"contents": "<span style=\"font-weight: 400;\">“If we get every, single one of the players within this ecosystem operating in a way that’s consistent with their duties given in the Constitution, specified in the Municipal Finance Management Act (MFMA), and detailed in the Municipal Systems Act — if we can get all of the players involved acting on their responsibilities, we maybe can start to drive a different tone within government and indeed we can start to strengthen municipalities as public institutions,” said Auditor-General (AG) Tsakani Maluleke on Wednesday, 22 June. </span>\r\n\r\n<span style=\"font-weight: 400;\">She was addressing journalists during a discussion hosted by the South African National Editors Forum about the recent municipal audit report, which was published last week. </span>\r\n\r\n<span style=\"font-weight: 400;\">The AG’s office released the </span><a href=\"https://agsa.ince.tools/downloads/agsa-mfma-general-report-2021\"><span style=\"font-weight: 400;\">2020/2021 municipal audit outcomes</span></a><span style=\"font-weight: 400;\"> — which found </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-15-only-41-municipalities-register-clean-audits-with-western-cape-leading-the-pack-and-free-state-at-the-bottom/\"><span style=\"font-weight: 400;\">only 41 municipalities in the country had received clean audits</span></a><span style=\"font-weight: 400;\"> — on Wednesday, 15 June 2022. Its findings were based on the financial statements of 230 municipalities and 18 municipal entities. </span>\r\n\r\n<iframe class=\"scribd_iframe_embed\" tabindex=\"0\" title=\"MFMA GR 2020-21 General Report Interactive\" src=\"https://www.scribd.com/embeds/578688327/content?start_page=1&view_mode=scroll&access_key=key-Lh8QrnJaU85Yd3QWXXRp\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"true\" data-aspect-ratio=\"0.7080062794348508\"></iframe>\r\n\r\n \r\n\r\n<span style=\"font-weight: 400;\">In 2019/2020, only 32 out of 257 municipalities in South Africa had clean audits. In the latest reporting period 2020/2021, the number of municipal entities to receive clean audits has increased to 41 out of 257 — translating to 16%. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Within the 41 clean audits, most of them are district municipalities and most of them are located in one province, namely the Western Cape. The other provinces are not making significant headway in shifting towards more clean audits,” Maluleke said on Wednesday. </span>\r\n\r\n<span style=\"font-weight: 400;\">The 41 municipal entities which received clean audits are:</span>\r\n<ul>\r\n \t<li><strong>Gauteng (2): </strong>City of Ekurhuleni Metro, Midvaal.</li>\r\n \t<li><strong>Limpopo (1): </strong>Waterberg District.</li>\r\n \t<li><strong>Mpumalanga (4): </strong>Ehlanzeni District, Gert Sibande District, Nkangala District, Steve Tshwete.</li>\r\n \t<li><strong>Northern Cape (5): </strong>Frances Baard District, John Taolo Gaetsewe District, Namakwa District, ZF Mgcawu District, Hantam.</li>\r\n \t<li><strong>KwaZulu-Natal (3): </strong>King Cetshwayo District, uMhlathuze, Okhahlamba.</li>\r\n \t<li><strong>Eastern Cape (4): </strong>Joe Gqabi District, Elundini, Senqu, Winnie Madikizela-Mandela Municipality.</li>\r\n \t<li><strong>Western Cape (22): </strong>Cape Winelands District, Central Karoo District, Garden Route District, Overberg District, West Coast District, Drakenstein, George, Stellenbosch, Bergriver, Breede Valley, Cape Agulhas, Cederberg, Hessequa, Langeberg, Matzikama, Mossel Bay, Overstrand, Saldanha Bay, Swartland, Theewaterskloof, Witzenberg, Swellendam.</li>\r\n</ul>\r\nNote: Municipalities and districts (which contain a number of municipalities) are audited separately so the audit outcome of a municipality does not necessarily correlate with the district in which it falls.\r\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation/10427404\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n \r\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation/10465146\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n \r\n\r\n<span style=\"font-weight: 400;\">In the Free State and North West provinces, there were no municipalities that received clean audit outcomes. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Whilst a clean audit doesn’t confirm that services have been delivered or that performance has been at the desired level, a clean audit is an important confirmation that that institution has put in place the key disciplines for good financial management, good performance management and that it is well-positioned to deliver on its mandate and to do so transparently,” Maluleke explained.</span>\r\n<h4><b>Municipalities with disclaimed opinions</b></h4>\r\n<span style=\"font-weight: 400;\">“10% of municipalities — translating to 25 out of 257 — received a disclaimer, which is the worst outcome,” according to the AG. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Disclaimers are completely intolerable, and we’ve been concerned that too often disclaimers are seen as a technical audit issue. We were at pains this year to demonstrate that not to be the case,” she added. </span>\r\n\r\n<span style=\"font-weight: 400;\">A disclaimer is the worst audit opinion, with insufficient disclosures so the AG was unable to form an opinion of the credibility of the statements. </span>\r\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation/10410594\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n \r\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation/10493699\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n \r\n\r\n<span style=\"font-weight: 400;\">“The municipalities that have moved into the ‘better audit outcomes’, in that they have moved out of disclaimer, highlight that once there is a leadership decision for a different tone at leadership level, moving out of a disclaimer is not that hard…And indeed, a disclaimer of audit opinion is a confirmation of a lack of discipline, a lack of commitment to accountability, transparency and to stewardship in terms of how those institutions are run,” Maluleke explained.</span>\r\n<h4><b>Audit outcomes for South Africa’s eight metros</b></h4>\r\n<span style=\"font-weight: 400;\">“While the Eastern Cape now has four municipalities which received clean audits, they still have both of their metros [Buffalo City and Nelson Mandela Bay] qualified”, said the AG. </span>\r\n\r\n<span style=\"font-weight: 400;\">In Gauteng, Ekurhuleni is the only metro that received a clean audit. </span>\r\n\r\n<span style=\"font-weight: 400;\">The remaining metros; City of Cape Town in the Western Cape, </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-17-70-expenditure-failure-in-kzn-municipalities-depicts-culture-of-tolerance-for-transgressions-and-thats-before-the-floods-and-riots/\"><span style=\"font-weight: 400;\">eThekwini in KwaZulu-Natal</span></a><span style=\"font-weight: 400;\">, Mangaung in Free State and City of Johannesburg and City of Tshwane in Gauteng received unqualified with findings audit outcomes. </span>\r\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation/10439713\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n \r\n<h4><b>Municipalities in ‘dire straights’</b></h4>\r\n<i><span style=\"font-weight: 400;\">Daily Maverick’s</span></i><span style=\"font-weight: 400;\"> Suné Payne previously reported </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-19-more-than-quarter-of-sas-municipalities-are-on-brink-of-financial-collapse-warns-ag/\"><span style=\"font-weight: 400;\">here</span></a><span style=\"font-weight: 400;\"> that the audit outcomes for the year ending June 2021 showed scant improvement in the degree of transparency, accountability or performance of local government, with the AG warning that more than a quarter of the country’s municipalities is on the verge of financial collapse. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: </span></i><a href=\"https://www.dailymaverick.co.za/opinionista/2022-06-23-our-municipalities-are-in-a-state-of-disaster-we-have-one-last-chance-to-fix-them/\"><i><span style=\"font-weight: 400;\">Our municipalities are in a state of disaster; we have one last chance to fix them</span></i></a>\r\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation/10394559\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n \r\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation/10395159\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n \r\n\r\n<span style=\"font-weight: 400;\">Speaking to the media on Wednesday, Maluleke said: “The financial health of municipalities has continued to deteriorate over the past year, with most of the municipalities reporting some concerning statistics in terms of their own financial health.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The worst affected provinces in terms of financial health of municipalities are the Free State, the North West, Northern Cape, Gauteng as well as Mpumalanga. The key problem here is, along with economic and fiscal pressures, municipalities are not managing the little that they might have properly,” she added. </span>\r\n\r\n<span style=\"font-weight: 400;\">A concern with regards to municipal financial health, Maluleke explained, is that far too many municipalities don’t provide for maintenance for the infrastructure that they have, “so very few of them spend the 8% norm, on maintaining the municipal infrastructure.”</span>\r\n\r\n<span style=\"font-weight: 400;\">This means that the infrastructure which is in place starts to deteriorate over time subsequently impacting municipalities’ ability to deliver services and generate revenue, according to Maluleke. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The financial health, income statements, balance sheets and cash flows of municipalities are in a very poor state and that has a detrimental impact on current services being provided, but will also have a negative impact on future services if the situation is not corrected,” said Maluleke. </span><b>DM</b>\r\n\r\n<em>Some of the graphics have been tweaked and edited following initial publication, for accuracy.</em>",
