"contents": "<span style=\"font-weight: 400;\">The ongoing water crisis and apparent efforts to sort it out may provide an opportunity for the private sector to play a greater role in the provision of water for municipalities.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last week, the City of eThekwini told residents it would not meet a deadline imposed by Minister of Water and Sanitation Senzo Mchunu to resolve water problems in Verulam, Phoenix and other areas in the north of the city. The statement followed water outages that had continued for at least two months.</span>\r\n\r\n<span style=\"font-weight: 400;\">Community members said Mchunu imposed the deadline on the council at a community meeting.</span>\r\n\r\n<span style=\"font-weight: 400;\">It was the latest development in a long-running dispute between the council and Mchunu over water problems.</span>\r\n\r\n<span style=\"font-weight: 400;\">In particular, eThekwini has been unable to stop the pumping of raw sewage into rivers that run into the ocean, forcing the municipality to close beaches.</span>\r\n\r\n<span style=\"font-weight: 400;\">As </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">’s </span><a href=\"https://www.dailymaverick.co.za/article/2022-11-20-criminal-charges-laid-against-durban-municipality-as-pressure-mounts-for-probe-and-action-on-polluted-waters/\"><span style=\"font-weight: 400;\">Tony Carnie has reported in depth</span></a><span style=\"font-weight: 400;\">, this became a political issue when ActionSA lodged a court application suggesting the City of eThekwini was criminally liable for the sewage that pollutes rivers in that area.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the time, council officials tried to blame the floods that ravaged KZN in 2022. However, evidence presented in the case showed the problems began before the floods.</span>\r\n\r\n<span style=\"font-weight: 400;\">Eventually, the city agreed to a partial takeover of its water system, allowing the uMngeni-uThukela Water Board to control some of its sewage treatment plants.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, Mchunu has said that he would </span><a href=\"https://omny.fm/shows/safm-sunrise-1/water-minister-senzo-mchunu-assures-othongathi-pho\"><span style=\"font-weight: 400;\">prefer the national government to take over</span></a><span style=\"font-weight: 400;\"> the water system in eThekwini.</span>\r\n\r\n<span style=\"font-weight: 400;\">Interestingly, provincial officials have also blamed eThekwini. As </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-09-government-official-points-to-ethekwini-negligence-for-durbans-rising-tide-of-beach-pollution/\"><span style=\"font-weight: 400;\">Carnie has reported</span></a><span style=\"font-weight: 400;\">, they said in court proceedings that eThekwini officials should be criminally prosecuted for negligence.</span>\r\n<h4><b>Battleground KZN</b></h4>\r\n<span style=\"font-weight: 400;\">There is much that is political about this.</span>\r\n\r\n<span style=\"font-weight: 400;\">The City of eThekwini, KZN and the national government are all run by the ANC, providing a somewhat paradoxical situation where the ruling party is in every corner of this standoff.</span>\r\n\r\n<span style=\"font-weight: 400;\">The already complicated situation is made more complex by the upcoming elections.</span>\r\n\r\n<span style=\"font-weight: 400;\">The ANC has reason to </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-21-kzn-provincial-battlefield-will-present-a-major-challenge-to-ancs-continued-grip-on-power/\"><span style=\"font-weight: 400;\">believe it could lose KZN</span></a><span style=\"font-weight: 400;\">, as several polls have indicated a massive drop in support. The introduction of former President Jacob Zuma’s uMkhonto Wesizwe (MK) party can only make this situation more precarious.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2061593\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/ED_490194-e1708372686890.jpg\" alt=\"mchunu water crisis zuma\" width=\"720\" height=\"418\" /> <em>Former president Jacob Zuma. (Photo: Gallo Images / City Press / Tebogo Letsie)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, both the DA and the IFP can tell voters in that province that they have governance experience there.