"contents": "<span style=\"font-weight: 400;\">The political future of Free State Premier Sisi Ntombela hangs in the balance following her failed bid to nab the powerful position of ANC provincial chairperson.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ntombela went head-to-head for the hotly contested position with Mxolisi Dukwana, whom she appointed as cooperative governance MEC in October 2021. The duo also led the interim provincial committee (IPC) for two years.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ntombela received 306 votes while Dukwana received 40 more votes than her (346) after 657 delegates cast their votes at the Imvelo Safari Lodge in Bloemfontein at the weekend.</span>\r\n\r\n<span style=\"font-weight: 400;\">The delays leading up to the ninth provincial conference owing to protests, violence and threats of litigation saw the province fail to conclude its tasks by Sunday, particularly the voting and nominations of the 30 additional members of the Provincial Executive Committee (PEC), whose results were only announced on Monday.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1522052\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/01/20V6112.jpg\" alt=\"free state mtombela mantashe godongwana\" width=\"720\" height=\"444\" /> From left: Free State Premier Sisi Ntombela, ANC chairperson Gwede Mantashe and Finance Minister Enoch Godongwana at the Presidential Gala Dinner in Mangaung on 7 January 2023. One of the biggest disjunctures and rubbish I observed in the Free State is the demarcation. You have demarcated the province so much that it cannot even function,” said Mantashe.</span>\r\n\r\n<b>Visit </b><a href=\"https://www.dailymaverick.co.za/?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><b><i>Daily Maverick’s</i></b><b> home page</b></a><b> for more news, analysis and investigations</b>\r\n\r\n<span style=\"font-weight: 400;\">In 2022, Auditor-General Tsakani Maluleke said the province was in serious trouble, with not a single municipality receiving a </span><a href=\"https://www.dailymaverick.co.za/article/2022-08-16-ag-slams-failing-free-state-municipalities-after-no-clean-audit-in-5-years/\"><span style=\"font-weight: 400;\">clean audit for the past five years</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Quizzed on Mantashe’s remarks and the audit outcomes, Ntombela said she had made significant progress in changing the state of the province. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I think everyone can see there is stability in the Free State and I don’t want to make any arguments about that thing. Recently, we had our own audit report after a long time. Free State has four clean audits, we don’t have any disclaimers and we are trying our level best to make a difference.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe said the tasks that lay ahead for the incoming PEC included the need to urgently revisit local government demarcation to ensure that people derived value from the municipalities. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We must address the issue that in the Free State there is not a single municipality with a clean audit; we need to speak openly about what we are going to do to address that,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">While Ntombela thought her administration had brought stability to the province, she was aware she could be axed amid a possible reconfiguration of the Cabinet.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Yes, I think we have done well in the province, but at the same time, I am deployed by the ANC and the ANC can do anything that it wants with me; I know that, so it is in their hands,” she said.</span>\r\n\r\n<span style=\"font-weight: 400;\">The ANC Youth League in the Lejweleputswa region has already publicly called </span><a href=\"https://www.sabcnews.com/sabcnews/ancyl-region-calls-for-free-state-premiers-head/\"><span style=\"font-weight: 400;\">for Ntombela’s head</span></a><span style=\"font-weight: 400;\"> and the reshuffling of the executive council. They want Dukwana to take over her position.</span>\r\n\r\n<span style=\"font-weight: 400;\">Talk of a possible Cabinet reconfiguration in the province started two weeks ago in the buildup to the party’s 111th birthday celebration, also known as the annual January 8th tradition.</span>\r\n\r\n<span style=\"font-weight: 400;\">At one of the events, the party’s newly elected secretary-general, Fikile Mbalula, lambasted officials over the shoddy state of the province, as dignitaries, including President Cyril Ramaphosa in his motorcade, had to manoeuvre through potholed roads — some rudimentarily patched with mud and stones — to get to celebration venues.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbalula vowed to embark on a clean-up operation which would see some officials shown the door within five days. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. One of the biggest disjunctures and rubbish I observed in the Free State is the demarcation. Recently, we had our own audit report after a long time. Free State has four clean audits, we don’t have any disclaimers and we are trying our level best to make a difference.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe said the tasks that lay ahead for the incoming PEC included the need to urgently revisit local government demarcation to ensure that people derived value from the municipalities. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We must address the issue that in the Free State there is not a single municipality with a clean audit; we need to speak openly about what we are going to do to address that,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">While Ntombela thought her administration had brought stability to the province, she was aware she could be axed amid a possible reconfiguration of the Cabinet.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Yes, I think we have done well in the province, but at the same time, I am deployed by the ANC and the ANC can do anything that it wants with me; I know that, so it is in their hands,” she said.</span>\r\n\r\n<span style=\"font-weight: 400;\">The ANC Youth League in the Lejweleputswa region has already publicly called </span><a href=\"https://www.sabcnews.com/sabcnews/ancyl-region-calls-for-free-state-premiers-head/\"><span style=\"font-weight: 400;\">for Ntombela’s head</span></a><span style=\"font-weight: 400;\"> and the reshuffling of the executive council. They want Dukwana to take over her position.</span>\r\n\r\n<span style=\"font-weight: 400;\">Talk of a possible Cabinet reconfiguration in the province started two weeks ago in the buildup to the party’s 111th birthday celebration, also known as the annual January 8th tradition.</span>\r\n\r\n<span style=\"font-weight: 400;\">At one of the events, the party’s newly elected secretary-general, Fikile Mbalula, lambasted officials over the shoddy state of the province, as dignitaries, including President Cyril Ramaphosa in his motorcade, had to manoeuvre through potholed roads — some rudimentarily patched with mud and stones — to get to celebration venues.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbalula vowed to embark on a clean-up operation which would see some officials shown the door within five days.
