"contents": "<span style=\"font-weight: 400;\">Police in South Africa’s gangsterism capital, the Western Cape, are investigating a series of shootings as the focus increasingly falls on construction mafia violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">In an attack that appears to be directly connected to the construction business, </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-17-cape-town-housing-project-killing-victim-confirmed-as-city-official/\"><span style=\"font-weight: 400;\">City of Cape Town official Wendy Kloppers</span></a><span style=\"font-weight: 400;\"> was gunned down in Delft, at the Symphony Way Housing Project building site, on 16 February. </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has learnt that the hit on Kloppers may have been a case of mistaken identity.</span>\r\n<h4><b>Web of violence</b></h4>\r\n<span style=\"font-weight: 400;\">It is amid these construction-related attacks that an intricate web of violence is unfurling, with strands attached to incidents dating back several years and ranging from arrests linked to the international perlemoen trade to a mob smashing up luxury vehicles in a city motor dealership.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1637949\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/UPDATED-Recent-shootings-in-Cape-Town-March-2023-created-in-April-via-Canva.jpg\" alt=\"\" width=\"720\" height=\"540\" /> <em>Recent shootings in Cape Town, March 2023. (Image: Supplied)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">It hints at the interconnectedness of various crimes, as well as suspects and targets, and how easily innocent residents in Cape Town can be caught up in underworld violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">Politically, the DA runs the city. However, the ANC government oversees the South African Police Service. This is a frequent source of </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-03-saps-and-the-city-of-cape-town-turning-tables-of-suspicions-and-suspension/\"><span style=\"font-weight: 400;\">friction between the two parties</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>Gangsters, taxis, nightclubs and construction</b></h4>\r\n<span style=\"font-weight: 400;\">In terms of construction mafia-type crimes, these are not specific to Cape Town and form a broader problem across South Africa. Recently, though, issues relating to construction sites have escalated in the city.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has previously reported on how </span><a href=\"https://www.dailymaverick.co.za/article/2021-04-17-tackling-cape-towns-deep-rooted-extortion-problem-means-tackling-the-citys-gangs-too/\"><span style=\"font-weight: 400;\">gangsters in Cape Town have for decades demanded so-called “protection fees”</span></a><span style=\"font-weight: 400;\"> – money in exchange for not attacking certain targets – from taxi drivers who use certain routes, to nightclubs where they insist the “security personnel” of their choice be used.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2019-06-27-the-enforcers-inside-cape-towns-deadly-nightclub-battles/\"><span style=\"font-weight: 400;\">The Enforcers – Inside Cape Town’s Deadly Nightclub Battles</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Extortion-style crimes have extended to construction sites. In 2015, it was reported that the City of Cape Town admitted </span><a href=\"https://www.iol.co.za/news/south-africa/western-cape/gangsters-may-have-been-hired-1871412\"><span style=\"font-weight: 400;\">its subcontractors may have employed gangsters to provide security</span></a><span style=\"font-weight: 400;\"> at sites in Manenberg, a suburb where gang violence is prevalent.</span>\r\n\r\n<span style=\"font-weight: 400;\">Gang activities, suspected and otherwise, at construction sites have persisted. To address the growing problem of construction-linked extortion and violence, the City of Cape Town announced in February that </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-05-cape-town-tops-up-security-budget-by-r15m-to-protect-housing-construction-sites-from-gangsters/\"><span style=\"font-weight: 400;\">R15-million had been added to its security budget to bolster the protection of construction sites</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>Raided, suspended, fired</b></h4>\r\n<span style=\"font-weight: 400;\">But the city’s attempts to appear proactive in dealing with the issue were dealt something of a blow on 15 March when </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-16-cape-town-mayco-member-malusi-booi-suspended-after-police-raid/\"><span style=\"font-weight: 400;\">police raided human settlements MMC Malusi Booi’s offices</span></a><span style=\"font-weight: 400;\">. The cops seized electronic equipment and documents as part of a fraud and corruption investigation.