"contents": "<span style=\"font-weight: 400;\">Police have come under fire in an attack in which it is suspected members of the 28s gang ambushed a cop station in Cape Town to try and get hold of alcohol.</span>\r\n\r\n<span style=\"font-weight: 400;\">The violence erupted in the Cape Town suburb of Ravensmead on Friday 18 August 2023, the same day Police Minister Bheki Cele released South Africa’s latest crime statistics.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">[Watch Live] Minister Bheki Cele releases 2023/2024 1st Quarter Crime Statistics <a href=\"https://t.co/PgQfxOl1vO\">https://t.co/PgQfxOl1vO</a></p>\r\n— South African Government (@GovernmentZA) <a href=\"https://twitter.com/GovernmentZA/status/1692476952031232090?ref_src=twsrc%5Etfw\">August 18, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">Around noon on Friday, the City of Cape Town issued a media alert saying that South African Police Service (SAPS) officers were under fire and had requested urgent backup.</span>\r\n\r\n<span style=\"font-weight: 400;\">The statement said that Law Enforcement Advancement Plan (</span><a href=\"https://www.westerncape.gov.za/news/western-cape-leap-officers-effectively-trained-combat-crime\"><span style=\"font-weight: 400;\">Leap</span></a><span style=\"font-weight: 400;\">) officers, who fall under the Western Cape government and city, rushed to the scene.</span>\r\n<h4><b>‘Gangsters hiding in apartment’</b></h4>\r\n<span style=\"font-weight: 400;\">“Leap members responded and assisted Ravensmead SAPS. The shoot-out continued as Leap and SAPS drove the gangs back and who have now sought refuge within one of the apartment flats,” it said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“SAPS Airwing has been activated, as well as the Metro Police Gang and Drug Task Team, with several hardened vehicles surrounding the premises.”</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">Please join our WCLive Traffic Channel for Live Updates<a href=\"https://t.co/kaOaPNhj3y\">https://t.co/kaOaPNhj3y</a></p>\r\nPROTEST\r\n8th Avenue Florida, Ravensmead\r\nTyres Alight\r\nUse Alternative Route\r\nAvoid area<a href=\"https://twitter.com/hashtag/WCLiveTraffic?src=hash&ref_src=twsrc%5Etfw\">#WCLiveTraffic</a> <a href=\"https://twitter.com/hashtag/Bosbeer2006?src=hash&ref_src=twsrc%5Etfw\">#Bosbeer2006</a> <a href=\"https://twitter.com/LimaCharlie1?ref_src=twsrc%5Etfw\">@LimaCharlie1</a> <a href=\"https://twitter.com/mikecharlie1?ref_src=twsrc%5Etfw\">@MikeCharlie1</a><a href=\"https://twitter.com/hashtag/EWNTraffic?src=hash&ref_src=twsrc%5Etfw\">#EWNTraffic</a> <a href=\"https://twitter.com/hashtag/BokRadio?src=hash&ref_src=twsrc%5Etfw\">#BokRadio</a> <a href=\"https://t.co/PuZ3HPvTNy\">pic.twitter.com/PuZ3HPvTNy</a>\r\n\r\n— WC Live Traffic & Safety Reports (@WCLiveTraffic) <a href=\"https://twitter.com/WCLiveTraffic/status/1692473701994782815?ref_src=twsrc%5Etfw\">August 18, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">The city’s statement said a police officer was shot in the upper body and rushed to hospital.</span>\r\n\r\n<span style=\"font-weight: 400;\">A Leap officer was also wounded in the leg.</span>\r\n<h4><b>‘28s demanded seized liquor’</b></h4>\r\n<span style=\"font-weight: 400;\">“It is believed the violence escalated after members of the 28 gang stormed the police station demanding the return of alcohol that had been previously confiscated,” the city’s statement said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“This is an active crime scene and extremely volatile, members of the public are to keep a distance.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Footage of what appeared to be the scene, posted by Cape Town's mayoral committee member for safety and security JP Smith on Facebook, showed a street with smoke billowing in the background.</span>\r\n\r\n<span style=\"font-weight: 400;\">In other footage, apparent gunshots can be heard.</span>\r\n\r\n<iframe style=\"border: none; overflow: hidden;\" src=\"https://www.facebook.com/plugins/video.php?height=476&href=https%3A%2F%2Fwww.facebook.com%2Fjp4safety%2Fvideos%2F955847322143267%2F&show_text=false&width=267&t=0\" width=\"267\" height=\"476\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">On Friday afternoon, Western Cape police spokesperson Captain Frederick van Wyk confirmed two attempted murder cases were under investigation.</span>\r\n\r\n<span style=\"font-weight: 400;\">Cases of violence and intimidation were also opened.</span>\r\n\r\n<span style=\"font-weight: 400;\">Van Wyk did not mention the 28s gang.</span>\r\n<h4><b>Alcohol abandoned in alley plus 10 arrests</b></h4>\r\n<span style=\"font-weight: 400;\">He said the cases were opened “following an altercation earlier today between police and disgruntled members of the community over liquor which was earlier confiscated during a crime combatting operation conducted by the local police.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The alcohol, he said, had been found abandoned in an alley in Ravensmead.</span>\r\n\r\n<span style=\"font-weight: 400;\">Van Wyk confirmed the Leap officer was wounded in the leg and said the wounded policeman was a sergeant whose head was grazed by a bullet.