"contents": "<span style=\"font-weight: 400;\">South Africa’s electricity infrastructure has been degrading in the past decade, with scheduled and unscheduled power outages on the increase. Despite slowed economic activity due to the Covid-19 pandemic, the country experienced </span><a href=\"https://www.news24.com/fin24/economy/south-africa/2021-brings-unprecedented-load-shedding-and-its-likely-to-continue-in-the-new-year-20211216\"><span style=\"font-weight: 400;\">1,130 hours</span></a><span style=\"font-weight: 400;\"> of planned power cuts in 2021, the highest yet.</span>\r\n\r\n<span style=\"font-weight: 400;\">This not only leads to anger and frustration among the public, but also clearly handicaps businesses and their productivity. The alleviation of the electricity crisis is therefore a critical precondition for the country’s economic recovery. This is why observers have been watching President Cyril Ramaphosa’s strategy and its implementation with much anticipation.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the </span><a href=\"https://www.gov.za/speeches/president-cyril-ramaphosa-2021-state-nation-address-11-feb-2021-0000\"><span style=\"font-weight: 400;\">2021 State of the Nation Address (Sona)</span></a><span style=\"font-weight: 400;\">, Ramaphosa listed “the rapid expansion of our energy-generation capacity” as one of the government’s five top priorities. This year he reiterated that this had not changed. This would clearly be a major deliverable on which his government’s success would be judged.</span>\r\n\r\n<span style=\"font-weight: 400;\">In his 2022 </span><a href=\"https://www.gov.za/SONA2022\"><span style=\"font-weight: 400;\">Sona</span></a><span style=\"font-weight: 400;\">, he didn’t touch on an issue that would have raised confidence that his government is making progress on energy. He didn’t give any indications of moves to review the </span><a href=\"http://www.energy.gov.za/IRP/irp-2019.html\"><span style=\"font-weight: 400;\">Integrated Resource Plan</span></a><span style=\"font-weight: 400;\">. The last Integrated Resource Plan was adopted in 2019. The plan, which guides power station development and associated timelines, should be reviewed every two years.</span>\r\n\r\n<span style=\"font-weight: 400;\">A revised plan is needed, especially in view of the rapid developments in energy-generating technologies. The 2019 plan is effectively already obsolete and updated projections are likely to lead to substantially changed optimal electricity-generating scenarios.</span>\r\n\r\n<b>Construction delays</b>\r\n\r\n<span style=\"font-weight: 400;\">The 2019 Integrated Resource Plan made provision for immediate action to </span><a href=\"https://www.gov.za/sites/default/files/gcis_document/201910/42778gon1359.pdf#page=40\"><span style=\"font-weight: 400;\">construct</span></a><span style=\"font-weight: 400;\"> 1,600MW of wind power, 1,000MW of solar power and 513MW of electricity storage capacity to bring online by 2022. But these are only expected to be ready in early 2024. Projects due to be completed in 2023 include another 2,600MW of wind and solar and 750MW of new coal, but the process to identify the sites and developers hasn’t started. This means that all these initiatives are two years behind schedule.</span>\r\n\r\n<span style=\"font-weight: 400;\">The coal project is facing </span><a href=\"https://www.dailymaverick.co.za/article/2021-09-16-a-fossil-of-finance-firstrand-says-it-will-no-longer-fund-new-coal-fired-power-stations/\"><span style=\"font-weight: 400;\">severe</span></a><span style=\"font-weight: 400;\"> headwinds as a consequence of changed perceptions of coal due to its role in global warming. But there’s no excuse for the delays in initiating the officially endorsed plan to develop the renewable energy plants.</span>\r\n\r\n<span style=\"font-weight: 400;\">Minerals and Energy Minister Gwede Mantashe, the implementer-in-chief of the Integrated Resource Plan, has been a </span><a href=\"https://www.reuters.com/world/africa/south-africa-should-not-rush-its-transition-away-coal-minister-says-2021-10-07/\"><span style=\"font-weight: 400;\">vocal supporter</span></a><span style=\"font-weight: 400;\"> of the formerly dominant (but now increasingly less popular) coal, gas and nuclear sectors. Most recently, however, he has tried to reassure the solar and wind sectors that, despite </span><a href=\"https://www.dailymaverick.co.za/cartoon/the-lowdown/\"><span style=\"font-weight: 400;\">perceptions to the contrary</span></a><span style=\"font-weight: 400;\">, he also </span><a href=\"https://www.engineeringnews.co.za/article/mantashe-says-south-africas-renewables-resources-can-kickstart-economy-2022-02-16\"><span style=\"font-weight: 400;\">supports renewable energy</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa cannot solve a pressing energy crisis while senior government figures seem to openly disagree on the way forward. The message of joint commitment to the implementation of the electricity plan is therefore to be welcomed. Confidence would be further cemented by concerted attempts to reclaim lagging roll-out timelines and immediate moves to update the energy plan.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the </span><a href=\"https://www.gov.za/speeches/president-cyril-ramaphosa-2021-state-nation-address-11-feb-2021-0000\"><span style=\"font-weight: 400;\">2021 Sona,</span></a><span style=\"font-weight: 400;\"> the President said the procurement of the first and second sets of renewable energy developments would commence in February and August 2021 respectively. The first target was achieved, but the second was postponed twice, first to January 2022 and then to late March 2022.