"contents": "<span style=\"font-weight: 400;\">It’s been a long time coming, but South Africa’s security arena is finally in for a shake-up and sharpening. </span>\r\n\r\n<span style=\"font-weight: 400;\">President Cyril Ramaphosa has announced an array of plans to bolster crime-fighting and accountability, from establishing units to specifically tackle extortion, to special court rolls dedicated to State Capture cases. </span>\r\n\r\n<span style=\"font-weight: 400;\">Staff will also be added to and moved from security agencies. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We will begin immediately by filling critical vacancies and addressing positions affected by suspensions in the State Security Agency and Crime Intelligence,” Ramaphosa said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We will soon be announcing leadership changes in a number of security agencies to strengthen our security structures.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa made these announcements while delivering the annual State of the Nation Address on Thursday evening. His statements come as there is mounting pressure for him to clean up the South African Police Service and divulge the fate of police leaders, including the country’s top cop, National Commissioner Khehla Sitole, as well as those identified as State Capturers. </span>\r\n\r\n<span style=\"font-weight: 400;\">Policing failures, scandals and security in South Africa have been recently highlighted. Security issues were also highlighted via the mere location of Ramaphosa’s Sona on Thursday. </span>\r\n\r\n<span style=\"font-weight: 400;\">The address, for the first time under a democratic government, was not given in Parliament, but at the Cape Town City Hall. This was because </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-06-48-hours-of-fire-a-timeline-of-the-parliament-blaze/\"><span style=\"font-weight: 400;\">a fire damaged Parliament</span></a><span style=\"font-weight: 400;\"> after the building was allegedly set alight early last month. Of the blaze, Ramaphosa said: “The fire in Parliament reminded us of the destruction, violence and looting that we witnessed in parts of the country </span><a href=\"https://www.dailymaverick.co.za/article/2021-07-29-nine-lost-days-sa-government-was-uniquely-placed-to-stop-the-july-insurrection-but-it-didnt/\"><span style=\"font-weight: 400;\">in July last year</span></a><span style=\"font-weight: 400;\">, of the more than 300 lives lost and many more livelihoods ruined.” </span>\r\n\r\n<span style=\"font-weight: 400;\">On Monday 7 February, the </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-07-presidential-panel-report-rips-into-states-unequivocal-failure-to-protect-its-people-during-looting-mayhem/\"><span style=\"font-weight: 400;\">Presidency released a report</span></a><span style=\"font-weight: 400;\"> into the July 2021 riots, which broke out after former president Jacob Zuma was jailed. Ramaphosa referred to the report on the mayhem during his address on Thursday. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1173507\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/02/Caryn-sona-security2.jpg\" alt=\"\" width=\"720\" height=\"358\" /> South African Police Service and law enforcement members are addressed at the Castle in Cape Town before the State of the Nation Address on 10 February 2022. (Photo: Gallo Images / Brenton Geach)</p>\r\n\r\n<b>July riot security failures </b>\r\n\r\n<span style=\"font-weight: 400;\">“The report paints a deeply disturbing picture of the capabilities of our security services and the structures that exist to coordinate their work,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">It concluded “that government’s initial handling of the July 2021 events was inept, police operational planning was poor, there was poor coordination between the state security and intelligence services, and police are not always embedded in the communities they serve”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa added that, “Cabinet must take overall responsibility for the events of July 2021. This is a responsibility that we acknowledge and accept.” </span>\r\n\r\n<span style=\"font-weight: 400;\">It was not clear if Ramaphosa’s comments in any way referred to Police Minister Bheki Cele. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa continued: “We will, as recommended by the panel, develop and drive a national response plan to address the weaknesses that the panel has identified.” </span>\r\n\r\n<span style=\"font-weight: 400;\">He then mentioned the imminent changes planned for security agencies. </span>\r\n\r\n<span style=\"font-weight: 400;\">This ties in with what has become of Crime Intelligence, whose former head, </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-03-deja-vu-as-peter-jacobs-transferred-out-of-crime-intelligence-suspension-lifted/\"><span style=\"font-weight: 400;\">Peter Jacobs, was controversially transferred</span></a><span style=\"font-weight: 400;\"> out of the position last year, and as questions linger about Commissioner Sitole’s future. </span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2021-03-03-deja-vu-as-peter-jacobs-transferred-out-of-crime-intelligence-suspension-lifted/\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported that Sitole is the subject of two </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-27-police-boss-khehla-sitole-lashes-out-after-ipid-seeks-ministerial-intervention-and-lays-criminal-charges/\"><span style=\"font-weight: 400;\">criminal complaints lodged by the Independent Police Investigative Directorate (Ipid)</span></a><span style=\"font-weight: 400;\">. This is because of allegations, which he denied, that he did not cooperate with its investigation into why a police officer who was assassinated in 2020 was not under state protection at the time. </span>\r\n\r\n<span style=\"font-weight: 400;\">Before this, in September 2021, </span><a href=\"https://www.dailymaverick.co.za/article/2021-10-07-police-commissioner-khehla-sitole-awaits-decision-from-president-on-suspension/\"><span style=\"font-weight: 400;\">Ramaphosa served Sitole with a suspension notice</span></a><span style=\"font-weight: 400;\"> over another allegation that he had failed to assist Ipid. South Africans are still waiting to hear what came of that. </span>\r\n\r\n<span style=\"font-weight: 400;\">In his Sona, Ramaphosa said that to improve relations between police officers and residents, community policing forums would be re-established. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I am calling on all South Africans through their various formations to participate in developing our National Security Strategy. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I will be approaching Parliament’s presiding officers to request that Parliament plays a key role in facilitating inclusive processes of consultation.” </span>\r\n\r\n<b>State Capture action </b>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa also addressed another crisis that had throttled South Africa, the effects of which are still being acutely felt – State Capture. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Judicial Commission of Inquiry into Allegations of State Capture recently released parts </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-04-zondos-part-one-state-capture-report-targets-guptas-new-age-newspaper-and-dudu-myenis-destruction-of-saa/\"><span style=\"font-weight: 400;\">one</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-02-commission-report-names-usual-suspects-as-primary-architects-and-implementers-of-state-capture-at-transnet/\"><span style=\"font-weight: 400;\">two</span></a><span style=\"font-weight: 400;\"> of three reports. </span>\r\n\r\n<span style=\"font-weight: 400;\">“While the definitive conclusion has yet to be delivered at the end of this month, the first two parts of the report make it plain that there was indeed ‘State Capture,’ ” Ramaphosa said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“This means that public institutions and state-owned enterprises were infiltrated by a criminal network intent on looting public money for private gain. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The reports have detailed the devastating effects of this criminal activity on SAA, Transnet, Denel, South African Revenue Service and Government Communications.” </span>\r\n\r\n<span style=\"font-weight: 400;\">State Capture, he said, especially affected the most vulnerable and poor in society. Ramaphosa plans to deal with recommendations relating to State Capture within four months. </span>\r\n\r\n<span style=\"font-weight: 400;\">“By no later than 30 June, I will present a plan of action in response to the commission’s recommendations,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We will, as the commission’s first report recommends, strengthen the system to protect whistle-blowers, who are a vital safeguard in the fight against corruption and who take huge personal risk in reporting wrongdoing.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The relevant legislation was being assessed and law enforcement was addressing </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-22-criminal-injustice-guardians-of-the-law-fear-for-their-safety/\"><span style=\"font-weight: 400;\">concerns about whistle-blowers</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2022-01-22-criminal-injustice-guardians-of-the-law-fear-for-their-safety/\r\n\r\n<span style=\"font-weight: 400;\">Those who enabled and carried out State Capture were also in focus. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There are also discussions under way with the judiciary for the creation of special court rolls for State Capture and corruption cases,” Ramaphosa said.</span>\r\n\r\n<span style=\"font-weight: 400;\">He warned: “While we have taken decisive steps to end the era of State Capture, we know that the fight against corruption is far from over.