"contents": "<span style=\"font-weight: 400;\">Climate change mitigation is defined as “a human intervention to reduce the sources or enhance the sinks of greenhouse gases”.</span>\r\n\r\n<span style=\"font-weight: 400;\">While much of the world understandably devotes considerable attention to mitigation efforts and strategies, even in the most optimistic scenarios and projections the planet is hurtling toward and beyond the thresholds that define “</span><a href=\"https://www.dailymaverick.co.za/article/2021-08-16-the-ipccs-latest-assessment-report-on-the-climate-crisis-five-take-home-messages-for-south-africa/\"><span style=\"font-weight: 400;\">dangerous climate change</span></a><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">What then is to be done when the global average temperature is </span><a href=\"https://www.dailymaverick.co.za/article/2021-08-09-landmark-un-report-shows-earths-climate-will-experience-widespread-intensifying-and-irreversible-change-but-there-is-still-hope/\"><span style=\"font-weight: 400;\">increasingly likely to eclipse the 1.5°C</span></a><span style=\"font-weight: 400;\"> of global warming that scientists have concluded will set off various irreversible climatic phenomena that will affect the next generations?</span>\r\n\r\n<span style=\"font-weight: 400;\">How does South Africa prepare for a future where surface water resources are ever more scarce, with increasingly frequent multiyear </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-19-parts-of-eastern-cape-emerge-from-drought-but-gqeberha-dam-levels-are-still-below-19/\"><span style=\"font-weight: 400;\">droughts</span></a><span style=\"font-weight: 400;\">, extended </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-23-western-cape-in-a-sweat-during-weekend-of-intense-heat-and-multiple-fires/\"><span style=\"font-weight: 400;\">heatwaves</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-12-eastern-cape-officials-still-counting-losses-after-floods-kill-14-and-displace-hundreds/\"><span style=\"font-weight: 400;\">unpredictable rainfall</span></a><span style=\"font-weight: 400;\"> patterns? How do coastal regions prepare for the increased coastal storms and inevitable sea-level rise that threaten coastal and low-lying communities? How does South Africa prepare for a future where staple crops and the livestock industry are </span><a href=\"https://www.dailymaverick.co.za/article/2021-08-15-south-africa-is-on-the-brink-of-a-global-heating-disaster/\"><span style=\"font-weight: 400;\">threatened by soaring temperatures</span></a><span style=\"font-weight: 400;\">, opening the door to starvation and civil unrest?</span>\r\n\r\n<span style=\"font-weight: 400;\">In a word: adaptation.</span>\r\n<div class=\"flourish-embed flourish-photo-slider\" data-src=\"visualisation/8528215\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n<span style=\"font-weight: 400;\">Professor Coleen Vogel, a climatologist and adaptation and sustainability specialist at the Global Change Institute at the University of the Witwatersrand, told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that adaptation is “what people are trying to do to enable society and the environment to better respond when a major climate risk occurs”.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s most recent </span><a href=\"https://www.dffe.gov.za/sites/default/files/docs/2021_draft_climatechangebill.pdf\"><span style=\"font-weight: 400;\">draft Climate Change Bill</span></a><span style=\"font-weight: 400;\"> defines adaptive capacity as the “ability of systems, institutions, humans and other organisms to adjust to potential damage, to take advantage of opportunities, or to respond to consequences”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Vogel explained that the essence of an adaptation strategy is to increase this adaptive capacity. “We’ve got to try to build that capacity as soon as possible.”</span>\r\n\r\n<span style=\"font-weight: 400;\">We have to understand that South Africa’s adaptation plans operate on a number of different scales, from the international and institutional to the local and individual. “Adaptation is very context-relevant,” she said. For example, tsunamis and other ocean-borne threats are not expected in Johannesburg.</span>\r\n\r\n<span style=\"font-weight: 400;\">“So each plan is adapted to its people and to its environment. The thing that we can say about South Africa is that we need to really be clipping our development strategy much, much more closely to our adaptation strategy.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Vogel explained: “If we’re building new houses we should be building with an eye to the future in terms of climate change. If we are designing new settlements, we should be designing those with an eye to climate change, not develop them in riverbank areas or in wetland areas.”