"description": "Daily Maverick is an independent online news publication and weekly print newspaper in South Africa.\r\n\r\nIt is known for breaking some of the defining stories of South Africa in the past decade, including the Marikana Massacre, in which the South African Police Service killed 34 miners in August 2012.\r\n\r\nIt also investigated the Gupta Leaks, which won the 2019 Global Shining Light Award.\r\n\r\nThat investigation was credited with exposing the Indian-born Gupta family and former President Jacob Zuma for their role in the systemic political corruption referred to as state capture.\r\n\r\nIn 2018, co-founder and editor-in-chief Branislav ‘Branko’ Brkic was awarded the country’s prestigious Nat Nakasa Award, recognised for initiating the investigative collaboration after receiving the hard drive that included the email tranche.\r\n\r\nIn 2021, co-founder and CEO Styli Charalambous also received the award.\r\n\r\nDaily Maverick covers the latest political and news developments in South Africa with breaking news updates, analysis, opinions and more.",

"contents": "Obsessed with fashion, the emperor is tricked by two swindlers promising to make him the finest suit of clothes from a special fabric that is invisible to those who are unfit for their position or unusually stupid. Intrigued by the idea, he hires the swindlers, who pretend to weave the “invisible” cloth on empty looms.\r\n\r\nEven though the emperor’s ministers cannot see the cloth, they pretend to admire it out of fear of appearing unworthy. When the emperor himself tries on the “clothes” and sees nothing, he also pretends.\r\n\r\nThe debate over school uniforms has been continuous and contentious, with proponents and opponents passionately arguing their points. I wrote an article years ago calling for the scrapping of school uniforms. A nun from a highly successful Catholic school in Soweto wrote to me and said: “I read everything you write, and it isn’t bad, but this is the biggest load of shite I have ever read.”\r\n\r\nSome see school uniforms as a unifying force promoting equality and school spirit among students. By wearing the same uniforms, students from different socioeconomic backgrounds are on an equal footing, eliminating the pressure to wear expensive clothing that can lead to social conflict and distractions. Some have even argued that uniforms improve academic performance.\r\n\r\nOn the other hand, critics argue that uniforms restrict personal expression and impose financial burdens on families. They question whether uniforms have an impact on academic performance or behaviour and call for more substantial evidence.\r\n\r\nThe debate reflects broader issues about balancing individual rights with collective identity in educational settings. Students are unable to show off their individuality through fashion, which can be limiting for those who use clothing as a form of self-expression and identity. This can lead to feelings of frustration.\r\n\r\nUniforms also play a significant role in reducing bullying, as students are less likely to be teased or targeted based on their clothing choices. This creates a safer and more inclusive environment, allowing students to focus on their studies rather than worrying about their appearance. Additionally, uniforms simplify morning routines for parents and students, saving time and effort that would be better spent on academic pursuits.\r\n\r\nRead more: School uniforms are the great social leveller and reduce campus crime and bullying\r\n\r\nSchools with uniforms often project a positive image, reflecting discipline and professionalism that can have a positive impact on the community’s perception of the school. This, in turn, can boost student morale and motivation, leading to improved academic performance. Uniforms also foster a sense of responsibility and respect for the educational environment, preparing students for future professional settings.\r\n\r\nHowever, critics argue that uniforms stifle personal expression and creativity, essential aspects of a child’s development.\r\n\r\nSome also argue that uniforms don’t address deeper issues such as bullying or academic performance. Uniforms may even mask these problems rather than solve them. Others argue that uniforms restrict autonomy and emotional wellbeing.\r\n
What does the research really say?
