"contents": "<span style=\"font-weight: 400;\">As the world battles Covid-19, women and girls in Africa are fighting their own parallel battle that has been raging for ages: endemic gender-based violence (GBV). </span>\r\n\r\n<span style=\"font-weight: 400;\">Unfortunately (but as usual), commemorations of the 16 Days of Activism Against GBV happened amid r</span><span style=\"font-weight: 400;\">eports, once again, of an alarming increase in violence against women</span><span style=\"font-weight: 400;\">. </span><span style=\"font-weight: 400;\">The United Nations has called it the “</span><a href=\"https://www.unwomen.org/en/news/stories/2020/4/statement-ed-phumzile-violence-against-women-during-pandemic\"><span style=\"font-weight: 400;\">shadow pandemic</span></a><span style=\"font-weight: 400;\">”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The United Nations Population Fund </span><span style=\"font-weight: 400;\">believes</span><span style=\"font-weight: 400;\"> that violence against women and girls is perpetuated and maintained by the persistence of harmful gender norms, alcohol and drug abuse, and overall increased poverty. However, the Covid-19 pandemic and associated lockdown measures add an extra layer, placing victims of GBV in perpetual proximity to abusers and away from access to justice. </span>\r\n\r\n<span style=\"font-weight: 400;\">In this article, we highlight how, despite years of campaigns, agreements and ratifications of some of the best protocols on paper, the scourge is on the increase. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-813101\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/MC-africa-GBV-final-HRR.jpg\" alt=\"\" width=\"1915\" height=\"1025\" /> South African Women Fight Back held nationwide gatherings during 16 days of activism. (Photo: Gallo Images / Brenton Geach)</p>\r\n\r\n<b>GBV in Africa: Cases and actions in selected countries</b>\r\n\r\n<span style=\"font-weight: 400;\">A random sample of some of the most publicised cases of GBV shows the extent to which this social vice is being “normalised”, but also how in some countries women are fighting back and states are being forced to respond.</span>\r\n\r\n<span style=\"font-weight: 400;\">Since early October 2020, hundreds of furious demonstrators – mainly younger women – have taken to the streets of Namibia’s capital, Windhoek, and social media using </span><a href=\"https://theconversation.com/shutitalldown-in-namibia-the-fight-against-gender-based-violence-148809\"><span style=\"font-weight: 400;\">#ShutItAllDown</span></a><span style=\"font-weight: 400;\"> in protest against GBV and </span><a href=\"https://www.globalcitizen.org/en/content/what-is-femicide-everything-you-need-to-know/\"><span style=\"font-weight: 400;\">femicide</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">The protests were triggered by a series of gruesome assaults on women and girls, including the discovery of the body of a young woman who had gone missing in April 2020. Protesters demanded drastic action, including a state of emergency.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<a href=\"https://www.africanews.com/2020/10/11/namibia-police-disperse-gender-based-violence-protest//\"><span style=\"font-weight: 400;\">Violent police responses</span></a> <span style=\"font-weight: 400;\">only fuelled the outrage and led to continued</span> <a href=\"https://www.aljazeera.com/news/2020/10/13/why-are-anti-femicide-protesters-demonstrating-in-namibia\"><span style=\"font-weight: 400;\">public protests</span></a> <span style=\"font-weight: 400;\">across several regions and towns. The protesters vowed to keep protesting until substantial political action was taken to address femicide, rape and sexual abuse. </span>\r\n\r\n<span style=\"font-weight: 400;\">Yet in the midst of all this, on 25 November 2020, </span><i><span style=\"font-weight: 400;\">The Namibian Sun</span></i><a href=\"https://twitter.com/namibiansun/status/1331667899908558849\"><span style=\"font-weight: 400;\"> was to report</span></a><span style=\"font-weight: 400;\"> that: “Police have just discovered the body of a woman who went missing at Omayanga village near Oshakati.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Then, in December 2020, a 67-year-old man was arrested at Walvis Bay for</span><a href=\"https://www.namibian.com.na/97154/read/Grandfather-allegedly-rapes-granddaughter\"> <span style=\"font-weight: 400;\">allegedly</span></a><span style=\"font-weight: 400;\"> raping his granddaughter. Erongo police crime investigations coordinator Erastus Iikuyu said the suspect “had sexual intercourse with the 13-year-old victim on numerous occasions … The suspect and the victim lived in the same house in Kuisebmond. The young victim had nowhere to run.”