"contents": "<span style=\"font-weight: 400;\">As of 17 March, globally, there were 194,526 people who have the virus and 81,085 have already recovered from having it. So far, 7,892 people have died from the virus. </span>\r\n\r\n<span style=\"font-weight: 400;\">The latest update which was sent out just before midnight on 17 March, revealing that South Africa now has 85 confirmed cases of Covid-19, with eight of those testing positive reporting no travel history, meaning local transmission cases are starting to present at health facilities.</span>\r\n\r\n<span style=\"font-weight: 400;\">On Sunday night, 15 March, the reality of the pandemic hit home when President Cyril Ramaphosa addressed the nation and declared the National State of Disaster.</span>\r\n\r\n<span style=\"font-weight: 400;\">The plan is far-reaching and has immediate impacts. (Photo: EPA-EFE/NIC BOTHMA).</span></p>\r\n\r\n \r\n\r\n \r\n\r\n<span style=\"font-weight: 400;\">To put this moment in context, Ferial Haffajee</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-15-ramaphosa-shows-mettle-as-he-declares-covid-19-a-national-disaster-and-the-worlds-gravest-emergency/\"> <span style=\"font-weight: 400;\">analysed</span></a><span style=\"font-weight: 400;\"> the president’s leadership at this time – in short, there was no mincing of words and absolutely no sugar-coating. </span>\r\n\r\n<span style=\"font-weight: 400;\">As promised, ministers lined up on Monday 16 March to explain details of how exactly this action plan is going to work. Greg Nicolson was at the presser and has</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-16-national-disaster-explained-we-need-to-act-to-avoid-the-risk-of-overwhelming-the-health-services-zweli-mkhize/\"> <span style=\"font-weight: 400;\">written</span></a><span style=\"font-weight: 400;\"> about how the plan affects rights, travel, transport, meetings, business, sport, art and the healthcare system. </span>\r\n\r\n<span style=\"font-weight: 400;\">Taking this all into account, South Africa’s approach is pretty much in line with international best practice on how to tackle the pandemic. Rebecca Davis wrote a</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-how-does-sas-covid-19-approach-compare-to-international-best-practice/\"> <span style=\"font-weight: 400;\">comprehensive comparison</span></a><span style=\"font-weight: 400;\"> with aspects of the strategies of Taiwan, South Korea, Singapore, Kenya and the Netherlands. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Eastern Cape has since announced</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-tanks-tents-and-testing-eastern-cape-responds-to-the-covid-19-pandemic/\"> <span style=\"font-weight: 400;\">its own action plan</span></a><span style=\"font-weight: 400;\">. Premier Oscar Mabuyane has said that a public education programme will be broadcast on the province’s public radio station and that roadblocks with screening tools will be set up at entry points into the province. If the hospitals fill up, then marquee tents will be set up as field hospitals. The province will call up thousands of nurses to help, and water tanks and soap will be delivered to where it is in short supply. </span>\r\n\r\n<span style=\"font-weight: 400;\">Although these new restrictions only came into effect on Monday 16 March, sport in South Africa has already felt the pain. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-581612\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Daily-digest-traveller.jpg\" alt=\"\" width=\"5472\" height=\"3648\" /> A traveller speaks to a consultant at the information desk at Cape Town International Airport. (Photo: EPA-EFE/NIC BOTHMA)</p>\r\n\r\n<span style=\"font-weight: 400;\">As Craig Ray</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-16-a-usually-resilient-world-of-sport-not-immune-to-coronavirus/\"> <span style=\"font-weight: 400;\">writes</span></a><span style=\"font-weight: 400;\">, the Cape Epic was cancelled at the end of last week – a mere 40 hours before the race was due to start. Rugby has been dealt a blow with the indefinite postponement of Super Rugby and the cancellation of an international under-20 tournament and Rugby World Cup trophy tour events. The Two Oceans was outright cancelled for the year on Saturday 21 March. </span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2020-03-17-rugby-and-cricket-shut-down-soccer-waits-while-covid-19-threat-increases/\"><span style=\"font-weight: 400;\">Cricket South Africa</span></a><span style=\"font-weight: 400;\"> has suspended all games under its control for the next 60 days. The Premier Soccer League has postponed this week’s league fixtures, but not the entire league. </span>\r\n\r\n<span style=\"font-weight: 400;\">Craig Ray has another important point:</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-where-are-sas-sportspeople-in-the-fight-against-covid-19/\"> <span style=\"font-weight: 400;\">Where are SA’s sportspeople in the fight against Covid-19?