"contents": "<span style=\"font-weight: 400;\">On Monday, suspended Pretoria chief magistrate</span> <span style=\"font-weight: 400;\">Desmond Nair and former deputy minister of justice</span><span style=\"font-weight: 400;\"> and correctional services, Thabang Makwetla,</span> <span style=\"font-weight: 400;\">told the Zondo Commission that the security upgrades Bosasa installed at their homes were not up to par.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nair, who was the first to appear before the commission on Monday morning, said that he had contracted Doofjam Kumar Bejoo, who worked for a Bosasa-linked company, to install and repair an</span><span style=\"font-weight: 400;\"> electric fence, camera system and alarm beams at his home.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nair said the work on the security upgrades was “absolutely shoddy [and] pathetic workmanship. I can’t rewind or fast-forward footage from the camera system. I had to go to the undercover garage to access the camera, which puts me at further risk”.</span>\r\n\r\n<span style=\"font-weight: 400;\">When Nair initially contracted Bejoo, he was “alive to the fact that he worked for a service provider”, which was the Bosasa subsidiary, Sondolo IT, which started providing services for the Pretoria Magistrate’s Court in 2010.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nair told the commission that he entered into a “private agreement” with Bejoo to do the security upgrades. Nair said that he was not involved in choosing any of the equipment because he “completely trusted” Bejoo when it came to the security upgrades. </span>\r\n\r\n<span style=\"font-weight: 400;\">Nair was not the only high-profile person to get security upgrades from Bosasa. In 2019, Richard le Roux, former Bosasa IT specialist, told the commission that former Bosasa COO Angelo Agrizzi instructed him to oversee security installations at Nair’s Pretoria home and those of other ministers, including Gwede Mantashe and Nomvula Mokonyane.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nair said that prior to the commission starting its work, he had never heard of Agrizzi and Gavin Watson, Bosasa’s CEO, and that he had no influence on who got contracted to do the work at the Pretoria Magistrate’s Court. The court manager was often in charge of who the service provider was and “occasionally they would ask me for my opinion”, said Nair.</span>\r\n\r\n<span style=\"font-weight: 400;\">The agreement between Nair and Bejoo was that Bejoo would source the equipment with his own money and install it. Only after he’d installed it, would Nair pay him, said Nair. “I told him that I had up to R50,000 available to pay for the security upgrades, which Bejoo agreed to,” said Nair.</span>\r\n\r\n<span style=\"font-weight: 400;\">In Le Roux’s affidavit, he said that seven technicians worked on Nair’s home for 14 days and that the security upgrades at Nair’s home cost R200,000. </span>\r\n\r\n<span style=\"font-weight: 400;\">But Nair denied this. “This 14 days and seven men is nonsense… they’ve included [these seven] technicians to boost the amount,” said Nair. </span>\r\n\r\n<span style=\"font-weight: 400;\">When Bejoo had completed the security upgrades, Nair wasn’t satisfied. He said he’d repeatedly tried to get hold of Bejoo to come back and have a look at the camera system. Because of this, Nair said that he didn’t pay for the security installations. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I don’t have to perform my part because he hasn’t fulfilled his obligations. This installation was a botched third-grade installation which compromised my safety,” Nair told the commission. </span>\r\n\r\n<span style=\"font-weight: 400;\">Nair then sought another service provider to fix the electric fence and he got another technician who confirmed that the camera system installed did not work.</span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">Thabang Makwetla also told the commission of similar issues with the camera system installed at his home by Watson.</span>\r\n\r\n<span style=\"font-weight: 400;\">He told the commission that in 2016 he had asked Watson to install an electric fence and repair the alarm system at his home. </span>\r\n\r\n<span style=\"font-weight: 400;\">Makwetla has previously been asked by the commission whether he didn’t see a conflict of interest in procuring Bosasa’s services when it had a contract with the department, to which he responded that there was none.</span>\r\n\r\n<span style=\"font-weight: 400;\">When it came to installing the security upgrades, Makwetla said the alarm system had not been properly connected inside the house. “When the alarm system was eventually connected, I told them that the system had collapsed. They fixed it but again it stopped working,” said Makwetla. </span>\r\n\r\n<span style=\"font-weight: 400;\">He then asked Watson to uninstall the alarm system because it wasn’t functioning.</span>\r\n\r\n<span style=\"font-weight: 400;\">Makwetla also disputed Le Roux’s affidavit that the upgrades took 21 days for them to complete and that there were five technicians working at his home. “That is totally incorrect, it took them one week to do 80% of the work.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Makwetlwa was sent an R85,000 invoice for the upgrades. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I queried this bill because it included things I didn’t ask for. I ended up paying R25,000. I told them I’m not going to pay for things I didn’t ask for,” said Makwetla. He did not say what the additional upgrades were. </span><b>DM</b>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