</span>\r\n\r\n<span style=\"font-weight: 400;\">It is</span><a href=\"https://www.globalcitizen.org/en/content/shutitalldown-gender-violence-namibia-activist/utm_source=social_twitter&utm_medium=Global+Citizen+UK&utm_campaign=general&utm_content=traffic\"> <span style=\"font-weight: 400;\">estimated</span></a><span style=\"font-weight: 400;\"> that 35% of women in Namibia have experienced violence at the hands of a man. This figure does not consider the number of cases of violence that go unreported. Citizens are outraged that authorities are not doing much to ensure that perpetrators face the full wrath of the law. Law enforcement agents, in particular, have been</span><a href=\"https://theconversation.com/shutitalldown-in-namibia-the-fights-against-gender-based-violence-148809\"> <span style=\"font-weight: 400;\">accused</span></a><span style=\"font-weight: 400;\"> of victim-blaming, harassing and even arresting victims. </span>\r\n\r\n<span style=\"font-weight: 400;\">In Malawi,</span> <a href=\"http://katswesistahood.net/pepeta-malawi/\"><span style=\"font-weight: 400;\">Pepeta Malawi</span></a><span style=\"font-weight: 400;\">, a branch of Pepeta Africa, says GBV has turned into a pandemic following the rise in cases of sexual violence against women and girls. </span>\r\n\r\n<span style=\"font-weight: 400;\">Vice-president Saulos Chilima has called on female lawyers to draft laws, which should spell out severe punishment for rapists to help reduce the rise in rape and cases of GBV. </span><i><span style=\"font-weight: 400;\">Malawi24</span></i><a href=\"https://malawi24.com/2020/12/06/chilima-wants-sever-punishment-for-rapists/\"> <span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> that the vice-president condemned some herbalists, saying they are fuelling rape by advising men to have sex with young girls or relatives as rituals to become rich. </span>\r\n\r\n<span style=\"font-weight: 400;\">GBV is one of the most widespread, persistent and devastating human rights violations in South Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">The country has one of the highest incidences of rape and domestic violence in the world. In 2019, the GBV-related deaths of three women: University of the Western Cape student Jesse Hess; local boxing champion Leighandre Jegels; and University of Cape Town student Uyinene Mrwetyana; made international headlines and spurred public protests across the country. </span>\r\n\r\n<span style=\"font-weight: 400;\">Scores of </span><span style=\"font-weight: 400;\">South African women </span><a href=\"https://www.globalcitizen.org/en/content/south-africa-new-laws-gender-violence-what-to-know/\"><span style=\"font-weight: 400;\">marched to Parliament</span></a><span style=\"font-weight: 400;\"> after Mrwetyana’s death to emphasise that enough was enough, putting </span><span style=\"font-weight: 400;\">issues of GBV and femicide in the spotlight. The </span><a href=\"https://aminext.news24.com/\"><span style=\"font-weight: 400;\">#AmINext</span></a><span style=\"font-weight: 400;\"> movement also went viral, trending on social media. </span>\r\n\r\n<span style=\"font-weight: 400;\">President Cyril Ramaphosa is reported to have allocated </span><span style=\"font-weight: 400;\">a budget specifically to deal with the issue, and initiated a </span><a href=\"https://www.justice.gov.za/vg/gbv/NSP-GBVF-FINAL-DOC-04-05.pdf\"><span style=\"font-weight: 400;\">national strategic plan</span></a><span style=\"font-weight: 400;\"> aimed at eradicating GBV in the next five years. </span>\r\n\r\n<span style=\"font-weight: 400;\">In September, he announced that the country would</span><a href=\"https://www.aa.com/tr/en/africa/safrica-announces-gender-based-violence-law/1965718\"> <span style=\"font-weight: 400;\">tighten laws on GBV and sexual offences</span></a><span style=\"font-weight: 400;\">, starting with the amendment of the Criminal Law (Sexual Offences and Related Matters) Amendment Act. </span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">From 25-29 November 2020, South Africa</span><a href=\"https://ewn.co.za/2020/11/19/sa-to-hold-5-days-of-mourning-for-those-lost-to-covid-gender-based-violence\"> <span style=\"font-weight: 400;\">observed five national days of mourning</span></a><span style=\"font-weight: 400;\"> to remember those who have lost their lives to Covid-19, GBV and femicide. </span>\r\n\r\n<span style=\"font-weight: 400;\">Despite these and other efforts, GBV persists in South Africa, and activists</span><a href=\"https://twitter.com/BWC_ingwe/status/1333758525718323202/photo/4\"> <span style=\"font-weight: 400;\">say</span></a><span style=\"font-weight: 400;\"> women and girls remain unsafe, with almost 50% of assaults being committed by someone close to the victims, such as a friend, acquaintance, spouse or intimate partner. </span>\r\n\r\n<span style=\"font-weight: 400;\">In October, </span><a href=\"https://www.pa.org.za/person/bhekokwakhe-hamilton-cele/#:~:text=Mr%20Bheki%20Cele&text=He%20was%20born%20on%2022,Police%20Service%20until%20October%202011.