"contents": "<p lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Two months ago in Christchurch, New Zealand, a white supremacist entered a mosque wielding two sets of weapons. With the one, he shot and killed 51 people. With the other, a GoPro camera equipped with livestreaming software strapped to his head, he broadcast his attack in real time on Facebook and other social media.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">The events of 15 March 2019 were </span></span></span><a href=\"https://www.techagainstterrorism.org/2019/03/26/analysis-new-zealand-attack-and-the-terrorist-use-of-the-internet/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">designed to go viral</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">. In the days before the attack, the terrorist used smaller platforms to upload his manifesto, and 10 minutes before the attack started he posted links to the document on platforms such as Facebook, Twitter, and 8chan’s </span></span></span><a href=\"https://www.bellingcat.com/news/americas/2019/04/28/ignore-the-poway-synagogue-shooters-manifesto-pay-attention-to-8chans-pol-board/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">notorious</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> “politically incorrect” channel. Footage of his 17-minute spree reverberated across the world, enabling countless users to follow him — or, given the gamer perspective enabling by using a head-mounted camera, </span></span></span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"><i>be </i></span></span></span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">him — as he moved from one mosque to another.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Facebook’s overstretched moderator teams — which, among other things, bear the responsibility of deciding whether live content flagged by its users </span></span></span><a href=\"https://www.newyorker.com/news/news-desk/inside-the-team-at-facebook-that-dealt-with-the-christchurch-shooting\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">is harmful or not</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> — removed 1.5 million copies of the video from the platform within the first 24 hours after the attack. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Besides social media (where it was often inadvertently viewed as it automatically played on news feeds), the footage was embedded in many news reports around the world (for example, </span></span></span><a href=\"https://www.mediamonitoringafrica.org/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Media Monitoring Africa</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> says some South African media showed excerpts of the video). At least 8,000 people who had seen the footage in New Zealand </span></span></span><a href=\"https://www.nytimes.com/2019/05/11/opinion/sunday/jacinda-ardern-social-media.html\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">reportedly</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> called mental health helplines in the country in the first 10 days.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Two weeks after the attack, New Zealand’s government had already dealt with the terrorist’s first set of weapons by </span></span></span><a href=\"http://fortune.com/2019/03/21/new-zealand-new-gun-laws/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">changing permissive gun laws</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> in the country. And two months after the attack, the country’s Prime Minister, Jacinda Ardern, </span></span></span><a href=\"https://www.nytimes.com/2019/05/11/opinion/sunday/jacinda-ardern-social-media.html\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">took the first step</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> to dismantle the second weapon. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">With French President Emmanuel Macron, Ardern invited world leaders, technology companies, civil society and academic stakeholders to Paris last week to discuss her proposal — dubbed the </span></span></span><a href=\"https://www.christchurchcall.com/christchurch-call.pdf\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Christchurch Call</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> — to encourage tech companies and governments to act against “terrorist and violent extremist content online”. The non-binding, voluntary call has already been </span></span></span><a href=\"https://www.zdnet.com/article/christchurch-call-26-members-pledge-to-eliminate-terrorist-and-violent-extremist-content-online/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">signed</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> by 18 governments or countries (including the UK, Canada, and the European Commission) and eight major tech companies (including Facebook, Twitter and Google, which owns YouTube).</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">While the call might have laudable intentions, it is plagued by a plethora of </span></span></span><a href=\"https://globalnetworkinitiative.org/gni-letter-christchurch-call/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">procedural</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> and </span></span></span><a href=\"https://docs.google.com/document/d/10RadyVQUNu1H5D7x6IJVKbqmaeDeXre0Mk-FFNkIVxs/edit\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">substantive</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> concerns. Many of these were raised during a closed meeting between Ardern and civil society and academic leaders on Tuesday, 14 May 2019. For several hours, she listened to the issues that make governing platforms and online content particularly tricky and problematic from a human rights perspective.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Examples include why content removal often proves impractical or </span></span></span><a href=\"https://www.stuff.co.nz/national/christchurch-shooting/112704241/how-to-regulate-the-internet-without-shackling-its-creativity\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">can harm the internet’s fundamental infrastructure</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">; how technology and algorithmic curation are </span></span></span><a href=\"https://humanetech.com/problem/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">downgrading humans</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">; and when there is an evidentiary need for archiving and cataloguing harmful online content rather than just deleting it (to </span></span></span><a href=\"https://www.apc.org/en/pubs/joint-letter-opposes-proposed-eu-regulation-preventing-dissemination-terrorist-content-online\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">prosecute war crimes and terrorism</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> in Syria and elsewhere, for example).