span>\r\n\r\n<span style=\"font-weight: 400;\">In October last year, the US Embassy in South Africa warned it had information “that </span><a href=\"https://za.usembassy.gov/security-alert-u-s-embassy-possible-attack/\"><span style=\"font-weight: 400;\">terrorists may be planning to conduct an attack</span></a><span style=\"font-weight: 400;\"> targeting large gatherings of people at an unspecified location” in Sandton.</span>\r\n\r\n<span style=\"font-weight: 400;\">The US Embassy advised staff to avoid crowds in the Sandton area of Johannesburg on the weekend of 29–30 October. No incident was subsequently reported.</span>\r\n\r\n<span style=\"font-weight: 400;\">In November, the US said it had “designated four members of </span><a href=\"https://home.treasury.gov/news/press-releases/jy1084\"><span style=\"font-weight: 400;\">an [Isis] cell operating in South Africa</span></a><span style=\"font-weight: 400;\">” – associates of Hoomer.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, South Africa’s anti-terrorism measures have been under scrutiny.</span>\r\n\r\n<span style=\"font-weight: 400;\">Towards the end of February this year, the country was placed on the Financial Action Task Force’s “grey list”.</span>\r\n\r\n<span style=\"font-weight: 400;\">A South African Treasury Department document said this meant South Africa’s “effectiveness in combatting financial crimes like corruption and money-laundering as well as terror financing are deemed to be </span><a href=\"https://www.treasury.gov.za/comm_media/press/2023/2023022501%20FATF%20Grey%20Listing%20Fact%20Sheet.pdf\"><span style=\"font-weight: 400;\">below international standards</span></a><span style=\"font-weight: 400;\">”. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">This article first appeared in Daily Maverick’s weekly sister publication, DM168, which is available countrywide for R29.</span></i>\r\n\r\n<img loading=\"lazy\" class=\"alignnone size-full wp-image-1776742\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/07/DM-22072023-001.jpg\" alt=\"\" width=\"720\" height=\"947\" />",

"description": "<span style=\"font-weight: 400;\">A high-ranking Islamic State of Iraq and Syria (Isis) weapons smuggler, who sent thousands of “radicalised fighters” from Western countries to the Middle East – including an Australian who became a suicide attacker – has been sentenced to life in jail in the US.</span>\r\n\r\n<span style=\"font-weight: 400;\">That case is linked to another against an Isis sniper who trained people to kill.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa played a key role in cracking these major US terrorism cases – probably via legal input and information sharing, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has established.</span>\r\n\r\n<span style=\"font-weight: 400;\">Clues to South Africa’s involvement lie in expressions of thanks in US government statements to several international agencies. These include South Africa’s Justice and Constitutional Development Department. One message of thanks refers to “critical assistance”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Justice Department was not able to respond to a </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> query about this by the time of publication.</span>\r\n<h4><b>Strained relations over Russia</b></h4>\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-07-22-south-africa-a-growing-conduit-for-islamic-state-funds-says-new-un-report/\"><span style=\"font-weight: 400;\">Suspicions that several international terror groups are based in South Africa have surfaced in recent years.</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The US has openly stated that an Isis cell is operating in this country. It therefore makes sense for the US and South Africa to share information.</span>\r\n\r\n<span style=\"font-weight: 400;\">But relations between the two countries have been under intense scrutiny over the war in Ukraine. South Africa says it has a nonaligned stance on the conflict, whereas the US is overtly against Russia’s invasion.</span>\r\n\r\n<span style=\"font-weight: 400;\">In May this year, days after it emerged the US suspected South Africa had </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-12-explainer-what-we-know-about-the-explosive-russian-ship-scandal-so-far/\"><span style=\"font-weight: 400;\">loaded weapons and ammunition on a US-sanctioned Russian cargo ship</span></a><span style=\"font-weight: 400;\">, Parliament was told there was a “false impression” that the government was anti-America.