\"><span style=\"font-weight: 400;\">Police Minister Bheki</span></a><span style=\"font-weight: 400;\"> Cele</span> <a href=\"https://www.timeslive.co.za/news/south-africa/2020-10-20-more-than-100-police-officers-on-gbv-charges-including-murder-and-rape/\"><span style=\"font-weight: 400;\">told</span></a><span style=\"font-weight: 400;\"> Parliament that as many as 139 police officers had GBV charges hanging over their heads, at just 13 police stations across South Africa. He also provided a provincial breakdown of these cases, which included rape, statutory rape, murder, domestic violence, attempted murder, assault with intent to cause grievous bodily harm, contempt of court, malicious damage to property, intimidation and pointing a firearm. </span>\r\n\r\n<span style=\"font-weight: 400;\">Can there be hope for victims and survivors of GBV when those hired to protect and serve them have become the perpetrators?</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-813100\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/MC-africa-GBV-final-HRR_2.jpg\" alt=\"\" width=\"1960\" height=\"1013\" /> Crosses are seen at a gender-based violence memorial on the roadside in the south of Johannesburg. (Photo: EPA-EFE / KIM LUDBROOK)</p>\r\n\r\n<b>West Africa </b>\r\n\r\n<span style=\"font-weight: 400;\">The situation is no better in west Africa.</span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">Liberia</span><a href=\"https://www.dw.com/en/africa-pandemic-violence-rape-women/a-55174136\"> <span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> a 50% increase in GBV in the first half of 2020. Between January and June, there were more than 600 reported rape cases. The number for the whole of 2018 was 803. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to Al Jazeera, President George Weah</span><a href=\"https://www.aljazeera.com/news/2020/09/12/liberia-declares-rape-a-national-emergency-after-spike-in-cases/\"> <span style=\"font-weight: 400;\">declared</span></a><span style=\"font-weight: 400;\"> rape a national emergency in the country on 11 September. The move came after widespread protests against rising incidents in the capital, Monrovia. President Weah also introduced the first set of new measures to address the increase in violence against women. The measures include designating a specific prosecutor to handle rape cases and setting up a national sex offender registry. He is also creating a national security task force to handle sexual and GBV, and is allocating $2-million to address the issue.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similarly, </span><span style=\"font-weight: 400;\">Nigeria</span> <span style=\"font-weight: 400;\">has long been facing a GBV crisis, with</span> <a href=\"https://dhsprogram.com/publications/publication-fr359-dhs-final-reports.cfm\"><span style=\"font-weight: 400;\">30% of women and girls aged 15-49</span></a> <span style=\"font-weight: 400;\">having experienced sexual abuse. Increases in GBV during lockdowns threaten the lives and livelihoods of women and girls in Africa’s largest economy. </span>\r\n\r\n<span style=\"font-weight: 400;\">In recent months, two cases in particular – the</span><a href=\"https://www.premiumtimesng.com/regional/nnorth-east/395378-police-arrest-11-suspects-for-allegedly-raping-12-year-old.html\"> <span style=\"font-weight: 400;\">arrest</span></a><span style=\"font-weight: 400;\"> of 11 men for the </span><a href=\"https://www.premiumtimesng.com/regional/nnorth-east/395378-police-arrest-11-suspects-for-allegedly-raping-12-year-old.html\"><span style=\"font-weight: 400;\">rape of a 12-year-old girl</span></a><span style=\"font-weight: 400;\">, and the brutal rape and murder of a 22-year-old university student – fuelled a widespread call for action and sparked the Twitter hashtag </span><a href=\"https://www.bbc.com/news/world-africa-52889965\"><span style=\"font-weight: 400;\">#WeAreTired</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Nigerian State of Kaduna</span><a href=\"https://www.dw.com/en/africa-pandemic-violence-rape-women/a-55174136\"> <span style=\"font-weight: 400;\">recently</span></a><span style=\"font-weight: 400;\"> introduced a law that allows for rapists of children under the age of 14 to be chemically castrated. Following popular protests, all state governors declared a state of emergency due to GBV.