</span>\r\n\r\n<span style=\"font-weight: 400;\">He said 10 suspects, men between the ages of 20 and 54 years, were arrested.</span>\r\n\r\n<span style=\"font-weight: 400;\">“They are currently being processed and will appear in the Bellville Magistrate’s court once charged. More arrests [are] not excluded,” Van Wyk said.</span>\r\n\r\n<span style=\"font-weight: 400;\"> “[In the] meantime reinforcement[s] were deployed in the area to monitor and normalise the situation.”</span>\r\n\r\n<span style=\"font-weight: 400;\">There have been other recent shootings in which cops have come under gunfire. </span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-08-15-santaco-and-city-of-cape-towns-taxi-impoundment-agreement-on-shaky-ground/\"><span style=\"font-weight: 400;\">volatile taxi trike</span></a><span style=\"font-weight: 400;\"> that gripped the city around that time.</span>\r\n<h4><b>Unprecedented R1.35-million reward</b></h4>\r\n<span style=\"font-weight: 400;\">According to another City of Cape Town statement, a reward of R1.35-million was being offered for information that would lead to an arrest in the case.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Officer Kwinana was a passenger in a marked Law Enforcement vehicle driving in Nyanga just after 8 pm when the vehicle came under heavy fire on Friday the 4th of August,” that statement said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“When his colleagues realised he had been hit, they sped off to Heideveld Day Hospital, but the officer was declared deceased on arrival — he had sustained gunshot wounds to the head.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The city’s statement said the reward had been increased to “an unprecedented amount” due to “a remarkable display of solidarity with our officers, several benefactors approached the City requesting to pledge additional amounts to the reward already offered.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, in another attack involving another Leap officer, Toufeeq Williams was murdered in Mitchells Plain on 30 July.</span>\r\n\r\n<span style=\"font-weight: 400;\">He had been off duty at information that would lead to the capture or conviction of those behind the shooting of Williams.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported extensively on the 28s gang, of which members were suspected of being behind Friday’s attack on police and law enforcement officers.</span>\r\n<h4><b>Venue closed in extortion spat</b></h4>\r\n<span style=\"font-weight: 400;\">Earlier this week it was reported that the Ayepyep Lifestyle Lounge in Cape Town, marketed as a luxury venue, had closed its doors due to a spat involving </span><a href=\"https://www.dailymaverick.co.za/article/2023-08-16-fear-violence-and-extortion-in-cape-town-luxury-venue-ayepyep-closes-amid-claims-of-gangsterism-and-threats/\"><span style=\"font-weight: 400;\">allegations of threats and extortion</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ayepyep founder Kagiso Setsetse alleged suspected 28s gang boss Ralph Stanfield and his wife were trying to take over the business.</span>\r\n\r\n<span style=\"font-weight: 400;\">But Stanfield made counterclaims that Setsetse had taken out </span><span style=\"font-weight: 400;\">“a R15-million life cover policy” on his [Setsetse’s] business partner, the DJ and producer Oupa John Sefoka, better known as DJ Sumbody, who went on to be </span><a href=\"https://www.news24.com/citypress/news/amapiano-producer-dj-sumbody-passes-away-20221120\"><span style=\"font-weight: 400;\">murdered in a shooting in Johannesburg</span></a><span style=\"font-weight: 400;\"> in November 2022.</span>\r\n\r\n<span style=\"font-weight: 400;\">Setsetse, it was reported in the </span><a href=\"https://sundayworld.co.za/shwashwi/celebrity-news/dj-sumbodys-partner-took-out-r15m-life-cover-on-artist/\"><i><span style=\"font-weight: 400;\">Sunday World</span></i></a><span style=\"font-weight: 400;\">, did not deny that, but countered that Stanfield was portraying the situation in a way that was intended to tarnish his name.</span>\r\n<h4><b>Judgment suggests cop-gang collusion</b></h4>\r\n<span style=\"font-weight: 400;\">There was also heightened attention on matters relating to the 28s gang when, in October last year, a judgment was delivered in the Western Cape in a gang-related case suggested members of the 28s gang had corrupted not only low-ranking police officers in the Western Cape but also the management structure.</span>\r\n\r\n<span style=\"font-weight: 400;\">A section of the judgement, which police and the Western Cape government said would be analysed to ascertain its merit, stated: “The evidence suggests that the senior management of the SAPS in the province has been penetrated to the extent that the 28 gang has access to the table where the Provincial Commissioner of the SAPS in the Western Cape sits with his senior managers and lead[s] them in the study of crime, develop[s] crime prevention strategies and decide[s] on tactics and approach to the safety and security of inhabitants of the Western Cape. </span>\r\n\r\n<span style=\"font-weight: 400;\">“This includes penetration of and access to the sanctity of the reports by specialised units like the Anti-Gang Unit and Crime Intelligence, to the