</span></a>\r\n\r\n<span style=\"font-weight: 400;\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-582006\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/200317dm.jpg\" alt=\"\" width=\"3000\" height=\"2079\" /></span>\r\n\r\n \r\n\r\n<span style=\"font-weight: 400;\">Parliament cancelled its 16 March sitting because it would breach the ban on meetings of 100 people or more. Other</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-the-week-end-of-term-and-shortened-programme/\"> <span style=\"font-weight: 400;\">meetings</span></a><span style=\"font-weight: 400;\"> have been affected, too, and the government has had to cancel events such as Human Rights Day commemorations for this reason. </span>\r\n\r\n<span style=\"font-weight: 400;\">As Marianne Merten</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-16-parliament-cancels-tuesdays-sitting-but-in-a-fix-over-budget-as-covid-19-explodes-in-political-landscape/\"> <span style=\"font-weight: 400;\">writes</span></a><span style=\"font-weight: 400;\">, political parties have also had to adjust their plans. Helen Zille has cancelled the DA’s April policy conference and John Steenhuisen has postponed his campaign ahead of the May election of a new party leader. The ANC has had to cancel upcoming events at Sharpeville, including visits to the families of those who died in the massacre. </span>\r\n\r\n<span style=\"font-weight: 400;\">Civil society organisations have started to plan and coordinate their united response to the pandemic to protect human rights and prevent the spread of Covid-19.</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-16-call-for-action-covid-19-mass-education-and-decisive-action-now/\"> <span style=\"font-weight: 400;\">Here</span></a><span style=\"font-weight: 400;\"> you can read a call to action already put out by the Civil Society Coordinating Collective, a network of 50 organisations mainly based in Gauteng. </span>\r\n\r\n<span style=\"font-weight: 400;\">Faith-based organisations are also making calls to action. In an unprecedented move, the three living archbishops of the Anglican Church of Southern Africa have released a</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-three-anglican-archbishops-including-tutu-call-for-solidarity-understanding-and-compassion/\"> <span style=\"font-weight: 400;\">joint statement</span></a><span style=\"font-weight: 400;\"> asking southern Africans to care for one another during this time by caring for themselves, young and old.</span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">As South Africa prepares to close all its schools today (18 March), it is worth taking stock of how much is known about the impacts Covid-19 has on children. So far, schools will be closed from today until after the Easter weekend. June holidays will be cut short to make up for lost time and school hours might be extended. In the meantime, schools have been encouraged to provide material for home-study. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Department of Education, in collaboration with the National Institute for Communicable Diseases, released</span><a href=\"https://www.education.gov.za/Portals/0/Documents/Publications/Guidelines%20for%20Childcare%20Facilities%20and%20Schools%20-%2011%20March%202020.pdf?ver=2020-03-12-100451-990\"> <span style=\"font-weight: 400;\">guidelines</span></a><span style=\"font-weight: 400;\"> for schools last week on how to deal with the pandemic in schools. Ayanda Mthethwa</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-covid-19-schools-await-revised-calendar-but-details-on-alternative-learning-options-sketchy/\"> <span style=\"font-weight: 400;\">rounds up</span></a><span style=\"font-weight: 400;\"> what has been announced so far. </span>\r\n\r\n<span style=\"font-weight: 400;\">Kathryn Cleary</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-children-and-covid-19-what-we-know/\"> <span style=\"font-weight: 400;\">found</span></a><span style=\"font-weight: 400;\"> that children are as much at risk of infection as adults, but their symptoms are milder. They have not been proven to be drivers of transmission. Unicef has published guidelines on how children might respond to stress during the pandemic and how it can be eased – it’s all about playtime, routine, age-appropriate facts and teaching them how to stay safe.