"contents": "<span style=\"font-weight: 400;\">Agitation is growing as the government continues to be vague in providing details on the lifting of the National State of Disaster, which is scheduled for Tuesday, 15 March – marking </span><a href=\"https://www.gov.za/sites/default/files/gcis_document/202003/43096gon313.pdf\"><span style=\"font-weight: 400;\">two years</span></a><span style=\"font-weight: 400;\"> since it was first declared in response to the pandemic. </span>\r\n\r\n<span style=\"font-weight: 400;\">On Thursday, the minister in the Presidency, Mondli Gungubele, held a post-Cabinet media briefing where he said that the government had “clear intentions to do away with the National State of Disaster”, but stated that in doing so there was a need for caution in order to ensure that no “vacuum” of legislation was left, regarding measures to manage Covid-19. </span>\r\n\r\n<span style=\"font-weight: 400;\">During the briefing, Gungubele held back on responding to queries of whether the National State of Disaster would be extended again or finally come to an end next week, and did not confirm if President Cyril Ramaphosa would be addressing the nation on the matter. </span>\r\n\r\n<span style=\"font-weight: 400;\">“[Covid-19] is so unpredictable. We must have means in case it comes at an unexpected time. Ramaphosa and Health Minister Joe Phaahla have both previously indicated that that extension would be the last, </span><a href=\"https://www.news24.com/news24/southafrica/news/concern-over-scrapping-booze-ban-curfews-as-govt-mulls-ending-state-of-disaster-20220310\"><i><span style=\"font-weight: 400;\">News24</span></i></a><span style=\"font-weight: 400;\"> reported. </span>\r\n\r\n<span style=\"font-weight: 400;\">Last Friday, </span><a href=\"https://www.businesslive.co.za/bd/national/health/2022-03-04-health-department-to-suggest-that-new-regulations-replace-state-of-disaster/\"><span style=\"font-weight: 400;\">Phaahla said</span></a><span style=\"font-weight: 400;\"> the health department would propose new Covid-19 regulations, including amendments to travel requirements, before the National Coronavirus Command Council (NCCC) this week, which will in effect replace the regulations as set out in the National State of Disaster. However, Gungubele gave no indication on Thursday of whether this matter had been discussed by the Cabinet when it met on Wednesday. </span>\r\n\r\n<span style=\"font-weight: 400;\">Following Gungubele’s post-Cabinet briefing, the Southern Africa Tourism Services Association (Satsa) criticised the government’s “dithering” over the removal of the PCR test requirement for fully vaccinated inbound travellers, saying it is moving “at a glacial pace to lift a requirement that other countries have recognised is completely redundant”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Under Adjusted Alert Level 1 regulations, international travellers to South Africa are required to produce a </span><a href=\"https://www.gov.za/covid-19/individuals-and-households/travel-coronavirus-covid-19\"><span style=\"font-weight: 400;\">negative PCR test</span></a><span style=\"font-weight: 400;\"> that is not older than 72 hours. </span>\r\n\r\n<span style=\"font-weight: 400;\">Satsa said the tourism sector had been lobbying the government for months to allow citizens and non-citizen travellers to enter South Africa provided they are fully vaccinated, while still requiring non-fully vaccinated travellers to provide a negative PCR test prior to their departure for the country. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The health department confirmed last week that it would be presenting proposals to the NCCC which could, if approved, make it easier and cheaper to travel. Missing from the presentation was a definitive date when this would occur,” Satsa said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We have been left to languish for months with promises that the PCR test requirement for fully vaccinated travellers was being reviewed. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Considering there is no scientific basis for this requirement in the first place, we find it unconscionable that government’s intransigence over this decision has widespread implications for the survival of tourism businesses and consequently the preservation and growth of jobs,” said Satsa’s CEO, David Frost. </span>\r\n\r\n<span style=\"font-weight: 400;\">The tourism association added that the PCR test requirement “remains one of the last impediments to travel to South Africa, based on cost, inconvenience and perceptions of uncertainty around travel postponement and cancellation, should just one member of a travel group test positive”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Tourism Business Council of South Africa (TBCSA) has also called for the government to urgently lift the PCR requirement for fully vaccinated travellers. </span>\r\n\r\n<span style=\"font-weight: 400;\">“If South Africa wants the tourism sector to recover faster, and to be competitive on the global stage, we need to urgently remove that PCR requirement to open the doors to tourists who want to come to South Africa,” TBCSA’s chief executive officer, Tshifhiwa Tshivhengwa told </span><i><span style=\"font-weight: 400;\">Daily Maverick. </span></i>\r\n\r\n<span style=\"font-weight: 400;\">Following </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-08-da-repeats-call-for-an-end-to-state-of-disaster-ahead-of-ramaphosas-state-of-the-nation-address/\"><span style=\"font-weight: 400;\">calls to end the National State of Disaster</span></a><span style=\"font-weight: 400;\"> earlier this year, the DA has also </span><a href=\"https://www.da.org.za/2022/03/high-time-to-scrap-all-covid-19-restrictions\"><span style=\"font-weight: 400;\">called for an end</span></a><span style=\"font-weight: 400;\"> to all Covid-19 restrictions, “on the basis that they are doing more harm than good by restricting South Africa’s social and economic recovery”. </span>\r\n\r\n<b>So what Covid-19 regulations are still in place?