</span>\r\n\r\n<span style=\"font-weight: 400;\">Booi was </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-23-cape-town-mayor-fires-malusi-booi-from-mayoral-committee-after-update-from-saps/\"><span style=\"font-weight: 400;\">suspended and subsequently fired</span></a><span style=\"font-weight: 400;\"> from the mayoral committee. He has not spoken publicly about what happened.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><i><span style=\"font-weight: 400;\">Sunday Times</span></i><span style=\"font-weight: 400;\"> this week reported that the police’s application for a search warrant relating to Booi stated that </span><a href=\"https://www.timeslive.co.za/sunday-times/news/politics/2023-04-02-cops-probe-links-between-das-malusi-booi-and-gang-bosses/?s=08\"><span style=\"font-weight: 400;\">officers needed [electronic] devices so they could be searched for names</span></a><span style=\"font-weight: 400;\"> including those of alleged 28s gang boss Ralph Stanfield and alleged Sexy Boys gang leader Jerome “Donkie” Booysen.</span>\r\n\r\n<span style=\"font-weight: 400;\">Stanfield is an accused in </span><a href=\"http://www.saflii.org/za/cases/ZASCA/2019/183.html\"><span style=\"font-weight: 400;\">a case involving allegations of fraudulent firearm licences</span></a><span style=\"font-weight: 400;\"> and police corruption. Booysen is an </span><a href=\"https://www.dailymaverick.co.za/article/2022-10-20-3-accused-in-murder-of-steroid-king-brian-wainstein-killed-whos-next/\"><span style=\"font-weight: 400;\">accused in a murder and drug case</span></a><span style=\"font-weight: 400;\">, and is involved in the property industry.</span>\r\n\r\n<span style=\"font-weight: 400;\">Neither has been convicted, but </span><a href=\"https://www.news24.com/news24/alleged-cape-town-gang-boss-critically-wounded-in-joburg-shooting-20170706\"><span style=\"font-weight: 400;\">both</span></a><span style=\"font-weight: 400;\"> have previously been wounded in </span><a href=\"https://www.news24.com/news24/who-is-trying-to-kill-jerome-donkie-booysen-and-why-20180802\"><span style=\"font-weight: 400;\">shootings</span></a><span style=\"font-weight: 400;\">. According to what has previously emerged in Cape Town court cases, the Sexy Boys and 28s gangsters do not see eye-to-eye.</span>\r\n<h4><b>Gang suspicions</b></h4>\r\n<span style=\"font-weight: 400;\">Last month, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that the City of Cape Town, via the Western Cape government, was still doing business with Glomix House Brokers – its director is Stanfield’s wife, Nicole Johnson.</span>\r\n\r\n<span style=\"font-weight: 400;\">She also faced firearm-related allegations and has not been convicted.</span>\r\n\r\n<span style=\"font-weight: 400;\">The city and Western Cape government appear to view her company as above board.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-03-17-company-previously-flagged-over-28s-gang-suspicions-still-building-houses-for-western-cape-government/\"><span style=\"font-weight: 400;\">Company previously flagged over ‘28s gang’ suspicions still building houses for Western Cape government</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Several years ago, Glomix was awarded a tender relating to a housing project in Valhalla Park. A </span><a href=\"http://www.saflii.org/za/cases/ZAWCHC/2020/105.html\"><span style=\"font-weight: 400;\">Western Cape High Court judgment</span></a><span style=\"font-weight: 400;\"> from 2020, about a double murder that happened there, said “the Stanfield family… control the 28s in the Valhalla Park area”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2019 it was reported that residents had complained that 28s gangsters allegedly robbed the Valhalla Park housing project’s previous contractor, which was also forced to pay so-called “protection fees.” Glomix was subsequently appointed to work on another city housing project, and this was scheduled to be completed in 2024.</span>\r\n\r\n<span style=\"font-weight: 400;\">While construction issues have unfolded in Cape Town, and while the Booi saga is developing, there has been a spate of shootings across the city. Police are investigating the motives behind them.</span>\r\n<h4><b>Shootings across suburbs</b></h4>\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> understands that on 2 March a </span><a href=\"https://www.dailyvoice.co.za/news/stanfield-killed-skollies-declare-war-following-28s-dik-dings-murder-28ad2dc3-384a-473d-96e9-44f89363fa5f\"><span style=\"font-weight: 400;\">suspected senior 28s gangster</span></a><span style=\"font-weight: 400;\"> was murdered in a shooting in the suburb of Belhar, </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-29-gang-torn-belhar-community-to-finally-get-a-proper-police-station-15-years-later/\"><span style=\"font-weight: 400;\">a stronghold of the Sexy Boys gang</span></a><span style=\"font-weight: 400;\">.