"contents": "<span style=\"font-weight: 400;\">There once was a president who denied that a virus was causing extensive infections. He silenced eminent scientists and entertained a wide range of conspiracy theories.</span>\r\n\r\n<span style=\"font-weight: 400;\">During his reign, politicking took precedence over scientific facts, blind loyalty was rewarded over scientific excellence and quacks with fake cures were entertained at the highest level.</span>\r\n\r\n<span style=\"font-weight: 400;\">His name was Thabo Mbeki and he became president of South Africa in 1999 – just as HIV was starting to spread exponentially in the country.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbeki’s belief in his own intellectual superiority over internationally renowned HIV scientists came at a huge cost. He refused to allow the rollout of antiretroviral drugs because he thought they were “poison”.</span>\r\n\r\n<span style=\"font-weight: 400;\">His decision resulted in the deaths of an estimated 330,000 people and the births of 35,000 HIV-infected babies,</span><a href=\"https://www.researchgate.net/publication/23968057_Estimating_the_Lost_Benefits_of_Antiretroviral_Drug_Use_in_South_Africa\"> <span style=\"font-weight: 400;\">according to calculations by Dr Pride Chigwedere</span></a><span style=\"font-weight: 400;\"> of the Harvard School of Public Health and his colleagues. By</span><span style=\"font-weight: 400;\">[AT1] </span><span style=\"font-weight: 400;\"> the end of Mbeki’s presidency in 2007, life expectancy in South Africa was a mere 53 years.</span>\r\n\r\n<span style=\"font-weight: 400;\">US President Donald Trump’s handling of the Covid-19 pandemic is eerily similar to Mbeki’s AIDS denialism, replete with paranoia, distortion, denial of basic science and grandstanding.</span>\r\n\r\n<span style=\"font-weight: 400;\">At a rally in North Charleston on 28 February, Trump</span><a href=\"https://www.vox.com/policy-and-politics/2020/2/29/21159054/trump-coronavirus-strategy-democrats-hoax\"> <span style=\"font-weight: 400;\">said Covid-19 was a “new hoax”</span></a><span style=\"font-weight: 400;\"> by Democrats after they had failed to impeach him.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similarly, Mbeki accused the pharmaceutical industry of creating an AIDS bogeyman in order to sell its medicines.</span>\r\n\r\n<span style=\"font-weight: 400;\">On 6 March, US Secretary of State</span><a href=\"https://www.mediamatters.org/coronavirus-covid-19/fox-friends-and-mike-pompeo-try-rebrand-coronavirus-wuhan-virus\"> <span style=\"font-weight: 400;\">Mike Pompeo told Fox News</span></a><span style=\"font-weight: 400;\"> the “Chinese Communist Party is providing data sets that aren’t transparent” about the “Wuhan virus”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Various Trump supporters have taken the anti-China rhetoric further. </span><span style=\"font-weight: 400;\">Republican senator Tom Cotton</span><a href=\"https://www.newsweek.com/gop-senator-tom-cotton-suggests-coronavirus-couldve-come-wuhan-super-lab-not-seafood-market-1487584\"> <span style=\"font-weight: 400;\">suggested the virus might have originated from a Chinese “super laboratory</span></a><span style=\"font-weight: 400;\">” situated “just a few miles away from that food market”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Rush Limbaugh, a </span><span style=\"font-weight: 400;\">p</span><span style=\"font-weight: 400;\">rominent Trump-supporting media personality,</span><a href=\"https://www.rushlimbaugh.com/daily/2020/03/09/how-trump-should-combat-virus-terrorism/\"> <span style=\"font-weight: 400;\">described coronavirus as “virus terrorism”</span></a><span style=\"font-weight: 400;\"> and a “ChiCom (Chinese communist) disease”.</span>\r\n\r\n<span style=\"font-weight: 400;\">As recently as 10 March, Trump retweeted a supporter describing coronavirus as “China virus”, accompanied by the comment, “We need the wall more than ever.