Women and girls are typically seen as the primary victims, but the extent of sexual violence against men and boys is equally worrying. </span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Research into sexual violence against males is steadily increasing. A recent </span></span></span><a href=\"https://allsurvivorsproject.org/wp-content/uploads/2018/03/ASP-Central-African-Republic.pdf\"><span style=\"font-size: large;\">study</span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> by the All Survivors Project (ASP) in CAR points to a “discernible pattern of male sexual victimisation that warrants urgent attention”. </span></span></span>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The project recorded at least 162 cases in which men and boys were subjected to rape or other forms of sexual violence by members of non-state armed groups, including the Lord’s Resistance Army and ex-Séléka armed groups.</span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">This is in the context of a worsening humanitarian crisis caused by the armed groups. According to Keita Bocoum, an independent expert on the human rights </span></span></span><a href=\"https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=23281&LangID=E\"><span style=\"font-size: large;\">situation</span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> in CAR, people are “suffering more and more, in the grip of a growing sense of insecurity”. Bocoum is advocating for better co-ordination between peace initiatives, transitional justice and reconciliation.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Armed groups operate in ungoverned spaces and control 70% of CAR. About 690 000 people were </span></span></span><a href=\"https://www.theguardian.com/global-development/gallery/2018/jul/02/10-crises-millions-flee-world-looks-away-in-pictures\"><span style=\"font-size: large;\">internally displaced</span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> in 2017 alone as a result of conflict between armed groups, the CAR army and UN operations personnel. Millions of civilians live in fear for their lives and have lost confidence in the ability of the country’s security forces and international actors to protect them.</span></span></span>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Women and children, already vulnerable in times of conflict, face enormous challenges in crisis-ridden CAR. </span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Human Rights Watch researchers </span></span></span><a href=\"https://www.hrw.org/sites/default/files/report_pdf/car1017_web_1.pdf\"><span style=\"font-size: large;\">documented</span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> 305 cases of rape and sexual slavery against 296 women and girls by members of the predominantly Muslim Séléka and largely Christian and animist militia known as anti-Balaka. But as woman survivors shared their stories, it emerged that men were also raped by militants. </span></span></span>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The women said armed groups used sexual violence as punishment for alleged alliances that survivors’ male relatives had with other armed groups. They said militia first raped and then killed their husbands before they themselves were raped. </span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But not all sexual violence against males is a political strategy to attack civilians. Armed groups also commit sexual violence out of impunity as there is a general lack of effective governance and rule of law in the country. Attacks against men and boys in CAR include rape, forced nudity, forced masturbation and genital mutilation.</span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Stigma, under-reporting and security-related restrictions in CAR prohibit comprehensive documentation of the extent and character of sexual violence. Destructive cultural </span></span></span><a href=\"https://issafrica.org/iss-today/male-victims-of-sexual-violence-wars-silent-sufferers\"><span style=\"font-size: large;\">stereotypes</span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> compound the issue. </span></span></span>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">For example, because men are viewed as sexually dominant and women as submissive, male victims who are penetrated through sexual violence are seen as “less manly”. Without adequate documentation, male sexual victimisation will remain beyond the reach of appropriate interventions for both perpetrators and victims. </span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Serious human rights violations in CAR can only be </span></span></span><a href=\"https://issafrica.org/iss-today/challenges-ahead-for-au-in-ending-car-conflict\"><span style=\"font-size: large;\">stopped</span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> through cessation of the internal conflict, responses to the dire humanitarian crisis and a commitment to institutional rebuilding. Interventions by the CAR government and the UN are under way. They are however at different levels of implementation, and a disjointed approach diminishes the ability to address serious crimes like sexual violence. </span></span></span>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Multi-disciplinary strategies are needed. First, humanitarian workers need be trained to detect male victims since aid workers are often the first point of contact for people who need help. Adequately trained and resourced humanitarian workers can lift the barriers to reporting and direct male victims to the help they need. </span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Second, rehabilitation strategies must be designed and implemented for male victims of sexual violence. Greater support is needed for medical services in CAR to provide the necessary treatment for both physical trauma and the longer-term mental health concerns. </span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Communities should develop social support and coping mechanisms including correcting stereotypes and discriminatory norms on gender and sexuality that further victimise male survivors. </span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">As these and other efforts are made to help male victims, the third strategy is to ensure that perpetrators not be allowed to act with impunity. The special prosecutor of the newly </span></span></span><a href=\"https://www.news24.com/Africa/News/no-obstacles-in-launching-car-special-criminal-court-20180626\"><span style=\"font-size: large;\">established</span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> Special Criminal Court for CAR should be urged to consider investigating and prosecuting sexual violence against males. </span></span></span>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">There is no precedent in CAR’s criminal justice sector for dealing with perpetrators of sexual violence against men and boys. All Survivors Project director Charu Lata Hogg says the “justice sector, which includes the police and <i>gendarmerie</i>, needs to be sensitised and trained in receiving and documenting sexual violence against all individuals, including men”.</span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The Office of the Prosecutor of the International Criminal Court is conducting investigations into serious crime committed in CAR.
