"contents": "<span style=\"font-weight: 400;\">Your columnist, Bhekisisa Mncube, in his “</span><a href=\"https://www.dailymaverick.co.za/opinionista/2025-05-02-letter-to-mahlamba-ndlopfu-gnu-no-value-added/\"><span style=\"font-weight: 400;\">Letter to Mahlamba Ndlopfu: GNU – No Value Added</span></a><span style=\"font-weight: 400;\">” (Daily Maverick, 3 May 2025), harshly criticises the creation of and lack of progress made by the GNU.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is undoubtedly a growing realisation among South Africans of different political persuasions, colours and creeds that the current state of governance in South Africa is one of decay, confusion, conflict and cover-ups.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, this perception is not only related to Mncube’s derided new GNU. There have been public concerns for a considerable number of years about the dysfunctionality and incompetence of all levels of government – national, provincial and local.</span>\r\n\r\n<span style=\"font-weight: 400;\">Media viewers, readers and listeners are confronted daily with countless reports of uncontrolled crime, alleged and actual corruption – even at the highest levels of government – chronic and widespread basic service delivery failures, malfunctioning hospitals and clinics and inadequate and underperforming educational facilities, institutions and personnel.</span>\r\n\r\n<span style=\"font-weight: 400;\">Our citizens regularly and all too often learn of government departments’ unnecessary and wasteful use of taxpayers’ funds and their inability to fulfil their specific mandates to serve our nation efficiently and effectively.</span>\r\n\r\n<span style=\"font-weight: 400;\">Inter alia, in the areas of social development and grants, human settlements, land reform and rural development and employment and labour, governmental performance has been dismal and has undermined the country’s ability to alleviate poverty, inequality and promote inclusivity.</span>\r\n\r\n<span style=\"font-weight: 400;\">Unspent provincial and municipal funding allocations, lack of local infrastructure development and maintenance and daily resident protests illustrate the unacceptable performance levels of a majority of premiers, mayors and their provincial and local municipality councillors.</span>\r\n\r\n<span style=\"font-weight: 400;\">Foreign policy is making enemies of our former friends, even leading to economically damaging withdrawals of essential aid and other assistance programmes and potential sanctions.</span>\r\n\r\n<span style=\"font-weight: 400;\">Prosecutorial capacity and expertise are limited, allowing an unacceptable number of accused civil and criminal defendants to delay or escape judgments.</span>\r\n\r\n<span style=\"font-weight: 400;\">Underfunded and poorly managed ministries such as sport, arts and culture, basic and higher education, agriculture and small business development deprive and limit our youth and emerging farmers, artists and entrepreneurs from realising their potential to excel in their fields and to contribute to a more accomplished, well-informed, sophisticated and advanced society.</span>\r\n\r\n<span style=\"font-weight: 400;\">The government-controlled, state-owned enterprises, with their constant bailouts, bleed the fiscus of funds that could better be used to uplift the standards of living of those that need it most, while at the same time providing oft-used looting and self-enrichment opportunities to government-appointed “cadres”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Energy supply is erratic, and existing logistical infrastructure is not functioning at a level required to keep many key sectors of our economy alive and flourishing.</span>\r\n\r\n<span style=\"font-weight: 400;\">The government is heavily over-borrowed with no room to increase the national debt, but seems unable to design or implement any plans to lower that debt and its debilitating interest payments.</span>\r\n<h4><b>Budget debacle</b></h4>\r\n<span style=\"font-weight: 400;\">The recent Budget debacle has left our country in a shameful state of fiscal confusion and presents yet another obstacle to the desperately needed unlocking of foreign and domestic private investment capital. Without this, our country’s GDP growth levels will remain hopelessly inadequate and result in increased unemployment and erosion of per-capita wealth levels.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the achievement of increased diversity, inclusivity and equality in our country is desirable, the government’s legislative programmes of BBBEE, preferential procurement and other measures to promote black empowerment and enrichment are proving to be too expensive to implement, conducive to corruption, counterproductive for businesses, of benefit mainly to the black elite and another negative to potential investors.</span>\r\n\r\n<span style=\"font-weight: 400;\">Under this government, and notwithstanding the ill-considered so-called military exercises with Russia, China and Iran, and the billions received annually from the fiscus, (R5.4-billion 2024/2025), our once well-equipped and well-trained South African National Defence Force has totally disintegrated and is a national embarrassment.</span>\r\n\r\n<span style=\"font-weight: 400;\">To further complicate the achievement of political, social and economic stability, we are experiencing the unprecedented crises, complications and controversies arising out of a so-called Government of National Unity comprising 10 competing political parties, seven of which represent fewer than 10% of the electorate.</span>\r\n\r\n<span style=\"font-weight: 400;\">These problems include the current fiscal dithering and disarray, laborious and delayed decision-making, and the ever-present confidence-sapping threat of the GNU’s disintegration as a result of fundamental policy differences and personality clashes. In addition, members of the executive and representatives of their respective parties persistently indulge in personal insults, deprecating remarks and destructive political posturing and point-scoring.</span>\r\n\r\n<span style=\"font-weight: 400;\">Likewise, it is of great concern that this government has a propensity to turn a blind eye to its own failures and shortcomings, to tolerate corruption and incompetence from its representatives and appointees, including Cabinet ministers, and to generally rely on political amnesia and apathy (only 58% of registered voters participated in the 2024 elections), half-truths, lies and other forms of deception to cover up a multitude of defaults, mismanagement, misdemeanours and other offences.</span>\r\n\r\n<span style=\"font-weight: 400;\">While not all members of the GNU are at fault, it is generally a government of unexplained, undisclosed dubious relationships and underhanded activities, unfulfilled pledges and promises, prevarication and procrastination, missed deadlines and a mantra of “never complain, never explain”.</span>\r\n\r\n<span style=\"font-weight: 400;\">This government, presided over as it is by our cash-in-couches President, a deputy president who has corruption charges laid against him, and run by an executive comprised of a mishmash of ideologically diverse and competing political party representatives, is neither credible nor viable.</span>\r\n\r\n<span style=\"font-weight: 400;\">This ANC-Cosatu-SACP dominated GNU, with all its inherited current faults and failures – some of which are described above – shows little hope of creating a sustainable, crime and corruption-free, peaceful, prosperous and progressive nation with a growing economy and an efficient, decisive, globally respected government, and it should be urgently replaced.</span>\r\n\r\n<span style=\"font-weight: 400;\">To this end, parliamentary parties that are truly committed to a constitutional democracy, limited government, the rule of law, individual and enterprise freedoms and human dignity for all – and which genuinely want to put the interests of our country ahead of those of their party or themselves – should waste no time in introducing and collectively supporting the necessary “motion of no confidence” in this incumbent government.</span>\r\n\r\n<span style=\"font-weight: 400;\">They must pave the way for a general election and an appropriate newly elected government, whether by way of majority or coalition.</span>\r\n\r\n<span style=\"font-weight: 400;\">The South African nation is in crisis. It needs a new kind of government, and it needs it now. </span><b>DM</b>",