</span>\r\n\r\n<span style=\"font-weight: 400;\"> <img loading=\"lazy\" class=\"alignleft size-full wp-image-582025\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/covid-19-col-2000px-fin.jpg\" alt=\"\" width=\"2000\" height=\"1384\" /></span>\r\n\r\n<span style=\"font-weight: 400;\">Another uncertainty is how the pandemic will affect global supply chains of medicine, and therefore the access that South Africans have to medicine. Countries around the world are looking into this potential problem. South Africa’s National Department of Health is investigating how this might play out here, including meeting with suppliers to assess their stocks. However, as Catherine Tomlinson</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-covid-19-is-south-africa-prepared-for-medicine-shortages/\"> <span style=\"font-weight: 400;\">writes</span></a><span style=\"font-weight: 400;\">, shortages are not a new problem yet there might be a new solution on the table. </span>\r\n\r\n<span style=\"font-weight: 400;\">Workplaces are facing uncertainty too as staff may need to stay away from the workplace to be quarantined, work from home or look after children. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Department of Employment and Labour has said that special leave provisions can be used as well as Unemployment Insurance Fund benefits if someone has travelled to a place with a high infection rate or has been in contact with someone who has the virus. There are conditions though. As Ferial Haffajee</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-government-considers-uif-tax-reprieve-and-state-aid-to-prevent-layoffs-for-coronavirus-hit-companies/\"> <span style=\"font-weight: 400;\">writes</span></a><span style=\"font-weight: 400;\">, the government is also considering a UIF tax reprieve for some companies upon application. </span>\r\n\r\n<span style=\"font-weight: 400;\">One thing is certain though: soap, any ole soap, is your new best friend. "description": "Matamela Cyril Ramaphosa is the fifth and current president of South Africa, in office since 2018. He is also the president of the African National Congress (ANC), the ruling party in South Africa. Ramaphosa is a former trade union leader, businessman, and anti-apartheid activist.\r\n\r\nCyril Ramaphosa was born in Soweto, South Africa, in 1952. He studied law at the University of the Witwatersrand and worked as a trade union lawyer in the 1970s and 1980s. He was one of the founders of the National Union of Mineworkers (NUM), and served as its general secretary from 1982 to 1991.\r\n\r\nRamaphosa was a leading figure in the negotiations that led to the end of apartheid in South Africa. He was a member of the ANC's negotiating team, and played a key role in drafting the country's new constitution. After the first democratic elections in 1994, Ramaphosa was appointed as the country's first trade and industry minister.\r\n\r\nIn 1996, Ramaphosa left government to pursue a career in business. He founded the Shanduka Group, a diversified investment company, and served as its chairman until 2012. Ramaphosa was also a non-executive director of several major South African companies, including Standard Bank and MTN.\r\n\r\nIn 2012, Ramaphosa returned to politics and was elected as deputy president of the ANC. He was elected president of the ANC in 2017, and became president of South Africa in 2018.\r\n\r\nCyril Ramaphosa is a popular figure in South Africa. He is seen as a moderate and pragmatic leader who is committed to improving the lives of all South Africans. He has pledged to address the country's high levels of poverty, unemployment, and inequality. He has also promised to fight corruption and to restore trust in the government.\r\n\r\nRamaphosa faces a number of challenges as president of South Africa. The country is still recovering from the legacy of apartheid, and there are deep divisions along racial, economic, and political lines. The economy is also struggling, and unemployment is high. Ramaphosa will need to find a way to unite the country and to address its economic challenges if he is to be successful as president.",

(Photo: EPA-EFE/NIC BOTHMA).</span>[/caption]\r\n\r\n \r\n\r\n \r\n\r\n<span style=\"font-weight: 400;\">To put this moment in context, Ferial Haffajee</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-15-ramaphosa-shows-mettle-as-he-declares-covid-19-a-national-disaster-and-the-worlds-gravest-emergency/\"> <span style=\"font-weight: 400;\">analysed</span></a><span style=\"font-weight: 400;\"> the president’s leadership at this time – in short, there was no mincing of words and absolutely no sugar-coating. </span>\r\n\r\n<span style=\"font-weight: 400;\">As promised, ministers lined up on Monday 16 March to explain details of how exactly this action plan is going to work. Greg Nicolson was at the presser and has</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-16-national-disaster-explained-we-need-to-act-to-avoid-the-risk-of-overwhelming-the-health-services-zweli-mkhize/\"> <span style=\"font-weight: 400;\">written</span></a><span style=\"font-weight: 400;\"> about how the plan affects rights, travel, transport, meetings, business, sport, art and the healthcare system. </span>\r\n\r\n<span style=\"font-weight: 400;\">Taking this all into account, South Africa’s approach is pretty much in line with international best practice on how to tackle the pandemic. Rebecca Davis wrote a</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-how-does-sas-covid-19-approach-compare-to-international-best-practice/\"> <span style=\"font-weight: 400;\">comprehensive comparison</span></a><span style=\"font-weight: 400;\"> with aspects of the strategies of Taiwan, South Korea, Singapore, Kenya and the Netherlands. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Eastern Cape has since announced</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-tanks-tents-and-testing-eastern-cape-responds-to-the-covid-19-pandemic/\"> <span style=\"font-weight: 400;\">its own action plan</span></a><span style=\"font-weight: 400;\">. Premier Oscar Mabuyane has said that a public education programme will be broadcast on the province’s public radio station and that roadblocks with screening tools will be set up at entry points into the province. If the hospitals fill up, then marquee tents will be set up as field hospitals. The province will call up thousands of nurses to help, and water tanks and soap will be delivered to where it is in short supply. </span>\r\n\r\n<span style=\"font-weight: 400;\">Although these new restrictions only came into effect on Monday 16 March, sport in South Africa has already felt the pain. </span>\r\n\r\n[caption id=\"attachment_581612\" align=\"alignleft\" width=\"5472\"]<img class=\"size-full wp-image-581612\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Daily-digest-traveller.jpg\" alt=\"\" width=\"5472\" height=\"3648\" /> A traveller speaks to a consultant at the information desk at Cape Town International Airport. (Photo: EPA-EFE/NIC BOTHMA)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">As Craig Ray</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-16-a-usually-resilient-world-of-sport-not-immune-to-coronavirus/\"> <span style=\"font-weight: 400;\">writes</span></a><span style=\"font-weight: 400;\">, the Cape Epic was cancelled at the end of last week – a mere 40 hours before the race was due to start. Rugby has been dealt a blow with the indefinite postponement of Super Rugby and the cancellation of an international under-20 tournament and Rugby World Cup trophy tour events. The Two Oceans was outright cancelled for the year on Saturday 21 March. </span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2020-03-17-rugby-and-cricket-shut-down-soccer-waits-while-covid-19-threat-increases/\"><span style=\"font-weight: 400;\">Cricket South Africa</span></a><span style=\"font-weight: 400;\"> has suspended all games under its control for the next 60 days. The Premier Soccer League has postponed this week’s league fixtures, but not the entire league. </span>\r\n\r\n<span style=\"font-weight: 400;\">Craig Ray has another important point:</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-where-are-sas-sportspeople-in-the-fight-against-covid-19/\"> <span style=\"font-weight: 400;\">Where are SA’s sportspeople in the fight against Covid-19?</span></a>\r\n\r\n<span style=\"font-weight: 400;\"><img class=\"alignleft size-full wp-image-582006\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/200317dm.jpg\" alt=\"\" width=\"3000\" height=\"2079\" /></span>\r\n\r\n \r\n\r\n<span style=\"font-weight: 400;\">Parliament cancelled its 16 March sitting because it would breach the ban on meetings of 100 people or more. Other</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-the-week-end-of-term-and-shortened-programme/\"> <span style=\"font-weight: 400;\">meetings</span></a><span style=\"font-weight: 400;\"> have been affected, too, and the government has had to cancel events such as Human Rights Day commemorations for this reason. </span>\r\n\r\n<span style=\"font-weight: 400;\">As Marianne Merten</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-16-parliament-cancels-tuesdays-sitting-but-in-a-fix-over-budget-as-covid-19-explodes-in-political-landscape/\"> <span style=\"font-weight: 400;\">writes</span></a><span style=\"font-weight: 400;\">, political parties have also had to adjust their plans. Helen Zille has cancelled the DA’s April policy conference and John Steenhuisen has postponed his campaign ahead of the May election of a new party leader. The ANC has had to cancel upcoming events at Sharpeville, including visits to the families of those who died in the massacre. </span>\r\n\r\n<span style=\"font-weight: 400;\">Civil society organisations have started to plan and coordinate their united response to the pandemic to protect human rights and prevent the spread of Covid-19.