"contents": "<span style=\"font-weight: 400;\">On Monday, three weeks after President Cyril Ramaphosa announced that South Africa would move to adjusted Alert Level 3 and only 50 people could attend indoor gatherings, the Theatre and Dance Alliance (Tada) launched a campaign lobbying for the government to allow more people to attend theatre shows.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We’re about 500 days into lockdown and there’s been these constant shifts in how many people theatres can have, which is making it harder for us to make a living,” said Lindiwe Letwaba, the chairperson of Tada, at Monday’s online briefing.</span>\r\n\r\n<span style=\"font-weight: 400;\">In early June Ramaphosa announced </span><span style=\"font-weight: 400;\">adjusted Alert Level 2 regulations, under which the number of people allowed in indoor venues was reduced from 250 to 100.</span>\r\n\r\n<span style=\"font-weight: 400;\">Shortly after this announcement was made, the Baxter Theatre Centre in Cape Town </span><span style=\"font-weight: 400;\">had to cancel two shows which would have brought in “well over R1-million,” </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-08-another-blow-for-arts-industry-as-baxter-cancels-two-shows/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> Lara Foot, the CEO and artistic director at the Baxter.</span>\r\n\r\n<span style=\"font-weight: 400;\">“This was a heavy loss for us as we had already sold more than 200 tickets per show and suddenly, overnight, our capacity was restricted from 250 seats to 100 in our main theatre, which has a capacity of 680,” wrote Foot in a statement.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We tried all means to save the situation – by adding a few extra shows and by lobbying to be permitted 180 seats using our balconies as separate spaces. Sadly, we were told by the Department of Health that this was against the law,” said Foot.</span>\r\n\r\n<span style=\"font-weight: 400;\">On Monday Letwaba said that Artscape and the South African State Theatre each have more than 1,000 seats and can safely accommodate more than 50 people per show.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to the </span><a href=\"https://www.southafricanculturalobservatory.org.za/article/mapping-the-economic-value-of-the-creative-industry\"><span style=\"font-weight: 400;\">South African Cultural Observatory</span></a><span style=\"font-weight: 400;\">, in 2018 the creative industry contributed R63-billion to the South African GDP – 1.5%.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We contribute a large percentage to this country’s GDP. What we’re saying is that we don’t want the current one-size-fits-all approach. We’re asking for a more nuanced approach,” said Letwaba.</span>\r\n\r\n<span style=\"font-weight: 400;\">In a </span><a href=\"https://www.tada.org.za/ots\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\">, Tada, </span><span style=\"font-weight: 400;\">on behalf of theatres, festivals and performance spaces, said what they want is a “consideration of a direction for the sector that allows for flexible administration of venue capacity based on the nature of the performance space and not the classification as a ‘gathering’ per the prevailing regulations.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Tada has asked Nathi Mthethwa, the Minister of Sports, Arts and Culture to:</span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Issue a directive in terms of the disaster management regulations for the performing arts sector that allows for cultural events hosted at performance spaces to accommodate audiences of up to the maximum number that can be safely accommodated at 1.5m distance from each other, and the mandatory publication of venue capacity prominently at the performance space; </span></li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The creation of a register of performance spaces and capacities published on the Department of Sport, Arts and Culture website; and </span></li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Should verification of capacity and Covid-19 protocols be required, the devolution of this responsibility to provincial departments of Sport, Recreation, Arts and Culture as follows:</span></li>\r\n</ul>\r\n<ol>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Based on written applications and submissions describing the venue and capacity by the performance space administrator/owner.</span></li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provincial governments establish a standing committee, made up of provincial arts and health officials, knowledgeable representatives of the local performing arts sector and other relevant stakeholders, to conduct site inspections to confirm the seating capacities of performance spaces and Covid-19 safety protocols backstage and front of house and issue a notice confirming the verified capacity.</span></li>\r\n</ol>\r\n<span style=\"font-weight: 400;\">“This intervention is critical for the long-term sustainability of the sector, and in the short term to retain employment by improving the viability of current activities under the disaster management regulations,” reads the statement.</span>\r\n\r\n<span style=\"font-weight: 400;\">Letwaba said the theatre space is not alive and well, despite how many times Mthethwa tweets this falsehood.</span>\r\n\r\n<span style=\"font-weight: 400;\">What Letwaba is referring to is when Mthethwa </span><a href=\"https://www.dailymaverick.co.za/article/2021-02-04-exit-left-2000-artists-sign-letter-asking-ramaphosa-to-remove-mthethwa/\"><span style=\"font-weight: 400;\">tweeted</span></a><span style=\"font-weight: 400;\">: “theatre is alive and well”. This led to thousands of creatives signing a petition calling for his removal. They said that Mthethwa’s tweet demonstrated the disconnect between him and the theatre industry. Mthethwa later apologised for the tweet.</span>\r\n\r\n<span style=\"font-weight: 400;\">Internationally, theatres have struggled to get back into the swing of things amid the pandemic. In July, a number of plays had to be cancelled in the </span><a href=\"https://amp.france24.com/en/europe/20210720-the-show-can-t-go-on-covid-cases-force-london-theatres-to-cancel-shows\"><span style=\"font-weight: 400;\">UK</span></a><span style=\"font-weight: 400;\"> because cast members had tested positive for Covid-19.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><a href=\"https://newseu.cgtn.com/news/2021-01-24/The-show-goes-on-Spain-s-theaters-remain-open-despite-COVID-19-XidCrzkvaE/index.html\"><span style=\"font-weight: 400;\">Spain</span></a><span style=\"font-weight: 400;\">, theatres adhered to health and safety protocols which included disinfecting auditoriums, dressing rooms and costumes.
