"contents": "<span style=\"font-weight: 400;\">Twelve years after South Africa published its </span><a href=\"https://www.gov.za/sites/default/files/gcis_document/201409/nationalclimatechangeresponsewhitepaper0.pdf\"><span style=\"font-weight: 400;\">first white paper</span></a><span style=\"font-weight: 400;\"> on a national response to climate change, the country is still struggling with implementation. </span>\r\n\r\n<span style=\"font-weight: 400;\">One only has to look at the devastation </span><a href=\"https://www.dailymaverick.co.za/article/2022-05-12-poor-climate-adaptation-outdated-infrastructure-served-as-catalysts-for-kzn-floods/\"><span style=\"font-weight: 400;\">the floods in KwaZulu-Natal</span></a><span style=\"font-weight: 400;\"> caused last year, or, more recently, </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-15-cyclone-freddys-deadly-trail-of-destruction-a-grim-reminder-of-the-need-to-prioritise-climate-adaptation/\"><span style=\"font-weight: 400;\">the impact of cyclone Freddy</span></a><span style=\"font-weight: 400;\"> in Mozambique and Malawi to see how imperative climate adaptation is.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1387648\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/09/Des-KZN-waterlogged17-1.jpeg\" alt=\"sa's climate change bill\" width=\"720\" height=\"423\" /> The devastation in Durban’s Reservoir Hills informal settlement after floods swept through their shacks in April 2022, leaving several residents missing and others homeless. (Photo: Mandla Langa)</p>\r\n\r\n<span style=\"font-weight: 400;\">South Africa is particularly vulnerable to climate impacts because the country is a </span><a href=\"https://www.dailymaverick.co.za/article/2018-11-07-interview-south-africa-climate-change-hot-spot/\"><span style=\"font-weight: 400;\">climate change hotspot</span></a><span style=\"font-weight: 400;\"> – that is, it is warming at twice the global average.</span>\r\n\r\n<span style=\"font-weight: 400;\">The 2011 white paper on National Climate Change Response acknowledges that South Africa, like other developing countries, is vulnerable to climate impacts. It presents the government’s vision for an effective response and a just transition to a climate-resilient society.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1619407\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/11296338.jpg\" alt=\"climate mozambique\" width=\"720\" height=\"480\" /> People are evacuated from flooded areas in Maputo, Mozambique, on 11 February 2023. (Photo: EPA-EFE / Luis Fonesca)</p>\r\n\r\n<span style=\"font-weight: 400;\">Off the back of that, the </span><a href=\"https://www.dffe.gov.za/sites/default/files/legislations/session2_draftnational_adaptationstrategy.pdf\"><span style=\"font-weight: 400;\">National Climate Change Adaptation Strategy</span></a><span style=\"font-weight: 400;\">, a policy directive to implement this vision, was developed by the Department of Forestry, Fisheries and Environment (DFFE). Most recently, the </span><a href=\"https://www.parliament.gov.za/storage/app/media/Bills/2022/B9_2022_Climate_Change_Bill/B9_2022_Climate_Change_Bill.pdf\"><span style=\"font-weight: 400;\">National Climate Change Bill</span></a><span style=\"font-weight: 400;\"> is being developed within the context of South Africa’s National Development Plan and the United Nations’ </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-26-midway-to-the-deadline-for-achieving-sustainable-development-goals-south-africa-is-not-faring-well/\"><span style=\"font-weight: 400;\">Sustainable Development Goals</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2022-09-12-good-but-not-good-enough-the-flaws-in-south-africas-climate-change-bill/\"><span style=\"font-weight: 400;\">Is SA’s Climate Change Bill good enough? It depends on who you ask</span></a>\r\n\r\n<span style=\"font-weight: 400;\">A </span><a href=\"https://letsrespondtoolkit.org/\"><span style=\"font-weight: 400;\">Local Government Climate Change Support Programme</span></a><span style=\"font-weight: 400;\"> was also launched in 2012.</span>\r\n<h4><b>Why are municipalities failing?</b></h4>\r\n<span style=\"font-weight: 400;\">Telly Chauke, a climate change specialist who facilitated a debate on climate adaptation at the second </span><a href=\"https://www.dffe.gov.za/event/deptactivity/2023localgovernmentenvironmentindaba\"><span style=\"font-weight: 400;\">Local Government Environment Indaba</span></a><span style=\"font-weight: 400;\"> on Thursday, 23 March, said 12 years of local government support on climate change had made little difference.</span>\r\n\r\n<span style=\"font-weight: 400;\">Although climate science is </span><a href=\"https://www.ipcc.ch/report/ar6/wg2/\"><span style=\"font-weight: 400;\">increasing the understanding</span></a><span style=\"font-weight: 400;\"> of our vulnerabilities every year, it’s been obvious for years that where people are placed (low-lying areas, banks of rivers, houses without drainage or erosion control) is not safe in the face of predicted climate events.