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">As received-\r\n2/3/23\r\nDrive by shooting on Symphony Way & Erica Drive in Cape Flats. Believed to be gang-related. <a href=\"https://t.co/CZ4m1yd78Q\">pic.twitter.com/CZ4m1yd78Q</a></p>\r\n— Ian Cameron (@IanCameron23) <a href=\"https://twitter.com/IanCameron23/status/1631222839003996161?ref_src=twsrc%5Etfw\">March 2, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">On 10 March, a shooting was reported on a highway in the vicinity of Somerset West outside Cape Town. Two men were wounded.</span>\r\n\r\n<span style=\"font-weight: 400;\">Police spokesperson Captain Frederick van Wyk told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">: “Circumstances surrounding this shooting incident are under investigation… The docket was transferred to the Anti-Gang Unit for further investigation.”</span>\r\n\r\n<span style=\"font-weight: 400;\">That implies the shooting was gang-related. D</span><i><span style=\"font-weight: 400;\">aily Maverick </span></i><span style=\"font-weight: 400;\">understands one of the wounded men had previously been acquitted in a case relating to murder and was known to associate with Western Cape organised crime suspects.</span>\r\n<h4><b>Smashed luxury cars</b></h4>\r\n<span style=\"font-weight: 400;\">Three days after that shooting, on 13 March, another man was murdered on Hindle Road near Blikkiesdorp in Delft, where </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-22-police-hunt-construction-mafia-killers-after-bullets-fly-at-a-cape-flats-building-site/\"><span style=\"font-weight: 400;\">violence linked to construction sites has flared</span></a><span style=\"font-weight: 400;\">. The man, later identified as Stanfield’s cousin, Simon, was shot several times while sitting in a vehicle.</span>\r\n\r\n<span style=\"font-weight: 400;\">Police spokesperson Warrant Officer Joseph Swartbooi told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> the suspected shooter had been in a white Ford Icon.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The motive for the attack is yet to be determined,” he said. “Delft police are investigating a murder.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Simon Stanfield had previous brushes with the law. According to </span><i><span style=\"font-weight: 400;\">Independent Online</span></i><span style=\"font-weight: 400;\">, he was one of a group of 10 men arrested over </span><a href=\"https://www.iol.co.za/news/south-africa/western-cape/cousin-of-alleged-gang-boss-among-10-accused-of-smashing-luxury-cars-at-dealership-1b7d2eca-d8f8-4f49-b42c-356f6a637a85\"><span style=\"font-weight: 400;\">the smashing of luxury cars at a dealership</span></a><span style=\"font-weight: 400;\"> in the Cape Town suburb of Milnerton in February 2021. Charges against them were later dropped.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">This is South Africa -</p>\r\nThe Toy Shop, a Luxury Motor Dealership in Cape Town had its cars smashed. Two taxis approached the Toy Shop demanding they get 2 Luxury Cars. When they were refused the occupants of the 2 taxis entered the building and started to destroy the vehicles. <a href=\"https://t.co/bFzI47YOxZ\">pic.twitter.com/bFzI47YOxZ</a>\r\n\r\n— OnlineCarParts (@Onlinecarparts) <a href=\"https://twitter.com/Onlinecarparts/status/1362101732608720899?ref_src=twsrc%5Etfw\">February 17, 2021</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">At the time, there were suspicions in police circles the incident may have been a show of force against an individual targeted by the 28s.</span>\r\n<h4><b>Murder at a restaurant</b></h4>\r\n<span style=\"font-weight: 400;\">Three days after Simon Stanfield was killed, another murder took place on 16 March at a restaurant in Mowbray, Cape Town. Denver Langenhoven was killed and a person believed to be a restaurant patron was wounded in that attack.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> understands Langenhoven had been using the vehicle of an organised crime suspect at the time he was targeted. Police are investigating and no arrests have been made.</span>\r\n\r\n<span style=\"font-weight: 400;\">Langenhoven had previously found himself on the wrong side of the law and, based on a police statement and Western Cape High Court papers, was involved in international abalone smuggling. In November 2020, police announced that </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=29598\"><span style=\"font-weight: 400;\">Langenhoven had been sentenced to 14 years in jail</span></a><span style=\"font-weight: 400;\"> in relation to the Prevention of Organised Crime Act; 10 years for contravening the Marine Living Resources Act, and three years for fraud. The sentences were concurrent, meaning he was to spend a total of 14 years in jail.