</span>\r\n\r\n<span style=\"font-weight: 400;\">And, while communities like Verulam have a loud voice in the news media, there are many other people and communities in KZN with similar problems but whose voices are not as loud — and they may well speak by voting for other parties or withholding their votes from the ANC.</span>\r\n\r\n<span style=\"font-weight: 400;\">This could have emboldened Mchunu to make his comments — he’s well aware the ANC must give voters hope that their problems can be solved.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last year, the ANC’s national leaders visited KZN in an indication of how concerned they were about </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-21-top-brass-visit-to-kwazulu-natal-signals-ancs-concern-over-its-decline/\"><span style=\"font-weight: 400;\">how the province was being governed</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the meantime, Mchunu sounded the alarm about the </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-25-headache-to-migraine-zuma-works-towards-becoming-ancs-kzn-problem/\"><span style=\"font-weight: 400;\">security situation in KZN</span></a><span style=\"font-weight: 400;\"> following the formation of Zuma’s MK. He expressed concern that the potential for violence in that province was high and said the government needed to make “sure that the country is stable from a security point of view”.</span>\r\n<h4><b>National action</b></h4>\r\n<span style=\"font-weight: 400;\">Mchunu also appears determined to make a difference on a national level, not just in KZN.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2061598\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/ED_487247-1.jpg\" alt=\"mchunu water crisis mokonyane\" width=\"720\" height=\"480\" /> <em>Former water and sanitation minister Nomvula Mokonyane. (Photo: Gallo Images / OJ Koloti)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">One of his first acts as minister was to reinstate the annual </span><a href=\"https://www.dailymaverick.co.za/article/2023-12-05-official-reports-reveal-massive-scale-of-the-waste-pollution-and-poorly-treated-water-crisis/\"><span style=\"font-weight: 400;\">Blue Drop and Green Drop reports</span></a><span style=\"font-weight: 400;\">, which assess the state of water supplies throughout South Africa. His predecessor Nomvula Mokonyane had stopped publishing the reports after they showed that much of the country’s tap water was not properly treated.</span>\r\n\r\n<span style=\"font-weight: 400;\">Just two weeks ago, Mchunu said that 64 councils across South Africa had to appoint external service providers, essentially because their systems had collapsed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Considering the </span><a href=\"https://www.dailymaverick.co.za/article/2023-09-27-the-double-edged-sword-of-privatisation-is-poised-to-cut-deep-into-the-heart-of-a-failing-sa-state/\"><span style=\"font-weight: 400;\">process of privatisation</span></a><span style=\"font-weight: 400;\"> appears to be gaining momentum in key areas, this could open a door to major changes in the running of our water services.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, speaking at the African Mining Indaba two weeks ago, Seriti Resources CEO Mike Teke suggested that mining companies such as his could </span><a href=\"https://www.businesslive.co.za/bt/business-and-economy/2024-02-07-investment-in-water-treatment-could-mean-seriti-water-sold-to-municipalities/\"><span style=\"font-weight: 400;\">sell treated water to municipalities</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Considering the confluence of events at the moment, with failing water services administered by councils, a minister who is pushing for outside service providers, and the fact that at least one big mining company now wants to enter this space, there is scope for major changes to occur.</span>\r\n<h4><b>Trust deficit</b></h4>\r\n<span style=\"font-weight: 400;\">While Mchunu has made much progress during his tenure as water and sanitation minister, there is no certainty that he will be in this position after the election. Even if the ANC wins the election outright, President Cyril Ramaphosa could move him to another position.