"contents": "<span style=\"font-weight: 400;\">The next public procurement round for renewable energy, known as Bid Window Seven (BW7), has been delayed until the end of November.</span>\r\n\r\n<span style=\"font-weight: 400;\">This was announced by Electricity Minister Kgosientsho Ramokgopa on Sunday, 5 November when he delivered his weekly update on the energy action plan amid the return of rolling blackouts.</span>\r\n\r\n<span style=\"font-weight: 400;\">BW7 was initially expected to be released in September, conditional on the publication of the Generation Connection Capacity Assessment (GCCA) by Eskom.</span>\r\n\r\n<span style=\"font-weight: 400;\">During his budget vote speech in Parliament earlier this year, Mineral Resources and Energy Minister Gwede Mantashe said windows seven and eight would each procure 5,000MW of renewable energy.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to Ramokgopa, the postponement can be attributed to the delay in updating the draft Integrated Resource Plan (IRP), which he said was now at an advanced stage and should be published before the end of November.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-11-03-keeping-an-eye-soldiers-ordered-to-keep-safeguarding-eskom-power-stations-from-saboteurs-into-2024/\"><span style=\"font-weight: 400;\">Soldiers ordered to keep safeguarding Eskom power stations from saboteurs into 2024</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The IRP is the country’s blueprint policy for electricity generation and is currently under review. Without an updated IRP, South Africa will be forced to continue relying on the outdated energy assumptions of IRP 2019 that do not reflect what must be done to address the ongoing electricity crisis.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We are confident it [IRP] will be presented before the end of November, of course, we are about three months outside of our own timeline,” said Ramokgopa.</span>\r\n\r\n<span style=\"font-weight: 400;\">The government’s Independent Power Producer office, which is responsible for the procurement of new energy capacity, has been criticised for moving at a snail’s pace in securing more energy.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe, who is in charge of the IRP, also received criticism from the official opposition last week </span><span style=\"font-weight: 400;\">for his failure to table an updated plan. The DA wants President Cyril Ramaphosa to hold Mantashe accountable for stalling the country’s energy policy. </span>\r\n\r\n<span style=\"font-weight: 400;\">“President Cyril Ramaphosa’s Cabinet should now bear collective responsibility for creating policy uncertainty on energy security at a time when the country is going through an economy-stunting electricity crisis,” said the DA’s Shadow Minister of Mineral Resources and Energy, Kevin Mileham.</span>\r\n\r\n<span style=\"font-weight: 400;\">The country’s longest stretch of no load shedding since permanent outages started toward the end of 2022 came to an end on 26 October.</span>\r\n\r\n<span style=\"font-weight: 400;\">On Sunday, 5 November power utility Eskom announced that due to improved generation capacity and sufficient emergency reserves for the week ahead, Stage 2 load shedding will be implemented from 16:00 on Sunday until 05:00 on Monday, 6 November.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Thereafter, load shedding will be suspended from 05:00 until 16:00. Stage 2 load shedding will resume from 16:00 until 05:00 on Tuesday. This pattern of suspending load shedding during the day and implementing Stage 2 load shedding during the evening peak will be repeated daily until further notice.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramokgopa said while there were improvements and they sometimes beat their own targets, it seemed as though boiler-tube leaks were again affecting Eskom’s positive trajectory. </span>\r\n\r\n<span style=\"font-weight: 400;\">“It’s an area that requires attention,” he said. “It is important that we articulate this action plan. I really want to give the assurance that we are on it.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The minister will be conducting follow-up visits to power stations. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
