"contents": "<span style=\"font-weight: 400;\">A Westminster inquiry on Wednesday, May 8, will probe Russia’s Antarctic oil and gas interests, according to a </span><a href=\"https://committees.parliament.uk/committee/650/environmental-audit-subcommittee-on-polar-research/news/201246/are-russia-tensions-affecting-uks-antarctic-policy-mps-to-quiz-ministers/\"><span style=\"font-weight: 400;\">UK government advisory</span></a><span style=\"font-weight: 400;\">. </span>\n\n<span style=\"font-weight: 400;\">The final MP-led evidence session in the inquiry, launched in July to audit the UK’s Antarctic interests, is expected to be </span><a href=\"https://parliamentlive.tv/event/index/02bd4881-c008-49e5-bc6b-9102b27f8317\"><span style=\"font-weight: 400;\">publicly livestreamed at 2.15pm GMT</span></a><span style=\"font-weight: 400;\">.</span>\n\n<span style=\"font-weight: 400;\">The session will also quiz Jane Rumble, OBE, head of the UK government’s Polar Regions Department, about climate impacts in the icy, warming region and how Russia’s war in Ukraine may be stoking wider diplomatic tension there. </span>\n\n<span style=\"font-weight: 400;\">Andrew Griffith, Minister of State in the Department for Science, Innovation and Technology; and David Rutley, Parliamentary Under-Secretary in the Foreign, Commonwealth and Development Office, will face their own questions from the polar audit sub-committee.</span>\n\n<span style=\"font-weight: 400;\">Russia’s Akademik Alexander Karpinsky vessel — </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-28-us-sanctions-target-russian-ship-surveying-for-antarctic-oil-and-gas-via-cape-town/\"><span style=\"font-weight: 400;\">targeted by US sanctions</span></a><span style=\"font-weight: 400;\"> in February — </span><a href=\"https://www.marinetraffic.com/en/ais/details/ships/shipid:350925/mmsi:273457410/imo:8227238/vessel:AK__A__KARPINSKIY\"><span style=\"font-weight: 400;\">is currently heading home</span></a><span style=\"font-weight: 400;\"> to St Petersburg </span><a href=\"https://eies.ats.aq/Report/VesselsByPartyRpt?yearF=2021&yearT=2021&period=1&filter=1&title=National%20Non-Military%20Ships\"><span style=\"font-weight: 400;\">after doing “geological” surveys</span></a><span style=\"font-weight: 400;\"> in Antarctica’s Southern Ocean in the recent summer field season. Yet, </span><a href=\"http://www.pmge.ru/index.php?id=33&lang=RUS\"><span style=\"font-weight: 400;\">since 2011</span></a><span style=\"font-weight: 400;\">, Rosgeo’s surveys have returned to a region claimed by the UK as \"British Antarctic Territory\" no fewer than six times to study the “oil and gas potential” of the Weddell Sea — where an <a href=\"https://cmir.ccamlr.org/node/32\">MPA proposal</a> has failed since 2016, largely due to Russian and Chinese opposition. </span><span style=\"font-weight: 400;\">It was beneath these very waters that the Endurance</span> <span style=\"font-weight: 400;\">wreck, captained by the British explorer Sir Ernest Shackleton, was found in 2022.</span>\n\n<a href=\"https://committees.parliament.uk/writtenevidence/124548/pdf/\"><span style=\"font-weight: 400;\">In his own testimony</span></a><span style=\"font-weight: 400;\"> to the inquiry, the leading polar geopolitician Professor Klaus Dodds has flagged the “current Russian activity” and its possible “prospecting” links as “troubling”. </span>\n\nhttps://www.youtube.com/watch?v=Xp1guVi80S8&t=6s\n\n<span style=\"font-weight: 400;\">Indeed, Dodds, a recognised world expert at Royal Holloway, University of London, noted potential “prospecting” operations among top five challenges that could test the UK’s activities in the treaty region. The geopolitician also flagged China and India as emerging polar power players.</span>\n\n<a href=\"https://www.dailymaverick.co.za/article/2021-10-25-using-cape-town-as-a-launchpad-russia-boasts-of-supergiant-oil-fields-in-antarctic-wilderness/\"><span style=\"font-weight: 400;\">First published</span></a><span style=\"font-weight: 400;\"> in October 2021, Daily Maverick’s investigative series has documented 4.5 million km² in Antarctic oil and gas data collected aboard the Karpinsky. Cited by Dodds </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-14-melting-ice-geopolitical-heat-westminster-hears-of-simmering-antarctic-mining-threat/\"><span style=\"font-weight: 400;\">in his oral testimony</span></a><span style=\"font-weight: 400;\">, our reports have also