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Aside from using the pandemic to take cheap shots at China, Trump has downplayed its spread and impact. He falsely</span><a href=\"https://www.whitehouse.gov/briefings-statements/remarks-president-trump-vice-president-pence-members-coronavirus-task-force-press-conference/\"> <span style=\"font-weight: 400;\">claimed at a press briefing</span></a><span style=\"font-weight: 400;\"> on 26 February that there were only 15 cases in the US, infections were “</span><span style=\"font-weight: 400;\">going very substantially down, not up</span><span style=\"font-weight: 400;\">”</span><span style=\"font-weight: 400;\"> and that </span><span style=\"font-weight: 400;\">“</span><span style=\"font-weight: 400;\">the 15, within a couple of days, is going to be down to close to zero</span><span style=\"font-weight: 400;\">”</span><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">White House counsellor Kellyanne Conway later reported: “This has been contained.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The only thing that had in fact been contained was the availability of test kits. By 6 March, the Centers for Disease Control and Prevention (CDC) reported that it had tested 5,861 people. In contrast, South Korea tested more than 66,000 people within a week of its first coronavirus case.</span>\r\n\r\n<span style=\"font-weight: 400;\">Without expanded testing for </span><span style=\"font-weight: 400;\">SARS-CoV-2, the virus that causes</span><span style=\"font-weight: 400;\"> Covid-19, Trump and Conway had no evidence to make any claims about the extent of US infections.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite CDC’s acknowledgement that there had been a problem with its tests, Trump told a</span><a href=\"https://www.wired.com/story/trumps-coronavirus-press-event-was-even-worse-than-it-looked/#intcid=recommendations_wired-homepage-right-rail-popular_dd2edc4a-753a-488a-8bb5-23e18b703323_popular4-1\"> <span style=\"font-weight: 400;\">press briefing at the CDC itself on 6 March</span></a><span style=\"font-weight: 400;\">: </span><span style=\"font-weight: 400;\">“I think, importantly, anybody, right now and yesterday, that needs a test gets a test. They’re there, they have the tests, and the tests are beautiful. Anybody that needs a test gets a test.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The lack of widespread testing, and thus reliable data, did not stop Trump from</span><a href=\"https://factba.se/transcript/donald-trump-interview-sean-hannity-fox-telephone-march-4-2020\"> <span style=\"font-weight: 400;\">disputing the World Health Organisation’s estimate</span></a><span style=\"font-weight: 400;\"> that Covid-19’s mortality rate was 3.4%, describing this as “a really false number”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Now, this is just my hunch, but based on a lot of conversations with a lot of people that do this … I think the number, personally, I would say the number is way under 1%,” Trump</span><a href=\"https://factba.se/transcript/donald-trump-interview-sean-hannity-fox-telephone-march-4-2020\"> <span style=\"font-weight: 400;\">told Fox News on 4 March.</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Mbeki, too, believed in hoaxes and had plenty of hunches and conversations with charlatans. Before he stopped believing in HIV altogether, Mbeki</span><a href=\"https://www.politicsweb.co.za/news-and-analysis/the-virodene-affair-i\"> <span style=\"font-weight: 400;\">promoted an untested industrial solvent</span></a><span style=\"font-weight: 400;\"> called Virodene as an HIV “cure” and invited its manufacturers to address his cabinet.</span>\r\n\r\n<span style=\"font-weight: 400;\">Like Mbeki, Trump has surrounded himself with people who do not believe in basic scientific facts. Right-wing Christians are the bedrock of his support base. His evangelical vice president, Mike Pence, the person Trump has put in charge of the US response to coronavirus, has</span><a href=\"https://www.forbes.com/sites/shaenamontanari/2016/11/10/vp-elect-mike-pence-does-not-accept-evolution-heres-why-that-matters/#167bf19f15a7\"> <span style=\"font-weight: 400;\">refused to state</span></a><span style=\"font-weight: 400;\"> whether he believes in evolution.