</span>\r\n<h4><b>China and Hong Kong perlemoen links</b></h4>\r\n<span style=\"font-weight: 400;\">It was not clear why he was not in custody at the time of his murder. Langenhoven had been among a group of suspects arrested nearly two decades earlier, in 2006.</span>\r\n\r\n<span style=\"font-weight: 400;\">The police statement said: “This was when the now-defunct Directorate of Special Operations, known as Scorpions, raided export companies which were dealing with illegal abalone exports concealed in containers and shipped to China.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Langenhoven was also referenced in </span><a href=\"http://www.saflii.org/za/cases/ZAWCHC/2014/211.html\"><span style=\"font-weight: 400;\">a Western Cape High Court judgment</span></a><span style=\"font-weight: 400;\">, dating back to 2014, against an abalone syndicate suspect.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Another big role player, who was an ‘associate’ of… two Chinese men, was one Denver Langenhoven, who had a cooling facility in [the Cape Town suburb of] Woodstock and handled all the export administration, packaging and freezing of the abalone,” the judgment said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The abalone would, after processing and packaging, be exported to Hong Kong.”</span>\r\n<h4><b>‘Numerous gunshots’</b></h4>\r\n<span style=\"font-weight: 400;\">Nearly two weeks after Langenhoven was murdered, another shooting took place on 31 March. </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> understands a relative of the organised crime suspect, whose vehicle Langehoven had been using at the time he was killed, was targeted.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-1637915 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/A-motorist-driving-along-Symphony-Way-in-Cape-Town-was-shot-at-but-not-wounded-on-31-March-2023-Picture-Supplied.jpg\" alt=\"cape town shootings\" width=\"720\" height=\"405\" /> <em>A motorist driving along Symphony Way in Cape Town was shot at, but not injured, on 31 March 2023. "description": "<span style=\"font-weight: 400;\">Police in South Africa’s gangsterism capital, the Western Cape, are investigating a series of shootings as the focus increasingly falls on construction mafia violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">In an attack that appears to be directly connected to the construction business, </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-17-cape-town-housing-project-killing-victim-confirmed-as-city-official/\"><span style=\"font-weight: 400;\">City of Cape Town official Wendy Kloppers</span></a><span style=\"font-weight: 400;\"> was gunned down in Delft, at the Symphony Way Housing Project building site, on 16 February. </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has learnt that the hit on Kloppers may have been a case of mistaken identity.</span>\r\n<h4><b>Web of violence</b></h4>\r\n<span style=\"font-weight: 400;\">It is amid these construction-related attacks that an intricate web of violence is unfurling, with strands attached to incidents dating back several years and ranging from arrests linked to the international perlemoen trade to a mob smashing up luxury vehicles in a city motor dealership.</span>\r\n\r\n[caption id=\"attachment_1637949\" align=\"aligncenter\" width=\"720\"]<img class=\"size-full wp-image-1637949\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/UPDATED-Recent-shootings-in-Cape-Town-March-2023-created-in-April-via-Canva.jpg\" alt=\"\" width=\"720\" height=\"540\" /> <em>Recent shootings in Cape Town, March 2023. (Image: Supplied)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">It hints at the interconnectedness of various crimes, as well as suspects and targets, and how easily innocent residents in Cape Town can be caught up in underworld violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">Politically, the DA runs the city. However, the ANC government oversees the South African Police Service. This is a frequent source of </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-03-saps-and-the-city-of-cape-town-turning-tables-of-suspicions-and-suspension/\"><span style=\"font-weight: 400;\">friction between the two parties</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>Gangsters, taxis, nightclubs and construction</b></h4>\r\n<span style=\"font-weight: 400;\">In terms of construction mafia-type crimes, these are not specific to Cape Town and form a broader problem across South Africa. Recently, though, issues relating to construction sites have escalated in the city.