"contents": "<span style=\"font-weight: 400;\">As South Africa prepares to vote next year in a highly contested general election, the largely unchecked power of Big Tech platforms in influencing the democratic process must be a key issue on the agenda.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the context of</span><a href=\"https://www.africanews.com/2023/06/23/south-africa-too-little-has-been-done-to-fight-corruption-deplores-judge/\"> <span style=\"font-weight: 400;\">ongoing corruption crises</span></a><span style=\"font-weight: 400;\">, rising anti-migrant rhetoric and</span><a href=\"https://www.hrw.org/world-report/2023/country-chapters/south-africa\"> <span style=\"font-weight: 400;\">anti-human-rights</span></a> <span style=\"font-weight: 400;\">movements, and</span><a href=\"https://www.voanews.com/a/attacks-harassment-threaten-media-across-africa-/7208922.html\"> <span style=\"font-weight: 400;\">threats to press freedom</span></a><span style=\"font-weight: 400;\">, the role of social media companies may seem like a lesser priority, but in fact, it is a crucial part of the picture. People’s rights and freedoms offline are being jeopardised by online platforms’ current business model, where profit is made from stoking up anger and fear.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the South African human rights organisation where I work, the Legal Resources Centre, we are seeing an escalation of xenophobic violence that is often incited on social media.</span>\r\n\r\n<span style=\"font-weight: 400;\">A</span><a href=\"https://www.globalwitness.org/en/campaigns/digital-threats/south-africa-xenophobic-hate-speech/\"> <span style=\"font-weight: 400;\">recent joint investigation</span></a><span style=\"font-weight: 400;\"> we conducted with international NGO Global Witness showed that Facebook, TikTok and YouTube all failed to enforce their own policies on hate speech and incitement to violence by approving adverts that included calls on the police in South Africa to kill foreigners, referred to non-South African nationals as a “disease”, as well as incited violence through “force” against migrants.</span>\r\n\r\n<span style=\"font-weight: 400;\">As the elections draw closer and <a href=\"https://www.dailymaverick.co.za/opinionista/2022-03-16-the-political-agency-of-xenophobia-and-xenophobic-violence-in-south-africa-a-call-for-responsible-leadership/\">xenophobic rhetoric</a> is likely to be </span><a href=\"https://mg.co.za/article/2019-09-03-00-xenophobia-and-party-politics-in-south-africa/\"><span style=\"font-weight: 400;\">used as a political ploy</span></a><span style=\"font-weight: 400;\">, the supercharged climate of electoral campaigning risks further amplifying the threat and impact of political conflict incited through online hate speech and disinformation.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is not just a South African issue, but a global one. Next year we are due to see</span><a href=\"https://yearofdemocracy.org/\"> <span style=\"font-weight: 400;\">65 elections globally, involving billions of voters</span></a><span style=\"font-weight: 400;\">. This will include countries with diverse democratic landscapes such as the EU, Egypt, Ethiopia, India, Indonesia, Mexico, Tunisia and the US.</span>\r\n<h4><b>Lack of policy enforcement</b></h4>\r\n<span style=\"font-weight: 400;\">Despite the attention that scandals like Cambridge Analytica, potential Russian interference in the 2016 US elections, and the role of social media in the deadly 2020 Capitol insurrection in the US, other</span><a href=\"https://www.globalwitness.org/online-hate\"> <span style=\"font-weight: 400;\">Global Witness investigations</span></a> <span style=\"font-weight: 400;\">have revealed that platforms frequently fail to enforce their existing policies, raising serious questions about the efficacy of their moderation systems and their willingness to stem online hate.</span>\r\n\r\n<span style=\"font-weight: 400;\">The already dire situation risks deteriorating further, given that, over the last year, both Meta and X/Twitter dramatically cut their trust and safety teams in the US and globally.</span>\r\n\r\n<span style=\"font-weight: 400;\">If the level of investment in electoral safeguarding is decreasing even in the US context where these companies have received huge amounts of political and media scrutiny, it paints a worrying picture for countries in the global majority and non-English language markets.</span>\r\n\r\n<span style=\"font-weight: 400;\">We believe that companies tend to invest less in these countries and moderators have shown to be</span><a href=\"https://time.com/6147458/facebook-africa-content-moderation-employee-treatment/\"> <span style=\"font-weight: 400;\">overstretched, underpaid, and traumatised</span></a><span style=\"font-weight: 400;\">. This is an issue of fairness as users should not be more at risk of online harms depending on where in the world they are.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is incumbent on platforms to stem the tide of hate and disinformation. They must be forced to learn from past failures, failures which have proved devastating in a range of global majority countries.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, whistleblower Frances Haugan exposed Facebook's complicity in</span><a href=\"https://www.theguardian.com/technology/2021/oct/07/facebooks-role-in-myanmar-and-ethiopia-under-new-scrutiny#:~:text=that%2520Facebook%2520was-,%25E2%2580%259Cliterally%2520fanning%2520ethnic%2520violence%25E2%2580%259D,-in%2520places%2520such\"> <span style=\"font-weight: 400;\">“literally fanning ethnic violence”</span></a><span style=\"font-weight: 400;\"> by failing to address online hate speech in Ethiopia that</span><a href=\"https://www.theguardian.com/technology/2022/feb/20/facebook-lets-vigilantes-in-ethiopia-incite-ethnic-killing\"> <span style=\"font-weight: 400;\">reportedly</span></a><span style=\"font-weight: 400;\"> escalated into conflict and deaths.