</span>\r\n\r\n<span style=\"font-weight: 400;\">During a meeting about the State Security Agency’s budget policy, Minister in the Presidency Khumbudzo Ntshavheni said: “I must clearly indicate that we have cooperation agreements with the US on areas of intelligence sharing, training, cyber security [and] counterterrorism, amongst others…</span>\r\n\r\n<span style=\"font-weight: 400;\">“We must also assure South Africans that genuine intelligence from the US or South Africa, in each other’s territories, is shared through proper channels and at all material times.”</span>\r\n\r\n[caption id=\"attachment_1776253\" align=\"alignnone\" width=\"536\"]<img class=\"size-full wp-image-1776253\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/07/Caryn-SA-helps-US-take-down-Isis-cells-2.jpg\" alt=\"\" width=\"536\" height=\"556\" /> <em>Mirsad Kandic in the dock in the US on 14 July 2023. (Photo: Supplied)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">In one of the latest cases of such cooperation, </span><a href=\"https://www.justice.gov/usao-edny/pr/high-level-member-isis-sentenced-life-prison-material-support-foreign-terrorist\"><span style=\"font-weight: 400;\">Mirsad Kandic was sentenced to life in jail</span></a><span style=\"font-weight: 400;\"> in the US on 14 July 2023. He had been convicted in May for providing support to Isis.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">High-Level Member of ISIS Sentenced to Life in Prison for Material Support to a Foreign Terrorist Organization Resulting in Death</p>\r\nFormer Brooklyn and Bronx Resident Convicted of Being an ISIS Fighter, Weapons Smuggler, Propagandist and Recruiter<a href=\"https://t.co/b0K2KvsO5n\">https://t.co/b0K2KvsO5n</a>\r\n\r\n— National Security Division, U.S. Dept of Justice (@DOJNatSec) <a href=\"https://twitter.com/DOJNatSec/status/1679926697314091009?ref_src=twsrc%5Etfw\">July 14, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">The US Attorney’s Office for the Eastern District of New York thanked several foreign countries for help in this case, including agencies in Australia and Bosnia, as well as “the Department of Justice & Constitutional Development in the Republic of South Africa”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The US statement said that, during Kandic’s trial, it emerged he had repeatedly tried to get from the US to Istanbul, Turkey.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Kandic took a two-day Greyhound bus ride from New York City to Monterrey, Mexico, in November 2013, and flew through Panama, Brazil, Portugal, Germany, Kosovo and Turkey before arriving in Syria at the end of 2013,” the statement said.</span>\r\n\r\n<span style=\"font-weight: 400;\">He joined Isis as a fighter, “wielding Russian-made PK machine guns and AK-47 assault rifles”, at an Isis stronghold on the outskirts of Aleppo.</span>\r\n\r\n<span style=\"font-weight: 400;\">Isis leaders sent Kandic to Turkey to smuggle “foreign fighters and weapons into Syria from abroad” and he also got involved in Isis’s media platforms.</span>\r\n<h4><b>Gruesome propaganda</b></h4>\r\n<span style=\"font-weight: 400;\">“Kandic disseminated Isis recruitment messages and gruesome propaganda, using more than 120 Twitter accounts. For example, [he] sent out an Isis-produced ‘documentary’ titled ‘Flames of War’,” the US Attorney’s Office said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“This video celebrated Isis atrocities and macabre executions of Isis captives, including instances where victims were forced to dig their own graves before being summarily executed by gunshot. The defendant tweeted that this video was ‘the best thing ever seen on screen’.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The statement added that Kandic sent “thousands of radicalised Isis volunteer fighters from Western countries into Isis-controlled territories in Syria and elsewhere in the Middle East”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Among them was </span><a href=\"https://www.bbc.com/news/world-australia-31845428\"><span style=\"font-weight: 400;\">Jake Bilardi of Australia</span></a><span style=\"font-weight: 400;\">. In 2014 Bilardi, who had just turned 18, contacted Kandic wanting help getting to Syria to join Isis. Kandic arranged this.