\r\nIn a well-worn article, Ryan Yeung evaluates the impact of school uniforms on academic achievement, attendance and school safety, using econometric analysis on data from two large surveys. He applies a value-added approach to control for various factors affecting student outcomes, aiming to isolate the effect of uniforms.\r\n\r\nHis findings show that there is no consistent or statistically significant connection between wearing uniforms and improved academic performance, attendance or behavioural outcomes. The results suggest that although uniforms might hold symbolic value or foster a certain school identity, they do not appear to address the complex issues underlying student achievement or safety.\r\n\r\nYeung concludes that school uniforms are unlikely to be a transformative solution for educational challenges. Although they might offer some superficial cohesion or reduce clothing-based social pressures, uniforms do not fundamentally affect academic or behavioural measures.\r\n\r\nIn a glitzier article, Arya Ansari, Michael Shepard and Michael Gottfried analysed data from more than 6,000 primary school children. They found that wearing uniforms did not significantly influence behaviour, attendance or social interactions. Contrary to the common assumptions, uniforms were not associated with improved behaviour, reduced anxiety or less bullying.\r\n\r\nThey found that students in uniform-requiring schools reported a lower sense of “school belonging” by Grade 5. They suggest that this could be because uniforms restrict personal expression, which may reduce students’ feelings of connection within their school community.\r\n\r\nThey also found that low-income students had slightly better attendance, but the difference was minimal, amounting to less than a day per year. They conclude that the perceived benefits of uniforms on behaviour and social outcomes may not be as impactful as often believed.\r\n\r\nIn a 2012 study entitled Dressed for Success?, Elisabeth Gentile and Scott Imberman observe that the concerns about school safety and the desire by school administrators to try different strategies to improve test scores and behaviour led many schools to adopt student uniforms.\r\n\r\nThey conclude their study by noting that the evidence on uniforms is sparse, and the existing research relies on cross-sectional variation. Because schools are likely to adopt uniforms in response to “poor behaviour or achievement, the results from this research may suffer from substantial bias”.\r\n
The practicalities of school uniform
\r\nFrom a more practical angle, uniforms can be impractical for students with different body types or needs. For instance, students with disabilities may require adaptations that aren’t accommodated by standard uniforms, leading to feelings of exclusion. Pregnant students, students with religious dress requirements or students with sensory sensitivities also face challenges with uniforms.\r\n\r\nUniforms can be costly for low-income families, adding to their financial burdens and potentially creating more inequality than unity. A typical primary school uniform, including a sports kit, costs more than R5,000. There is no state help for poorer parents, and it may be a good idea to offer some support. In many instances, rather than being a social leveller, school uniforms can discriminate against the poor.\r\n\r\nRead more: Competition Commission warns schools of legal action after 220 complaints about uniform purchases\r\n\r\nWe return to the emperor, who undertakes a grand procession through the town in his imaginary clothes. The townspeople praise the invisible clothes until a child blurts out the truth: “But he isn’t wearing anything at all!” The crowd finally acknowledges the emperor’s nakedness, exposing his foolishness and vanity.\r\n\r\nDespite research, it appears that the decision to implement or maintain school uniforms depends on the perspectives and context of each school community. People still believe that uniforms offer benefits like unity and discipline, but the drawbacks should be carefully considered. Schools should engage with pupils, parents and teachers to find a solution that balances individuality with cohesion. This might involve:\r\n
\r\n \t
Conducting surveys to gauge student and parent opinions;
\r\n \t
Providing financial assistance for low-income families;
\r\n \t
Ensuring that uniforms are as generic as possible;
\r\n \t
Establishing flexible uniform policies accommodating diverse needs;
\r\n \t
Getting student input in uniform design; and
\r\n \t
Monitoring the effectiveness of uniforms to see whether they address concerns.
\r\n
\r\nBy taking a thoughtful and inclusive approach to school culture, schools can create environments where students feel comfortable, confident and focused on learning while promoting unity and respect for their community without necessarily wearing “new clothes”. DM\r\n\r\nDr Mark Potterton is the director of the Three2Six Refugee Children’s Education Project.\r\n\r\nThis story first appeared in our weekly Daily Maverick 168 newspaper, which is available countrywide for R35.\r\n\r\n",
