So said</span> <span style=\"font-weight: 400;\">ANC president, Cyril Ramaphosa as he was addressing delegates representing all nine provinces on Friday morning in Nasrec, Johannesburg, where the party is hosting its national policy conference.</span>\r\n\r\n<span style=\"font-weight: 400;\">The ANC’s support at local government level has declined over the years, which led to the formation of coalition governments. By June 2021, 23 municipalities were under administration, and by February 2022, this number had further increased to 33 municipalities. As we have recognised before, many of these challenges arise from poor management of the political-administrative interface. There is weak oversight, poor accountability and </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-28-step-aside-resolution-key-part-of-anc-renewal-economic-transformation-head-mmamoloko-kubayi/\"><span style=\"font-weight: 400;\">inadequate consequence management systems</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There is a shortage of skilled leadership and management, and widespread fraud and corruption. This situation has contributed to declining levels of voter participation in elections and diminishing support for the ANC. This resulted in the </span><a href=\"https://www.dailymaverick.co.za/article/2021-11-06-the-biggest-winners-and-losers-of-south-africas-local-government-polls/\"><span style=\"font-weight: 400;\">loss of several key municipalities in last year’s local elections </span></a><span style=\"font-weight: 400;\">and the emergence of coalition governments in several places,” he said. </span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/fdnasrec2/\"><img loading=\"lazy\" class=\"size-full wp-image-1341188\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/07/fdnasrec2.jpg\" alt=\"\" width=\"720\" height=\"403\" /></a> Delegates at the ANC 6th National Policy Conference held at Nasrec on 29 July 2022. He said the divisions were not caused by differences in ideology, but the competition for positions in structures and the pursuit of access to public resources. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We can see how our divisions have weakened governance in many areas, undermined public institutions and hampered the maintenance of infrastructure and the provision of services,” he said.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">Ramaphosa: “We are a divided movement, these are not divisions because of difference in ideologies. Perhaps most strikingly, our </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-21-struggle-betrayed-anc-renewal-is-empty-we-have-another-vision-for-sa/\"><span style=\"font-weight: 400;\">weaknesses are evident</span></a><span style=\"font-weight: 400;\"> in the divisions within our ranks. These divisions manifest themselves in patronage, gatekeeping, vote-buying and manipulation of organisational processes. These divisions are driven by corruption and the need by those responsible for corruption to avoid detection and accountability.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite this, Ramaphosa still has hope that the ANC will be able to renew itself. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The ANC is showing signs of renewal and we are continuing to forge unity around several issues. The ANC has been divided on this rule, with some saying it should be scrapped. </span>\r\n\r\n<span style=\"font-weight: 400;\">The resolution has caused much controversy in the party since it was formally introduced last year, with Secretary-General Ace Magashule as one of its first casualties. A final decision on the matter will probably be taken at the </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-28-anc-policy-conference-2022-politics/\"><span style=\"font-weight: 400;\">party’s national policy conference</span></a><span style=\"font-weight: 400;\"> at the end of the year. </span>\r\n\r\n<span style=\"font-weight: 400;\">Discussions around state-owned enterprises will also be a big talking point, with the ANC alliance partner, the South African Communist Party, being opposed to the selling off of these companies. </span><b>DM</b>\r\n\r\n ",

"description": "Matamela Cyril Ramaphosa is the fifth and current president of South Africa, in office since 2018.