</span>\r\n\r\n<img loading=\"lazy\" class=\"aligncenter size-full wp-image-1620036\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/Julia-EnviroIndaba03.jpg\" alt=\"\" width=\"720\" height=\"321\" />\r\n\r\n<span style=\"font-weight: 400;\">Climate scientist Francois Engelbrecht, who has been a lead author on multiple Intergovernmental Panel on Climate Change reports, emphasises that southern African governments need to make climate adaptation a priority.</span>\r\n\r\n<span style=\"font-weight: 400;\">“If we are not going to change the safety of our most vulnerable communities – if people continue to live right on riverbanks and along steep slopes where mudslides occur – the hard reality is that hundreds of thousands more people are going to die in the next 10 years, from events exactly like this one,” he said, referring to the </span><a href=\"https://apnews.com/article/climate-change-cyclone-freddy-malawi-mozambique-3eea4165dbf5ed7b2ee52b0357159a94\"><span style=\"font-weight: 400;\">more than 600 lives lost</span></a><span style=\"font-weight: 400;\"> after cyclone Freddy hit Malawi and Mozambique.</span>\r\n<h4><b>Why is implementation so far behind?</b></h4>\r\n<span style=\"font-weight: 400;\">Local governments are mainly responsible for implementing disaster risk management – and they face myriad challenges.</span>\r\n\r\n<span style=\"font-weight: 400;\">The majority of municipalities – especially those in rural areas that have smaller populations and where fewer people are employed and able to pay rates – are dependent on funding transfers from a national level, such as the National Treasury.</span>\r\n\r\n<span style=\"font-weight: 400;\">This funding is mostly earmarked for conditional grants such as infrastructure management. Funding is also prioritised for basic service delivery.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite needing the funds, much of this money is sent back to the Treasury because municipalities do not have the capacity to adequately plan for things like climate adaptation.</span>\r\n\r\n<span style=\"font-weight: 400;\">DFFE Deputy Minister Makhotso Sotyu told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> at the indaba that one of the problems was that the Municipality Infrastructure Grant could previously be used only for infrastructure. (Photo: Julia Evans)</p>\r\n\r\n<span style=\"font-weight: 400;\">She said the DFFE, with the Department of Cooperative Governance and Traditional Affairs, had approached the Treasury and had influenced changes to the grant policy, which can now be used for other necessities. They must utilise that money for the correct purpose.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Sotyu said the Climate Change Bill, once passed, would regulate where houses could be built and would make it necessary for environmental and structural assessments to be conducted.</span>\r\n\r\n<span style=\"font-weight: 400;\">“You will find that most of the communities that were affected [by KZN floods] were placed where human beings can’t live or where you can’t build houses,” she said.</span>\r\n<h4><b>Not taken seriously</b></h4>\r\n<span style=\"font-weight: 400;\">Another problem is that municipal climate change funding is not mandated because it’s not in the law.</span>\r\n\r\n<span style=\"font-weight: 400;\">Thabang Phago, a climate change specialist from the DFFE, said this meant climate funding was not always taken seriously by municipalities.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1277675\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/05/ED_381097.jpg\" alt=\"climate paralysis\" width=\"720\" height=\"391\" /> A motor vehicle hangs precariously on the edge of a donga in northern Durban on 23 May 2022 after heavy downpours. (Photo: Gallo Images / Darren Stewart)</p>\r\n\r\n<span style=\"font-weight: 400;\">The Climate Change Bill could lead to more funding from the ficus for climate adaptation because it would be legally mandated.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, Brandon Abdinor, acting programme head of pollution and climate change at the Centre for Environmental Rights, told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that the bill didn’t clearly stipulate support for funding.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The bill places a large burden on municipalities, provinces, sector departments and the minister, without making adequate provision for capacity-building and funding,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Financial support, technology development, skills transfer and capacity-building are key aspects of the Paris Agreement, yet these issues – which are crucial for the effective functioning of climate change mitigation and adaptation measures – are entirely absent from the bill.