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Bilardi went on to commit a suicide truck attack with fellow Isis members on March 11, 2015, in Ramadi Iraq, killing himself, more than 30 Iraqi soldiers, and an Iraqi policeman,” the US Attorney’s Office statement said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Prior to the attack, [Kandic] wished Bilardi well and stated, ‘May Allah make there [sic] inner organs implode.’</span>\r\n\r\n<span style=\"font-weight: 400;\">“Bilardi’s attack was coordinated with others … 30 members of the Iraqi military were killed, 61 were injured, and 25 were missing, whose bodies were never found.”</span>\r\n\r\n[caption id=\"attachment_1776254\" align=\"alignnone\" width=\"640\"]<img class=\"size-full wp-image-1776254\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/07/Caryn-SA-helps-US-take-down-Isis-cells-3.jpg\" alt=\"SA helps US with Isis.\" width=\"640\" height=\"650\" /> <em>Ruslan Asainov (Photo: Twitter)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Another of Kandic’s recruits was fellow New Yorker Ruslan Maratovich Asainov.</span>\r\n\r\n<span style=\"font-weight: 400;\">In February 2023, the US said </span><a href=\"https://www.justice.gov/usao-edny/pr/american-citizen-convicted-providing-material-support-isis-resulted-death\"><span style=\"font-weight: 400;\">Asainov had been convicted over a conspiracy for supporting Isis</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the time, Breon Peace, US attorney for the Eastern District of New York, said Asainov “became a lethal sniper for Isis and trained many other Isis members to kill”.</span>\r\n\r\n<span style=\"font-weight: 400;\">After his capture, Asainov pledged allegiance to Isis in recorded phone calls with his mother. He told her he was “carrying out Allah’s orders when he waged jihad and killed for Isis, that he intended to return to waging jihad if released”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In a statement on Asainov’s conviction, the US government thanked South Africa’s Justice Department for critical assistance.</span>\r\n\r\n<span style=\"font-weight: 400;\">In February last year, </span><a href=\"https://www.federalregister.gov/documents/2017/09/20/2017-20030/eo-13224-designation-of-tony-lee-thulsie-aka-yakeen-thulsie-aka-yaqeen-ibn-hernani-aka-yakeen-aka\"><span style=\"font-weight: 400;\">Tony-Lee Thulsie</span></a><span style=\"font-weight: 400;\"> was sentenced to 11 years in jail, and his brother </span><a href=\"https://www.federalregister.gov/documents/2017/09/20/2017-20031/designation-of-brandon-lee-thulsie-aka-sallahuddin-thulsie-aka-salahuddin-ibn-hernani-as-a-specially\"><span style=\"font-weight: 400;\">Brandon-Lee</span></a><span style=\"font-weight: 400;\"> to eight years, for trying to leave South Africa in 2015 </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-07-thulsie-twins-convicted-on-terror-charges-after-plea-bargain/\"><span style=\"font-weight: 400;\">to join Isis</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">They </span><a href=\"https://www.dailymaverick.co.za/opinionista/2022-03-10-justice-was-not-served-in-the-trial-of-sallahuddin-and-yakeen-thulsie/\"><span style=\"font-weight: 400;\">now reportedly go by the names</span></a><span style=\"font-weight: 400;\"> Yakeen and Sallahuddin, respectively.</span>\r\n\r\n<b>Read more in Daily Maverick:</b><a href=\"https://www.dailymaverick.co.za/article/2022-02-07-thulsie-twins-convicted-on-terror-charges-after-plea-bargain/\"> <span style=\"font-weight: 400;\">Thulsie twins convicted on terror charges after plea bargain</span></a>\r\n\r\n<span style=\"font-weight: 400;\">In 2017 the US labelled the Thulsie brothers </span><a href=\"https://2017-2021.state.gov/state-department-terrorist-designations-of-tony-lee-thulsie-and-brandon-lee-thulsie/\"><span style=\"font-weight: 400;\">Specially Designated Global Terrorists</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the time of their conviction, the South African Police Service suggested the brothers – now </span><a href=\"https://www.news24.com/news24/southafrica/news/thulsie-twins-released-on-parole-after-serving-time-for-terrorism-20220819\"><span style=\"font-weight: 400;\">out on parole</span></a><span style=\"font-weight: 400;\"> – may have been working with Abu Harb to perform terrorist acts in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">A few weeks later, in March 2022, the </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-14-red-flagged-terror-linked-networks-in-south-africa-a-ticking-time-bomb/\"><span style=\"font-weight: 400;\">US announced it had sanctioned four individuals</span></a><span style=\"font-weight: 400;\"> it alleged were Isis financial facilitators.