"contents": "<span style=\"font-weight: 400;\">There is finally a ray of light at the end of the long tunnel in the quest for a functioning South African mining cadastre, which could potentially unlock a mother lode of investment. </span>\r\n\r\n<span style=\"font-weight: 400;\">After years of needless delays that have seen a mounting backlog in applications for various mining and mineral rights, the preferred bidder has been selected and the process is now being audited for final approval by the state IT agency, Sita. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We’ve selected the preferred bidder, but with the process of Sita we are expected to audit the whole process. Sita has promised by the end of September to mid-October that they will give us the final report,” Jacob Mbele, the director-general in the Department of Mineral Resources and Energy (DMRE), told journalists on Tuesday on the sidelines of the Critical Minerals Africa summit in Sandton. </span>\r\n\r\n<span style=\"font-weight: 400;\">It has been a long and winding road to this stage and it remains to be seen if Sita gives the selection its seal of approval. Sita scuppered the previous tendering bid for a cadastre on technical grounds, which boils down to the fact that it was conducted in a shoddy manner. But the process this time round seems to have gone far more smoothly. </span>\r\n\r\n<span style=\"font-weight: 400;\">To wit, a mining cadastre is an online map portal that displays a country’s mineral wealth in a way that is easily accessible to the public. It also shows the state of play of mining and exploration rights as well as active mining operations in a country, while providing a platform for companies to apply for exploration, prospecting, mining and related rights.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-04-10-explainer-a-mining-cadastre-and-public-transparency/\"><span style=\"font-weight: 400;\">Explainer: A mining cadastre and public transparency</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">One example we have reported on before is that of Botswana, which </span><a href=\"https://www.dailymaverick.co.za/article/2023-01-22-botswanas-mining-cadastre-reveals-hydrocarbon-scramble-in-iconic-kalahari-game-reserve/\"><span style=\"font-weight: 400;\">transparently displays</span></a><span style=\"font-weight: 400;\"> a scramble for hydrocarbons and other valuable commodities in the Central Kalahari Game Reserve. </span>\r\n\r\n<span style=\"font-weight: 400;\">Botswana’s cadastre portal, as well as those used by several other African countries, is an off-the-shelf system provided by Colorado-based Trimble. In 2015, it acquired Spatial Dimension, a pioneer in such technology founded in Cape Town in 1999. This proudly South African technology underpins Trimble’s cadastre offerings, regarded as the gold standard by the mining industry. </span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s lack of one has long been seen as an obstacle to investment in the country’s mining sector, especially on the exploration front. South Africa’s share of global capital expenditure on exploration in 2022 was less than 1%, compared with more than 5% two decades ago, as application backlogs and a lack of transparency have held investment at bay.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2023-03-21-mantashes-missed-mining-target-sa-still-accounts-for-less-than-1-of-global-exploration-spend/\"><span style=\"font-weight: 400;\">Mantashe’s missed mining target — SA still accounts for less than 1% of global exploration spend</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In her presentation to the summit, Nolitha Fakude, the president of the Minerals Council SA, pointedly reiterated the industry’s request for a functional mining cadastre. </span>\r\n\r\n<span style=\"font-weight: 400;\">On the topic of the summit, Minerals and Energy Minister Gwede Mantashe told journalists that the DMRE was crafting a “critical minerals strategy” but would not be drawn on what a policy framework might look like. He said such minerals “... are assessed on the basis of their role in the security, and in the technological and economic development of the country”. </span>\r\n\r\n<span style=\"font-weight: 400;\">It will be of more than passing interest to see what minerals are considered “critical”. Manganese, coal and uranium might be among the candidates. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe also said he would present the next Integrated Resource Plan — the country’s blueprint policy for electricity generation — to the Cabinet committee next week. So, expect news on that front soon as well. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ironing that out and the cadastre also clearly fall in the “critical” category. </span><b>DM</b>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