</span>\r\n\r\n<span style=\"font-weight: 400;\">“In other words, climate change response may well have to compete with other government obligations. Fair enough to a point, but given the implications, we feel it should have dedicated support set out in the bill,” Abdinor said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Phago emphasised that a lot of climate change work in South Africa was mostly donor-funded through bilateral or multilateral agreements (such as the </span><a href=\"https://www.adaptation-fund.org/adaptation-fund-green-climate-fund-convene-first-community-practice-meeting-direct-access-entities-climate-finance/#:~:text=climate%20change%2C%20the-,Adaptation%20Fund,-(AF)%2C%20Green\"><span style=\"font-weight: 400;\">Adaptation Fund</span></a><span style=\"font-weight: 400;\"> and the </span><a href=\"http://www.greenclimate.fund/who-we-are/about-the-fund\"><span style=\"font-weight: 400;\">Green Climate Fund</span></a><span style=\"font-weight: 400;\">). (Photo: Gallo Images / The Times / Thuli Dlamini)</p>\r\n\r\n<span style=\"font-weight: 400;\">The World Bank Group – the largest multilateral financier of climate action in developing countries, having delivered a record $31.7-billion for climate-related investments in the 2022 fiscal year – recently launched its </span><a href=\"https://www.worldbank.org/en/publication/country-climate-development-reports\"><span style=\"font-weight: 400;\">Country Climate and Development Reports</span></a><span style=\"font-weight: 400;\">, recommending that South Africa develop a new financing model that was more flexible and responsive to climate change impacts.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Subnational governments can be supported through earmarked, revolving funds which target climate change activities and are replenished based on annual targets/key performance indicators met,” the report says.</span>\r\n\r\n<span style=\"font-weight: 400;\">“While conditional grants can be amended to support adaptation and mitigation measures through the introduction of climate-specific criteria.”</span>\r\n<h4><b>Capacity building </b></h4>\r\n<span style=\"font-weight: 400;\">Municipalities are supposed to be in charge of disaster risk management, but many don’t have the climate literacy or capacity building to understand climate change issues. This means climate adaptation strategies developed by the DFFE aren’t being implemented.</span>\r\n\r\n<span style=\"font-weight: 400;\">“There is a lot of work that we need to do because the climate change language is very complex,” said Sotyu, adding that the department worked with municipalities and the South African Local Government Association to make the language simple, “so that they can understand what is meant by climate change”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sotyu said, however, that the national department only became involved on a provincial or local level if it was requested. “Most of the time, we won’t know that there are challenges until … the municipalities come to us.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In a commission plenary about climate change during the indaba, Phago, who runs the DFFE’s adaptive capacity facility programme, joked that the programme “is like the child that is born out of wedlock – we are in the system, but we are not formally in the system” because they were donor funded.</span>\r\n\r\n<span style=\"font-weight: 400;\">After a long and heated debate with municipality members from across the country during the session, Phago told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">: “The capacity issue has always been a problem. You heard it in the debate. You have to be careful about donor funding that you’re responsible for, that you need to account for.</span>\r\n\r\n<span style=\"font-weight: 400;\">“If you’re putting money on the ground, is it going to get to the ground? And is it going to what it was designed for?” </span><b>DM/OBP</b>\r\n<h3><b>Climate change terminology</b></h3>\r\n<span style=\"font-weight: 400;\">If you’re not familiar with climate jargon, here’s a crash course.</span>\r\n\r\n<b>Climate mitigation</b><span style=\"font-weight: 400;\"> is about dealing with the source of climate change, either by decreasing our production of fossil fuels or increasing the sinks that can absorb them (which is why everyone is so excited about solar power or planting trees).</span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-11-03-global-climate-adaptation-failure-puts-world-at-risk-new-un-report-finds/\"><b>Climate adaptation</b></a><span style=\"font-weight: 400;\"> is about dealing with the climate impacts that are already here and are projected to increase.