</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1160084\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/01/DM168-ethan-climateadaption-screenshot1.jpg\" alt=\"\" width=\"720\" height=\"582\" /> (Screenshot: National Climate Change Adaptation Strategy)</p>\r\n\r\n<span style=\"font-weight: 400;\">“So I think we’ve done quite well as a South African community. In fact, internationally our adaptation work is exemplary… we have some of the best adaptation planning, and I emphasise the word ‘planning’. So we’ve got a lot of ideas, but putting them into practice is another story.”</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1160086\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/01/DM168-ethan-climateadaption-screenshot2.jpg\" alt=\"\" width=\"720\" height=\"582\" /> (Screenshot: National Climate Change Adaptation Strategy)</p>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s </span><a href=\"https://www.environment.gov.za/sites/default/files/docs/nationalclimatechange_adaptationstrategy_ue10november2019.pdf\"><span style=\"font-weight: 400;\">National Climate Change Adaptation Strategy (NCCAS)</span></a><span style=\"font-weight: 400;\"> is one such plan. It is an attempt to provide a “common vision” for climate change adaptation and climate resilience and outlines priority areas for achieving this. It is intended to be the “cornerstone” of climate change adaptation in the country, reflecting a “unified, coherent, cross-sectoral, economy-wide approach to climate change adaptation”.</span>\r\n\r\n<span style=\"font-weight: 400;\">It defines adaptation as “the process of adjustment to actual or expected climate and its effects. In human systems, adaptation seeks to moderate or avoid harm or exploit beneficial opportunities. In some natural systems, human intervention may facilitate adjustment to expected climate and its effects.” It is important to note that, because the NCCAS is a national strategy it does not prescribe in detail how adaptation will or should take place in the many sectors affected by climate change.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the country’s </span><a href=\"https://www.gov.za/sites/default/files/gcis_document/201409/nationalclimatechangeresponsewhitepaper0.pdf\"><span style=\"font-weight: 400;\">National Climate Change Response Policy (NCCRP)</span></a><span style=\"font-weight: 400;\"> lists water, agriculture, health, human settlements (rural, urban, coastal), biodiversity and ecosystems and disaster risk reduction as priority adaptation-related sectors, the NCCAS goes even further and adds transportation and infrastructure, energy, mining, oceans and coast.</span>\r\n\r\n<span style=\"font-weight: 400;\">The NCCAS has four strategic objectives: </span>\r\n<ol>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"24\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Build climate resilience and adaptive capacity to respond to climate change risk and vulnerability;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"24\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Promote integration of the climate change adaptation response with development objectives, policy, planning and implementation;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"24\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Improve understanding of climate change impacts and the capacity to respond to them; and</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"24\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Ensure resources and systems are in place to enable implementation of climate change responses.</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n</ol>\r\n<span style=\"font-weight: 400;\">It also has nine strategic interventions: </span>\r\n<ol>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Reduce human, economic, environmental, physical and ecological infrastructure vulnerability and build adaptive capacity;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Develop a coordinated Climate Services system that provides climate products and services for key climate-vulnerable sectors and geographic areas;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Develop a vulnerability and resilience methodology framework that integrates biophysical and socioeconomic aspects of vulnerability and resilience;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Facilitate mainstreaming of adaptation responses into sectoral planning and implementation;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Promote research application, technology development, transfer and adoption to support planning and implementation;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Build the necessary capacity and awareness for climate change responses;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Establish effective governance and legislative processes to integrate climate change with development planning;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Enable substantial flows of climate change adaptation finance from various sources; and</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Develop and implement a monitoring and evaluation system that tracks the implementation of adaptation actions and their effectiveness.