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2061600\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/ED_390265-e1708372530611.jpg\" alt=\"mchunu water crisis ramaphosa\" width=\"720\" height=\"420\" /> <em>President Cyril Ramaphosa (left) and Minister of Water and Sanitation Senzo Mchunu (right) on a visit to Nelson Mandela Bay on 18 July 2022. (Photo: Gallo Images / Die Burger / Lulama Zenzile)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Mchunu rose to national prominence partly through his opposition to what was seen as the Zuma political unit at the ANC’s Nasrec Conference in 2017. He appeared to lead Ramaphosa’s campaign in KZN at the time.</span>\r\n\r\n<span style=\"font-weight: 400;\">His deputy minister, David Mahlobo, was on the other side of this dispute. Strangely, Mahlobo may be one of the people in the executive most qualified for their post. He holds a BSc Honours degree in biochemistry and </span><a href=\"https://www.dws.gov.za/minister/deputyMinMaProfile.aspx\"><span style=\"font-weight: 400;\">has other qualifications</span></a><span style=\"font-weight: 400;\"> in water management. Before entering politics, he worked as a water official in Mpumalanga.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the Zondo Commission heard that during the State Capture era, Mahlobo regularly walked out of the State Security Agency headquarters </span><a href=\"https://www.dailymaverick.co.za/article/2021-05-14-ssa-official-tells-state-capture-commission-of-millions-paid-to-mahlobo-and-mk-military-veterans-association/\"><span style=\"font-weight: 400;\">with large amounts of cash</span></a><span style=\"font-weight: 400;\"> while he was state security minister. The commission found that more investigations into his conduct were necessary.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite Ramaphosa’s </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-11-asleep-at-the-wheel-president-cyril-ramaphosa-a-non-energizer-bunny/\"><span style=\"font-weight: 400;\">promise</span></a><span style=\"font-weight: 400;\"> during his State of the Nation Address this month that, “We will not stop until every person responsible for corruption is held to account”, Mahlobo has not been removed from his position.</span>\r\n\r\n<span style=\"font-weight: 400;\">His track record surely shows he cannot be trusted, and yet he retains influence over the large amounts of money his department spends.</span>\r\n\r\n<span style=\"font-weight: 400;\">This will make it difficult for Mchunu to convince other role-players, particularly businesspeople, to trust him.</span>\r\n\r\n<span style=\"font-weight: 400;\">The biggest question hanging over all of this is whether Mchunu retains his position after the elections — and if he doesn’t, whether this process of real change to our water systems will continue without him. </span><b>DM</b>\r\n\r\n<iframe title=\"Tax Q\" width=\"100%\" height=\"214\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" data-tally-src=\"https://tally.so/embed/w4xoP5?hideTitle=1&dynamicHeight=1\"></iframe><script>var d=document,w=\"https://tally.so/widgets/embed.js\",v=function(){\"undefined\"!=typeof Tally?Tally.loadEmbeds():d.querySelectorAll(\"iframe[data-tally-src]:not([src])\").forEach((function(e){e.src=e.dataset.tallySrc}))};if(\"undefined\"!=typeof Tally)v();else if(d.querySelector('script[src=\"'+w+'\"]')==null){var s=d.createElement(\"script\");s.src=w,s.onload=v,s.onerror=v,d.body.appendChild(s);}</script>",

"description": "Matamela Cyril Ramaphosa is the fifth and current president of South Africa, in office since 2018. He is seen as a moderate and pragmatic leader who is committed to improving the lives of all South Africans. He has pledged to address the country's high levels of poverty, unemployment, and inequality. He has also promised to fight corruption and to restore trust in the government.\r\n\r\nRamaphosa faces a number of challenges as president of South Africa. The country is still recovering from the legacy of apartheid, and there are deep divisions along racial, economic, and political lines. The economy is also struggling, and unemployment is high. Ramaphosa will need to find a way to unite the country and to address its economic challenges if he is to be successful as president.",