</span>\r\n\r\n<span style=\"font-weight: 400;\">Scientists have proved that because of </span><b>anthropogenic climate change</b><span style=\"font-weight: 400;\"> (yes, the climate varies naturally, but the warming that has occurred since the pre-industrial era is rapid and </span><a href=\"https://www.dailymaverick.co.za/article/2022-04-19-lets-get-real-and-fact-check-the-climate-crisis/\"><span style=\"font-weight: 400;\">cannot be explained by any natural process</span></a><span style=\"font-weight: 400;\">), extreme climate events such as </span><a href=\"https://www.dailymaverick.co.za/article/2022-10-04-why-is-there-a-heat-wave-in-parts-of-sa-when-its-not-yet-summer/\"><span style=\"font-weight: 400;\">heat waves</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-08-extreme-weather-on-the-way-and-events-like-this-are-likely-to-become-more-frequent/\"><span style=\"font-weight: 400;\">extreme rainfall</span></a><span style=\"font-weight: 400;\">, flooding and droughts have started to and are projected to increase in frequency and intensity. </span>\r\n\r\n ",

(Photo: Mandla Langa)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">South Africa is particularly vulnerable to climate impacts because the country is a </span><a href=\"https://www.dailymaverick.co.za/article/2018-11-07-interview-south-africa-climate-change-hot-spot/\"><span style=\"font-weight: 400;\">climate change hotspot</span></a><span style=\"font-weight: 400;\"> – that is, it is warming at twice the global average.</span>\r\n\r\n<span style=\"font-weight: 400;\">The 2011 white paper on National Climate Change Response acknowledges that South Africa, like other developing countries, is vulnerable to climate impacts. (Photo: EPA-EFE / Luis Fonesca)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Off the back of that, the </span><a href=\"https://www.dffe.gov.za/sites/default/files/legislations/session2_draftnational_adaptationstrategy.pdf\"><span style=\"font-weight: 400;\">National Climate Change Adaptation Strategy</span></a><span style=\"font-weight: 400;\">, a policy directive to implement this vision, was developed by the Department of Forestry, Fisheries and Environment (DFFE). Most recently, the </span><a href=\"https://www.parliament.gov.za/storage/app/media/Bills/2022/B9_2022_Climate_Change_Bill/B9_2022_Climate_Change_Bill.pdf\"><span style=\"font-weight: 400;\">National Climate Change Bill</span></a><span style=\"font-weight: 400;\"> is being developed within the context of South Africa’s National Development Plan and the United Nations’ </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-26-midway-to-the-deadline-for-achieving-sustainable-development-goals-south-africa-is-not-faring-well/\"><span style=\"font-weight: 400;\">Sustainable Development Goals</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2022-09-12-good-but-not-good-enough-the-flaws-in-south-africas-climate-change-bill/\"><span style=\"font-weight: 400;\">Is SA’s Climate Change Bill good enough? It depends on who you ask</span></a>\r\n\r\n<span style=\"font-weight: 400;\">A </span><a href=\"https://letsrespondtoolkit.org/\"><span style=\"font-weight: 400;\">Local Government Climate Change Support Programme</span></a><span style=\"font-weight: 400;\"> was also launched in 2012.</span>\r\n<h4><b>Why are municipalities failing?</b></h4>\r\n<span style=\"font-weight: 400;\">Telly Chauke, a climate change specialist who facilitated a debate on climate adaptation at the second </span><a href=\"https://www.dffe.gov.za/event/deptactivity/2023localgovernmentenvironmentindaba\"><span style=\"font-weight: 400;\">Local Government Environment Indaba</span></a><span style=\"font-weight: 400;\"> on Thursday, 23 March, said 12 years of local government support on climate change had made little difference.</span>\r\n\r\n<span style=\"font-weight: 400;\">Although climate science is </span><a href=\"https://www.ipcc.ch/report/ar6/wg2/\"><span style=\"font-weight: 400;\">increasing the understanding</span></a><span style=\"font-weight: 400;\"> of our vulnerabilities every year, it’s been obvious for years that where people are placed (low-lying areas, banks of rivers, houses without drainage or erosion control) is not safe in the face of predicted climate events.</span>\r\n\r\n<img class=\"aligncenter size-full wp-image-1620036\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/Julia-EnviroIndaba03.jpg\" alt=\"\" width=\"720\" height=\"321\" />\r\n\r\n<span style=\"font-weight: 400;\">Climate scientist Francois Engelbrecht, who has been a lead author on multiple Intergovernmental Panel on Climate Change reports, emphasises that southern African governments need to make climate adaptation a priority.</span>\r\n\r\n<span style=\"font-weight: 400;\">“If we are not going to change the safety of our most vulnerable communities – if people continue to live right on riverbanks and along steep slopes where mudslides occur – the hard reality is that hundreds of thousands more people are going to die in the next 10 years, from events exactly like this one,” he said, referring to the </span><a href=\"https://apnews.com/article/climate-change-cyclone-freddy-malawi-mozambique-3eea4165dbf5ed7b2ee52b0357159a94\"><span style=\"font-weight: 400;\">more than 600 lives lost</span></a><span style=\"font-weight: 400;\"> after cyclone Freddy hit Malawi and Mozambique.