</span>\r\n\r\n<span style=\"font-weight: 400;\">The four were Farhad Hoomer of Durban, Siraaj Miller of Cape Town, Abdella Hussein Abadigga, an Ethiopian based in Johannesburg, and Peter Charles Mbaga, a Tanzanian based in Johannesburg.</span>\r\n\r\n<span style=\"font-weight: 400;\">The US said Hoomer had “raised funds through kidnap-for-ransom operations and extortion of major business, which provided more than R1-million in revenue for his cell”.</span>\r\n<h4><b>‘Will I fight for Sharia?’</b></h4>\r\n<span style=\"font-weight: 400;\">At the time, Hoomer told the Global Initiative Against Transnational Organized Crime: “</span><a href=\"https://www.dailymaverick.co.za/article/2022-03-03-farhad-hoomer-and-the-broader-picture-of-islamic-state-linked-cases-in-south-africa/\"><span style=\"font-weight: 400;\">I am shocked and appalled</span></a><span style=\"font-weight: 400;\"> by the US’s unilateral decision to impose sanctions on me. I have never been convicted of any crime whatsoever … no country has the right to sanction a person without evidence or due process.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Hoomer added: “Will I fight for Sharia? I would say yes… It is the best thing to take us out of slavery.”</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s ministries of Finance and Justice issued a joint statement to say they were giving “</span><a href=\"https://www.treasury.gov.za/comm_media/press/2022/2022030301%20Media%20statement%20-%20US%20Treasury%20OFAC%20listing%20of%20alleged%20South%20Africa-Based%20Financial%20Facilitators.pdf\"><span style=\"font-weight: 400;\">assistance to other states</span></a><span style=\"font-weight: 400;\"> and relevant international and regional organisations” to protect the country from terrorism.</span>\r\n\r\n<span style=\"font-weight: 400;\">In October last year, the US Embassy in South Africa warned it had information “that </span><a href=\"https://za.usembassy.gov/security-alert-u-s-embassy-possible-attack/\"><span style=\"font-weight: 400;\">terrorists may be planning to conduct an attack</span></a><span style=\"font-weight: 400;\"> targeting large gatherings of people at an unspecified location” in Sandton.</span>\r\n\r\n<span style=\"font-weight: 400;\">The US Embassy advised staff to avoid crowds in the Sandton area of Johannesburg on the weekend of 29–30 October. No incident was subsequently reported.</span>\r\n\r\n<span style=\"font-weight: 400;\">In November, the US said it had “designated four members of </span><a href=\"https://home.treasury.gov/news/press-releases/jy1084\"><span style=\"font-weight: 400;\">an [Isis] cell operating in South Africa</span></a><span style=\"font-weight: 400;\">” – associates of Hoomer.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, South Africa’s anti-terrorism measures have been under scrutiny.</span>\r\n\r\n<span style=\"font-weight: 400;\">Towards the end of February this year, the country was placed on the Financial Action Task Force’s “grey list”.</span>\r\n\r\n<span style=\"font-weight: 400;\">A South African Treasury Department document said this meant South Africa’s “effectiveness in combatting financial crimes like corruption and money-laundering as well as terror financing are deemed to be </span><a href=\"https://www.treasury.gov.za/comm_media/press/2023/2023022501%20FATF%20Grey%20Listing%20Fact%20Sheet.pdf\"><span style=\"font-weight: 400;\">below international standards</span></a><span style=\"font-weight: 400;\">”. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">This article first appeared in Daily Maverick’s weekly sister publication, DM168, which is available countrywide for R29.</span></i>\r\n\r\n<img class=\"alignnone size-full wp-image-1776742\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/07/DM-22072023-001.jpg\" alt=\"\" width=\"720\" height=\"947\" />",
