"contents": "<span style=\"font-weight: 400;\">The weaponisation of water is illegal under international law. The Geneva Conventions outlaw attacks that do not distinguish between military and civilian targets and prohibit the attack, destruction, removal, or rendering useless of objects that are indispensable to the survival of the civilian population, such as drinking water installations and supplies. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Rome Statute of the International Criminal Court prohibits intentionally directing attacks against civilian objects. </span>\r\n\r\n<span style=\"font-weight: 400;\">And yet, in conflicts and war, water supplies and water infrastructure are all too often a direct target. </span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"http://www.worldwater.org/water-conflict/\"><span style=\"font-weight: 400;\">Pacific Institute documented 228 water conflicts in 2022</span></a><span style=\"font-weight: 400;\"> — an 87% rise over 2021. Russia has bombarded dams and water treatment plants in Ukraine and destroyed the Kakhovka dam in southern Ukraine. This year we have seen Israel targeting critical water infrastructure and </span><a href=\"https://www.theguardian.com/global-development/2023/nov/04/lack-of-clean-drinking-water-for-95-of-people-in-gaza-threatens-health-crisis\"><span style=\"font-weight: 400;\">cutting off supplies</span></a><span style=\"font-weight: 400;\"> to more than two million people in the </span><a href=\"https://www.dailymaverick.co.za/article_tag/gaza/\"><span style=\"font-weight: 400;\">besieged Gaza Strip</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Access to water is used as a weapon against civilians, while water professionals globally are working to meet the target of universal access to safe drinking water by 2030. We have seen this most recently in Gaza and Ukraine, but it is not a limited phenomenon. There are cases across the globe for example in Yemen, Iraq, Syria and Burkina Faso. All undermine the human right to water and in some cases constitute war crimes. </span>\r\n\r\n<span style=\"font-weight: 400;\">To be without water is a brutal undermining of people’s rights to life, health and dignity. Water is not a weapon, not a bargaining chip. When access to water is deliberately restricted, in times of crisis or calm, we are going backwards on everything we stand for in terms of water justice.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1942151\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/11/11815505.jpg\" alt=\"Palestinians gathering sea water\" width=\"720\" height=\"428\" /> <em>People on the beach as Palestinians resort to the use of sea water to bathe and clean their tools and clothes due to the continuing water shortage in the Gaza Strip, on the beach of Deir al-Balah, central Gaza Strip, on 2 November 2023. (Photo: EPA-EFE / Haitham Imad)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Targeted restrictions to water access and the deliberate destruction of water infrastructure (and of power infrastructure critical to water supply) put communities at extraordinary risk in the short and long term. The most vulnerable populations, including children, the elderly, and the ill, bear the consequences most acutely as they face increased risks of disease, malnutrition, and violence, where water is not accessible. </span>\r\n\r\n<span style=\"font-weight: 400;\">Beyond the immediate human suffering during the conflict, damaging water infrastructure hampers post-conflict recovery efforts, prolonging the agony of affected populations. It leaves communities susceptible to corruption and mismanagement. </span>\r\n\r\n<span style=\"font-weight: 400;\">Moreover, the environmental fallout can be severe, with polluted water sources leading to long-term health issues and ecosystem degradation. In an era where climate change is already straining water resources, the weaponisation of water exacerbates the vulnerability of communities and ecosystems. </span>\r\n\r\n<span style=\"font-weight: 400;\">We are calling on the international community to take concerted action to condemn and prevent the weaponisation of water. Governments, non-governmental organisations, and international bodies must collaborate to strengthen the legal frameworks governing the use of water in armed conflicts. This includes holding accountable those who violate existing laws and investigating and prosecuting war crimes related to water warfare.</span>\r\n\r\n<span style=\"font-weight: 400;\">Along with leading water organisations from around the world, including </span><a href=\"https://waterwitness.org/\"><span style=\"font-weight: 400;\">Water Witness International</span></a><span style=\"font-weight: 400;\">, the </span><a href=\"https://www.gwp.org/\"><span style=\"font-weight: 400;\">Global Water Partnership</span></a><span style=\"font-weight: 400;\">, the Butterfly Effect, and End Water Poverty, we at the Water Integrity Network, are calling on world leaders and organisations to take urgent action against the weaponisation of water (</span><a href=\"https://www.change.org/p/stop-the-weaponisation-of-water?recruiter=1093405929&recruited_by_id=f926f4b0-9e55-11ea-be76-73e861b19508&utm_source=share_petition&utm_campaign=share_petition&utm_medium=copylink&utm_content=cl_sharecopy_37703244_en-GB%3A10\"><span style=\"font-weight: 400;\">sign our petition here</span></a><span style=\"font-weight: 400;\">). "description": "<p data-sourcepos=\"1:1-1:254\">The current Middle East crisis in Israel and Palestine is the latest in a long and bloody history of conflict between the two sides. The conflict is complex and multifaceted, but at its core, it is a dispute over land and sovereignty.</p>\r\n<p data-sourcepos=\"3:1-3:348\">The conflict began in 1948, when Israel was declared a state on land that had been previously inhabited by Palestinians. The Palestinians were displaced from their homes, and many became refugees. Since then, there have been numerous wars and conflicts between Israel and Palestine, and the Palestinians have continued to seek a state of their own.</p>\r\n<p data-sourcepos=\"5:1-5:237\">Gaza is a Palestinian coastal enclave that is bordered by Israel and Egypt. Hamas is a Palestinian Islamist militant group that has controlled Gaza since 2006. Hamas is considered a terrorist organisation by Israel and the United States.</p>\r\n<p data-sourcepos=\"7:1-7:333\">The current Middle East conflict between Israel and Palestine began on October 7, 2023, when Hamas launched a surprise attack on Israel. Hamas fired rockets into Israel and stormed southern Israeli cities and towns across the border of the Gaza strip. The attack killed and injured hundreds of soldiers and civilians and took dozens of hostages.</p>\r\n<p data-sourcepos=\"9:1-9:227\">The attack took Israel by surprise, though the state quickly mounted a deadly retaliatory operation. The Israeli Defense Forces (IDF) launched airstrikes against Hamas targets in Gaza. The IDF also sent ground troops into Gaza.</p>\r\n<p data-sourcepos=\"11:1-11:218\">The conflict has been devastating for both sides. Thousands have died or have been injured.</p>\r\n<p data-sourcepos=\"13:1-13:238\">The conflict has also had a devastating impact on the infrastructure in Gaza. The IDF has destroyed hospitals, schools, and power plants. The United Nations estimates that more than 72,000 Palestinians have been displaced by the fighting.</p>\r\n<p data-sourcepos=\"15:1-15:261\">The international community has called for a cease-fire between Israel and Palestine to end the latest crisis in the Middle East. However, both sides have so far refused to agree to a cease-fire. The conflict is likely to continue for some time, and the humanitarian situation in Gaza is likely to worsen.</p>",