</span>\r\n<h4><b>Why is implementation so far behind?</b></h4>\r\n<span style=\"font-weight: 400;\">Local governments are mainly responsible for implementing disaster risk management – and they face myriad challenges.</span>\r\n\r\n<span style=\"font-weight: 400;\">The majority of municipalities – especially those in rural areas that have smaller populations and where fewer people are employed and able to pay rates – are dependent on funding transfers from a national level, such as the National Treasury.</span>\r\n\r\n<span style=\"font-weight: 400;\">This funding is mostly earmarked for conditional grants such as infrastructure management. Funding is also prioritised for basic service delivery.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite needing the funds, much of this money is sent back to the Treasury because municipalities do not have the capacity to adequately plan for things like climate adaptation.</span>\r\n\r\n<span style=\"font-weight: 400;\">DFFE Deputy Minister Makhotso Sotyu told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> at the indaba that one of the problems was that the Municipality Infrastructure Grant could previously be used only for infrastructure. (Photo: Julia Evans)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">She said the DFFE, with the Department of Cooperative Governance and Traditional Affairs, had approached the Treasury and had influenced changes to the grant policy, which can now be used for other necessities. They must utilise that money for the correct purpose.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Sotyu said the Climate Change Bill, once passed, would regulate where houses could be built and would make it necessary for environmental and structural assessments to be conducted.</span>\r\n\r\n<span style=\"font-weight: 400;\">“You will find that most of the communities that were affected [by KZN floods] were placed where human beings can’t live or where you can’t build houses,” she said.</span>\r\n<h4><b>Not taken seriously</b></h4>\r\n<span style=\"font-weight: 400;\">Another problem is that municipal climate change funding is not mandated because it’s not in the law.</span>\r\n\r\n<span style=\"font-weight: 400;\">Thabang Phago, a climate change specialist from the DFFE, said this meant climate funding was not always taken seriously by municipalities.</span>\r\n\r\n[caption id=\"attachment_1277675\" align=\"aligncenter\" width=\"720\"]<img class=\"size-full wp-image-1277675\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/05/ED_381097.jpg\" alt=\"climate paralysis\" width=\"720\" height=\"391\" /> A motor vehicle hangs precariously on the edge of a donga in northern Durban on 23 May 2022 after heavy downpours. (Photo: Gallo Images / Darren Stewart)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The Climate Change Bill could lead to more funding from the ficus for climate adaptation because it would be legally mandated.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, Brandon Abdinor, acting programme head of pollution and climate change at the Centre for Environmental Rights, told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that the bill didn’t clearly stipulate support for funding.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The bill places a large burden on municipalities, provinces, sector departments and the minister, without making adequate provision for capacity-building and funding,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Financial support, technology development, skills transfer and capacity-building are key aspects of the Paris Agreement, yet these issues – which are crucial for the effective functioning of climate change mitigation and adaptation measures – are entirely absent from the bill.</span>\r\n\r\n<span style=\"font-weight: 400;\">“In other words, climate change response may well have to compete with other government obligations. Fair enough to a point, but given the implications, we feel it should have dedicated support set out in the bill,” Abdinor said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Phago emphasised that a lot of climate change work in South Africa was mostly donor-funded through bilateral or multilateral agreements (such as the </span><a href=\"https://www.adaptation-fund.org/adaptation-fund-green-climate-fund-convene-first-community-practice-meeting-direct-access-entities-climate-finance/#:~:text=climate%20change%2C%20the-,Adaptation%20Fund,-(AF)%2C%20Green\"><span style=\"font-weight: 400;\">Adaptation Fund</span></a><span style=\"font-weight: 400;\"> and the </span><a href=\"http://www.greenclimate.fund/who-we-are/about-the-fund\"><span