"contents": "<b>Monday, 6 November </b><span style=\"font-weight: 400;\">is the United Nations (UN) </span><a href=\"https://www.un.org/en/observances/environment-in-war-protection-day\"><span style=\"font-weight: 400;\">International Day for Preventing the Exploitation of the Environment in War and Armed Conflict</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Though humanity has always counted its war casualties in terms of dead and wounded soldiers and civilians, destroyed cities and livelihoods, the environment has often remained the unpublicised victim of war. Water wells have been polluted, crops torched, forests cut down, soils poisoned, and animals killed to gain military advantage.</span>\r\n\r\n<span style=\"font-weight: 400;\">Furthermore, the </span><a href=\"http://www.unep.org/\"><span style=\"font-weight: 400;\">United Nations Environment Programme</span></a><span style=\"font-weight: 400;\"> (Unep) has found that over the past 60 years, at least 40% of all internal conflicts have been linked to the exploitation of natural resources, whether high-value resources such as timber, diamonds, gold and oil, or scarce resources such as fertile land and water. Conflicts involving natural resources have also been found to be twice as likely to relapse.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UN attaches great importance to ensuring that action on the environment is part of conflict prevention, peacekeeping and peacebuilding strategies, because there can be no durable peace if the natural resources that sustain livelihoods and ecosystems are destroyed. </span>\r\n\r\n<span style=\"font-weight: 400;\">On 5 November 2001, the UN General Assembly declared 6 November the International Day for Preventing the Exploitation of the Environment in War and Armed Conflict (</span><a href=\"http://undocs.org/A/RES/56/4\"><span style=\"font-weight: 400;\">A/RES/56/4</span></a><span style=\"font-weight: 400;\">).</span>\r\n\r\n<span style=\"font-weight: 400;\">On 27 May 2016, the United Nations Environment Assembly adopted resolution </span><a href=\"https://documents-dds-ny.un.org/doc/UNDOC/GEN/K16/072/52/pdf/K1607252.pdf\"><span style=\"font-weight: 400;\">UNEP/EA.2/Res.15</span></a><span style=\"font-weight: 400;\">, which recognized the role of healthy ecosystems and sustainably managed resources in reducing the risk of armed conflict, and reaffirmed its strong commitment to the full implementation of the </span><a href=\"http://www.un.org/sustainabledevelopment/sustainable-development-goals/\"><span style=\"font-weight: 400;\">Sustainable Development Goals</span></a><span style=\"font-weight: 400;\"> listed in General Assembly resolution 70/1, entitled </span><a href=\"https://sustainabledevelopment.un.org/post2015/transformingourworld\"><span style=\"font-weight: 400;\">Transforming our world: the 2030 Agenda for Sustainable Development</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Friday, 10 November</b><span style=\"font-weight: 400;\">, is </span><a href=\"https://www.daysoftheyear.com/days/world-science-day-for-peace-and-development/\"><span style=\"font-weight: 400;\">World Science Day for Peace and Development</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>Events this week…</b></h4>\r\n<span style=\"font-weight: 400;\">On</span><b> Wednesday 8 November, from 10am to 12pm</b><span style=\"font-weight: 400;\">, the Dullah Omar Institute, in collaboration with the Hanns Seidel Foundation, is hosting a </span><b>hybrid seminar</b><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The topic: Coalition governments: What are the options for law reform at municipal level? The dialogue sought to lay a foundation for the development of a National Framework on Coalition Governments in South Africa, and, during its deliberations, many questions and issues emerged.</span>\r\n\r\n<span style=\"font-weight: 400;\">There was broad agreement that radical legal reform is not the key to stable coalitions, but that a careful consideration of the legal framework is called for.