</span>\r\n\r\n<span style=\"font-weight: 400;\">Other forms of GBV common in Nigeria include child marriages, genital mutilation, and denying women and girls access to education, land and/or inheritance. According to the international NGO </span><a href=\"https://www.girlsnotbrides.org/\"><span style=\"font-weight: 400;\">Girls Not Brides</span></a><span style=\"font-weight: 400;\">,</span><a href=\"https://www.un.org/africarenewal/news/nigerian-women-say-%25E2%2580%2525no%25E280%2599-gender-based-violence\"> <span style=\"font-weight: 400;\">43% of girls in Nigeria are married off before their 18th birthday and 17% are married before they turn 15</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>East Africa</b>\r\n\r\n<span style=\"font-weight: 400;\">In the east African state of Kenya, local media</span><a href=\"https://www.dw.com/en/africa-pandemic-violence-rape-women/a-55174136\"> <span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> almost 4,000 schoolgirls becoming pregnant when schools were closed during the lockdown. In most cases, relatives or police officers allegedly raped them. </span>\r\n\r\n<span style=\"font-weight: 400;\">A few months back, Human Rights Watch reported that one attacker in Kenya, who held captive and sexually assaulted a 16-year-old woman,</span><a href=\"https://www.hrw.org/news/2020/04/08/tackling-kenyas-domestic-violence-amid-covid-19-crisis\"> <span style=\"font-weight: 400;\">allegedly</span></a><span style=\"font-weight: 400;\"> claimed he kidnapped her because he “needed female company” to get through the government-imposed Covid-19 lockdown. </span>\r\n\r\n<b>From policy frameworks to actionable initiatives: Breathing life into regional and international agreements </b>\r\n\r\n<span style=\"font-weight: 400;\">The African Union (AU) has</span><a href=\"https://au.int/en/newsevents/20201125/16-days-activism-against-gender-based-violence\"> <span style=\"font-weight: 400;\">adopted</span></a><span style=\"font-weight: 400;\"> key legal and policy frameworks to mobilise action to address GBV in AU member states. </span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://en.wikipedia.org/wiki/Maputo_Protocol\"><span style=\"font-weight: 400;\">Maputo Protocol</span></a><span style=\"font-weight: 400;\">, a legally binding instrument that has been ratified by 42 member states, has set a comprehensive set of women’s rights, with specific provisions on “Rights to Life, Integrity and Security of the Person”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Moreover, </span><a href=\"https://au.int/en/agenda2063/overview\"><span style=\"font-weight: 400;\">Agenda 2063</span></a><span style=\"font-weight: 400;\"> commits AU member states to end violence and discrimination against women and girls, and to end all harmful social norms and customary practices that promote violence and discrimination against women and girls in Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">Many African states have signed and ratified the </span><a href=\"https://www.ohchr.org/documents/professionalinterest/cedaw.pdf\"><span style=\"font-weight: 400;\">Convention on the Elimination of all Forms of Discrimination against Women</span></a><span style=\"font-weight: 400;\">, the </span><a href=\"https://beijing20.unwomen.org/en/about\"><span style=\"font-weight: 400;\">Beijing Platform for Action</span></a><span style=\"font-weight: 400;\"> and the </span><a href=\"http://www.sadc.int/files/8713/5292/8364/Protocol_on_Gender_and_Development_2008.pdf\"><span style=\"font-weight: 400;\">SADC Protocol on Gender and Development</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, the daily realities women and girls face as victims of GBV suggest a disconnect between officialdom and reality. To eliminate GBV and discrimination, robust approaches that target some of the socioeconomic and cultural factors that fuel this scourge are needed right through to grassroots levels. </span>\r\n\r\n<span style=\"font-weight: 400;\">It is time regional and international agreements translated into real change. "description": "<span style=\"font-weight: 400;\">As the world battles Covid-19, women