style=\"font-weight: 400;\">Green Climate Fund</span></a><span style=\"font-weight: 400;\">). (Photo: Gallo Images / The Times / Thuli Dlamini)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The World Bank Group – the largest multilateral financier of climate action in developing countries, having delivered a record $31.7-billion for climate-related investments in the 2022 fiscal year – recently launched its </span><a href=\"https://www.worldbank.org/en/publication/country-climate-development-reports\"><span style=\"font-weight: 400;\">Country Climate and Development Reports</span></a><span style=\"font-weight: 400;\">, recommending that South Africa develop a new financing model that was more flexible and responsive to climate change impacts.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Subnational governments can be supported through earmarked, revolving funds which target climate change activities and are replenished based on annual targets/key performance indicators met,” the report says.</span>\r\n\r\n<span style=\"font-weight: 400;\">“While conditional grants can be amended to support adaptation and mitigation measures through the introduction of climate-specific criteria.”</span>\r\n<h4><b>Capacity building </b></h4>\r\n<span style=\"font-weight: 400;\">Municipalities are supposed to be in charge of disaster risk management, but many don’t have the climate literacy or capacity building to understand climate change issues. This means climate adaptation strategies developed by the DFFE aren’t being implemented.</span>\r\n\r\n<span style=\"font-weight: 400;\">“There is a lot of work that we need to do because the climate change language is very complex,” said Sotyu, adding that the department worked with municipalities and the South African Local Government Association to make the language simple, “so that they can understand what is meant by climate change”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sotyu said, however, that the national department only became involved on a provincial or local level if it was requested. “Most of the time, we won’t know that there are challenges until … the municipalities come to us.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In a commission plenary about climate change during the indaba, Phago, who runs the DFFE’s adaptive capacity facility programme, joked that the programme “is like the child that is born out of wedlock – we are in the system, but we are not formally in the system” because they were donor funded.</span>\r\n\r\n<span style=\"font-weight: 400;\">After a long and heated debate with municipality members from across the country during the session, Phago told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">: “The capacity issue has always been a problem. You heard it in the debate. You have to be careful about donor funding that you’re responsible for, that you need to account for.</span>\r\n\r\n<span style=\"font-weight: 400;\">“If you’re putting money on the ground, is it going to get to the ground? And is it going to what it was designed for?” </span><b>DM/OBP</b>\r\n<h3><b>Climate change terminology</b></h3>\r\n<span style=\"font-weight: 400;\">If you’re not familiar with climate jargon, here’s a crash course.</span>\r\n\r\n<b>Climate mitigation</b><span style=\"font-weight: 400;\"> is about dealing with the source of climate change, either by decreasing our production of fossil fuels or increasing the sinks that can absorb them (which is why everyone is so excited about solar power or planting trees).</span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-11-03-global-climate-adaptation-failure-puts-world-at-risk-new-un-report-finds/\"><b>Climate adaptation</b></a><span style=\"font-weight: 400;\"> is about dealing with the climate impacts that are already here and are projected to increase.</span>\r\n\r\n<span style=\"font-weight: 400;\">Scientists have proved that because of </span><b>anthropogenic climate change</b><span style=\"font-weight: 400;\"> (yes, the climate varies naturally, but the warming that has occurred since the pre-industrial era is rapid and </span><a href=\"https://www.dailymaverick.co.za/article/2022-04-19-lets-get-real-and-fact-check-the-climate-crisis/\"><span style=\"font-weight: 400;\">cannot be explained by any natural process</span></a><span style=\"font-weight: 400;\">), extreme climate events such as </span><a href=\"https://www.dailymaverick.co.za/article/2022-10-04-why-is-there-a-heat-wave-in-parts-of-sa-when-its-not-yet-summer/\"><span style=\"font-weight: 400;\">heat waves</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-08-extreme-weather-on-the-way-and-events-like-this-are-likely-to-become-more-frequent/\"><span style=\"font-weight: 400;\">extreme rainfall</span></a><span style=\"font-weight: 400;\">, flooding and droughts have started to and are projected to increase in frequency and intensity. </span>\r\n\r\n ",