</span>\r\n\r\n<span style=\"font-weight: 400;\">At this hybrid seminar, that part of the discussion will be taken forward with a focus on two issues, namely: 1. What are the options for thresholds at municipal level? And 2. How to ensure that municipal service delivery continues when there is instability? This inquiry transpired from 8 to 12 August 2022, in response to grievances received by the commission, coupled with media reports highlighting tragic cases of children succumbing to Severe Acute Malnutrition (SAM) due to hunger. Furthermore, studies and statistics illuminate a distressing reality: many children in the province suffer from malnutrition as a consequence of living in abject poverty. (Photo: EPA / KIM LUDBROOK)</em></p>\r\n<h4><b>Speaking of voting…</b></h4>\r\n<span style=\"font-weight: 400;\">The Department of Home Affairs (DHA) will open its offices for five hours on </span><b>Saturday, 4 November 2023</b><span style=\"font-weight: 400;\">, and </span><b>Saturday, 11 November 2023</b><span style=\"font-weight: 400;\">, for citizens to collect their IDs and passports ahead of the 18-19 Voter Registration Weekend. </span><b>Operating hours </b><span style=\"font-weight: 400;\">are from</span><b> 8am to 1pm </b><span style=\"font-weight: 400;\">each Saturday.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The service to be rendered on </span><b>4 and 11 November 2023</b><span style=\"font-weight: 400;\"> is exclusively for </span><b>collection</b> <b>of Smart ID Cards and</b> <b>passports</b><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">To ease pressure on its clients, Home Affairs has introduced dedicated counters for collections in large offices that process Smart ID Cards and passports, where space allows.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">This will help in reducing queues. In addition, clients can now book collection appointments before visiting offices, using the Branch Appointment Booking System, available on the DHA website via </span><a href=\"https://services.dha.gov.za/#/authenticate/identity\"><span style=\"font-weight: 400;\">this link</span></a><span style=\"font-weight: 400;\">. "description": "<span style=\"font-weight: 400\">Zapiro, whose real name is Jonathan Shapiro, is a prominent South African cartoonist known for his editorial cartoons that often comment on political and social issues in the country. His work appears in numerous South African publications and has been exhibited internationally on many occasions.</span>\r\n\r\n<span style=\"font-weight: 400\">He studied architecture at the University of Cape Town but found it unsatisfying and switched to Graphic Design. Shortly after this he was conscripted into the army for two years, where he refused to carry arms. </span>\r\n\r\n<span style=\"font-weight: 400\">In 1988, just before departing for a Fulbright Scholarship to pursue media arts studies at the School of Visual Arts in New York, he was detained. During his time in New York, he had the opportunity to learn from renowned comic artists such as Art Spiegelman, Will Eisner, and Harvey Kurtzman</span><span style=\"font-weight: 400\">\r\n</span><span style=\"font-weight: 400\">\r\n</span><span style=\"font-weight: 400\">Zapiro's career as an editorial cartoonist began in 1987 when he joined South newspaper. After a period in New York, he became the editorial cartoonist for the Sowetan from 1994 to 2005. From 1996 to 1997, his cartoons were featured in the Cape Argus. Since 1994, he has been the editorial cartoonist for the Mail & Guardian and the Sunday Times since 1998. Starting from September 2005, his work has been published three times a week in the Cape Times, the Star, the Mercury, and the Pretoria News.</span>\r\n\r\n<span style=\"font-weight: 400\">Since 2017, Zapiro has been the editorial cartoonist for the publication, <a href=\"https://www.dailymaverick.co.za/zapiro/\" target=\"_blank\" rel=\"noopener\">Daily Maverick</a>.</span>\r\n\r\n<span style=\"font-weight: 400\">As a consequence of creating hard-hitting cartoons that criticised President Jacob Zuma, Zapiro faced two defamation lawsuits filed by Zuma. However, at the end of 2012, Zuma withdrew one of the lawsuits, which involved a R5 million claim related to the 2008 <a href=\"https://www.dailymaverick.co.za/article/2018-08-14-the-back-story-to-the-most-controversial-cartoon-in-sa-history/\" target=\"_blank\" rel=\"noopener\">Lady Justice cartoon</a>. Similarly, in May 2013, Zuma dropped the earlier R10 million lawsuit from 2006.</span>\r\n\r\n<span style=\"font-weight: 400\">Zapiro has published 29 annual cartoon collections and has garnered numerous accolades for his work. Among his notable achievements is being awarded the prestigious <a href=\"https://www.dailymaverick.co.za/article/2019-11-14-zapiro-chevalier-des-arts-et-des-lettres-2/\" target=\"_blank\" rel=\"noopener\">Chevalier de l'Ordre des Arts et des Lettres</a> (Knight of the Order of Arts and Letters) by the President of the French Republic.</span>",