</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n</ol>\r\n<span style=\"font-weight: 400;\">Minister of Environment, Forestry and Fisheries Barbara Creecy </span><a href=\"https://www.dffe.gov.za/mediarelease/nationalclimatechange_adaptationstrategy_ue10november19#:~:text=%E2%80%9CAdaptation%20to%20climate%20change%20presents,competitive%2C%E2%80%9D%20said%20the%20Minister.\"><span style=\"font-weight: 400;\">explained</span></a><span style=\"font-weight: 400;\"> in 2020 that “this strategy defines the country’s vulnerabilities, plans to reduce those vulnerabilities and leverage opportunities, outlines the required resources for such action, while demonstrating progress on climate change adaptation”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Adaptation to climate change presents South Africa with an opportunity to transform the health of the economy and build resilience, thus strengthening the social and spatial fabric, and enables the country to remain globally competitive.” </span>\r\n\r\n<span style=\"font-weight: 400;\">A report by the World Bank on </span><a href=\"https://www.worldbank.org/en/publication/africa-pulse\"><i><span style=\"font-weight: 400;\">Africa’s Pulse: Climate Change Adaptation in Sub-Saharan Africa Can Improve Resilience and Deliver Jobs</span></i></a><span style=\"font-weight: 400;\"> states that “urban policies that are climate sensitive can help local governments leverage their limited public finance with private sector investment while addressing problems such as pollution, floods, extreme heat and energy access”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“For instance, energy-efficient retrofits of buildings, low-carbon municipal waste and water, and green urban transport can deliver benefits to cities in the short and medium term.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The report notes that “South Africa will need $215-billion in investment in its cities which would “deliver benefits” in South Africa of </span><a href=\"https://www.dailymaverick.co.za/article/2021-10-07-world-bank-says-climate-smart-infrastructure-investments-could-deliver-benefits-to-south-africa-worth-r10-trillion/\"><span style=\"font-weight: 400;\">$700-billion</span></a><span style=\"font-weight: 400;\">, or just more than R10-trillion, and result in an average of 120,000 net new jobs in the country by 2050.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Africa has been hit hard by climate change and there is a need for massive investment in adaptation – for instance, decarbonisation of the grid with renewable energy, nature-based urban infrastructure, scale-up of climate-smart agriculture and modernisation of food systems, among others.” </span><b>OBP/DM</b>\r\n\r\n[hearken id=\"daily-maverick/9041\"]",

"description": "<span style=\"font-weight: 400;\">Climate change mitigation is defined as “a human intervention to reduce the sources or enhance the sinks of greenhouse gases”.</span>\r\n\r\n<span style=\"font-weight: 400;\">While much of the world understandably devotes considerable attention to mitigation efforts and strategies, even in the most optimistic scenarios and projections the planet is hurtling toward and beyond the thresholds that define “</span><a href=\"https://www.dailymaverick.co.za/article/2021-08-16-the-ipccs-latest-assessment-report-on-the-climate-crisis-five-take-home-messages-for-south-africa/\"><span style=\"font-weight: 400;\">dangerous climate change</span></a><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">What then is to be done when the global average temperature is </span><a href=\"https://www.dailymaverick.co.za/article/2021-08-09-landmark-un-report-shows-earths-climate-will-experience-widespread-intensifying-and-irreversible-change-but-there-is-still-hope/\"><span style=\"font-weight: 400;\">increasingly likely to eclipse the 1.5°C</span></a><span style=\"font-weight: 400;\"> of global warming that scientists have concluded will set off various irreversible climatic phenomena that will affect the next generations?</span>\r\n\r\n<span style=\"font-weight: 400;\">How does South Africa prepare for a future where surface water resources are ever more scarce, with increasingly frequent multiyear </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-19-parts-of-eastern-cape-emerge-from-drought-but-gqeberha-dam-levels-are-still-below-19/\"><span style=\"font-weight: 400;\">droughts</span></a><span style=\"font-weight: 400;\">, extended </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-23-western-cape-in-a-sweat-during-weekend-of-intense-heat-and-multiple-fires/\"><span style=\"font-weight: 400;\">heatwaves</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-12-eastern-cape-officials-still-counting-losses-after-floods-kill-14-and-displace-hundreds/\"><span style=\"font-weight: 400;\">unpredictable rainfall</span></a><span style=\"font-weight: 400;\"> patterns? How do coastal regions prepare for the increased coastal storms and inevitable sea-level rise that threaten coastal and low-lying communities? How does South Africa prepare for a future where staple crops and the livestock industry are </span><a href=\"https://www.dailymaverick.co.za/article/2021-08-15-south-africa-is-on-the-brink-of-a-global-heating-disaster/\"><span style=\"font-weight: 400;\">threatened by soaring temperatures</span></a><span style=\"font-weight: 400;\">, opening the door to starvation and civil unrest?