documented several Russian state sources claiming that the Southern Ocean’s basins hold </span><a href=\"https://www.dailymaverick.co.za/article/2022-05-17-gentlemans-agreement-despite-mining-ban-russia-scours-antarctica-for-massive-fossil-fuel-deposits/\"><span style=\"font-weight: 400;\">500 billion barrels (70 billion tons)</span></a><span style=\"font-weight: 400;\"> of oil and gas. </span>\n\n<span style=\"font-weight: 400;\">No recoverability estimates were offered, but the Kremlin has never stopped mapping Antarctica’s oil and gas since the ban entered into force in 1998, arguing the work is allowable “scientific research”. </span>\n\n<span style=\"font-weight: 400;\">Both Rosgeo’s Antarctic geology vessels, including the Professor Logachev, have been hit with US sanctions. The sanctions aim to constrain Russian energy production — in effect making the US the first treaty state to acknowledge the Karpinsky and Logachev as more than research vessels.</span>\n\n<span style=\"font-weight: 400;\">The sanctions only apply to US ports, but shipping agents in South Africa or elsewhere fearing secondary sanctions </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-28-us-sanctions-target-russian-ship-surveying-for-antarctic-oil-and-gas-via-cape-town/\"><span style=\"font-weight: 400;\">may refuse to receive the ships</span></a><span style=\"font-weight: 400;\">. </span>\n\n<span style=\"font-weight: 400;\">The US initiated the treaty as a tension-defusing Cold War pact aimed at devoting the Antarctic to peaceful activities such as science and tourism. Considered a benchmark diplomatic coup, the treaty freezes territorial claims asserted before 1959 by seven states, including the UK. </span>\n\n<span style=\"font-weight: 400;\">Though these territories cannot be owned while the indefinite treaty is in force, they are of well-established, manifest geopolitical importance to the historic claimant states themselves. And while the US and Russia never made any claims, they reserve the right to do so, therefore the Kremlin’s controversial insistence on probing possible hydrocarbons here may at some point be precisely the red rag that the treaty’s 29 decision-making states have sought not to flaunt. </span>\n\n<span style=\"font-weight: 400;\">“The Committee should recognise that the Antarctic policy environment is arguably at its most challenging since the late 1980s and early 1990s,” </span><a href=\"https://committees.parliament.uk/writtenevidence/124548/pdf/\"><span style=\"font-weight: 400;\">Dodds testified</span></a><span style=\"font-weight: 400;\">, “when Antarctic Treaty consensus broke down over a disagreement regarding the future regulation of Antarctic minerals activities.”</span>\n\n<span style=\"font-weight: 400;\">Despite the severe implications of mining the Antarctic’s potential oil and gas, treaty states have yet to go further than their </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-21-helsinki-explained-antarcticas-mining-ban-may-face-meltdown-but-lets-pretend-everythings-chill/\"><span style=\"font-weight: 400;\">2023 annual meeting effort</span></a><span style=\"font-weight: 400;\">, which simply reaffirmed a changeable ban with a </span><a href=\"https://documents.ats.aq/keydocs/vol_1/vol1_4_AT_Protocol_on_EP_e.pdf\"><span style=\"font-weight: 400;\">\"walkout-and-mine\" option</span></a><span style=\"font-weight: 400;\"> after 2048. </span>\n\n<span style=\"font-weight: 400;\">Strenuous hurdles must be crossed before triggering the \"walkout-and-mine\" option. Yet, Professor Alan Hemmings — a Canterbury University governance expert and BAS station commander during the 1982 Falklands-Malvinas conflict — has co-authored </span><a href=\"https://www.giga-hamburg.de/en/publications/giga-focus/now-and-never-banning-hydrocarbon-extraction-in-antarctica-forever\"><span style=\"font-weight: 400;\">peer-reviewed legal solutions</span></a><span style=\"font-weight: 400;\"> for an immediate ban that can never be changed to allow oil and gas extraction. </span>\n\n<span style=\"font-weight: 400;\">These ideas are </span><a href=\"https://www.ats.aq/devAS/Meetings/DocDatabase?lang=e\"><span style=\"font-weight: 400;\">filed on the treaty website</span></a><span style=\"font-weight: 400;\">, but they do not seem to have gained traction among the treaty decision-maker states, which will conduct their annual session in India from May 20 to 30 when the Karpinsky is still at sea.