"description": "<b>Monday, 6 November </b><span style=\"font-weight: 400;\">is the United Nations (UN) </span><a href=\"https://www.un.org/en/observances/environment-in-war-protection-day\"><span style=\"font-weight: 400;\">International Day for Preventing the Exploitation of the Environment in War and Armed Conflict</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Though humanity has always counted its war casualties in terms of dead and wounded soldiers and civilians, destroyed cities and livelihoods, the environment has often remained the unpublicised victim of war. Water wells have been polluted, crops torched, forests cut down, soils poisoned, and animals killed to gain military advantage.</span>\r\n\r\n<span style=\"font-weight: 400;\">Furthermore, the </span><a href=\"http://www.unep.org/\"><span style=\"font-weight: 400;\">United Nations Environment Programme</span></a><span style=\"font-weight: 400;\"> (Unep) has found that over the past 60 years, at least 40% of all internal conflicts have been linked to the exploitation of natural resources, whether high-value resources such as timber, diamonds, gold and oil, or scarce resources such as fertile land and water. Conflicts involving natural resources have also been found to be twice as likely to relapse.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UN attaches great importance to ensuring that action on the environment is part of conflict prevention, peacekeeping and peacebuilding strategies, because there can be no durable peace if the natural resources that sustain livelihoods and ecosystems are destroyed. </span>\r\n\r\n<span style=\"font-weight: 400;\">On 5 November 2001, the UN General Assembly declared 6 November the International Day for Preventing the Exploitation of the Environment in War and Armed Conflict (</span><a href=\"http://undocs.org/A/RES/56/4\"><span style=\"font-weight: 400;\">A/RES/56/4</span></a><span style=\"font-weight: 400;\">).</span>\r\n\r\n<span style=\"font-weight: 400;\">On 27 May 2016, the United Nations Environment Assembly adopted resolution </span><a href=\"https://documents-dds-ny.un.org/doc/UNDOC/GEN/K16/072/52/pdf/K1607252.pdf\"><span style=\"font-weight: 400;\">UNEP/EA.2/Res.15</span></a><span style=\"font-weight: 400;\">, which recognized the role of healthy ecosystems and sustainably managed resources in reducing the risk of armed conflict, and reaffirmed its strong commitment to the full implementation of the </span><a href=\"http://www.un.org/sustainabledevelopment/sustainable-development-goals/\"><span style=\"font-weight: 400;\">Sustainable Development Goals</span></a><span style=\"font-weight: 400;\"> listed in General Assembly resolution 70/1, entitled </span><a href=\"https://sustainabledevelopment.un.org/post2015/transformingourworld\"><span style=\"font-weight: 400;\">Transforming our world: the 2030 Agenda for Sustainable Development</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Friday, 10 November</b><span style=\"font-weight: 400;\">, is </span><a href=\"https://www.daysoftheyear.com/days/world-science-day-for-peace-and-development/\"><span style=\"font-weight: 400;\">World Science Day for Peace and Development</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>Events this week…</b></h4>\r\n<span style=\"font-weight: 400;\">On</span><b> Wednesday 8 November, from 10am to 12pm</b><span style=\"font-weight: 400;\">, the Dullah Omar Institute, in collaboration with the Hanns Seidel Foundation, is hosting a </span><b>hybrid seminar</b><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The topic: Coalition governments: What are the options for law reform at municipal level?