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa said he had faith that the National Prosecuting Authority (NPA) would carry out further State Capture Commission-recommended investigations.</span>\r\n\r\n<span style=\"font-weight: 400;\">A new boss was set to be appointed at the NPA’s Investigating Directorate after it emerged late last year that its head, </span><a href=\"https://www.dailymaverick.co.za/article/2021-12-02-npas-investigating-directorate-boss-no-more-hermione-cronje-quits-after-frustrating-30-months/\"><span style=\"font-weight: 400;\">Hermione Cronje, had resigned</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Covid-19 corruption</b>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa also addressed crimes that had surged along with Covid-19 cases.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Companies and individuals were conspiring with public officials to defraud the government of billions of rands in Covid-related contracts. As soon as evidence emerged of this corruption we acted.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In December last year, the </span><a href=\"https://www.dailymaverick.co.za/article/2021-02-06-siu-investigating-corrupt-covid19-ppe-tenders/\"><span style=\"font-weight: 400;\">Special Investigating Unit</span></a><span style=\"font-weight: 400;\"> submitted a final report on Covid-related contracts. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa said this led to: </span>\r\n<ul>\r\n \t<li>45 matters, worth R2.2-billion, enrolled with the Special Tribunal;</li>\r\n \t<li>224 government officials referred for disciplinary action; and</li>\r\n \t<li>386 cases referred to the NPA for possible prosecution.</li>\r\n</ul>\r\n<b>Extortion, GBV and femicide </b>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa also announced a plan to tackle criminal gangs which </span><a href=\"https://www.dailymaverick.co.za/article/2021-10-25-south-africas-construction-mafia-sets-its-sights-on-local-government-extortion/\"><span style=\"font-weight: 400;\">targeted construction sites</span></a><span style=\"font-weight: 400;\"> and other companies, extorting money from them. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Government has therefore established specialised multidisciplinary units to address economic sabotage, extortion at construction sites and vandalism of infrastructure.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Resources would be freed to recruit and train 12,000 more new police personnel. </span>\r\n\r\n<span style=\"font-weight: 400;\">Gender-based violence and femicide came into focus. </span>\r\n\r\nhttps://www.youtube.com/watch?v=JEywH5gq5YQ\r\n\r\n<span style=\"font-weight: 400;\">“Earlier this month, I signed into law three new pieces of legislation, which has strengthened the criminal justice system, promoting accountability across the state and supporting survivors,” Ramaphosa said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The implementation of this legislation will go a long way to ensuring that cases are successfully prosecuted, that survivors are protected and that there are more effective deterrents in place.” </span>\r\n\r\n<span style=\"font-weight: 400;\">In April 2021 there was a DNA processing backlog of 210,000 exhibits. Ramaphosa said this figure had been reduced and now stood at 58,000. </span>\r\n\r\n<span style=\"font-weight: 400;\">He said that despite what was being done to tackle problems, South Africa still faced challenges. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Indeed, we are engaged in a battle for the soul of this country,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“But there can be no doubt that we will win. Of the blaze, Ramaphosa said: “The fire in Parliament reminded us of the destruction, violence and looting that we witnessed in parts of the country </span><a href=\"https://www.dailymaverick.co.za/article/2021-07-29-nine-lost-days-sa-government-was-uniquely-placed-to-stop-the-july-insurrection-but-it-didnt/\"><span style=\"font-weight: 400;\">in July last year</span></a><span style=\"font-weight: 400;\">, of the more than 300 lives lost and many more livelihoods ruined.” </span>\r\n\r\n<span style=\"font-weight: 400;\">On Monday 7 February, the </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-07-presidential-panel-report-rips-into-states-unequivocal-failure-to-protect-its-people-during-looting-mayhem/\"><span style=\"font-weight: 400;\">Presidency released a report</span></a><span style=\"font-weight: 400;\"> into the July 2021 riots, which broke out after former president Jacob Zuma was jailed. (Photo: Gallo Images / Brenton Geach)[/caption]\r\n\r\n<b>July riot security failures </b>\r\n\r\n<span style=\"font-weight: 400;\">“The report paints a deeply disturbing picture of the capabilities of our security services and the structures that exist to coordinate their work,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">It concluded “that government’s initial handling of the July 2021 events was inept, police operational planning was poor, there was poor coordination between the state security and intelligence services, and police are not always embedded in the communities they serve”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa added that, “Cabinet must take overall responsibility for the events of July 2021. This is a responsibility that we acknowledge and accept.” </span>\r\n\r\n<span style=\"font-weight: 400;\">It was not clear if Ramaphosa’s comments in any way referred to Police Minister Bheki Cele. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa continued: “We will, as recommended by the panel, develop and drive a national response plan to address the weaknesses that the panel has identified.” </span>\r\n\r\n<span style=\"font-weight: 400;\">He then mentioned the imminent changes planned for security agencies. </span>\r\n\r\n<span style=\"font-weight: 400;\">This ties in with what has become of Crime Intelligence, whose former head, </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-03-deja-vu-as-peter-jacobs-transferred-out-of-crime-intelligence-suspension-lifted/\"><span style=\"font-weight: 400;\">Peter Jacobs, was controversially transferred</span></a><span style=\"font-weight: 400;\"> out of the position last year, and as questions linger about Commissioner Sitole’s future. </span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2021-03-03-deja-vu-as-peter-jacobs-transferred-out-of-crime-intelligence-suspension-lifted/\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported that Sitole is the subject of two </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-27-police-boss-khehla-sitole-lashes-out-after-ipid-seeks-ministerial-intervention-and-lays-criminal-charges/\"><span style=\"font-weight: 400;\">criminal complaints lodged by the Independent Police Investigative Directorate (Ipid)</span></a><span style=\"font-weight: 400;\">. This is because of allegations, which he denied, that he did not cooperate with its investigation into why a police officer who was assassinated in 2020 was not under state protection at the time. </span>\r\n\r\n<span style=\"font-weight: 400;\">Before this, in September 2021, </span><a href=\"https://www.dailymaverick.co.za/article/2021-10-07-police-commissioner-khehla-sitole-awaits-decision-from-president-on-suspension/\"><span style=\"font-weight: 400;\">Ramaphosa served Sitole with a suspension notice</span></a><span style=\"font-weight: 400;\"> over another allegation that he had failed to assist Ipid. South Africans are still waiting to hear what came of that. </span>\r\n\r\n<span style=\"font-weight: 400;\">In his Sona, Ramaphosa said that to improve relations between police officers and residents, community policing forums would be re-established. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I am calling on all South Africans through their various formations to participate in developing our National Security Strategy. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I will be approaching Parliament’s presiding officers to request that Parliament plays a key role in facilitating inclusive processes of consultation.” </span>\r\n\r\n<b>State Capture action </b>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa also addressed another crisis that had throttled South Africa, the effects of which are still being acutely felt – State Capture. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Judicial Commission of Inquiry into Allegations of State Capture recently released parts </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-04-zondos-part-one-state-capture-report-targets-guptas-new-age-newspaper-and-dudu-myenis-destruction-of-saa/\"><span style=\"font-weight: 400;\">one</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-02-commission-report-names-usual-suspects-as-primary-architects-and-implementers-of-state-capture-at-transnet/\"><span style=\"font-weight: 400;\">two</span></a><span style=\"font-weight: 400;\"> of three reports. </span>\r\n\r\n<span style=\"font-weight: 400;\">“While the definitive conclusion has yet to be delivered at the end of this month, the first two parts of the report make it plain that there was indeed ‘State Capture,’ ” Ramaphosa said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“This means that public institutions and state-owned enterprises were infiltrated by a criminal network intent on looting public money for private gain. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The reports have detailed the devastating effects of this criminal activity on SAA, Transnet, Denel, South African Revenue Service and Government Communications.” </span>\r\n\r\n<span style=\"font-weight: 400;\">State Capture, he said, especially affected the most vulnerable and poor in society. Ramaphosa plans to deal with recommendations relating to State Capture within four months. </span>\r\n\r\n<span style=\"font-weight: 400;\">“By no later than 30 June, I will present a plan of action in response to the commission’s recommendations,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We will, as the commission’s first report recommends, strengthen the system to protect whistle-blowers, who are a vital safeguard in the fight against corruption and who take huge personal risk in reporting wrongdoing.