"contents": "<span style=\"font-weight: 400;\">Three employees of the Passenger Rail Agency of South Africa (Prasa) have been dismissed after a probe by the Special Investigating Unit (SIU), said group CEO Hishaam Emeran during a meeting in Parliament on Tuesday.</span>\r\n\r\n<span style=\"font-weight: 400;\">Prasa briefed the transport oversight committee on Tuesday about its 2023/2024 corporate plan and gave an update on SIU investigations at the entity.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last year, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that the SIU was investigating serious maladministration at Prasa, including improper or unlawful conduct by employees and officials, the intentional or negligent loss of public money or damage to public property, and unlawful appropriation or expenditure of public money or property.</span>\r\n\r\n<span style=\"font-weight: 400;\">The SIU investigation dates back to August 2019, when President Cyril Ramaphosa issued a proclamation for the investigation. </span>\r\n\r\n<b>Read in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2022-10-31-removing-prasa-rot-is-a-massive-undertaking-but-investigations-advanced-says-siu/\"><span style=\"font-weight: 400;\">Removing Prasa rot is a massive undertaking, but investigations advanced, says SIU</span></a>\r\n\r\n<span style=\"font-weight: 400;\">In October 2022, Prasa told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that 33 of its employees were undergoing disciplinary action and consequence management, based on investigations by the SIU and reports by the Auditor-General.</span>\r\n\r\n<span style=\"font-weight: 400;\">In Parliament on Tuesday, Emeran said out of the 33 cases, 31 had been finalised and the other two were still in the process. One of the cases was “set down for the end of the month”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Emeran unpacked the 31 finalised cases, which resulted in three dismissals, two resignations, six final written warnings, two written warnings, and 15 not-guilty findings. Two cases resulted in no action taken against those implicated and one employee took early retirement.</span>\r\n\r\n<span style=\"font-weight: 400;\">During the committee meeting, Prasa officials were told by the committee chairperson, Mina Lesoma, that requests for a breakdown of costs regarding those investigated and how much money had been recouped from them, as well as the reasons for the two people resigning, needed to be submitted in writing within seven days. </span>\r\n\r\n<span style=\"font-weight: 400;\">This is not the first time in recent weeks that the SIU’s intervention at Prasa has come before Parliament. </span>\r\n\r\n<span style=\"font-weight: 400;\">On </span><a href=\"https://pmg.org.za/committee-meeting/36929/\"><span style=\"font-weight: 400;\">16 May</span></a><span style=\"font-weight: 400;\">, the SIU outlined its investigations at the rail agency. It asked for a new proclamation to deal with allegations that are different to those covered in a previous proclamation.</span>\r\n\r\n<span style=\"font-weight: 400;\">Focuses of the new investigation will include the irregular salary of one of the former CEOs of Prasa, the </span><a href=\"https://www.dailymaverick.co.za/article/2021-02-12-r45-million-victory-for-prasa-in-sa-fence-and-gate-saga/\"><span style=\"font-weight: 400;\">SA Fence and Gate</span></a><span style=\"font-weight: 400;\"> contract and the doomed procurement of locomotives from </span><a href=\"https://www.dailymaverick.co.za/article/2017-07-04-prasa-swifambo-was-a-front-for-r2-6-billion-locomotive-contract/\"><span style=\"font-weight: 400;\">Swifambo Rail Leasing</span></a><span style=\"font-weight: 400;\">.