</span>\r\n\r\n<span style=\"font-weight: 400;\">In a word: adaptation.</span>\r\n<div class=\"flourish-embed flourish-photo-slider\" data-src=\"visualisation/8528215\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n<span style=\"font-weight: 400;\">Professor Coleen Vogel, a climatologist and adaptation and sustainability specialist at the Global Change Institute at the University of the Witwatersrand, told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that adaptation is “what people are trying to do to enable society and the environment to better respond when a major climate risk occurs”.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s most recent </span><a href=\"https://www.dffe.gov.za/sites/default/files/docs/2021_draft_climatechangebill.pdf\"><span style=\"font-weight: 400;\">draft Climate Change Bill</span></a><span style=\"font-weight: 400;\"> defines adaptive capacity as the “ability of systems, institutions, humans and other organisms to adjust to potential damage, to take advantage of opportunities, or to respond to consequences”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Vogel explained that the essence of an adaptation strategy is to increase this adaptive capacity. “We’ve got to try to build that capacity as soon as possible.”</span>\r\n\r\n<span style=\"font-weight: 400;\">We have to understand that South Africa’s adaptation plans operate on a number of different scales, from the international and institutional to the local and individual. “Adaptation is very context-relevant,” she said. For example, tsunamis and other ocean-borne threats are not expected in Johannesburg.</span>\r\n\r\n<span style=\"font-weight: 400;\">“So each plan is adapted to its people and to its environment. The thing that we can say about South Africa is that we need to really be clipping our development strategy much, much more closely to our adaptation strategy.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Vogel explained: “If we’re building new houses we should be building with an eye to the future in terms of climate change. In fact, internationally our adaptation work is exemplary… we have some of the best adaptation planning, and I emphasise the word ‘planning’. So we’ve got a lot of ideas, but putting them into practice is another story.”</span>\r\n\r\n[caption id=\"attachment_1160086\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1160086\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/01/DM168-ethan-climateadaption-screenshot2.jpg\" alt=\"\" width=\"720\" height=\"582\" /> (Screenshot: National Climate Change Adaptation Strategy)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s </span><a href=\"https://www.environment.gov.za/sites/default/files/docs/nationalclimatechange_adaptationstrategy_ue10november2019.pdf\"><span style=\"font-weight: 400;\">National Climate Change Adaptation Strategy (NCCAS)</span></a><span style=\"font-weight: 400;\"> is one such plan. It is an attempt to provide a “common vision” for climate change adaptation and climate resilience and outlines priority areas for achieving this. It is intended to be the “cornerstone” of climate change adaptation in the country, reflecting a “unified, coherent, cross-sectoral, economy-wide approach to climate change adaptation”.</span>\r\n\r\n<span style=\"font-weight: 400;\">It defines adaptation as “the process of adjustment to actual or expected climate and its effects. In human systems, adaptation seeks to moderate or avoid harm or exploit beneficial opportunities. In some natural systems, human intervention may facilitate adjustment to expected climate and its effects.” It is important to note that, because the NCCAS is a national strategy it does not prescribe in detail how adaptation will or should take place in the many sectors affected by climate change.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the country’s </span><a href=\"https://www.gov.za/sites/default/files/gcis_document/201409/nationalclimatechangeresponsewhitepaper0.pdf\"><span style=\"font-weight: 400;\">National Climate Change Response Policy (NCCRP)</span></a><span style=\"font-weight: 400;\"> lists water, agriculture, health, human settlements (rural, urban, coastal), biodiversity and ecosystems and disaster risk reduction as priority adaptation-related sectors, the NCCAS goes even further and adds transportation and infrastructure, energy, mining, oceans and coast.