and girls in Africa are fighting their own parallel battle that has been raging for ages: endemic gender-based violence (GBV). </span>\r\n\r\n<span style=\"font-weight: 400;\">Unfortunately (but as usual), commemorations of the 16 Days of Activism Against GBV happened amid r</span><span style=\"font-weight: 400;\">eports, once again, of an alarming increase in violence against women</span><span style=\"font-weight: 400;\">. </span><span style=\"font-weight: 400;\">The United Nations has called it the “</span><a href=\"https://www.unwomen.org/en/news/stories/2020/4/statement-ed-phumzile-violence-against-women-during-pandemic\"><span style=\"font-weight: 400;\">shadow pandemic</span></a><span style=\"font-weight: 400;\">”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The United Nations Population Fund </span><span style=\"font-weight: 400;\">believes</span><span style=\"font-weight: 400;\"> that violence against women and girls is perpetuated and maintained by the persistence of harmful gender norms, alcohol and drug abuse, and overall increased poverty. However, the Covid-19 pandemic and associated lockdown measures add an extra layer, placing victims of GBV in perpetual proximity to abusers and away from access to justice. </span>\r\n\r\n<span style=\"font-weight: 400;\">In this article, we highlight how, despite years of campaigns, agreements and ratifications of some of the best protocols on paper, the scourge is on the increase. </span>\r\n\r\n[caption id=\"attachment_813101\" align=\"alignnone\" width=\"1915\"]<img class=\"size-full wp-image-813101\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/MC-africa-GBV-final-HRR.jpg\" alt=\"\" width=\"1915\" height=\"1025\" /> South African Women Fight Back held nationwide gatherings during 16 days of activism. (Photo: Gallo Images / Brenton Geach)[/caption]\r\n\r\n<b>GBV in Africa: Cases and actions in selected countries</b>\r\n\r\n<span style=\"font-weight: 400;\">A random sample of some of the most publicised cases of GBV shows the extent to which this social vice is being “normalised”, but also how in some countries women are fighting back and states are being forced to respond.</span>\r\n\r\n<span style=\"font-weight: 400;\">Since early October 2020, hundreds of furious demonstrators – mainly younger women – have taken to the streets of Namibia’s capital, Windhoek, and social media using </span><a href=\"https://theconversation.com/shutitalldown-in-namibia-the-fight-against-gender-based-violence-148809\"><span style=\"font-weight: 400;\">#ShutItAllDown</span></a><span style=\"font-weight: 400;\"> in protest against GBV and </span><a href=\"https://www.globalcitizen.org/en/content/what-is-femicide-everything-you-need-to-know/\"><span style=\"font-weight: 400;\">femicide</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">The protests were triggered by a series of gruesome assaults on women and girls, including the discovery of the body of a young woman who had gone missing in April 2020. Protesters demanded drastic action, including a state of emergency.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<a href=\"https://www.africanews.com/2020/10/11/namibia-police-disperse-gender-based-violence-protest//\"><span style=\"font-weight: 400;\">Violent police responses</span></a> <span style=\"font-weight: 400;\">only fuelled the outrage and led to continued</span> <a href=\"https://www.aljazeera.com/news/2020/10/13/why-are-anti-femicide-protesters-demonstrating-in-namibia\"><span style=\"font-weight: 400;\">public protests</span></a> <span style=\"font-weight: 400;\">across several regions and towns. The protesters vowed to keep protesting until substantial political action was taken to address femicide, rape and sexual abuse. </span>\r\n\r\n<span style=\"font-weight: 400;\">Yet in the midst of all this, on 25 November 2020, </span><i><span style=\"font-weight: 400;\">The Namibian Sun</span></i><a href=\"https://twitter.com/namibiansun/status/1331667899908558849\"><span style=\"font-weight: 400;\"> was to report</span></a><span style=\"font-weight: 400;\"> that: “Police have just discovered the body of a woman who went missing at Omayanga village near Oshakati.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Then, in December 2020, a 67-year-old man was arrested at Walvis Bay for</span><a href=\"https://www.namibian.com.na/97154/read/Grandfather-allegedly-rapes-granddaughter\"> <span style=\"font-weight: 400;\">allegedly</span></a><span style=\"font-weight: 400;\"> raping his granddaughter. Erongo police crime investigations coordinator Erastus Iikuyu said the suspect “had sexual intercourse with the 13-year-old victim on numerous occasions … The suspect and the victim lived in the same house in Kuisebmond. The young victim had nowhere to run.”