"contents": "<span style=\"font-weight: 400;\">The next round of South Africa’s “seismic wars” pitting activists, communities and conservationists against the oil industry and the Department of Mineral Resources and Energy (DMRE) seems set to get under way. </span>\r\n\r\n<span style=\"font-weight: 400;\">Australian-based <a href=\"https://www.searcherseismic.com/\">Searcher Seismic</a> is set to commence a seismic survey in Western Cape waters from the middle of this month, according to a “mariners’ notice” it has put out and other information provided on its website. </span>\r\n\r\n<span style=\"font-weight: 400;\">“As per Searcher’s commitments to stakeholder consultation and engagement, under our Environmental Management Plan, for the Proposed Speculative 2D and 3D Marine Seismic Survey off the west and southwest coasts of South Africa, (Orange Basin 2D/3D MSS), we wish to ensure that users of the sea are aware of the survey, associated navigational safety and the mechanism to follow for raising concerns,” the notice says. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The survey vessel M/V BGP Pioneer shall commence 2D acquisition no earlier than 15th January 2022.”</span>\r\n\r\n<span style=\"font-weight: 400;\">On its website, the company says: “Searcher has released a new multiclient 2D and 3D seismic rectification project Offshore South Africa, in collaboration with the Petroleum Agency of South Africa.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Seismic surveys have become a flashpoint in South Africa in the wake of a campaign against Shell’s Wild Coast exploration activities, which culminated in a late December interdict </span><a href=\"https://www.dailymaverick.co.za/article/2021-12-28-take-that-shell-locals-hail-victory-over-bullies-after-court-halts-wild-coast-blasting/\"><span style=\"font-weight: 400;\">halting the process</span></a><span style=\"font-weight: 400;\"> which was spearheaded by the Legal Resources Centre and Richard Spoor Attorneys. </span>\r\n\r\n<span style=\"font-weight: 400;\">Environmental activists maintain that the surveys are lethal for marine life, not least because of jarring and loud discharges, while the industry maintains that they are environmentally sound. South Africa’s coast remains relatively unexplored in terms of hydrocarbon potential, but the global tide of public opinion is turning against fossil fuel use because of its links to the climate crisis. </span>\r\n\r\n<span style=\"font-weight: 400;\">So, the stage is being set for further skirmishes, as Energy Minister Gwede Mantashe has made it clear that he is keenly in favour of developing South Africa’s hydrocarbon industry. </span>\r\n\r\n<span style=\"font-weight: 400;\">An </span><a href=\"https://www.vuma.earth/petitions/stop-the-seismic-survey-starting-on-15-january-2022-off-the-western-cape-coast\"><span style=\"font-weight: 400;\">online petition</span></a><span style=\"font-weight: 400;\"> against the survey has been launched on <a href=\"https://www.vuma.earth/\">vuma.earth,</a> which is essentially a portal for such activism. </span>\r\n\r\n<span style=\"font-weight: 400;\">A number of aspects remain murky at this stage, including the public consultation process and environmental permitting, as virtually no one had heard of the survey before the petition was launched. </span>\r\n\r\n<span style=\"font-weight: 400;\">The company and the DMRE had not yet responded to emailed requests for comment as we went to press. The Department of Forestry, Fisheries and the Environment said it would respond “accordingly in due course”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Gilbert Martin, founder and CEO of the civil society movement We Are South Africans, launched the petition and told </span><i><span style=\"font-weight: 400;\">Business Maverick</span></i><span style=\"font-weight: 400;\"> that his organisation would be seeking a court interdict to halt the survey. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We South Africans are seeking the interdict for multiple reasons. The first and main reason is the effects these seismic blasting surveys have on the marine environment as recorded in multiple peer-researched studies. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The second reason is that we feel there is something amiss regarding the approval of the reconnaissance permit, as is the situation with the Wild Coast and Shell, where communities were not actually consulted,” Martin said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Stay tuned, folks – the seismic wars are not over and the volume is bound to crank up. </span><b>DM/BM/OBP</b>\r\n\r\n[hearken id=\"daily-maverick/8976\"]",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