As </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-09-government-official-points-to-ethekwini-negligence-for-durbans-rising-tide-of-beach-pollution/\"><span style=\"font-weight: 400;\">Carnie has reported</span></a><span style=\"font-weight: 400;\">, they said in court proceedings that eThekwini officials should be criminally prosecuted for negligence.</span>\r\n<h4><b>Battleground KZN</b></h4>\r\n<span style=\"font-weight: 400;\">There is much that is political about this.</span>\r\n\r\n<span style=\"font-weight: 400;\">The City of eThekwini, KZN and the national government are all run by the ANC, providing a somewhat paradoxical situation where the ruling party is in every corner of this standoff.</span>\r\n\r\n<span style=\"font-weight: 400;\">The already complicated situation is made more complex by the upcoming elections.</span>\r\n\r\n<span style=\"font-weight: 400;\">The ANC has reason to </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-21-kzn-provincial-battlefield-will-present-a-major-challenge-to-ancs-continued-grip-on-power/\"><span style=\"font-weight: 400;\">believe it could lose KZN</span></a><span style=\"font-weight: 400;\">, as several polls have indicated a massive drop in support. The introduction of former President Jacob Zuma’s uMkhonto Wesizwe (MK) party can only make this situation more precarious.</span>\r\n\r\n[caption id=\"attachment_2061593\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-2061593\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/ED_490194-e1708372686890.jpg\" alt=\"mchunu water crisis zuma\" width=\"720\" height=\"418\" /> <em>Former president Jacob Zuma. (Photo: Gallo Images / City Press / Tebogo Letsie)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, both the DA and the IFP can tell voters in that province that they have governance experience there.</span>\r\n\r\n<span style=\"font-weight: 400;\">And, while communities like Verulam have a loud voice in the news media, there are many other people and communities in KZN with similar problems but whose voices are not as loud — and they may well speak by voting for other parties or withholding their votes from the ANC.</span>\r\n\r\n<span style=\"font-weight: 400;\">This could have emboldened Mchunu to make his comments — he’s well aware the ANC must give voters hope that their problems can be solved.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last year, the ANC’s national leaders visited KZN in an indication of how concerned they were about </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-21-top-brass-visit-to-kwazulu-natal-signals-ancs-concern-over-its-decline/\"><span style=\"font-weight: 400;\">how the province was being governed</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the meantime, Mchunu sounded the alarm about the </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-25-headache-to-migraine-zuma-works-towards-becoming-ancs-kzn-problem/\"><span style=\"font-weight: 400;\">security situation in KZN</span></a><span style=\"font-weight: 400;\"> following the formation of Zuma’s MK. He expressed concern that the potential for violence in that province was high and said the government needed to make “sure that the country is stable from a security point of view”.</span>\r\n<h4><b>National action</b></h4>\r\n<span style=\"font-weight: 400;\">Mchunu also appears determined to make a difference on a national level, not just in KZN.</span>\r\n\r\n[caption id=\"attachment_2061598\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-2061598\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/02/ED_487247-1.jpg\" alt=\"mchunu water crisis mokonyane\" width=\"720\" height=\"480\" /> <em>Former water and sanitation minister Nomvula Mokonyane. (Photo: Gallo Images / OJ Koloti)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">One of his first acts as minister was to reinstate the annual </span><a href=\"https://www.dailymaverick.co.za/article/2023-12-05-official-reports-reveal-massive-scale-of-the-waste-pollution-and-poorly-treated-water-crisis/\"><span style=\"font-weight: 400;\">Blue Drop and Green Drop reports</span></a><span style=\"font-weight: 400;\">, which assess the state of water supplies throughout South Africa. His predecessor Nomvula Mokonyane had stopped publishing the reports after they showed that much of the country’s tap water was not properly treated.</span>\r\n\r\n<span style=\"font-weight: 400;\">Just two weeks ago, Mchunu said that 64 councils across South Africa had to appoint external service providers, essentially because their systems had collapsed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Considering the </span><a href=\"https://www.dailymaverick.co.za/article/2023-09-27-the-double-edged-sword-of-privatisation-is-poised-to-cut-deep-into-the-heart-of-a-failing-sa-state/\"><span style=\"font-weight: 400;\">process of privatisation</span></a><span style=\"font-weight: 400;\"> appears to be gaining momentum in key areas, this could open a door to major changes in the running of our water services.