</span>\r\n\r\n<span style=\"font-weight: 400;\">The NCCAS has four strategic objectives: </span>\r\n<ol>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"24\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Build climate resilience and adaptive capacity to respond to climate change risk and vulnerability;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"24\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Promote integration of the climate change adaptation response with development objectives, policy, planning and implementation;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"24\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Improve understanding of climate change impacts and the capacity to respond to them; and</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"24\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Ensure resources and systems are in place to enable implementation of climate change responses.</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n</ol>\r\n<span style=\"font-weight: 400;\">It also has nine strategic interventions: </span>\r\n<ol>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Reduce human, economic, environmental, physical and ecological infrastructure vulnerability and build adaptive capacity;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Develop a coordinated Climate Services system that provides climate products and services for key climate-vulnerable sectors and geographic areas;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Develop a vulnerability and resilience methodology framework that integrates biophysical and socioeconomic aspects of vulnerability and resilience;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Facilitate mainstreaming of adaptation responses into sectoral planning and implementation;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Promote research application, technology development, transfer and adoption to support planning and implementation;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Build the necessary capacity and awareness for climate change responses;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Establish effective governance and legislative processes to integrate climate change with development planning;</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Enable substantial flows of climate change adaptation finance from various sources; and</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n \t<li data-leveltext=\"%1.\" data-font=\"Calibri\" data-listid=\"25\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Develop and implement a monitoring and evaluation system that tracks the implementation of adaptation actions and their effectiveness.</span><span data-ccp-props=\"{"201341983":0,"335559739":160,"335559740":259}\"> </span></li>\r\n</ol>\r\n<span style=\"font-weight: 400;\">Minister of Environment, Forestry and Fisheries Barbara Creecy </span><a href=\"https://www.dffe.gov.za/mediarelease/nationalclimatechange_adaptationstrategy_ue10november19#:~:text=%E2%80%9CAdaptation%20to%20climate%20change%20presents,competitive%2C%E2%80%9D%20said%20the%20Minister.\"><span style=\"font-weight: 400;\">explained</span></a><span style=\"font-weight: 400;\"> in 2020 that “this strategy defines the country’s vulnerabilities, plans to reduce those vulnerabilities and leverage opportunities, outlines the required resources for such action, while demonstrating progress on climate change adaptation”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Adaptation to climate change presents South Africa with an opportunity to transform the health of the economy and build resilience, thus strengthening the social and spatial fabric, and enables the country to remain globally competitive.” </span>\r\n\r\n<span style=\"font-weight: 400;\">A report by the World Bank on </span><a href=\"https://www.worldbank.org/en/publication/africa-pulse\"><i><span style=\"font-weight: 400;\">Africa’s Pulse: Climate Change Adaptation in Sub-Saharan Africa Can Improve Resilience and Deliver Jobs</span></i></a><span style=\"font-weight: 400;\"> states that “urban policies that are climate sensitive can help local governments leverage their limited public finance with private sector investment while addressing problems such as pollution, floods, extreme heat and energy access”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“For instance, energy-efficient retrofits of buildings, low-carbon municipal waste and water, and green urban transport can deliver benefits to cities in the short and medium term.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The report notes that “South Africa will need $215-billion in investment in its cities which would “deliver benefits” in South Africa of </span><a href=\"https://www.dailymaverick.co.za/article/2021-10-07-world-bank-says-climate-smart-infrastructure-investments-could-deliver-benefits-to-south-africa-worth-r10-trillion/\"><span style=\"font-weight: 400;\">$700-billion</span></a><span style=\"font-weight: 400;\">, or just more than R10-trillion, and result in an average of 120,000 net new jobs in the country by 2050.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Africa has been hit hard by climate change and there is a need for massive investment in adaptation – for instance, decarbonisation of the grid with renewable energy, nature-based urban infrastructure, scale-up of climate-smart agriculture and modernisation of food systems, among others.” </span><b>OBP/DM</b>\r\n\r\n[hearken id=\"daily-maverick/9041\"]",