</span>\r\n\r\n<span style=\"font-weight: 400;\">This came after</span><a href=\"https://www.bbc.co.uk/news/world-asia-46105934\"> <span style=\"font-weight: 400;\">Facebook’s admission in 2018</span></a> <span style=\"font-weight: 400;\">that the platform was used to “incite offline violence” during the Rohingya genocide in Myanmar where thousands are</span><a href=\"https://www.bbc.com/news/world-asia-42348214\"> <span style=\"font-weight: 400;\">reported</span></a> <span style=\"font-weight: 400;\">to have been killed and hundreds of thousands to have been displaced.</span>\r\n\r\n<span style=\"font-weight: 400;\">Yet, despite these revelations and contrary to their policies on hate speech and incitement to violence, the problems on these platforms persist.</span>\r\n<h4><b>Enabling disinformation and violence</b></h4>\r\n<span style=\"font-weight: 400;\">A series of 2022</span><a href=\"https://www.globalwitness.org/online-hate\"> <span style=\"font-weight: 400;\">Global Witness investigations</span></a> <span style=\"font-weight: 400;\">showed that ahead of elections in Kenya, Facebook adverts containing hate speech and ethnic-based calls to violence were approved, and in the run-up to the elections in Brazil, adverts containing election disinformation were also given the green light.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is why, on International Day of Democracy, 15 September, we’re joining forces with 149 partners worldwide to start a new movement called the</span><a href=\"https://yearofdemocracy.org/\"> <span style=\"font-weight: 400;\">Global Coalition for Tech Justice</span></a><span style=\"font-weight: 400;\">.</span><span style=\"font-weight: 400;\"> As a collective, we will be stepping up campaigning efforts to demand that large social media companies invest in safeguarding our elections and tackling incitement of hate and violence, especially for the overlooked global majority.</span>\r\n\r\n<span style=\"font-weight: 400;\">These platforms must implement election plans that assess risk and mitigate harms: de-amplify hate and disinformation; invest in content moderation across all languages; stop microtargeting; and meaningfully engage partners such as civil society, researchers, fact-checkers, independent media, and others who protect election integrity.</span>\r\n\r\n<span style=\"font-weight: 400;\">As billions go to the polls in 2024, the onus is on Big Tech companies to rise to the occasion and put people before profit everywhere they operate. However, we cannot rely on these companies to act alone — we also need government regulation.</span>\r\n\r\n<span style=\"font-weight: 400;\">In South Africa, while our progressive Constitution and laws may provide an avenue to protect social media users’ privacy and data, there is currently no legal recourse to hold social media companies accountable for the real-life harms caused by the promotion and spread of hate speech, incitement to violence and disinformation on their platforms.</span>\r\n\r\n<span style=\"font-weight: 400;\">For this, we urgently need strong legislative reforms, similar to</span><a href=\"https://www.globalwitness.org/en/blog/brussels-takes-big-tech-good-bad-and-ugly/\"> <span style=\"font-weight: 400;\">recent EU legislation</span></a><span style=\"font-weight: 400;\">, that ensure that Big Tech companies are fully transparent about their business models and create mechanisms to hold them accountable for harms caused by their platforms.</span>\r\n\r\n<span style=\"font-weight: 400;\">The stakes for South African and global democracy are too high for anything less. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Sherylle Dass is Cape Regional Director of the Legal Resources Centre and a Steering Group member of the Global Coalition for Tech Justice.</span></i>",

The ANC's popularity has declined in recent years due to corruption, economic mismanagement, and high unemployment.</p>\r\n<p data-sourcepos=\"5:1-5:207\">The main opposition party is the Democratic Alliance (DA). The DA is particularly popular among white and middle-class voters.</p>\r\n<p data-sourcepos=\"7:1-7:387\">Other opposition parties include the Economic Freedom Fighters (EFF), the Freedom Front Plus (FF+), and the Inkatha Freedom Party (IFP). The EFF is a left-wing populist party that is popular among young black voters. The FF+ is a right-wing party that represents the interests of white Afrikaans-speaking voters. The IFP is a regional party that is popular in the KwaZulu-Natal province.</p>\r\n<p data-sourcepos=\"15:1-15:84\">Here are some of the key issues that will be at stake in the 2024 elections:</p>\r\n\r\n<ul data-sourcepos=\"17:1-22:0\">\r\n \t<li data-sourcepos=\"17:1-17:205\">The economy: South Africa is facing a number of economic challenges, including high unemployment, poverty, and inequality. The next government will need to focus on creating jobs and growing the economy.</li>\r\n \t<li data-sourcepos=\"18:1-18:171\">Corruption: Corruption is a major problem in South Africa. The next government will need to take steps to address corruption and restore public confidence in government.</li>\r\n \t<li data-sourcepos=\"19:1-19:144\">Crime: Crime is another major problem in South Africa. The next government will need to take steps to reduce crime and make communities safer.</li>\r\n \t<li data-sourcepos=\"20:1-20:188\">Education: The quality of education in South Africa is uneven.