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, speaking at the African Mining Indaba two weeks ago, Seriti Resources CEO Mike Teke suggested that mining companies such as his could </span><a href=\"https://www.businesslive.co.za/bt/business-and-economy/2024-02-07-investment-in-water-treatment-could-mean-seriti-water-sold-to-municipalities/\"><span style=\"font-weight: 400;\">sell treated water to municipalities</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Considering the confluence of events at the moment, with failing water services administered by councils, a minister who is pushing for outside service providers, and the fact that at least one big mining company now wants to enter this space, there is scope for major changes to occur.</span>\r\n<h4><b>Trust deficit</b></h4>\r\n<span style=\"font-weight: 400;\">While Mchunu has made much progress during his tenure as water and sanitation minister, there is no certainty that he will be in this position after the election. (Photo: Gallo Images / Die Burger / Lulama Zenzile)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Mchunu rose to national prominence partly through his opposition to what was seen as the Zuma political unit at the ANC’s Nasrec Conference in 2017. He appeared to lead Ramaphosa’s campaign in KZN at the time.</span>\r\n\r\n<span style=\"font-weight: 400;\">His deputy minister, David Mahlobo, was on the other side of this dispute. Strangely, Mahlobo may be one of the people in the executive most qualified for their post. He holds a BSc Honours degree in biochemistry and </span><a href=\"https://www.dws.gov.za/minister/deputyMinMaProfile.aspx\"><span style=\"font-weight: 400;\">has other qualifications</span></a><span style=\"font-weight: 400;\"> in water management. Before entering politics, he worked as a water official in Mpumalanga.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the Zondo Commission heard that during the State Capture era, Mahlobo regularly walked out of the State Security Agency headquarters </span><a href=\"https://www.dailymaverick.co.za/article/2021-05-14-ssa-official-tells-state-capture-commission-of-millions-paid-to-mahlobo-and-mk-military-veterans-association/\"><span style=\"font-weight: 400;\">with large amounts of cash</span></a><span style=\"font-weight: 400;\"> while he was state security minister. The commission found that more investigations into his conduct were necessary.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite Ramaphosa’s </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-11-asleep-at-the-wheel-president-cyril-ramaphosa-a-non-energizer-bunny/\"><span style=\"font-weight: 400;\">promise</span></a><span style=\"font-weight: 400;\"> during his State of the Nation Address this month that, “We will not stop until every person responsible for corruption is held to account”, Mahlobo has not been removed from his position.</span>\r\n\r\n<span style=\"font-weight: 400;\">His track record surely shows he cannot be trusted, and yet he retains influence over the large amounts of money his department spends.</span>\r\n\r\n<span style=\"font-weight: 400;\">This will make it difficult for Mchunu to convince other role-players, particularly businesspeople, to trust him.</span>\r\n\r\n<span style=\"font-weight: 400;\">The biggest question hanging over all of this is whether Mchunu retains his position after the elections — and if he doesn’t, whether this process of real change to our water systems will continue without him. </span><b>DM</b>\r\n\r\n<iframe title=\"Tax Q\" width=\"100%\" height=\"214\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" data-tally-src=\"https://tally.so/embed/w4xoP5?hideTitle=1&dynamicHeight=1\"></iframe><script>var d=document,w=\"https://tally.so/widgets/embed.js\",v=function(){\"undefined\"!=typeof Tally?Tally.loadEmbeds():d.querySelectorAll(\"iframe[data-tally-src]:not([src])\").forEach((function(e){e.src=e.dataset.tallySrc}))};if(\"undefined\"!=typeof Tally)v();else if(d.querySelector('script[src=\"'+w+'\"]')==null){var s=d.createElement(\"script\");s.src=w,s.onload=v,s.onerror=v,d.body.appendChild(s);}</script>",