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has previously reported on how </span><a href=\"https://www.dailymaverick.co.za/article/2021-04-17-tackling-cape-towns-deep-rooted-extortion-problem-means-tackling-the-citys-gangs-too/\"><span style=\"font-weight: 400;\">gangsters in Cape Town have for decades demanded so-called “protection fees”</span></a><span style=\"font-weight: 400;\"> – money in exchange for not attacking certain targets – from taxi drivers who use certain routes, to nightclubs where they insist the “security personnel” of their choice be used.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2019-06-27-the-enforcers-inside-cape-towns-deadly-nightclub-battles/\"><span style=\"font-weight: 400;\">The Enforcers – Inside Cape Town’s Deadly Nightclub Battles</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Extortion-style crimes have extended to construction sites. In 2015, it was reported that the City of Cape Town admitted </span><a href=\"https://www.iol.co.za/news/south-africa/western-cape/gangsters-may-have-been-hired-1871412\"><span style=\"font-weight: 400;\">its subcontractors may have employed gangsters to provide security</span></a><span style=\"font-weight: 400;\"> at sites in Manenberg, a suburb where gang violence is prevalent.</span>\r\n\r\n<span style=\"font-weight: 400;\">Gang activities, suspected and otherwise, at construction sites have persisted. To address the growing problem of construction-linked extortion and violence, the City of Cape Town announced in February that </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-05-cape-town-tops-up-security-budget-by-r15m-to-protect-housing-construction-sites-from-gangsters/\"><span style=\"font-weight: 400;\">R15-million had been added to its security budget to bolster the protection of construction sites</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>Raided, suspended, fired</b></h4>\r\n<span style=\"font-weight: 400;\">But the city’s attempts to appear proactive in dealing with the issue were dealt something of a blow on 15 March when </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-16-cape-town-mayco-member-malusi-booi-suspended-after-police-raid/\"><span style=\"font-weight: 400;\">police raided human settlements MMC Malusi Booi’s offices</span></a><span style=\"font-weight: 400;\">. The cops seized electronic equipment and documents as part of a fraud and corruption investigation.</span>\r\n\r\n<span style=\"font-weight: 400;\">Booi was </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-23-cape-town-mayor-fires-malusi-booi-from-mayoral-committee-after-update-from-saps/\"><span style=\"font-weight: 400;\">suspended and subsequently fired</span></a><span style=\"font-weight: 400;\"> from the mayoral committee. He has not spoken publicly about what happened.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><i><span style=\"font-weight: 400;\">Sunday Times</span></i><span style=\"font-weight: 400;\"> this week reported that the police’s application for a search warrant relating to Booi stated that </span><a href=\"https://www.timeslive.co.za/sunday-times/news/politics/2023-04-02-cops-probe-links-between-das-malusi-booi-and-gang-bosses/?s=08\"><span style=\"font-weight: 400;\">officers needed [electronic] devices so they could be searched for names</span></a><span style=\"font-weight: 400;\"> including those of alleged 28s gang boss Ralph Stanfield and alleged Sexy Boys gang leader Jerome “Donkie” Booysen.</span>\r\n\r\n<span style=\"font-weight: 400;\">Stanfield is an accused in </span><a href=\"http://www.saflii.org/za/cases/ZASCA/2019/183.html\"><span style=\"font-weight: 400;\">a case involving allegations of fraudulent firearm licences</span></a><span style=\"font-weight: 400;\"> and police corruption. Booysen is an </span><a href=\"https://www.dailymaverick.co.za/article/2022-10-20-3-accused-in-murder-of-steroid-king-brian-wainstein-killed-whos-next/\"><span style=\"font-weight: 400;\">accused in a murder and drug case</span></a><span style=\"font-weight: 400;\">, and is involved in the property industry.</span>\r\n\r\n<span style=\"font-weight: 400;\">Neither has been convicted, but </span><a href=\"https://www.news24.com/news24/alleged-cape-town-gang-boss-critically-wounded-in-joburg-shooting-20170706\"><span style=\"font-weight: 400;\">both</span></a><span style=\"font-weight: 400;\"> have previously been wounded in </span><a href=\"https://www.news24.com/news24/who-is-trying-to-kill-jerome-donkie-booysen-and-why-20180802\"><span style=\"font-weight: 400;\">shootings</span></a><span style=\"font-weight: 400;\">. According to what has previously emerged in Cape Town court cases, the Sexy Boys and 28s gangsters do not see eye-to-eye.