</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Yet these are almost all problems that relate to the governance of platform harms as a whole, not just “terrorist and violent extremist content” on social media. And there seems to be growing global agreement that especially the digital giants like the Gafa (Google, Apple, Facebook, Amazon) </span></span></span><a href=\"https://www.nytimes.com/2019/05/09/opinion/sunday/chris-hughes-facebook-zuckerberg.html\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">have too much power</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> and should no longer be left to mark their own homework (or self-regulate).</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">In only the past two months, for example, both </span></span></span><a href=\"https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/793360/Online_Harms_White_Paper.pdf\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">the UK</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> and </span></span></span><a href=\"https://www.apnews.com/52cbe54ca38c49ab88d73bb1c098e1d7\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">France</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> have respectively made legislative proposals for combating platform harms through the establishment of new regulators and/or the imposition of a “duty of care” on platforms. While the legitimacy and efficacy of these proposals are still contested from human rights and technical perspectives, platform harms do need to be addressed and the current, predominantly market-led approach does not seem to be working very well. But as Ardern said at the civil society meeting, “this is an incredibly complex area and our response can’t be to regulate immediately”.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Given that Senegal is the only African country to have supported the call, how will it ricochet in Africa? With only about half of the continent connected to the internet, most of our policymakers currently prioritise the positive potential of digital inclusion, albeit with </span></span></span><a href=\"https://researchictafrica.net/wp/wp-content/uploads/2019/05/2019_After-Access_Africa-Comparative-report.pdf\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">disappointing</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> results. Both policymakers and development practitioners tend to neglect that no country or user is isolated from the risks that accompany our growing dependence on the so-called “Fourth Industrial Revolution” (a </span></span></span><a href=\"https://unwin.wordpress.com/2019/03/09/why-the-notion-of-a-fourth-industrial-revolution-is-so-problematic/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">problematic</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> notion from the </span></span></span><a href=\"https://www.weforum.org/agenda/2016/01/the-fourth-industrial-revolution-what-it-means-and-how-to-respond/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">World Economic Forum</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> which President Cyril Ramaphosa also </span></span></span><a href=\"http://www.thepresidency.gov.za/press-statements/president-appoints-commission-fourth-industrial-revolution\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">seemingly supports</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">).</span></span></span></p>\r\n<p lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The internet as a “network of networks” is only as strong as its most vulnerable link. To prevent online risks from manifesting as harms, our policymakers must deal with contextual problems such as the development of institutional and human capacities for especially the vulnerable populations. For example, new users with lower literacy skills (an “offline”, demand-side problem) are likely to be more vulnerable to online risks as they tend to lack the necessary skills to know how to identify, compare, check, manage, report or otherwise respond to harmful content like the Christchurch footage. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">While we must put in place relevant safeguards, fears about the poorly understood impact of platform harms should not become scapegoats to clamp down on potential dissent. We have already seen it elsewhere in the global south: After the recent Easter bombings in Sri Lanka, for example, the country’s government </span></span></span><a href=\"https://www.wired.com/story/sri-lanka-bombings-social-media-shutdown/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">blocked</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> some social media to allegedly quell disinformation.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">In Africa, the risks of platform harms have too often </span></span></span><a href=\"https://www.dailymaverick.co.za/opinionista/2018-05-10-facebook-revelations-with-greater-connectivity-comes-greater-responsibility/\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">become justifications</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> for shutting down the internet or imposing a labyrinth of taxes and tariffs for the fundamental right to participate online (the United Nations </span></span></span><a href=\"http://www2.ohchr.org/english/bodies/hrcouncil/docs/17session/A.HRC.17.27_en.pdf\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">recognises internet access as a human right</span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">). </span></span></span></p>\r\n<p lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">At the Paris meeting, Ardern repeatedly stressed that the Christchurch Call is only “a first step”.</span></span></p>\r\n<p lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Let’s hope that it is a first step to enabling a broader discussion about platform harms without enabling overhasty governance responses. A broader discussion that will pay special attention to the users, communities and regions that are most susceptible to online risks.