</span>\r\n\r\n<span style=\"font-weight: 400;\">During this year’s address, Ramaphosa indicated that the call for applications to procure the now severely delayed storage allocation, as well as 3,000MW of gas-generating capacity would be made later this year. This is insufficient to catch up with the backlog of new power plants.</span>\r\n\r\n<b>The omissions and the climate change loan</b>\r\n\r\n<span style=\"font-weight: 400;\">The President also steered clear of controversial energy developments.</span>\r\n\r\n<span style=\"font-weight: 400;\">He didn’t say anything about the completion of the massive Kusile coal plant, which with its twin, Medupi, has been </span><a href=\"https://www.biznews.com/thought-leaders/2021/03/17/eskom-medupi-kusile-yelland\"><span style=\"font-weight: 400;\">bedevilled by massive delays, cost overruns</span></a><span style=\"font-weight: 400;\"> and inexplicable breakdowns of the still-new machinery.</span>\r\n\r\n<span style=\"font-weight: 400;\">He was also silent on the 1,500MW of new coal plants envisaged under the Integrated Resource Plan, which would normally be expected to be allocated to developers soon. This could be a deliberate effort to play down any ambitions the country may have on this front so that these do not jeopardise </span><a href=\"https://www.sanews.gov.za/south-africa/president-unpacks-details-r131-billion-cop26-deal\"><span style=\"font-weight: 400;\">R131-billion in foreign grants and loans</span></a><span style=\"font-weight: 400;\"> expected in exchange for adopting a climate-friendly energy development path.</span>\r\n\r\n<span style=\"font-weight: 400;\">Also not mentioned were the controversial </span><a href=\"https://mg.co.za/environment/2021-09-04-karpowerships-plead-their-case-but-environmentalist-argue-sa-doesnt-need-powerships/\"><span style=\"font-weight: 400;\">gas ship emergency power initiative</span></a><span style=\"font-weight: 400;\"> and the </span><a href=\"https://www.dailymaverick.co.za/article/2021-11-28-r20bn-life-extension-of-koeberg-power-station-poses-significant-risks-for-south-africa/\"><span style=\"font-weight: 400;\">refurbishing of the Koeberg nuclear plant</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Instead, he praised a Northern Cape </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-17-a-new-green-hydrogen-venture-could-change-the-way-we-do-business/\"><span style=\"font-weight: 400;\">green hydrogen generation initiative</span></a><span style=\"font-weight: 400;\"> — a storage technology that is mostly envisaged to work in tandem with renewable energy generation — even though this programme is still in the relatively early planning stages.</span>\r\n\r\n<b>Regulatory changes and the unbundling of Eskom</b>\r\n\r\n<span style=\"font-weight: 400;\">The President’s biggest successes in the last year have been in regulatory matters. He </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-10-increase-to-100mw-embedded-generation-threshold-will-give-oomph-to-south-african-economy-says-ramaphosa/\"><span style=\"font-weight: 400;\">eased power production licensing requirements</span></a><span style=\"font-weight: 400;\"> to make it much easier for entities to set up power plants of up to 100MW. This eased a bottleneck that has led to many more mines, municipalities and other private enterprises taking steps to establish their own power-generating capacity.</span>\r\n\r\n<span style=\"font-weight: 400;\">In his speech, Ramaphosa highlighted that this capacity is projected to reach 4,000MW for mines and 1,400MW for municipalities. This is considerably higher than would have been envisaged as little as five years ago. This will go some way to bridging the electricity shortfall.</span>\r\n\r\n<span style=\"font-weight: 400;\">To convince the sceptical nation that the energy crisis was being dealt with, the President needed something new. To do that, on the day of the address, the government released for public comment a draft revised electricity bill. This includes </span><a href=\"https://www.engineeringnews.co.za/article/electricity-regulation-amendment-bill-points-to-far-reaching-structural-changes-2022-02-11\"><span style=\"font-weight: 400;\">several proposed reforms</span></a><span style=\"font-weight: 400;\"> that would erode the monopoly of the national electricity utility, Eskom.</span>\r\n\r\n<span style=\"font-weight: 400;\">The draft bill further establishes the operational framework for new entities that would result from an </span><a href=\"https://www.eskom.co.za/update-on-the-unbundling-of-eskoms-transmission-division/\"><span style=\"font-weight: 400;\">unbundled Eskom</span></a><span style=\"font-weight: 400;\">, a process that is expected to reach completion this year.</span>\r\n\r\n<span style=\"font-weight: 400;\">Debates on the impact of this new bill and around potential modifications will be prominent in the months to come and the outcome of this process will decisively shape the future of electricity developments in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">In particular, the bill will boost small-scale private electricity production — also referred to as “embedded” generation — and outstrip its contribution projected in the current Integrated Resource Plan. Technological advances in electricity storage are also making it viable to use larger fractions of intermittent solar and wind power than previously anticipated.</span>\r\n\r\n<span style=\"font-weight: 400;\">This calls for a redetermination of South Africa’s optimal electricity mix through a new Integrated Resource Plan. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