</span>\r\n<h4><b>Gang suspicions</b></h4>\r\n<span style=\"font-weight: 400;\">Last month, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that the City of Cape Town, via the Western Cape government, was still doing business with Glomix House Brokers – its director is Stanfield’s wife, Nicole Johnson.</span>\r\n\r\n<span style=\"font-weight: 400;\">She also faced firearm-related allegations and has not been convicted.</span>\r\n\r\n<span style=\"font-weight: 400;\">The city and Western Cape government appear to view her company as above board.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-03-17-company-previously-flagged-over-28s-gang-suspicions-still-building-houses-for-western-cape-government/\"><span style=\"font-weight: 400;\">Company previously flagged over ‘28s gang’ suspicions still building houses for Western Cape government</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Several years ago, Glomix was awarded a tender relating to a housing project in Valhalla Park. A </span><a href=\"http://www.saflii.org/za/cases/ZAWCHC/2020/105.html\"><span style=\"font-weight: 400;\">Western Cape High Court judgment</span></a><span style=\"font-weight: 400;\"> from 2020, about a double murder that happened there, said “the Stanfield family… control the 28s in the Valhalla Park area”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2019 it was reported that residents had complained that 28s gangsters allegedly robbed the Valhalla Park housing project’s previous contractor, which was also forced to pay so-called “protection fees.” Glomix was subsequently appointed to work on another city housing project, and this was scheduled to be completed in 2024.</span>\r\n\r\n<span style=\"font-weight: 400;\">While construction issues have unfolded in Cape Town, and while the Booi saga is developing, there has been a spate of shootings across the city. Police are investigating the motives behind them.</span>\r\n<h4><b>Shootings across suburbs</b></h4>\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> understands that on 2 March a </span><a href=\"https://www.dailyvoice.co.za/news/stanfield-killed-skollies-declare-war-following-28s-dik-dings-murder-28ad2dc3-384a-473d-96e9-44f89363fa5f\"><span style=\"font-weight: 400;\">suspected senior 28s gangster</span></a><span style=\"font-weight: 400;\"> was murdered in a shooting in the suburb of Belhar, </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-29-gang-torn-belhar-community-to-finally-get-a-proper-police-station-15-years-later/\"><span style=\"font-weight: 400;\">a stronghold of the Sexy Boys gang</span></a><span style=\"font-weight: 400;\">.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">As received-\r\n2/3/23\r\nDrive by shooting on Symphony Way & Erica Drive in Cape Flats. Believed to be gang-related. <a href=\"https://t.co/CZ4m1yd78Q\">pic.twitter.com/CZ4m1yd78Q</a></p>\r\n— Ian Cameron (@IanCameron23) <a href=\"https://twitter.com/IanCameron23/status/1631222839003996161?ref_src=twsrc%5Etfw\">March 2, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">On 10 March, a shooting was reported on a highway in the vicinity of Somerset West outside Cape Town. Two men were wounded.</span>\r\n\r\n<span style=\"font-weight: 400;\">Police spokesperson Captain Frederick van Wyk told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">: “Circumstances surrounding this shooting incident are under investigation… The docket was transferred to the Anti-Gang Unit for further investigation.”</span>\r\n\r\n<span style=\"font-weight: 400;\">That implies the shooting was gang-related. D</span><i><span style=\"font-weight: 400;\">aily Maverick </span></i><span style=\"font-weight: 400;\">understands one of the wounded men had previously been acquitted in a case relating to murder and was known to associate with Western Cape organised crime suspects.</span>\r\n<h4><b>Smashed luxury cars</b></h4>\r\n<span style=\"font-weight: 400;\">Three days after that shooting, on 13 March, another man was murdered on Hindle Road near Blikkiesdorp in Delft, where </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-22-police-hunt-construction-mafia-killers-after-bullets-fly-at-a-cape-flats-building-site/\"><span style=\"font-weight: 400;\">violence linked to construction sites has flared</span></a><span style=\"font-weight: 400;\">. The man, later identified as Stanfield’s cousin, Simon, was shot several times while sitting in a vehicle.</span>\r\n\r\n<span style=\"font-weight: 400;\">Police spokesperson Warrant Officer Joseph Swartbooi told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> the suspected shooter had been in a white Ford Icon.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The motive for the attack is yet to be determined,” he said. “Delft police are investigating a murder.