</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-16-call-for-action-covid-19-mass-education-and-decisive-action-now/\"> <span style=\"font-weight: 400;\">Here</span></a><span style=\"font-weight: 400;\"> you can read a call to action already put out by the Civil Society Coordinating Collective, a network of 50 organisations mainly based in Gauteng. </span>\r\n\r\n<span style=\"font-weight: 400;\">Faith-based organisations are also making calls to action. In an unprecedented move, the three living archbishops of the Anglican Church of Southern Africa have released a</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-three-anglican-archbishops-including-tutu-call-for-solidarity-understanding-and-compassion/\"> <span style=\"font-weight: 400;\">joint statement</span></a><span style=\"font-weight: 400;\"> asking southern Africans to care for one another during this time by caring for themselves, young and old.</span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">As South Africa prepares to close all its schools today (18 March), it is worth taking stock of how much is known about the impacts Covid-19 has on children. So far, schools will be closed from today until after the Easter weekend. June holidays will be cut short to make up for lost time and school hours might be extended. In the meantime, schools have been encouraged to provide material for home-study. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Department of Education, in collaboration with the National Institute for Communicable Diseases, released</span><a href=\"https://www.education.gov.za/Portals/0/Documents/Publications/Guidelines%20for%20Childcare%20Facilities%20and%20Schools%20-%2011%20March%202020.pdf?ver=2020-03-12-100451-990\"> <span style=\"font-weight: 400;\">guidelines</span></a><span style=\"font-weight: 400;\"> for schools last week on how to deal with the pandemic in schools. Ayanda Mthethwa</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-covid-19-schools-await-revised-calendar-but-details-on-alternative-learning-options-sketchy/\"> <span style=\"font-weight: 400;\">rounds up</span></a><span style=\"font-weight: 400;\"> what has been announced so far. </span>\r\n\r\n<span style=\"font-weight: 400;\">Kathryn Cleary</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-children-and-covid-19-what-we-know/\"> <span style=\"font-weight: 400;\">found</span></a><span style=\"font-weight: 400;\"> that children are as much at risk of infection as adults, but their symptoms are milder. They have not been proven to be drivers of transmission. Unicef has published guidelines on how children might respond to stress during the pandemic and how it can be eased – it’s all about playtime, routine, age-appropriate facts and teaching them how to stay safe.</span>\r\n\r\n<span style=\"font-weight: 400;\"> <img class=\"alignleft size-full wp-image-582025\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/covid-19-col-2000px-fin.jpg\" alt=\"\" width=\"2000\" height=\"1384\" /></span>\r\n\r\n<span style=\"font-weight: 400;\">Another uncertainty is how the pandemic will affect global supply chains of medicine, and therefore the access that South Africans have to medicine. Countries around the world are looking into this potential problem. South Africa’s National Department of Health is investigating how this might play out here, including meeting with suppliers to assess their stocks. However, as Catherine Tomlinson</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-covid-19-is-south-africa-prepared-for-medicine-shortages/\"> <span style=\"font-weight: 400;\">writes</span></a><span style=\"font-weight: 400;\">, shortages are not a new problem yet there might be a new solution on the table. </span>\r\n\r\n<span style=\"font-weight: 400;\">Workplaces are facing uncertainty too as staff may need to stay away from the workplace to be quarantined, work from home or look after children. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Department of Employment and Labour has said that special leave provisions can be used as well as Unemployment Insurance Fund benefits if someone has travelled to a place with a high infection rate or has been in contact with someone who has the virus. There are conditions though. As Ferial Haffajee</span><a href=\"https://www.dailymaverick.co.za/article/2020-03-17-government-considers-uif-tax-reprieve-and-state-aid-to-prevent-layoffs-for-coronavirus-hit-companies/\"> <span style=\"font-weight: 400;\">writes</span></a><span style=\"font-weight: 400;\">, the government is also considering a UIF tax reprieve for some companies upon application. </span>\r\n\r\n<span style=\"font-weight: 400;\">One thing is certain though: soap, any ole soap, is your new best friend.