</span>\r\n\r\n<span style=\"font-weight: 400;\">It is</span><a href=\"https://www.globalcitizen.org/en/content/shutitalldown-gender-violence-namibia-activist/utm_source=social_twitter&utm_medium=Global+Citizen+UK&utm_campaign=general&utm_content=traffic\"> <span style=\"font-weight: 400;\">estimated</span></a><span style=\"font-weight: 400;\"> that 35% of women in Namibia have experienced violence at the hands of a man. This figure does not consider the number of cases of violence that go unreported. Citizens are outraged that authorities are not doing much to ensure that perpetrators face the full wrath of the law. Law enforcement agents, in particular, have been</span><a href=\"https://theconversation.com/shutitalldown-in-namibia-the-fights-against-gender-based-violence-148809\"> <span style=\"font-weight: 400;\">accused</span></a><span style=\"font-weight: 400;\"> of victim-blaming, harassing and even arresting victims. </span>\r\n\r\n<span style=\"font-weight: 400;\">In Malawi,</span> <a href=\"http://katswesistahood.net/pepeta-malawi/\"><span style=\"font-weight: 400;\">Pepeta Malawi</span></a><span style=\"font-weight: 400;\">, a branch of Pepeta Africa, says GBV has turned into a pandemic following the rise in cases of sexual violence against women and girls. </span>\r\n\r\n<span style=\"font-weight: 400;\">Vice-president Saulos Chilima has called on female lawyers to draft laws, which should spell out severe punishment for rapists to help reduce the rise in rape and cases of GBV. </span><i><span style=\"font-weight: 400;\">Malawi24</span></i><a href=\"https://malawi24.com/2020/12/06/chilima-wants-sever-punishment-for-rapists/\"> <span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> that the vice-president condemned some herbalists, saying they are fuelling rape by advising men to have sex with young girls or relatives as rituals to become rich. </span>\r\n\r\n<span style=\"font-weight: 400;\">GBV is one of the most widespread, persistent and devastating human rights violations in South Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">The country has one of the highest incidences of rape and domestic violence in the world. In 2019, the GBV-related deaths of three women: University of the Western Cape student Jesse Hess; local boxing champion Leighandre Jegels; and University of Cape Town student Uyinene Mrwetyana; made international headlines and spurred public protests across the country. </span>\r\n\r\n<span style=\"font-weight: 400;\">Scores of </span><span style=\"font-weight: 400;\">South African women </span><a href=\"https://www.globalcitizen.org/en/content/south-africa-new-laws-gender-violence-what-to-know/\"><span style=\"font-weight: 400;\">marched to Parliament</span></a><span style=\"font-weight: 400;\"> after Mrwetyana’s death to emphasise that enough was enough, putting </span><span style=\"font-weight: 400;\">issues of GBV and femicide in the spotlight. The </span><a href=\"https://aminext.news24.com/\"><span style=\"font-weight: 400;\">#AmINext</span></a><span style=\"font-weight: 400;\"> movement also went viral, trending on social media. </span>\r\n\r\n<span style=\"font-weight: 400;\">President Cyril Ramaphosa is reported to have allocated </span><span style=\"font-weight: 400;\">a budget specifically to deal with the issue, and initiated a </span><a href=\"https://www.justice.gov.za/vg/gbv/NSP-GBVF-FINAL-DOC-04-05.pdf\"><span style=\"font-weight: 400;\">national strategic plan</span></a><span style=\"font-weight: 400;\"> aimed at eradicating GBV in the next five years. </span>\r\n\r\n<span style=\"font-weight: 400;\">In September, he announced that the country would</span><a href=\"https://www.aa.com/tr/en/africa/safrica-announces-gender-based-violence-law/1965718\"> <span style=\"font-weight: 400;\">tighten laws on GBV and sexual offences</span></a><span style=\"font-weight: 400;\">, starting with the amendment of the Criminal Law (Sexual Offences and Related Matters) Amendment Act. </span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">From 25-29 November 2020, South Africa</span><a href=\"https://ewn.co.za/2020/11/19/sa-to-hold-5-days-of-mourning-for-those-lost-to-covid-gender-based-violence\"> <span style=\"font-weight: 400;\">observed five national days of mourning</span></a><span style=\"font-weight: 400;\"> to remember those who have lost their lives to Covid-19, GBV and femicide. </span>\r\n\r\n<span style=\"font-weight: 400;\">Despite these and other efforts, GBV persists in South Africa, and activists</span><a href=\"https://twitter.com/BWC_ingwe/status/1333758525718323202/photo/4\"> <span style=\"font-weight: 400;\">say</span></a><span style=\"font-weight: 400;\"> women and girls remain unsafe, with almost 50% of assaults being committed by someone close to the victims, such as a friend, acquaintance, spouse or intimate partner. </span>\r\n\r\n<span style=\"font-weight: 400;\">In October, </span><a href=\"https://www.pa.org.za/person/bhekokwakhe-hamilton-cele/#:~:text=Mr%20Bheki%20Cele&text=He%20was%20born%20on%2022,Police%20Service%20until%20October%202011.