"contents": "<span style=\"font-weight: 400;\">Three years after the City of Tshwane “irregularly” awarded a R295-million Rooiwal Wastewater Treatment Plant tender to State Capture-implicated businessman </span><a href=\"https://www.dailymaverick.co.za/article/2020-09-30-first-zondo-arrests-hawks-nab-businessman-edwin-sodi-former-top-officials-over-ace-magashule-linked-asbestos-deal/\"><span style=\"font-weight: 400;\">Edwin Sodi</span></a><span style=\"font-weight: 400;\">, President Cyril Ramaphosa has ordered that it be investigated. </span>\r\n\r\n<span style=\"font-weight: 400;\">The tender, awarded to a joint venture between CMS Water, NJR and Blackhead Consulting, linked to Sodi, was meant to refurbish and upgrade the treatment plant’s deteriorating infrastructure. </span>\r\n\r\n<span style=\"font-weight: 400;\">Phase 1 of the refurbishment project was contracted in January 2020.
