"contents": "The decision by the US government to declare South Africa’s former ambassador Ebrahim Rasool <i>persona non grata</i> because of comments he made about that government has sparked a huge amount of public commentary about how our government should respond.\r\n\r\nWhile much of this is valid, useful and constructive, two eternal foreign policy principles should not be forgotten.\r\n\r\nThe first is that we do not have permanent friends, only permanent interests. The second is that foreign policy begins at home.\r\n\r\nThis means that how South Africa responds will be determined by our domestic politics and not just the rational dictates of economics.\r\n\r\nThe last two weeks have seen changes in international relations that were unthinkable only a month ago.\r\n\r\nIt took just one shouting match in the Oval Office for the EU to develop amnesia over what was previously presumed to be South Africa’s support for Russia.\r\n\r\nSuddenly President Cyril Ramaphosa was hosting the two most senior leaders of the EU. Their motive was clear: they needed to bolster support for multilateralism and to find someone who could personify that.\r\n\r\n<b>Read more: </b><a href=\"https://www.dailymaverick.co.za/article/2025-03-13-eu-and-sa-announce-r94bn-package-for-new-investments-in-clean-energy-vaccine-manufacturing/\">EU and SA announce R94bn package for new investments in clean energy, vaccine manufacturing</a>\r\n\r\nSouth Africa may soon be seen by many other nations as “anti-Trump”. As <a href=\"https://www.dailymaverick.co.za/article/2025-02-12-land-expropriation-debate-is-back-but-its-more-muted-despite-trumps-efforts/\">previously pointed out</a>, South Africa stands for diversity, equity and inclusion.\r\n\r\nTrump hates all of those. And thus he hates what South Africa is and what it is striving to become.\r\n\r\nThe US has proven that there are “no permanent friends” for South Africa. We can presume that we will soon no longer benefit from the Agoa trade agreement and that Trump may act against us in other ways.\r\n\r\nIt is only because of the economic power of the US that this matters. Trump, and those around him, have done virtually nothing to make the US the economic power that it is, but they still swan about as if they are the lords of creation.\r\n\r\nThat said, the government’s job now is to work towards South Africa’s permanent interest, which is to create a better economy and more sustainable incomes for more people.\r\n\r\nWe need to find other trading partners (while 6.6% of SA’s exports went to the US — SA’s second-biggest trading partner — in <a href=\"https://www.sars.gov.za/customs-and-excise/trade-statistics/\">January</a>, this was overshadowed by the 11.7% that went to China).\r\n\r\nThis is why last week’s SA-EU summit was so pivotal. It suggests that we are looking for other trading partners.\r\n\r\nThis will not be easy and SA will have to find trade levers that can be used against the US.\r\n\r\nWhile Mineral Resources Minister Gwede Mantashe has been castigated for his suggestion that Africa should perhaps ban the sale of its minerals to the US, his idea might look more attractive in the next few months.\r\n<h4><b>SA’s limits</b></h4>\r\nThen there is the “at home” that forms our foreign policy.\r\n\r\nThere are several principles which are non-negotiable for South Africa’s government and the majority of South Africans.\r\n\r\nOne of these is South Africa’s support of Palestine, engendered in part by the overlap between apartheid and Israel’s treatment of Palestinians.\r\n\r\nMore countries, including in Europe, are joining our genocide case at the International Court of Justice simply because of the sheer horror of Israel’s actions in Gaza.\r\n\r\nAnother non-negotiable principle is our belief in what Americans refer to as DEI — diversity, equity and inclusion. It is unlikely that there would be majority support in SA for the end of affirmative action.\r\n\r\nThe idea that everyone should be included is becoming hard-baked into our society — look at how often the line-ups of English-language broadcast media include people that reflect our major groups.\r\n\r\nOf course, some things can change.\r\n\r\nThere is little evidence that many South Africans have a strong affinity for Russia. If it is presented that backing Ukraine means backing democracy, it would be relatively easy to change our public stance on this. (There is one party that supports both Russian leader Vladimir Putin and Trump. MK leaders routinely praise Putin, while the party released a statement welcoming the election of Trump).\r\n<h4><b>Strength in diversity</b></h4>\r\nThat said, there are limits.\r\n\r\nFor example, several constructive voices have suggested that the government should appoint a person from a demographic that is acceptable to Trump to be our next ambassador to Washington.\r\n\r\nIn other words, a white man.\r\n\r\nThis leads to the suggestion that Tony Leon would be a suitable candidate. One can see why: he is a white man, he is Jewish, he is a former ambassador and he was Joel Pollak’s boss.\r\n\r\nTo Leon’s eternal credit, he can be trusted to stick to the government’s line. He can be very diplomatic, highly professional and incredibly disciplined. The government could trust him to do the job properly (if he chose to do it).\r\n\r\nBut — and it is a big “but”.\r\n\r\nHow is it that in 2025 we have to take into consideration the ethnic and racial identity of a possible candidate to be our ambassador to the US?\r\n\r\nJust the fact this discussion exists is proof that Trump is winning. He is forcing us to do what he wants.\r\n\r\nThis is a sign of how difficult the next few years will be.\r\n\r\nSouth Africa must stand up for the truth. While Rasool has been declared <i>persona non grata</i> for saying (correctly) that Trump is dog-whistling for white supremacy, US Secretary of State Marco Rubio has done exactly what Trump has done.\r\n\r\n<b>Read more: </b><a href=\"https://www.dailymaverick.co.za/article/2025-03-17-how-sa-can-avoid-stepping-on-diplomatic-toes-while-dancing-the-rasool-rumba/\">How SA can avoid stepping on diplomatic toes while dancing the Rasool rumba</a>\r\n\r\nAs Joel Netshitenze <a href=\"https://www.dailymaverick.co.za/article/2025-03-18-rasool-diplomacy-and-global-power/\">pointed out</a>, Rasool is being punished for calling them out.\r\n\r\nIt is worth reiterating: the only reason the issue is so consequential is because of the economic and military power of the US.\r\n\r\nWe need to remember something else: when different people from different groups work together they are greater than the sum of their parts. The US has been proof of this for many years.\r\n\r\nWhat is starting as the forced removal of foreign nationals from the US will almost certainly turn inward, into a debate about who is “more American”.\r\n\r\nThis will be very destructive.\r\n\r\nThe best possible outcome for South Africa is to show that diversity is strength.\r\n\r\nThis is our permanent interest. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