\"><span style=\"font-weight: 400;\">Police Minister Bheki</span></a><span style=\"font-weight: 400;\"> Cele</span> <a href=\"https://www.timeslive.co.za/news/south-africa/2020-10-20-more-than-100-police-officers-on-gbv-charges-including-murder-and-rape/\"><span style=\"font-weight: 400;\">told</span></a><span style=\"font-weight: 400;\"> Parliament that as many as 139 police officers had GBV charges hanging over their heads, at just 13 police stations across South Africa. He also provided a provincial breakdown of these cases, which included rape, statutory rape, murder, domestic violence, attempted murder, assault with intent to cause grievous bodily harm, contempt of court, malicious damage to property, intimidation and pointing a firearm. </span>\r\n\r\n<span style=\"font-weight: 400;\">Can there be hope for victims and survivors of GBV when those hired to protect and serve them have become the perpetrators?</span>\r\n\r\n[caption id=\"attachment_813100\" align=\"alignnone\" width=\"1960\"]<img class=\"size-full wp-image-813100\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/MC-africa-GBV-final-HRR_2.jpg\" alt=\"\" width=\"1960\" height=\"1013\" /> Crosses are seen at a gender-based violence memorial on the roadside in the south of Johannesburg. (Photo: EPA-EFE / KIM LUDBROOK)[/caption]\r\n\r\n<b>West Africa </b>\r\n\r\n<span style=\"font-weight: 400;\">The situation is no better in west Africa.</span><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">Liberia</span><a href=\"https://www.dw.com/en/africa-pandemic-violence-rape-women/a-55174136\"> <span style=\"font-weight: 400;\">recorded</span></a><span style=\"font-weight: 400;\"> a 50% increase in GBV in the first half of 2020. Between January and June, there were more than 600 reported rape cases. The number for the whole of 2018 was 803. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to Al Jazeera, President George Weah</span><a href=\"https://www.aljazeera.com/news/2020/09/12/liberia-declares-rape-a-national-emergency-after-spike-in-cases/\"> <span style=\"font-weight: 400;\">declared</span></a><span style=\"font-weight: 400;\"> rape a national emergency in the country on 11 September. The move came after widespread protests against rising incidents in the capital, Monrovia. President Weah also introduced the first set of new measures to address the increase in violence against women. The measures include designating a specific prosecutor to handle rape cases and setting up a national sex offender registry. He is also creating a national security task force to handle sexual and GBV, and is allocating $2-million to address the issue.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similarly, </span><span style=\"font-weight: 400;\">Nigeria</span> <span style=\"font-weight: 400;\">has long been facing a GBV crisis, with</span> <a href=\"https://dhsprogram.com/publications/publication-fr359-dhs-final-reports.cfm\"><span style=\"font-weight: 400;\">30% of women and girls aged 15-49</span></a> <span style=\"font-weight: 400;\">having experienced sexual abuse. Increases in GBV during lockdowns threaten the lives and livelihoods of women and girls in Africa’s largest economy. </span>\r\n\r\n<span style=\"font-weight: 400;\">In recent months, two cases in particular – the</span><a href=\"https://www.premiumtimesng.com/regional/nnorth-east/395378-police-arrest-11-suspects-for-allegedly-raping-12-year-old.html\"> <span style=\"font-weight: 400;\">arrest</span></a><span style=\"font-weight: 400;\"> of 11 men for the </span><a href=\"https://www.premiumtimesng.com/regional/nnorth-east/395378-police-arrest-11-suspects-for-allegedly-raping-12-year-old.html\"><span style=\"font-weight: 400;\">rape of a 12-year-old girl</span></a><span style=\"font-weight: 400;\">, and the brutal rape and murder of a 22-year-old university student – fuelled a widespread call for action and sparked the Twitter hashtag </span><a href=\"https://www.bbc.com/news/world-africa-52889965\"><span style=\"font-weight: 400;\">#WeAreTired</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Nigerian State of Kaduna</span><a href=\"https://www.dw.com/en/africa-pandemic-violence-rape-women/a-55174136\"> <span style=\"font-weight: 400;\">recently</span></a><span style=\"font-weight: 400;\"> introduced a law that allows for rapists of children under the age of 14 to be chemically castrated. Following popular protests, all state governors declared a state of emergency due to GBV.