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The relevant legislation was being assessed and law enforcement was addressing </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-22-criminal-injustice-guardians-of-the-law-fear-for-their-safety/\"><span style=\"font-weight: 400;\">concerns about whistle-blowers</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2022-01-22-criminal-injustice-guardians-of-the-law-fear-for-their-safety/\r\n\r\n<span style=\"font-weight: 400;\">Those who enabled and carried out State Capture were also in focus. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There are also discussions under way with the judiciary for the creation of special court rolls for State Capture and corruption cases,” Ramaphosa said.</span>\r\n\r\n<span style=\"font-weight: 400;\">He warned: “While we have taken decisive steps to end the era of State Capture, we know that the fight against corruption is far from over.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa said he had faith that the National Prosecuting Authority (NPA) would carry out further State Capture Commission-recommended investigations.</span>\r\n\r\n<span style=\"font-weight: 400;\">A new boss was set to be appointed at the NPA’s Investigating Directorate after it emerged late last year that its head, </span><a href=\"https://www.dailymaverick.co.za/article/2021-12-02-npas-investigating-directorate-boss-no-more-hermione-cronje-quits-after-frustrating-30-months/\"><span style=\"font-weight: 400;\">Hermione Cronje, had resigned</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Covid-19 corruption</b>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa also addressed crimes that had surged along with Covid-19 cases.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Companies and individuals were conspiring with public officials to defraud the government of billions of rands in Covid-related contracts. As soon as evidence emerged of this corruption we acted.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In December last year, the </span><a href=\"https://www.dailymaverick.co.za/article/2021-02-06-siu-investigating-corrupt-covid19-ppe-tenders/\"><span style=\"font-weight: 400;\">Special Investigating Unit</span></a><span style=\"font-weight: 400;\"> submitted a final report on Covid-related contracts. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa said this led to: </span>\r\n<ul>\r\n \t<li>45 matters, worth R2.2-billion, enrolled with the Special Tribunal;</li>\r\n \t<li>224 government officials referred for disciplinary action; and</li>\r\n \t<li>386 cases referred to the NPA for possible prosecution.</li>\r\n</ul>\r\n<b>Extortion, GBV and femicide </b>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa also announced a plan to tackle criminal gangs which </span><a href=\"https://www.dailymaverick.co.za/article/2021-10-25-south-africas-construction-mafia-sets-its-sights-on-local-government-extortion/\"><span style=\"font-weight: 400;\">targeted construction sites</span></a><span style=\"font-weight: 400;\"> and other companies, extorting money from them. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Government has therefore established specialised multidisciplinary units to address economic sabotage, extortion at construction sites and vandalism of infrastructure.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Resources would be freed to recruit and train 12,000 more new police personnel. </span>\r\n\r\n<span style=\"font-weight: 400;\">Gender-based violence and femicide came into focus. </span>\r\n\r\nhttps://www.youtube.com/watch?v=JEywH5gq5YQ\r\n\r\n<span style=\"font-weight: 400;\">“Earlier this month, I signed into law three new pieces of legislation, which has strengthened the criminal justice system, promoting accountability across the state and supporting survivors,” Ramaphosa said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The implementation of this legislation will go a long way to ensuring that cases are successfully prosecuted, that survivors are protected and that there are more effective deterrents in place.” </span>\r\n\r\n<span style=\"font-weight: 400;\">In April 2021 there was a DNA processing backlog of 210,000 exhibits. Ramaphosa said this figure had been reduced and now stood at 58,000. </span>\r\n\r\n<span style=\"font-weight: 400;\">He said that despite what was being done to tackle problems, South Africa still faced challenges. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Indeed, we are engaged in a battle for the soul of this country,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“But there can be no doubt that we will win.
