"contents": "The City of Cape Town was forced on Sunday, 18 December, to close the main bathing area at Fish Hoek Beach, Cape Town, until further notice, after a “sewer overflow”.\r\n\r\nThe city <a href=\"https://www.capetown.gov.za/Media-and-news/Fish%20Hoek%20Beach%20closed%20until%20further%20notice\">said on Sunday</a> it was a precautionary measure and that various departments were responding to the incident.\r\n\r\n“This is a precaution as contact with the water could result in potential gastrointestinal issues and therefore any person who enters the water does so at their own risk.”\r\n\r\nWarning signage had been erected, advising the public of the situation, the city said. Residents of Gordon’s Bay took to social media, repeatedly requesting the City of Cape Town to urgently prevent what they called a ‘colossal’ disaster,” said ActionSA Western Cape chairperson Michelle Wasserman.\r\n\r\nWasserman said sewage infrastructure in the city had worsened over the past few years.\r\n\r\nAddressing Cape Town’s ongoing sewage spills was a <a href=\"https://www.dailymaverick.co.za/article/2021-11-19-sewage-top-of-his-mind-as-hill-lewis-takes-mayoral-chain-in-cape-town/\">top priority</a> for Cape Town Mayor Geordin Hill-Lewis upon his election as mayor in November last year. It is rather the lack of preventative maintenance over many years that has caused the sewage problems in Cape Town,” Wasserman said.\r\n\r\n<b>Visit </b><a href=\"https://www.dailymaverick.co.za/?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><b><i>Daily Maverick’s</i></b><b> home page</b></a><b> for more news, analysis and investigations</b>\r\n\r\nShe said the “failure on the part of the DA-led City of Cape Town to maintain the <a href=\"https://www.groundup.org.za/article/cape-town-sewage-woes-massive-infrastructure-spend-alone-wont-fix-problem/\">city’s sewerage infrastructure</a> is not only a violation of the constitutional right to an environment that is not harmful to health or wellbeing, and to have the <a href=\"https://www.groundup.org.za/article/30-things-the-city-has-done-to-clean-up-cape-towns-vleis-rivers-and-wetlands/\">environment protected</a>, but is also highly prejudicial to those in the tourism and hospitality sectors, whose livelihoods are reliant on clean coastal waters and open beaches.”\r\n\r\nOn priority beach days, like Boxing Day and New Year’s Day, beaches including Muizenberg, Strandfontein, Strand, Monwabisi and Camps Bay are among the busiest in the metropole, according to the Mayco member for community services and health, Patricia van der Ross.\r\n<h4><strong>Durban</strong></h4>\r\nDurban’s beaches are facing an <a href=\"https://theconversation.com/durban-coastline-sewage-polluted-beaches-pose-threat-to-holiday-makers-and-the-environment-196244\">ongoing sewage crisis</a>, with several sewage-fouled beaches closed to swimmers for the December holiday season. This comes after the April floods caused extensive damage to the metro’s decaying water and waste infrastructure — prompting the city to issue a <a href=\"https://www.dailymaverick.co.za/article/2022-05-12-oh-crap-prolonged-closures-likely-for-durbans-flood-polluted-beaches/\">stern warning</a> to swimmers to stay out of the water until <em>E. coli</em> levels had dropped to safe levels.\r\n\r\n“<a href=\"https://www.dailymaverick.co.za/article/2022-09-18-five-months-later-government-is-still-grappling-with-durbans-sewage-pollution-crisis/\">Damage caused by floods</a> to the city’s water and sewer infrastructure was quite extensive,” eThekwini municipal spokesperson Msawakhe Mayisela told <em>Daily Maverick.</em>\r\n\r\n<em>Read more in </em>Daily Maverick<em>: “</em><a href=\"https://www.dailymaverick.co.za/opinionista/2022-12-18-we-all-saw-the-durban-sewage-crisis-coming-but-remained-silent/\"><em>We all saw the Durban sewage crisis coming, but remained silent</em></a><em>”</em>\r\n\r\n“Work is currently under way in various areas to repair damages, whereas in other areas the work is completed. Whilst there is significant progress with the repairs, there is still a challenge with others due to the extent of the damages. As such, some of the city’s beaches remain closed due to poor water quality,” said Mayisela.\r\n\r\nAccording to a <a href=\"https://www.durban.gov.za/storage/PDF%20Documents/Beaches_Pools.pdf\">public notice</a> on 15 December, the following Durban beaches are closed for swimming:\r\n<ul>\r\n \t<li>Umhlanga Main;</li>\r\n \t<li>Bronze;</li>\r\n \t<li>Westbrook;</li>\r\n \t<li>Battery;</li>\r\n \t<li>Country Club;</li>\r\n \t<li>Thekwini;</li>\r\n \t<li>Laguna;</li>\r\n \t<li>Brighton;</li>\r\n \t<li>Réunion;</li>\r\n \t<li>Warner;</li>\r\n \t<li>Winkelspruit; and</li>\r\n \t<li>Umgababa.</li>\r\n</ul>\r\nThe water quality at various beaches is tested regularly by a team of experts, said Mayisela.\r\n\r\n“The decision was taken that water will be tested twice a week for three consecutive periods. Should the results show improvement, then a decision [will be] taken [on] whether to open or close beaches,” he said.\r\n\r\nOnly those beaches where the water quality had shown consistent improvement after several tests had been opened, he said.\r\n\r\nAccording to a notice on 15 December, the following Durban beaches are open for swimming:\r\n<ul>\r\n \t<li>Point;</li>\r\n \t<li>uShaka;</li>\r\n \t<li>Addington;</li>\r\n \t<li>South Beach;</li>\r\n \t<li>Wedge;</li>\r\n \t<li>North Beach;</li>\r\n \t<li>Bay of Plenty;</li>\r\n \t<li>Anstey’s;</li>\r\n \t<li>Toti Main;</li>\r\n \t<li>Pipeline; and</li>\r\n \t<li>Umdloti Main</li>\r\n</ul>\r\nBut some beaches have been opened for swimming despite critical <em>E. coli</em> levels being recorded, <a href=\"https://theconversation.com/durban-coastline-sewage-polluted-beaches-pose-threat-to-holiday-makers-and-the-environment-196244\">reported <em>The Conversation</em></a>.