</span>\r\n\r\n<span style=\"font-weight: 400;\">Other forms of GBV common in Nigeria include child marriages, genital mutilation, and denying women and girls access to education, land and/or inheritance. According to the international NGO </span><a href=\"https://www.girlsnotbrides.org/\"><span style=\"font-weight: 400;\">Girls Not Brides</span></a><span style=\"font-weight: 400;\">,</span><a href=\"https://www.un.org/africarenewal/news/nigerian-women-say-%25E2%2580%2525no%25E280%2599-gender-based-violence\"> <span style=\"font-weight: 400;\">43% of girls in Nigeria are married off before their 18th birthday and 17% are married before they turn 15</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>East Africa</b>\r\n\r\n<span style=\"font-weight: 400;\">In the east African state of Kenya, local media</span><a href=\"https://www.dw.com/en/africa-pandemic-violence-rape-women/a-55174136\"> <span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> almost 4,000 schoolgirls becoming pregnant when schools were closed during the lockdown. In most cases, relatives or police officers allegedly raped them. </span>\r\n\r\n<span style=\"font-weight: 400;\">A few months back, Human Rights Watch reported that one attacker in Kenya, who held captive and sexually assaulted a 16-year-old woman,</span><a href=\"https://www.hrw.org/news/2020/04/08/tackling-kenyas-domestic-violence-amid-covid-19-crisis\"> <span style=\"font-weight: 400;\">allegedly</span></a><span style=\"font-weight: 400;\"> claimed he kidnapped her because he “needed female company” to get through the government-imposed Covid-19 lockdown. </span>\r\n\r\n<b>From policy frameworks to actionable initiatives: Breathing life into regional and international agreements </b>\r\n\r\n<span style=\"font-weight: 400;\">The African Union (AU) has</span><a href=\"https://au.int/en/newsevents/20201125/16-days-activism-against-gender-based-violence\"> <span style=\"font-weight: 400;\">adopted</span></a><span style=\"font-weight: 400;\"> key legal and policy frameworks to mobilise action to address GBV in AU member states. </span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://en.wikipedia.org/wiki/Maputo_Protocol\"><span style=\"font-weight: 400;\">Maputo Protocol</span></a><span style=\"font-weight: 400;\">, a legally binding instrument that has been ratified by 42 member states, has set a comprehensive set of women’s rights, with specific provisions on “Rights to Life, Integrity and Security of the Person”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Moreover, </span><a href=\"https://au.int/en/agenda2063/overview\"><span style=\"font-weight: 400;\">Agenda 2063</span></a><span style=\"font-weight: 400;\"> commits AU member states to end violence and discrimination against women and girls, and to end all harmful social norms and customary practices that promote violence and discrimination against women and girls in Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">Many African states have signed and ratified the </span><a href=\"https://www.ohchr.org/documents/professionalinterest/cedaw.pdf\"><span style=\"font-weight: 400;\">Convention on the Elimination of all Forms of Discrimination against Women</span></a><span style=\"font-weight: 400;\">, the </span><a href=\"https://beijing20.unwomen.org/en/about\"><span style=\"font-weight: 400;\">Beijing Platform for Action</span></a><span style=\"font-weight: 400;\"> and the </span><a href=\"http://www.sadc.int/files/8713/5292/8364/Protocol_on_Gender_and_Development_2008.pdf\"><span style=\"font-weight: 400;\">SADC Protocol on Gender and Development</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, the daily realities women and girls face as victims of GBV suggest a disconnect between officialdom and reality. To eliminate GBV and discrimination, robust approaches that target some of the socioeconomic and cultural factors that fuel this scourge are needed right through to grassroots levels. </span>\r\n\r\n<span style=\"font-weight: 400;\">It is time regional and international agreements translated into real change.