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Simon Stanfield had previous brushes with the law. According to </span><i><span style=\"font-weight: 400;\">Independent Online</span></i><span style=\"font-weight: 400;\">, he was one of a group of 10 men arrested over </span><a href=\"https://www.iol.co.za/news/south-africa/western-cape/cousin-of-alleged-gang-boss-among-10-accused-of-smashing-luxury-cars-at-dealership-1b7d2eca-d8f8-4f49-b42c-356f6a637a85\"><span style=\"font-weight: 400;\">the smashing of luxury cars at a dealership</span></a><span style=\"font-weight: 400;\"> in the Cape Town suburb of Milnerton in February 2021. Charges against them were later dropped.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">This is South Africa -</p>\r\nThe Toy Shop, a Luxury Motor Dealership in Cape Town had its cars smashed. Two taxis approached the Toy Shop demanding they get 2 Luxury Cars. When they were refused the occupants of the 2 taxis entered the building and started to destroy the vehicles. <a href=\"https://t.co/bFzI47YOxZ\">pic.twitter.com/bFzI47YOxZ</a>\r\n\r\n— OnlineCarParts (@Onlinecarparts) <a href=\"https://twitter.com/Onlinecarparts/status/1362101732608720899?ref_src=twsrc%5Etfw\">February 17, 2021</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">At the time, there were suspicions in police circles the incident may have been a show of force against an individual targeted by the 28s.</span>\r\n<h4><b>Murder at a restaurant</b></h4>\r\n<span style=\"font-weight: 400;\">Three days after Simon Stanfield was killed, another murder took place on 16 March at a restaurant in Mowbray, Cape Town. Denver Langenhoven was killed and a person believed to be a restaurant patron was wounded in that attack.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> understands Langenhoven had been using the vehicle of an organised crime suspect at the time he was targeted. Police are investigating and no arrests have been made.</span>\r\n\r\n<span style=\"font-weight: 400;\">Langenhoven had previously found himself on the wrong side of the law and, based on a police statement and Western Cape High Court papers, was involved in international abalone smuggling. In November 2020, police announced that </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=29598\"><span style=\"font-weight: 400;\">Langenhoven had been sentenced to 14 years in jail</span></a><span style=\"font-weight: 400;\"> in relation to the Prevention of Organised Crime Act; 10 years for contravening the Marine Living Resources Act, and three years for fraud. The sentences were concurrent, meaning he was to spend a total of 14 years in jail.</span>\r\n<h4><b>China and Hong Kong perlemoen links</b></h4>\r\n<span style=\"font-weight: 400;\">It was not clear why he was not in custody at the time of his murder. Langenhoven had been among a group of suspects arrested nearly two decades earlier, in 2006.</span>\r\n\r\n<span style=\"font-weight: 400;\">The police statement said: “This was when the now-defunct Directorate of Special Operations, known as Scorpions, raided export companies which were dealing with illegal abalone exports concealed in containers and shipped to China.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Langenhoven was also referenced in </span><a href=\"http://www.saflii.org/za/cases/ZAWCHC/2014/211.html\"><span style=\"font-weight: 400;\">a Western Cape High Court judgment</span></a><span style=\"font-weight: 400;\">, dating back to 2014, against an abalone syndicate suspect.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Another big role player, who was an ‘associate’ of… two Chinese men, was one Denver Langenhoven, who had a cooling facility in [the Cape Town suburb of] Woodstock and handled all the export administration, packaging and freezing of the abalone,” the judgment said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The abalone would, after processing and packaging, be exported to Hong Kong.”</span>\r\n<h4><b>‘Numerous gunshots’</b></h4>\r\n<span style=\"font-weight: 400;\">Nearly two weeks after Langenhoven was murdered, another shooting took place on 31 March. </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> understands a relative of the organised crime suspect, whose vehicle Langehoven had been using at the time he was killed, was targeted.</span>\r\n\r\n[caption id=\"attachment_1637915\" align=\"aligncenter\" width=\"720\"]<img class=\"wp-image-1637915 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/A-motorist-driving-along-Symphony-Way-in-Cape-Town-was-shot-at-but-not-wounded-on-31-March-2023-Picture-Supplied.jpg\" alt=\"cape town shootings\" width=\"720\" height=\"405\" /> <em>A motorist driving along Symphony Way in Cape Town was shot at, but not injured, on 31 March 2023.