</span>\r\n\r\n<span style=\"font-weight: 400;\">Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases and globally revered for his role in fighting HIV, has to clear all his coronavirus comments with Pence’s office.</span>\r\n\r\n<span style=\"font-weight: 400;\">Trump has also</span><a href=\"https://www.huffpost.com/entry/trump-now-blames-scientis_b_11228538?guccounter=1\"> <span style=\"font-weight: 400;\">described global warming as a “hoax”</span></a><span style=\"font-weight: 400;\"> and withdrew the US from the Paris Agreement, a key international initiative aimed at addressing climate change.</span>\r\n\r\n<span style=\"font-weight: 400;\">Trump’s disdain for science has seen</span><a href=\"https://www.theguardian.com/world/2020/mar/06/coronavirus-trump-administration-brain-drain-impeding-response\"> <span style=\"font-weight: 400;\">an exodus of scientists</span></a><span style=\"font-weight: 400;\"> from government office, particularly those researching climate change. He has also implemented huge budget cuts for science and health. The CDC’s budget was</span><a href=\"https://fortune.com/2020/02/26/coronavirus-covid-19-cdc-budget-cuts-us-trump/\"> <span style=\"font-weight: 400;\">slashed by $15 billion</span></a><span style=\"font-weight: 400;\"> in 2018; as a result the US </span><span style=\"font-weight: 400;\">global health security unit – set up to tackle pandemics like coronavirus – was disbanded</span><span style=\"font-weight: 400;\"> and the country slashed its contribution to global disease prevention by 80%.</span>\r\n\r\n<span style=\"font-weight: 400;\">CDC director Robert Redfield</span><a href=\"https://www.cnbc.com/2020/03/10/coronavirus-testing-delays-caused-in-part-by-underfunding-cdc-director-says.html\"> <span style=\"font-weight: 400;\">admitted to the US Congress</span></a><span style=\"font-weight: 400;\"> this week that budget cuts have left the organisation far less able to respond effectively to coronavirus.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The truth is we’ve under-invested in the public health labs… There’s not enough equipment, there’s not enough people, there’s not enough internal capacity, there’s no research capacity,”</span><a href=\"https://www.cnbc.com/2020/03/10/coronavirus-testing-delays-caused-in-part-by-underfunding-cdc-director-says.html\"> <span style=\"font-weight: 400;\">Redfield said</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In his day, Mbeki also cut the health budget and his health minister oversaw the closure of nurses’ training colleges shortly before the health system was overwhelmed with HIV-positive people.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite his unscientific approach, Mbeki projected himself as an expert in scientific matters. In an</span><a href=\"https://www.politicsweb.co.za/news-and-analysis/here-is-the-evidence-of-mbekis-denialism\"> <span style=\"font-weight: 400;\">interview with Time magazine</span></a><span style=\"font-weight: 400;\"> in September 2000, he declared, “The notion that immune deficiency is only acquired from a single virus cannot be sustained.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Trump too fancies himself a scientist. </span><span style=\"font-weight: 400;\">“I like this stuff. I really get it. People are surprised that I understand it,”</span><a href=\"https://www.wired.com/story/trumps-coronavirus-press-event-was-even-worse-than-it-looked/#intcid=recommendations_wired-homepage-right-rail-popular_dd2edc4a-753a-488a-8bb5-23e18b703323_popular4-1\"> <span style=\"font-weight: 400;\">he said</span></a><span style=\"font-weight: 400;\"> recently.</span>\r\n\r\n<span style=\"font-weight: 400;\">Currently one of our few defences against coronavirus is vigorous hand-washing. Once our only defence against HIV was condoms, but antiretroviral medication has rendered HIV a manageable chronic disease. It is highly likely that treatment for coronavirus, and perhaps even a vaccine, will be developed.