</b><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Under</span><a href=\"https://sacoronavirus.co.za/2022/02/03/summary-of-level-1-regulations-as-of-01-february-2022/\"><span style=\"font-weight: 400;\"> Adjusted Alert Level 1</span></a><span style=\"font-weight: 400;\"> regulations: </span>\r\n<ul>\r\n \t<li>There are no restrictions on the hours of movement of people, and therefore no curfew;</li>\r\n \t<li aria-level=\"1\">Religious, social, political, sport and cultural gatherings are permitted with audience size limitations;</li>\r\n \t<li aria-level=\"1\">Indoor gatherings must be restricted to 1,000 persons or less;</li>\r\n \t<li aria-level=\"1\">Outdoor gatherings must be restricted to 2,000 persons or less;</li>\r\n \t<li aria-level=\"1\">If the venues are too small for these numbers, no more than 50% of the venue capacity may be used;</li>\r\n \t<li aria-level=\"1\">The sale of alcohol has resumed according to normal licence provisions;</li>\r\n \t<li aria-level=\"1\">The wearing of masks is still mandatory and failure to comply is a criminal offence; and</li>\r\n \t<li aria-level=\"1\">Attendance of a funeral and cremation is restricted to 100 persons or less, and if the venue is too small for this number, no more than 50% of the venue capacity may be used.</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">DA leader John Steenhuisen has argued that South Africa has been slower than other countries in easing regulations.</span>\r\n\r\n<span style=\"font-weight: 400;\">“While the rest of the world has filled stadiums for sport and shows, in South Africa, the Soweto Derby had to take place in an empty stadium this weekend. Outdoor and indoor limits of 2,000 and 1,000 prevent the events industry from reviving,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">On 31 January, the Cabinet </span><a href=\"https://www.gov.za/speeches/cabinet-approves-changes-adjusted-alert-level-1-covid-19-regulations-1-feb-2022-0000\"><span style=\"font-weight: 400;\">approved changes</span></a><span style=\"font-weight: 400;\"> to the Covid-19 regulations. Based on the trajectory of the pandemic, and the levels of vaccination in the country, the Cabinet announced the following amendments to Alert Level 1: </span>\r\n<ul>\r\n \t<li>Those who test positive for Covid-19 with no symptoms do not have to isolate;</li>\r\n \t<li aria-level=\"1\">The isolation period for those who test positive with symptoms was reduced from 10 to seven days;</li>\r\n \t<li aria-level=\"1\">Contacts do not have to isolate unless they develop symptoms;</li>\r\n \t<li aria-level=\"1\">Schools would return to full-time learning. Primary, secondary and special schools would return to daily attendance; and</li>\r\n \t<li aria-level=\"1\">The regulatory provision for the physical distancing of one metre for learners in schools was removed.</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">Earlier in January, a group of public health experts called on the government to implement extensive changes in the management of the pandemic, saying they saw “no reason” for the National State of Disaster to continue. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read in Daily Maverick: </span></i><a href=\"https://www.dailymaverick.co.za/article/2022-01-23-experts-end-south-africas-national-state-of-disaster/\"><i><span style=\"font-weight: 400;\">Experts: End South Africa’s national state of disaster</span></i></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">They argued that the government should end the National State of Disaster as “our current understanding of the science, the building of immunity protecting against severe Covid-19, and experience with policy renders most State of Disaster measures still in place unfit for purpose and requires tailoring of others”.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Since then, there has been </span><a href=\"https://theconversation.com/new-covid-data-south-africa-has-arrived-at-the-recovery-stage-of-the-pandemic-177933\"><span style=\"font-weight: 400;\">more research, which has revealed</span></a><span style=\"font-weight: 400;\"> that South Africa has entered a new phase of the pandemic – one requiring new measures to be implemented that will be most suited to this “recovery stage”. </span>\r\n\r\n<b>What are South Africa’s latest Covid-19 stats? </b>\r\n\r\n<span style=\"font-weight: 400;\">The number of daily recorded Covid-19 cases has dropped steadily since the </span><a href=\"https://www.dailymaverick.co.za/article/2021-12-13-south-africa-breaches-30-positivity-rate-as-covid-19-cases-soar/\"><span style=\"font-weight: 400;\">fourth wave</span></a><span style=\"font-weight: 400;\"> peaked in December. South Africa recorded 1,868 new Covid-19 infections on Thursday, which represents a 6.5% positivity rate. </span>\r\n\r\n<span style=\"font-weight: 400;\">As of Thursday evening, the total number of laboratory-confirmed cases in the country stood at 3,690,291. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Due to the ongoing audit exercise by the National Department of Health (NDoH), there may be a backlog of Covid-19 mortality cases reported,” said the </span><a href=\"https://www.nicd.ac.za/latest-confirmed-cases-of-covid-19-in-south-africa-9-march-2022/\"><span style=\"font-weight: 400;\">National Institute for Communicable Diseases</span></a><span style=\"font-weight: 400;\">. On Thursday, the NDoH recorded 25 deaths, bringing the total fatalities to 99,681. </span>\r\n\r\n<span style=\"font-weight: 400;\">Most new Covid-19 cases were recorded in Gauteng, which accounted for 37% of new infections, followed by the Western Cape with 26% and KwaZulu-Natal with 15%. </span>\r\n\r\n<span style=\"font-weight: 400;\">As of Wednesday evening, 2,486 people were in public and private hospitals for Covid-19. According to the </span><a href=\"https://sacoronavirus.co.za/latest-vaccine-statistics/\"><span style=\"font-weight: 400;\">Department of Health</span></a><span style=\"font-weight: 400;\">, 32,332,691 doses of vaccine have been administered.
